Land contamination has emerged as a major environmental and land management issue over the last decade. Although the importance of contaminated land management was continuously increased and many developed countries tried to make advanced contaminated land register system, current Korea soil regulations and policies have not been considered yet. This study analyzed existing or developing contaminated land register system from various countries to suggest implications of environmental decision support. Through this study, the introduction of contaminated land management system as creating a new system in Korea needs to considerable review to the following in order to achieve the objective through a effective adoption and operation (1) we need to establish contaminated land register system by providing a proper legal basis before the imposition of data collection, investigation, and management, (2) sufficient examination is required to identify scope of information disclosure and criteria, contents, and subjects of items from contaminated land register system.
The concectration and distribution of contaminants obtained from a contaminated land investigation or an environmental geochemistry survey constitutes the basis of a decision-making process on environmental policies or of scientific researches. As the quality of data determines the reliability of the result, the investigation plan should be adjusted according to the purpose of the investigation. In general, the effort to improve the data quality had been focused mainly on the QA/QC procedures in laboratories. The rapid progress of analytical instrument has also contributed toward improving the analytical precision to a sacrificable degree. Nevertheless, in many cases, it is not the analytical precision that needs improvement for the better precision of overall measurement process: it is rather during the sampling process in the field that is responsible for the poor precision. To assess the data quality on a measured value, ISO recommends to provide information on "measurement uncertainty" along with the measured value. The measurement uncertainty in an environmental measurement context can be explained as the statistical number that expresses the degree of the uncertainty stemming from the sampling and analytical procedures. There is a cost involved in order to improve the precision of sampling and analytical methods so as to decrease the degree of measurement uncertainty. The economical point of compromise in an investigation planning can be achieved when the allowable degree of uncertainty has been set before-hand. The investigation can then be planned accordingly not to exceed the uncertainty limit. Furthermore, if the measurement uncertainty estimated from the preliminary investigation can be separated into sampling and analytical uncertainties, it can be used as a criterion where the resources for the investigation should be allotted cost-effectively to reinforce the weakest link of the whole investigation process. This paper aims to present a method of estimating the level of measurement uncertainty of a measured contamination concentration at a site used as an example and to show how the estimated uncertainty can be applied to serve the particular purpose of an investigation.
Investigations on the contaminated lands due to heavy metals from mining activities or hydrocarbons from oil spillage for example, should be planned based on specific fitness-for-purpose criteria(FFP criteria). A FFP criterion is site specific or varies with situation, based on which not only the data quality but also the decision quality can be determined. The limiting factors on the qualities can be, for example, the total budget for the investigation, regulatory guidance or expert's subjective fitness-for-purpose criterion. This paper deals with planning of investigation methods that can satisfy each suggested FFP criterion based on economic factors and the data quality. To this aim, a probabilistic loss function was applied to derive the cost effective investigation method that balances the measurement uncertainty, which estimates the degree of the data quality, with the decision quality. In addition, investigation planning methods when the objectives of investigations do not lie in the classification of the land but simply in producing the estimation of the mean concentration of the contaminant at the site(e.g. for the use in risk assessment), were also suggested. Furthermore, the efficient allocation of resources between sampling and analysis was also devised. These methods were applied to the two contaminated sites in the UK to test the validity of each method.
The risk of the soil and groundwater that contaminated with petroleum is well known. The behaviour of petroleum in subsurface is governed by combined mechanism of several processes such as volatilization, adsorption, dissolution, biodegradation, etc. Large number of methods of remedial investigation and plan, therefore, have been developed and practiced. In application of the method, it is required engineer understands the mechanism of fate of petroleum in subsurface. So sampling procedures is very important for investigating the type of contaminants and their concentration as well as the selection of items that must be tested. For designing the remedial method, it is also required engineers to verify the structural formation of geology and the locational conditions of a land in detail, to familiar with the regulation, and to investigate the problems that can be happened after the performance was begun. In this paper it is shown that the investigation methods of contaminated land and the proper selection procedure of remedial method using the case history.
For the purpose of development of bioremediation technology for soil contaminated by chlorinated phenols, this study was focused on the isolation and characterization of bacteria capable of degrading chlorinated phenols, the establishment of analytical methods for chlorinated phenols, and the investigation of the contaminated sites. One site near the Incheon Industrial Complex was identified as a pentachlorophenol (PCP)-contaminated spot. The soil brought from the PCP-contaminated site contained 10-100$mu\textrm{g}$/g wet soil of PCP. Many bacterial strains capable of growing on a minimal medium containing PCP were isolated from 15 soil samples collected throughout the land, and among them, 10 active isolates were finally selected for the further studies on the biodegradability and for the use in in situ bioremediation of contaminated soil. These isolates showed species-specific pattern in PCP-decrease and cell growth in a minimal medium containing 500-1,000mg/ιPCP. Strain Bul degraded 90% of PCP at 216 hrs after incubation. Expecially, strain Bu34 was capable of degrading 4,000mg/ι PCP and was identified as Pseudomonas putida Bu34. It is seemed that the isolated active bacteria could be effectively used for the bioremediation of PCP-contaminated sites.
There are U.S. troops with a force about 290,000 strong stationed all around the world, approximately 150 countries. Among the troops, USFK has performed principal part with its stationing for 50 years against the military threat of North Korea. However, as a result of an investigation made into environmental contamination of several bases which were restituted from US to ROK by the Land Partnership Plan in the process of relocation of USFK, it was found that the area was contaminated by not only TPH and BTEX caused by diesel fuel and JP-8 but also various heavy metal over the standard level according to the operations of corps. Among these bases, 4 corps, each of which has different duties and function, were chosen to be analyzed for the characteristics and degrees of soil contamination. Fisrt of all, in armored camp the soil was contaminated by TPH and heavy metal (Zn, Ni, Pb) due to the repairing activities of tracked vehicles and shooting exercises. In army aviation camp, the soil was contaminated by TPH, BTEX and heavy metal (Zn, Cd) due to repairing activities of aircrafts. Also, in engineer camp there was contaminated area polluted by TPH and heavy metal (Zn, Pb) caused by open-air storage of various construction materials and TPH, BTEX and heavy metal (Zn, Pb, Cu) contamination of aircraft shooting area in shooting range camp were detected. Managing environment will be more effective when we identify the contaminative characteristics and take necessary measures in advance.
In Korea, all investigations of maritime crime such as murder, robbery, drug trafficking, and illegal fishing that have been committed at sea are under the jurisdiction of maritime police. As maritime crimes tend to have more unique cases, cause damage on a larger scale, and be limited to evidence that is possibly contaminated, compared to non-maritime crimes, the cases demand maritime police investigators with a higher level of expertise. However, there is currently a lack of competent investigators in the maritime police, leading to the training of maritime police investigators in training agencies. so many of maritime investigators goes to land police training agency including Korean Police Investigation Academy. Therefore, in order to improve the capabilities of maritime crime investigation we must first gather information and data in relation to maritime crimes to foster more investigation specialists, and establish specialized training agencies offering a training course more focused on maritime crimes.
In order to compute cloud coverage statistics over Asian region, an operational scheme for masking cloud-contaminated pixels in Advanced Very High Resolution Radiometer (AVHRR) daytime data was developed, evaluated and presented. Dynamic thresholding was used with channell, 2 and 3 to automatically create a cloud mask for a single image. Then the IO-day cloud coverage imagery was generated over the whole Asian region along with cloud-free composite imagery. Finally the monthly based statistics were computed based on the derived cloud coverage imagery in terms of land cover and country. As a result, it was found that 20-day is required to acquire the cloud free data over the whole Asia using NOAA AVHRR. Diverse geostatistical tools such as kriging have been used to estimate the volume and spatial coverage of contaminated soil needed for remediation. However, many approaches frequently yield estimation errors, due to inherent geostatistical uncertainties. Such errors may yield over- or under-estimation of the amounts of polluted soils, which cause an over-estimation of remediation cost as well as an incomplete clean-up of a contaminated land. Therefore, it is very important to use a better estimation tool considering uncertainties arising from incomplete field investigation (i.e., contamination survey) and mathematical spatial estimation. In the current work, as better estimation tools we propose stochastic simulation approaches which allow the remediation volume to be assessed more accurately along with uncertainty estimation. To test the efficiency of proposed methods, heavy metals (esp., Pb) contaminated soil of a shooting range area was selected. In addition, we suggest a quantitative method to delineate the confident interval of estimated volume (and spatial extent) of polluted soil based on the spatial aspect of uncertainty. The methods proposed in this work can improve a better decision making on soil remediation.
In Boundary Point Coordinate Register Area, the accuracy on Transformation of World Geodetic System(WGS) is determined by surveying results at the reference point. However, the present surveying result in reference points indicates the irregular performance due to the limitations of measurement techniques and methodologies, moreover, can be contaminated by various error sources from the unique characteristics of each project district and start time of the project. Therefore, the main purpose of present investigation is to conduct an inquest into error cause by project districts for each type in Boundary Point Coordinate Register Area, and propose the improvement plan of surveying accuracy through the WGS Transformation and verification-surveying.
