항만관련문제의 시스템적 고찰 부산항 물류시스템의 실태분석 (A Systematic Approach to Port related Problems An Analysis on the Actual Condition of physical Distribution System of Pusan port)

  • From the viewpoint of physical distribution, the port transport process can be regarded as a system which consists of various subsystems such as navigational aids, quay handling, transfer, storage, information If management, and co-ordination with inland transport. The handling productivity of this system is determined by the production level of the least productive subsystem. So, a productivity analysis on the flow of cargoes through each subsystem should be made in order to achieve efficient port operation. The purpose of this paper is to analyze the productivity of each subsystem in Pusan port, and to bring forward problems and finally to draw up plans for their betterment. Analyzed results on the productivity of each subsystem are as follows, i) It is known that the number of tugs with low HP should be increased by a few, the number of tugs with medium HP is appropriate, and the number of tugs with high HP is in excess of that necessary. ii ) In the case of container cargoes, it is found that the transfer and storage systems in BCTOC have the lowest handling capability, with a rate of $115\%$, leading to bottle-necks in the port transport system, while the handling rate of the storage and quay handling systems in general piers is in excess of the inherent capability. iii) In the case of the principal seaborne cargoes passing through general piers, there is found to be a remarkable bottle-neck in the storage system. In the light of these findings, both the extension of storage capability and the extension of handling productivity are urgently required to meet the needs of port users. Therefore, iv) As a short-term plan, it is proposed that many measures such as the reduction of free time, the efficient application of ODCY, etc must be brought in and v) In the long-trun, even though the handling capability will accommodate an additional 960,000 TEU in 1991, the scheduled completion date of the third development plan of Pusan port, insufficiency of handling facilities in the container terminal is still expected and concrete countermeasures will ultimately have to be taken for the port's harmonious operation. In particular, the problem of co-ordination with inland transport and urban traffic should be seriously examined together in the establishment of the Pusan port development. As a method of solving this, vi) It is suggested that Pusan port (North port) should be converted into an exclusive container ternimal and overall distribution systems to the other ports for treating general cargoes must be established. vii) And finally, it is also proposed that the arrival time (cut-off time) of influx cargoes for exports such as general merchandise and steel product should be limited, with a view to securing cargoes suitable for the operational capability of BCTOC.

  • 본 연구는 환적화물을 처리하는 모선사, 피더선사, 하주 등의 항만물류주체의 업무처리 생산성과 효율성을 제고하기 위한 정보시스템, Transhipment Container Handling System (TCHS)을 제시하였다. 국내의 환적화물에 대한 업무처리는 일반적으로 선사와 피더선사간의 환적화물계약업무 모선사의 환적화물을 피더선사에게 할당하는 업무, 마지막으로 미처 할당되지 못한 모선사의 환적화물과 피더선박의 잔여 선복을 거래하는 업무와 같이 3부분으로 구분된다. 그런데, 현재 이러한 업무를 처리함에 있어 개별적인 접촉과 적절한 정보시스템이 지원되지 않아서 많은 비용, 노력, 시간이 소비되고 있다. 그래서 본 연구에서는 환적업무에 관련된 항만물류주체의 요구조사를 통해 환적화물업무를 처리함에 있어 생산성과 효율성을 제고할 수 있는 정보시스템을 제안하였다. 본 연구에서 제안한 시스템은 현행 거래를 유지하면서, 각 업무의 효율적으로 지원하기 위한 시스템으로 온라인 계약지원시스템, 자동할당시스템, 협상기반 e-Marketplace 시스템으로 구성된다.

  • 세계 주요 컨테이너터미널들은 중심항만으로 성장하기 위해 치열한 경쟁 속에서 우위를 선점하기 위해 자동화 시설을 확충하는데 노력하고 있다. 최근 컨테이너터미널에서 자동화 시스템의 완전 통합을 위해 시스템 설계 및 개발이 진행되고 있다. 이는 컨테이너터미널의 야드 작업 효율성을 높이는 데 집중 할 수 있고 다른 컨테이너터미널 운영 프로세스와 통합이 쉬워지기 때문이다. 컨테이너터미널에서 자동화 시스템은 고객에게 더 나은 서비스를 제공하고 수익성을 향상시키는 데 필수적이다. 컨테이너터미널 가동을 보다 효율적으로 운영하고 결과적으로 생산성을 높이려면 Container Handling Equipment(CHE)의 실시간 위치와 상태확인이 요구되고 있다. 본 연구는 컨테이너터미널에 DGPS를 이용하여 컨테이너터미널 자동화 장비의 실시간 위치와 상태를 확인하고 자동화 시스템을 실제 개발, 적용, 운영하는 컨테이너터미널 야드 이송장비 자동화 시스템의 구성요소와 기능을 살펴본 후 실제로 적용하여 기존 야드 이송장비 시스템과 야드 이송장비 자동화 시스템을 비교 분석 및 적용방안에 대해 제시하였다. 또한, 컨테이너터미널의 핵심 장비인 이송장비의 효율적인 운영을 위해서 최적의 야드 이송 장비 자동화 시스템을 이용하게 되면 컨테이너터미널의 생산성 및 이송장비의 효율성을 좀 더 높일 수 있다는 걸을 알 수 있었다.

  • In this paper, we propose a row warehouse type container yard (WTCY) which deal with the excess of port´s container capacity in 2004 instead of using the Yangsan inland container depot (ICD) in Pusan container terminals. Because the off dock container yard (ODCY) which located in Pusan port around exceeds the port´s capacity in 2004, the Yansan ICD will be used for handling an overflowed amount of containers. But there are need an amount of extra expense includes social overhead capital (SOC) to transports containers to Yangsan ICD.   • 중심(Hub) 항만이 되기 위한 주요과제는 자동화이다. 선진항만은 이미 자동화 컨테이너 터미널을 실용화하고 있는 단계이고, 국내의 경우는 자동화 컨테이너터미널을 구축하기 위한 기본계획 및 실시설계가 되고 있는 실정이다. 자동화 컨테이너터미널의 핵심은 자동화 장비인 ATC(Automated Transfer Crane)와 AGV(Automated Guided Vehicle)의 효율적인 운영이다. 자동화 장비의 효율적인 운영은 자동화 컨테이너터미널의 생산성을 결정짓는 가장 중요한 요소이다. 본 논문에서는 자동화 컨테이너터미널에 효율적인 3가지의 ATC 운영규칙과 AGV 배정규칙을 사용하여 자동화 컨테이너터미널에서 컨테이너 선적시간을 최소로 할 수 있는 가장 적합한 장비운영 규칙을 제안하고자 한다. 자동화 컨테이너터미널에서 자동화 장비 운영에는 예기치 않은 교착이나 간섭이 발생하므로, 장비운영에 관한 계획은 이벤트 중심으로 실시간으로 이루어져야 한다. 그래서 본 논문에서는 실시간 계획에 가장 적합한 ATC 운영규칙과 AGV 배정규칙을 제안하고, 이들 규칙들의 수행도를 평가하기 위해 실제 자동화 컨테이너터미널에서 생길 수 있는 다양한 환경들에서 시뮬레이션 한다. 이 시뮬레이션을 통해 다양한 파라미터 -야드의 리마샬링(re-marshaling) 정도, 컨테이너 처리 개수, 운영 AGV 대수- 에서 가장 로버스터(robust)한 자동화 장비의 통합운영규칙을 제시한다.

  • This study is to find subjects for the Automated Container Terminal(ACT) development and container terminal system. Also we analyze the present condition of the container terminal system in Pusan port and its automation level by systems approach. And this paper aims at evaluating on the priority of R&D investment until the beginning of the second stage of New Pusan Port Project(2006). In this process we have considered 8 evaluation indexes(cost, labor, area, time, volume, reliability. safety, convenience) to analyze 6 subsystems. The priority of R&D until target year by sub-systems is as follow: 1. Cargo Handing System, 2. Transfer System, 3. Port Entry System, 4. Storage System (Distribution & Manufacturing System included), 5.Inland Transport System, 6.Port Management & Information System.

  • The amount of container freight continuously has been increased. and the low efficiency of container crane causes jamming frequently in transportation and cargo handling at port. The conventional control techniques based on a mathematical model are not well suited for dealing with ill-defined and uncertain systems. Recently. Fuzzy control has been successfully applied to a wide variety of practical problems as robots. automatic train operation system. etc. In this paper. a fuzzy controller for container crane is proposed to accomplish a design of improved control system for minimizing the swing motion at destination. In this scheme a mathematical model for the system is obtained in state space form. Finally. to exhibit the tracking performance and robustness of the proposed controller. computer simulations were carried out with various references, parameter variations and disturbances.

  • The contributing proportion of the increase of port productivity is more increasing concerning not only the port industry, but also all the informations of container crane which is the representative equipment by the rapid increase of the volume of freight of port. The basic of rapid service is the improvement of the productivity, the information of operation as to the productivity of crane for the quick handling within yard and especially the informations of breakdown and to handle breakdown as soon as possible has a great effect on the increase of productivity.

Expressions for Expectations and Variances of Cycle Times for Yard Cranes by Considering Dependencies among Time Elements

  • During the design process of a terminal, the handling capacity of a container yard needs to be evaluated in advance. This study suggests formulas for estimating the expectations and the variances of cycle times for various types of operations of a yard crane. Statistical analysis is used to estimate the expectations and variances. The main focus of this study is to show the impact of interdependencies among handling time elements on the expectation and variance of the cycle times; these interdependencies have not been considered in previous studies. Numerical experiments are done for evaluating the difference in the variance of cycle times and the waiting of trucks between the cases with and without the consideration of interdependencies.

  • The most important thing in the container terminal is to handle the cargo effectively in a limited time. To achieve this objective, many strategies have been introduced and applied. If we consider the automated container terminal, it is necessary that the cargo handling equipment is equipped with more intelligent control systems. From the middle of the 1990s, an automated rail-mounted gantry crane (RMGC) and rubber-tired gantry crane (RTG) have been developed and widely used to handle containers in the yards. Recently, in these cranes, equipment like CCD cameras and sensors have been mounted to cope with the automated terminal environment. In this paper, we try to support the development of more intelligent automated cranes that make the cargo handling be performed effectively in the yards. For this plant, we ought to consider modeling, tracking control, anti-sway system design, skew motion suppressionand complicated motion control and suppressing problems. In this paper, the system modeling and a tracking control approach are discussed, based on a two-degree-of-freedom (2DOF) servo-system design. From the simulation results, the good control performance of the designed control system is evaluated.
