현대 건설기술의 발달은 건설현장의 시스템화로 이어져 공법이 단순해졌다고는 하나 인력의존도가 높은 철근 콘크리트공사에서는 여전히 새로운 재해가 늘고 있으며 대형화 되고 있다. 본 연구는 철근콘크리트 공사를 중심으로 재해사례 및 원인을 조사하였다. 아울러 건설현장 관계자들을 대상으로 설문조사를 하여, 안전의식 및 재해발생과 관련한 근로자의 심리적 상태를 파악하였다. 그리고 건설현장의 재해와 관련된 기본적인 요인을 도출하여 각 요인들 간의 상관성을 분석하여 효율적 안전관리 방안을 위한 체크리스트를 제안 하였다. 본 연구의 수행으로 도출된 안전관리 체크리스트를 숙지하여 우선순위 유형을 안전관리의 도구로 활용하여 철근콘크리트 공사의 합리적인 안전관리를 수행하여야하며 단순히 통계의 분석으로 볼 것이 아니라 여기서 도출된 내용을 바탕으로 안전 교육시에 활용하고 연구하여 재해예방의 도구로 활용하여야 할 것이다.

The purpose of the this paper is to consider the many dangerous factors involved in the use of temporary equipments in construction work and to reduce potential numerous fatalities by presenting suitable countermeasures. As a result of this study, the following conclusions and recommendations have been suggested. 1 Measures for safety sanitation must be strengthened in the field of machinery installation and engineering method. 2 The synthetic safety sanitation and safety control should be positively propelled. 3 An efficient safety training and education must be emphasized by the scientifical and systematical devices 4 A powerful precautionary countermeasure against health impediment should be conducted substantially 5. Miscellenous actions should be taken as follow. - Awaken enterprisers to the importance of their responsibility - Continuously conducting safety check.

본 연구는 건설 중기계(크레인, 지게차 버킷굴삭기, 승강기, 펌프카)를 중심으로 안전관리의 실태를 조사하고 개선방안을 제시하고자 한다. 이를 위해 먼저 건설 중기계에 대한 국내 건설산업재해에 대하여 조사${\cdot}$분석하고 이를 바탕으로 재해원인을 분석한다. 다음으로 설문조사를 통하여 안전관리 실태를 조사${\cdot}$분석한 후 개선방안을 제시한다. 본 연구의 결과를 요약하면 다음과 같다. 1) 중기계의 안전관리 실태는 작업적인 측면에서는 안전모 미착용, 관리적인 측면에서는 작업수칙의 불이행, 그리고 인적인 측면에서는 작업전 사전준비 불충분이 중요한 문제점으로 나타났다. 2) 개선방안으로는 작업전 5분안전교육의 강화, 크레인 작업시 낙하물에 대한 안전조치강화, 그리고 작업전 충분한 사전준비가 필요하다.

This study examined the effects of perceptual differences of safety leadership between managers and workers on workers' safety attitudes and behavior in two construction sites. In addition, the mediating role of safety attitude between safety leadership and safety behavior across discrepancy level of safety leadership. This study was conducted on two first-tier construction companies within the 100th place in 2019. Two companies were similar in size(100 - 150 billion won) and process from the basement frame finishing stage to start of the ground structure of apartment. In A Site, 40 managers and 73 workers, 42 managers and 77 workers in B site participated the survey on managers' safety leadership, and workers' safety attitude and behavior. The results showed that there was no significant difference between the safety leadership scores assessed by the manager and workers at site B. However, the safety leadership scores assessed by the managers were significantly higher than that by the workers at site A. The workers' safety attitudes and behaviors at site B were higher than those of workers at site A. Moreover, Site B was significantly higher in the effects of safety leadership on safety behavior than Site A. At site B, safety leadership had a significant influence on safety behavior even after controlling the safety attitude of workers. At site A, safety leadership had no significant effect on safety behavior after controlling safety attitude. These findings suggest that there is managers' self-serving bias on safety leadership in site A and that this bias of leadership can negatively affect workers' safety attitude and behaviors. In addition, it can be seen that if the self-serving bias on safety leadership occurs, the manager's safety leadership has less influence on workers' safety behavior.

2017년 전체 산업에서 건설업의 재해자와 사망자의 비중은 각각 25.2%, 29.6%로 가장 높은 실정이다. 특히 건축 현장의 안전사고가 지속적으로 증가하고 있어 경제적 손실이 매우 크다. 따라서 본 연구는 건축공사의 안전사고를 예방하기 위하여 공종별 안전위험도 평가지수를 개발하였고, 그 주요 연구결과는 아래와 같다. 첫째, 건축공사 현장의 안전사고와 관련된 위험요인을 설문조사와 면담조사를 통하여 17개 요인을 도출하여, 전문가 자문회의를 걸쳐 9개 항목(공종, 공사종류, 공정율, 계약금액, 층수, 공사기간, 안전교육, 현장근무일수, 날씨)을 제안하였다. 둘째, 건설현장의 안전사고 위험도 평가지수는 안전사고의 발생 비율과 발생강도를 토대로 공종별 평가지수 산정모델을 개발하였다. 셋째, 본 연구는 위험도 평가지수 평가모델을 검증하기 위하여 건설재해사고 통계자료를 조사 및 분석하여, 공종별 건설안전 위험 평가지수를 도출하였다. 또한 본 연구에서는 건설안전사고로 인한 인적손해를 사망자와 부상자로 구분하여 위험강도를 산출하였다. 공종별 안전사고 발생빈도와 발생강도에 따른 위험평가지수와 도출된 위험요인은 향후 건설안전 위험도 예측시스템 개발시 기초자료로 활용될 수 있을 것으로 기대된다.

A study wish to present relation of safety characteristic deployment, which has the safety demand, safety characteristic, protection characteristic, safety regulation, safety education of unit work process. This study presented the development of a user centered school facility fire safety evaluation model that would support fire safety evaluation, which is globally recognized as being important in terms of school safety, to be more efficiently implemented in the school field mainly by students. The study consisted of five steps. First, actual condition survey tools were developed based on the major fire safety evaluation items derived through literature review. Second, the characteristics of domestic school facilities in terms of fire safety were developed using the survey tools. Third, an evaluation model at a level utilizable by students was developed based on the foregoing characteristics. Fourth, the applicability of the model was verified through a trial application of the model to elementary school students. Finally, legal and institutional improvement plans and fire safety education materials were presented through a policy proposal.

Safety check-up and individual education, safety status wishes to present included safety assessment table for safety management assessment system construction about unit work process in Study. Safety management assessment table gives each grades about worker of unit work process, safety check-up, education, management and identifies merits and demerits of unit work process, it is that propose safety management assessment system that can reduce accident occurrence possibility.

This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors

건설사고를 예방하기 위해 사고의 원인을 규명하기 위한 많은 노력이 있었다. 그럼에도 불구하고 여전히 건설산업에는 많은 안전사고 발생한다. 사고가 발생하는 이유는 원인을 몰라서가 아니라, 사고의 원인과 대책을 알고 있음에도 불구하고, 사고의 위험성을 과소평가하거나 주의를 기울이지 않는 안전불감증에 기인한다. 이에 본 연구에서는 건설근로자가 느끼는 안전불감증과 이를 유발하는 문화적, 경제적, 교육적, 기술적, 작업관리적의 5가지 종류의 원인들을 도출하였다. 103명의 건설근로자를 대상으로 수행한 설문조사를 통해, 건설근로자의 안전불감증을 줄이기 위해서는 체계적인 안전교육이 가장 중요한 수단이 될 수 있음을 알 수 있었다. 반면, 경제적인 원인은 건설근로자의 안전불감증의 정도에 상관없이 불안전한 행동이나 불안전한 상태를 유발할 수 있는 가장 큰 요인으로 파악되었다. 또한, 설문조사를 통해, 건설근로자의 가장 많은 비중을 차지하는 40대와 50대의 안전불감증이 20대나 60대 이상보다 현저히 높은 것으로 파악되었다. 본 논문에서 분석된 건설근로자의 안전불감증에 대한 인식과 이에 대한 연령 및 근무경력에 따른 특성은 향후 안전사고 예방에 기여할 수 있을 것으로 기대한다.
