건설현장의 위험성평가 효율적 활용을 위한 운영 시스템 구축사례 분석 - H 건설사 사례중심으로 (Analysis of Operation System Establishment Cases for Efficient use of Risk Assessment at Construction Sites - H Focusing on Construction Company Cases)

  • 연구목적: 위험성평가의 전산시스템 구축을 통해 건설현장에서 위험성평가 대상 공종 근로자가 쉽게 작성할 수 있고 효율적 위험성평가 활동으로 재해 저감을 기대할 수 있는지의 사례 분석을 목적으로 한다. 연구방법: 작업공종 분류만으로 해당작업의 위험요인과 안전대책을 제공받아 위험추정과 대책수립을 할 수 있으며, 해당작업의 재해사례 제시로 실질적 재해예방 활동이 가능하도록 시스템을 구축하였다. 연구결과: H건설사의 ERP내 위험성평가 전산시스템 구축 이후 현장적용에 따른 년간 환산재해율 변화분석을 통해 국내 건설업의 환산재해율이 증가하는 반면 H건설사의 환산재해율은 감소하였음을 확인하였다. 결론: 위험성평가 전산시스템화를 통해 현장작업 대상 근로자가 위험성평가에 쉽게 접근할 수 있고 해당공정의 위험요인 평가 및 위험예방 대책의 수립이 가능하게 되어, 평가 기간 동안 실제 재해율 감소에 영향이 있는 것으로 분석되었다.

  • 재건축과 관련한 각종 규제들이 강화됨에 따라 향후 공동주택 리모델링사업이 활발하게 이루어 질 것으로 예상된다. 그러나 공동주택 리모델링사업을 수행할 수 있는 관리시스템의 부재로 사업의 어려움을 가지고 있다. 이에 본 논문에서는 리스크관리에 필요한 리스크 인자를 식별하고 분석하여 AHP에 의한 쌍별비교와 리스크 레벨분석을 위한 확률평가를 시행하여 리스크 수준을 제시하였다. 본 연구가 공동주택 리모델링사업의 리스크를 최소화하고 사업을 원활히 수행할 수 있는 기초자료로 활용되어 건축산업의 기조가 신축위주에서 지속 가능한 산업으로 발전하는데 도움이 되지를 기대한다. 향후 연구과제로 본 연구의 리스크 인자분석의 자료를 활용하여 리스크 관리 모델구축이 있어야 할 것으로 사료된다.

Fuzzy 이론을 활용한 건설프로젝트 리스크 분석 및 평가 시스템 (FREES : Fuzzy Risk Evaluation Expert System)

  • 본 연구는 건설 프로젝트의 초기 단계에서 미래에 발생할 수 있는 리스크를 리스크분할체계를 통하여 파악하고, 파악된 리스크를 효과적이고 체계적으로 분석 및 평가하여 프로젝트 초기단계에서 리스크를 분석하고 평가할 수 있는 절차와 계산틀을 제시하였다. 그에 따라, 프로젝트 기획 및 입찰 전 단계에서 건설공사 이행과정에서 발생할 가능성이 있는 리스크를 분석 및 평가하기 위해 FREES(Fuzzy Risk Evaluation Expert System)을 제안하였으며 가상 시나리오를 설정하여 모델에 대한 검증을 수행하였다. FREES는 기존의 IF-THEN 지식베이스를 사용한 전문가 시스템과 비교했을 경우 퍼지소속함수를 사용함으로써 규칙의 수를 현저하게 줄일 수 있으며 지식베이스의 구축과 변경 및 삭제 등이 용이하기 때문에 시간의 변화에 따라 다양하게 변화하는 리스크의 크기나 영향정도를 쉽게 반영할 수 있다.

AHP를 이용한 원자력발전소 건설공사의 단위작업 위험도 평가 (Assessment of risk of unit work in nuclear power plant construction using AHP)

  • The purpose of this study is to analyze the degree of risk of the working unit of nuclear power plants construction. In order to do this, and the risk index by type and source of risk judgment derived in the previous study were utilized. Further, to derive a risk index of unit work in nuclear power plant construction, a survey targeting safety professionals was conducted. The analytic hierarchy process (AHP) was used for analysis of the survey. The following results were obtained. Firstly, the results of AHP showed that main building work is the most dangerous work, and base excavation work is the second dangerous work among 21 unit works. Secondly, so, it is required to invest more and to take a increasing interest in unit works of civil and architecture as compared to other unit works. Further, the results could be used to reduce the degree of risk in construction of the nuclear power plant.

  • We need the contingency cost in order to deal with the uncertainty to be accompanied inevitably at the construction and an every kind risk not to forecast in advance. And also the contingency colt needed for the change order and we need it for reduction of the delay and reduce the trouble between owner and constructor. This study, through checking and analyzing the risk factor, in the step of domestic construction, suggests optimal management reserve to specific business about the contract type and the scale. The main results of this research are summarized as follow. First, I investigated the recognition about the contingency cost, grasped the risk to be happened at the construction step and found out the frequency occurrence, through making up question to engineer are carrying out their job in the domestic construction. Second, I computed optimal contingency cost rate by the statistics investigation, and proposed an improvement plan and problem when compute a contingency cost.

타워크레인 텔레스코핑 작업의 안전리스크 대응방안 연구 (A Study on the Safety Risk of Telescoping Work of Tower Cranes)

  • As recent construction projects are bigger and higher, the importance of lifting is increasing. In construction sites tower cranes are an essential lifting equipment covering were than 50% of all construction activities. But due to neglect of safety supervision, tower crane-related accidents are frequently taking place. Since most of construction activities is done in heights, the accidents are more likely to be catastrophic. According to an analysis of the causes of tower crane-related accidents, 49% of all accidents claimed for certain periods($1999{\sim}2003$) occurred in the process of telescoping work. Therefore, this research is conducted with the object of analyzing telescoping work of tower cranes and presenting solutions against safety risk. It is expected that the results of this study can be used as useful basic data or material when preparing for effective safety management for tower cranes.

건설업에서 발생하는 근골격계질환 위험요인의 작업자 자가 평가용 체크리스트 개발 (Development of a Self-Administered Checklist for Evaluation of the Musculoskeletal Disorders Risk Factors in Construction Industry)

  • In this study, a self-administered checklist for evaluation of the musculoskeletal disorders risk factors in construction industry was developed, and its reliability and validity were studied. 10 items of the checklist were determined based on the literature review, and total 2,793 construction workers participated in the analysis of the checklist's applicability. The results from the reliability analysis showed high Cohen's kappa coefficient (0.50~0.77), and high validity was also obtained in terms of relative risk (RR 1.73~9.14). Positive predictability was relatively low (13.0~32.5%), while negative predictability was high (80.1~96.8%). It can be concluded that the checklist would be suitable as a quick filtering tool of the ergonomic risk factors.

  • The existence of material price volatility in construction projects puts forward substantial risks for all parties involved. Depending on the parties involved in the project, type of contracts, and state of the market various risk management strategies are practiced by contracting parties to manage project risks related to price volatility. Unfortunately, in many cases companies fail to select an adequate approach to better manage volatilities of material prices due to the lack of a decision support system to aid in the selection of an appropriate strategy based on the project characteristics. The aim of this study is to identify critical project factors and align them to documented strategies to manage price volatility based on an extensive literature review and industry interviews. This study found Integrated Project Delivery (IPD) as the ideal strategy with respect to project duration; quantitative risk management methods with respect to the cost; and Price Adjustment Clauses (PAC) with respect to the risk allocation, as the top price volatility management strategies.

최적 위험도 평가 모델의 건설업 분야 적용 방안에 관한 연구 (A Study on the Application Plan of the Optimized Risk Assessment Model in Construction Field)

  • It has come to attention that a risk-assessing organization, that will benchmark a company's safety department, is imperative, following an increase in large-scale SOC-business project, construction of higher-raised buildings, development of underground space; all that have increase accident rates. Having faced problems that arise in firms that demand diversity, complexity and instantaneity, the purpose of the thesis is to arrive at efficient and practical problem-solving means. In order to solve the problems that would surface theoretically during an actual risk assessment, the state of the operation systems of the top five national construction firms having a hazard rate of 0.25 times less than the average rate have been analyzed, while a hierarchal recognition research of the employees who not only function at the operating level but are the practice subjects of a firm, has also been conducted, bringing the main text.

  • When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.
