A Study on the Policy Agenda for Activating PC Apartment using Focus Group Interview(FGI) (FGI를 사용한 PC공동주택 활성화 정책과제 모색)

  • In the construction industry, off-site construction (OSC) is drawing attention as a production method due to changes in working hours and the supply and demand of manpower. In 1991, there was a policy of spreading and expanding the use of precast concrete (PC) apartment homes, but they have not been actively used so far since they were discontinued due to quality problems. In this study, policy tasks were analyzed to motivate the application of OSC-based PCs in the apartment housing sector, and policy directions were derived by conducting focus group interviews (FGI). Nine policies are suggested regarding the following topics: PC apartment supply quantity provision, priority application of public housing, priority supply of public housing, preferential floor area ratio, funding, tax support, improvement of business area structure, improvement of delivery method, factory certification system, and training of experts. The results of the FGIs are as follows. First, in order to revitalize PC apartment homes, leading efforts from the public sector are required. Second, rather than reorganizing the business sector or introducing a new delivery method, a policy direction that induces the strengthening of cooperation is desirable. Third, PC activation should be promoted on an institutional basis for securing appropriate construction costs and quality.

  • The purpose of this study is to provide basic data of government policy by evaluating the competitiveness of construction infrastructures by country. The results of this study are as follows: Among the 20 countries, Korea ranked the 10th in the construction market stability, 12th in the construction system, and 10th in the infrastructure, 12th in the overall construction infrastructure competitiveness.

  • The purpose of this study is to provide the basic data of government policy by evaluating the capacity of construction companies by country. As a result, Korea ranked 7th in construction competitiveness, 13th in design competitiveness, and 7th in price competitiveness among the 20 countries to be compared. As a result of evaluating the competitiveness of construction companies by country, Korea ranked 7th overall.

  • The purpose of this study is to provide the basic data of government policy by evaluating the capacity of construction companies by country.   • The purpose of this paper is to propose the vision for information policy of construction technical information in the era of Knowledge Revolution Society and to contribute global economy as well as domestic in the cooperation with the Ministry of Science and Technology, and the Ministry of Information and Communication.   • Construct ion sector government policies are targeted towards regulation than facilitation and management. This approach often fails to integrate different segments of the public and private and seems to be inadequate in encouraging the private sector to achieve better quality construction. This situation suggests a need for a better and systematic approach for construct ion policy making. This paper suggests a model-based approach to public policy making using system dynamics approach. Singapore government's policy making efforts to encourage the use of prefabrication are discussed as an application example. This paper presents system models which discuss strengths and weaknesses of the current construction system in Singapore using casual loops, and highlights the feedback processes that would be useful in decision making for the government. Based on these system dynamics models, this paper identifies four major potential policy interventions policy interventions.

  • The importantce of a development of competitiveness in domestic construction industry is growing as some of domestic construction markets is scheduled to open to foreign competing firms with higher level of construction technology and management. A national level of competitiveness in domestic construction industry and firms are partially, but significantly, affected by a technology level and a characteristics of production pattern. The purpose of the study is mainly to analyze and identify a technology level, production pattern and a development stage of R&D activities of domestic construction industry and firms. Based on these findings the study draws on a concluding remarks and derives technology policy implications. Results of analysis in the study impliy that (1) competitiveness of domestic construction firms(industry) in terms of technology level is relatively weak as compare to that of advanced foreign competing firms, (2) degrees of substitution of capital for labor are seemed to be relatively high, (3) R&D (investment) activities of domestic construction firms are generally spread out in forms of import, adjustment and betterment, and (4) only a small number of big domestic construction firms are seemed to afford to R&D investment for research facilities and equipments, but not enough for higher level of R&D man-power. The study suggests that technology policy for construction industry should be based on a fundamental policy directions. For example the increase in size and heightened quality level of R&D man-power should be placed in a top priority in policy agenda. Sound and specific policy items should be developed for planning and design, and maintenace and inspection technology in order to lead domestic industry to compete with foreign firms with full strength.

  • Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been forcused on hardware infra structure. We should consider software of S&T to enhance effectiveness. S&T Should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy should consider nonmaterial factors which include social, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of korea. In addition, Recent construction sector integration and fusion technologies in various areas of research and planning system is being maintained by the system. Past experience of conservative management in this emerging technology-driven technology commercialization in management of technology through the convergence of various technologies and to find synergies to secure the future of construction technology because it is a need.
