As a separate project unit, the domestic construction policy evaluation is independently evaluated and managed by different involvements, so that it has been difficult to have a consistent policy evaluation to be performed. In this paper, thus, it is aimed to give an overview of the evaluation system and issues of domestic construction policy and suggest strategies of a improved evaluation system by a comprehensive benchmarking of construction policy evaluation system of Japan. The implications of this paper will serve a basis of improvement of a better construction policy evaluation system in Korea.

The field of construction and transportation R&D has been increased and improved wih the integration into the ICT. With the rapid trend changes like the Fourth Industrial Revolution, new direction and solution of R&D policy is being explored to prepare for the convergence era with other diverse research areas. In order to present new direction, it is necessary to analyze the external environment influencing construction and transportation field. In this regard, this study analyzes the science and technology policy plan and goal in Korea. In conclusion, through the policy analysis, this study suggests new direction of construction and transportation R&D in Korea.

In the early 90's, we had serious shortage of construction engineers in Korea. The shortage was acute especially in construction quality control and supervision area, which were gaining social attention due to the road bridge and the department store collapse that took the hundreds of lives in the early 90's in Seoul, Korea. In order to meet the high demand of construction engineers, the engineering license regulations were changed in 1995. Engineers who did not pass the written exam but have equivalent working experience are given engineering license to practice engineering legally. Since year 2000, while the severe engineer-shortage has been resolved, the opposite situation has occurred: there is serious over-supply of construction engineers. Policy makers and engineering practitioners are agreed to bring back the old-fashioned written exam engineer licensing system like before 1995, i.e., no more written exam exemption. However, the engineers who obtained license without taking written exam may not want to go back to old policy which would take their license. It is required to provide appropriate grace period before the new policy takes effect to minimize the impact of the changes. This paper forecasts the supply-demand of construction engineers providing the basis for the most appropriate policy changes.

The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

In view of the labor-intensive characteristics of the construction industry and the persistent negative image, the problems of continuous aging and manpower shortage in the domestic construction industry are becoming more and more serious, which must be solved for the survival of the domestic construction industry. China has made certain achievements in prefabricated buildings. Through this research, we describe the development process of China's prefabricated buildings in different stages, and analyze the necessary policy promotion and standard support in the development of prefabricated buildings. Analyze and examine the necessary conditions for China's prefabricated building achievements and success factors, and make better proposals for the development of the construction industry in South Korea.

정부는 1990년대 후반 국내 공공건설사업의 효율성 저하의 문제점을 인식하고 1999년 공공건설사업 효율화 종합대책을 수립하였다. 종합대책에 포함된 52개 대책 관련 제도는 1999년부터 2001년 사이에 모두 개선되었다. 그리고 2001년 정부는 본 대책의 정량적(사업비 절감 등)인 성과분석은 실시하였다. 그러나 이러한 정량적인 분석보다 선행되어야 할 관련대책이나 규정의 효용성 및 활용정도에 대한분석은 수행된 사례가 없다. 따라서 본 논문에서는 공공건설사업의 전체를 포괄하는 종합대책의 인식도, 실무활용도, 효율성, 만족도를 건설 산업 전문가를 대상으로 조나 분석하였다. 그 결과 일부 대책은 당초 기대했던 효과보다 실적이 미미하거나, 후속대책 마련 등이 이루어지지 않아 시장에서 유명무실화된 사례가 발생하고 있다. 이에 본 논문에서는 범정부차원에서 추진되어 온 공공건설사업 효율화 종합대책에 대한 성과를 전반적으로 모니터링하여 향후 유사한 대책 수립 시 더 효율적인 공공건설사업 수행이 가능하도록 그 기반을 제공하고자 한다.

The purpose of this study is to classify government regulations and to present the direction of regulation policy in korean construction industry with focus on subcontract or special contractor. The literature research and type analysis are adopted as research method. And the results of this study are as followed. The study has shown the type of government regulations related with subcontract or specialty contractor in korean construction industry. Also, Having shown the institutional function of the regulations in the market. And the study has presented the approach to reform government regulations in construction industry. First, government must recognize not only economic efficiency but also social equity as equivalent policy values. Second, government must evaluate the benefit and cost of policy group as regulations have changed. Third, government must analysis the functions and effects of regulation reform in comparison with existing regulation.

공공교육시설 발주기관에서는 '98. 5월 건설공사비 절감방안을 수립하여 '98년 후반기부터 현재까지 추진 중이다. 이 절감방안은 공공공사에 반영토록 규정되어 있는 공사제잡비율의 인하 적용, 표준품셈 중 과다하게 계상되어 있는 노무품의 인하 적용, 소규모 공사의 통합발주를 통한 최저가입찰 유도를 주요내용으로 한다. 그러나 이 공사비절감방안은 그 시행초기부터 현재까지 공사부실과 건설업체 경영부실을 가중시킨다는 각종 민간건설단체, 정부기관 및 교육시설 발주기관의 지적과 개선요구가 있어 왔다. 본 연구의 목적은 현행 공공교육시설 공사비절감방안의 문제점을 도출하고 그 정책적 개선방향을 제시하는 데 있다.

'선보상-후시공 제도화' 대책은 1999년 「공공건설사업 효율화 종합대책」의 세부 대책으로서 공공건설 사업비용 $90\%$ 절감을 목표로 수행되었다. 이에 본 연구에서는 대책의 성과를 측정하고 분석하여 향후의 개선 사항 및 제안을 위해, 종합대책 이전과 이후로 구분하여 관련 자료를 분석함으로써 대책에 대한 성과 분석 연구를 수행하였다. 이러한 성과의 분석은 사업비와 사업기간의 관점에서 정량적인 성과 측정을 중심으로 이루어 졌으며, 선보상-후시공 제도화 대책의 성과로 인한 종합대책의 전체성과에 대한 기여도와 향후 제안 사항 등을 기술하였다. 연구 결과 본 대책은 약 $4.83\%$의 공공건설 예산 절감효과가 있는 것으로 분석되었으며, 공기 절감 면에서도 긍정적 파급효과가 있는 것으로 나타났다.
