  • Purpose of this study is embody the environmental-friendly military facility model that applied renewable energy, passive design method and high efficiency equipment. In the introduction of this study, defined problem of existing military facility and classification of military facility are performed. Also, environmental friendly military facility is defined through classified by scale and building equipment method. In the renewable energy chapter, photovoltaic system and wind turbine system are considered And then, LED light, photovoltaic panel, motor, inverter are analyzed in the high efficiency equipment chapter.

Institutional Improvement of Irrigation Management System in Korea

  • There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.

Study on the Evaluation Criteria of Termite Dust for Rapid Control of Wooden Structures Damaged by Termites (흰개미 가해 목조건축물의 급속 방제를 위한 분말형 약제(Termite Dust) 평가 기준 연구)

  • In Korea, various methods are applied to prevent wooden structures from being damaged by termites. However, since there is no way to quickly bring toxic substances in contact with the termites inside the timber, it leads to the damage of wooden cultural property due to the prolonged period of controlling the termites. Accordingly, an indoor evaluation criteria study was conducted for the introduction of powder-type termiticides in Korea, which produced rapid control effects by drilling wood and directly contacting and transferring toxic substances inside the timber. First, contact toxicity and transfer ability of termite dusts were evaluated to establish the criteria for evaluation of effectiveness against Reticulitermes speratus. The contact toxicity confirmed 100% mortality of fipronil, deltamethrin and cyfluthrin termite dusts within 24 h of contact; however, differences occurred in the active ingredient transfer time to the sublethal. In addition, in the case of transfer ability evaluation, the rate of mortality gradually decreased under 1:9 and 1:25 ratio conditions; however, the difference in the reduction rate was identified depending on the type of termite dust. the results of the evaluation of compressive strength of the wood showed that the difference in the measured values between the control group and the conditions of perforation 1 to 3 times, which does not significantly affect the compressive strength of wood. In this study, the criteria of termite dust selection and evaluation method of dust-type termiticides were presented and the applicability of the method was identified.

A Study of Perception on Improvement of Environmental Impact Assessment using Strategic Environmental Assessment (전략환경평가를 통한 환경영향평가제도 개선에 대한 인식도 조사 연구)

  • Environmental Impact Assessment(EIA) in Korea has been used to improve environmental conservation and decision-making. Since environmental impact statement(EIS) was introduced in 1981 with the promulgation of the Environmental Preservation Act in 1977, which replaced the Pollution Control Act legislated in 1963. With a rapid growth of environmental perception as well as the diversification of development activities, however, it has recently bring about a strong demand for a new assessment process related to the strategic level of policies, plan, programs. Method of this study includes analyses of the situation of local EIA and its problematic issues through survey and analysis of information and data, analysis of the level of environmental awareness of professionals and case studies including analysis of foreign strategic environmental assessment. Accordingly, I have elicited a concept of SEA. In addition, I have studied on costs of environmental assessment, and efficiency of internalization of HIA. The survey was carried between September and November 2003, and 177 professionals were asks to complete a questionnaire. As a result of questionnaire survey of environmental pundits, it revealed that 83.8% of participants were in favor of introduction of strategic assessment. This result demonstrated more or less higher approval rate than those of awareness survey done by the Ministry of Environment, i.e. 86.0% ayes, and 14.0% nays. 22.8% of participants agreed to the opinion; "For introduction of this system, earlier is better," 50% reported having an opinion such as, "Will introduce this system in an earliest possible time after correcting problems," 26.3% reported having an opinion such as, "Let's decide the time for introduction of this system after correcting problems first,' and 0.9% reported having an opinion, "it's too early to introduce this system." Specifically, the ratio of ayes on introduction of the system marked 72.8%, and it revealed that a majority of respondents have an opinion such as, "Will introduce this system in an earliest possible time after correcting problems." As means of solutions for the problem regarding the limits of applications that existed in SEA System, factors, such as collecting a wide variety of opinions, securing experts, and faithful implementation, etc. were reported important, and in addition to these factors, respondents revealed having opinions such as, consistent research and development, reflection of public interest, establishment of professional organization, enforcement of after-management service, expanding investments in large, systemizing reference materials, and encouraging public participation, etc. To improve problems involving with present EIA system, it has been identified through this study that SEA is efficient and useful. In order to have SEA introduced successfully, it has been cleared that internalization of effectiveness of environmental cost together with HIA must be accomplished.

  • This study has been carried out to lay out a scheme to increase the recreational functions of the forests through improvement of trail environment. To achieve the objective, environmental characteristics of the trails, actual condition of the users, and status of the park management were investigated in the suburb parks of Tokyo, Japan in 1996. As the results, the managing agency of investigated parks has been set itself to activate the use rather than environment conservation and improvement of recreational environment in forests. However, for taking into account the behavior and the purpose of visits in forest, the enhancement of scenic quality and amenity in the parks is a pressing need in recreational conditions. Therefore, to increase the recreational functions in forests, selection of courses and keeping of natural trails in good condition, control of users to ensure amenity, introduction of planting methods to enhance scenic quality and educational effects, and management to efficient conservation of nature ecosystem are required.

Deconstructing Global Intellectual Property Rights Regimes over Biodiversity (생물다양성과 지적재산권, 그리고 국제통상에 관한 지리학적 고찰)

  • During the 1986-1994 Uruguay Round negotiations under the General Agreement on Trade and Tariffs (later World Trade Organization), the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) was adopted by participating countries. TRIPS has not only allowed intellectual property to be introduced into international trade arenas, but also extended the scope of protection to biodiversity such as plant genetic material, arguing that intellectual property rights (IPRs) would help conserve biodiversity. In this paper, I aim to deconstruct the global IPRs regimes over biodiversity by adopting geographers' sensitivity to place and scale as an analytical window. By investigating how all the issues regarding IPRs over biodiversity that are raised by diverse disciplines, such as environmental ethics, environmental economics and political economy approach, are scale-related, I demonstrate how biodiversity IPRs, and its introduction into international trade agreements, though separate issues with no inevitable relationship to one another, have been put together for the construction of global IPRs regimes. I argue that the notion on the construction of scale (i.e., rhetorical and discursive construct of globalization) can contribute to revealing how fragile global environmental conservation regimes are.

Multi-Objective Evaluation for Hybrid Use of Natural Energy in Power System (자연에너지 복합 이용시스템에 대한 다목적 평가)

  • Research and development works on practical application of natural energy utilization systems involving solar, wind and sea wave energies are under promoting for the purpose of improving the energy consumption structure. These natural energies, made available with the use of relatively simple apparatus, are clean economically efficient and highly effective in the conservation of environment. However, these natural energies also have low energy density, randomness and regional variations. To compensate for these characteristics, hybrid utilization of solar and wind energies is currently under study. The introduction of a plural number of the natural energy hybrid utilization systems into a specific area will affect the economic efficiency, reliability and environmental conservation. Evaluation method of such effects has been examined in this study. The present method consisted of the steps described below. First, available energy was calculated from insolation distribution and wind velocity distribution in the specified area, and then the effect on the configuration of the power system load was obtained. This was followed by the determination of the optimal power dispatch over the specified period and by evaluations in light of economic efficiency, reliability and environmental indices.

  • Amphibian populations are declining globally, pushing many species to the brink of extinction. To promote biodiversity and sustainable management, countries are actively researching amphibian reproductive ecology. Sperm cryopreservation is a crucial assisted reproductive technology that aids in preserving the genetic diversity of amphibians. However, because amphibian sperm cells are sensitive to osmotic stress, the optimal cryopreservation method therefore differs from species to species. This literature review offers an overview of the significance of developing cryopreservation techniques for amphibian conservation and highlights the need to create optimal cryopreservation methods and the introduction of long-term monitoring (e.g., fertilization success and offspring reproduction) to advance cryopreservation technology development. This review can be used as basic research data for amphibian conservation methods.

Distribution pattern and population dynamics of Brown trout (Salmo trutta) and Snow trout (Schizothorax richardsonii) in Punatsangchhu River, Bhutan

  • Among larger species of fish found in Punatsang chhu, Brown trout (Salmo trutta) and Snow trout (Schizothorax richardsonii) are notable species. Snow trout is a native species, whereas Brown trout is an introduced species. Brown trout is noted to have a negative impact on the population of native species worldwide. This study studied the population dynamics and structure of these species to detect if the introduced species affected the native species adversely. The study was conducted on a 30 km stretch of Punatsang chhu including its major and minor tributaries at about their confluences. In total, 56 sample plots of a 200 m sampling stretch were studied with a 200 m distance between each stretch. Length, weight, maturity, and sex data for both species were collected along with the habitat and water parameters. The two species were found to prefer different areas within a single stretch with a rare overlap. Snow trout were found to be distributed widely within the basin whereas Brown trout were only found in altitudes higher than 1,000 masl ($\overline{x}$ = 1,231.77) and in turbid waters (p = 0.009). Recruitment of Snow trout was not good whereas recruitment of Brown trout was good. Length-frequency graphs indicated good inverse J distribution for the Snow trout population and sporadic for Brown trout. There is an effect of Brown trout introduction to the Snow trout living in the study area. Places invaded by Brown trout have a lesser presence of Snow trout compared to places not invaded by these species.

Introduction of Total Management System for Oceanographic Instruments Using RFID(Radio Frequency IDentification) (전자태그를 이용한 해양 연구 기기 및 장비 통합 관리시스템)

  • With the international increasing of the important of oceanic researches related to climate changes, resources conservation and development and the advanced application of oceanic researches, advanced countries in ocean have developed the systematic management systems for oceanographic instruments. Despite the increasing realization of need for the establishment of management system, no systematic management system has been built in KOREA. There is an ungently need to construct the efficient and professional maintenance and management system of oceanographic instruments that are extremely expensive for meeting the increasing demands of oceanographic observation and investigation. In this paper, the present possession of oceanographic instruments in KOREA and the need for the establishment of management systems for oceanographic instruments are discussed. In addition, we introduce the total management system for oceanographic instruments using a RFID(Radio Frequency IDentification) at KORDI and discuss the necessity of the introduction and establishment for producing high quality data in oceanic researches.
