  • LMP based pricing system has many merits over SMP. One of them is that network congestion can be managed by the market price together with congestion revenue rights. Korean power system has a peculiar property that the transmission line where network congestion occurs is known and does not vary. For such a system, zonal pricing method is considered to be appropriate as it is simpler than nodal pricing. In this paper, we did feasibility study on zone grouping method and tendency of zonal price compared with nodal price.

  • With the growing competitive pressure from market participants, utilities, consumer and government, analyses of existing competitive electricity market become more important. The presence of congestion in the transmission system can significantly increase the potential of exercising market power. Since the congestion in the network depends on the several factors, the market power cannot be simply analyzed through the existing indices. This paper presents a systematic analysis on local market power under uniform pricing scheme and provides determining approach of the level of price cap as mitigation measure of the strategic market power.

The Relationship Between Congestion Pricing and In-vehicle Crowding Level in Public Transport (혼잡통행료 징수와 대중교통 차내 혼잡수준의 관계)

  • In studies involving public transport, social welfare improvement is simply explained by the increase in public transport demand. However, the increase in the demand for public transport is mostly observed by the change in the frequency of public transport service, and in-vehicle crowding in public transport has not been an object of concern. This study examines and tries to reveal the cause of the changes of the social welfare and in-vehicle crowding of the changing public transport from imposing congestion pricing. We observe that congestion pricing increases in-vehicle crowding in public transport. This predictable phenomenon is more exacerbated in case of not operating bus-only lane. It should be noted that in-vehicle crowding is more increased in suburban, but in First-best toll system it tends to get worse less than it in other congestion pricing systems. We identify that the change of in-vehicle crowding is affected by the change of proximity of the housing to workplace, the number of commuting trips, and unpredictable distortion effect of the congestion charge.

  • In the current bandwidth mechanism, ISPs provide guaranteed internet bandwidth within itself domains. Also transmission of data through the network can cause congestion. An inevitable consequence is partly responsible for the difficulties to ISPs and customers. In economic views, multiple demands for a scarce resource are mediated through a bandwidth market. Using the auction-based admission algorithm In price congestion, I propose a different pricing scheme for statistically guaranteed QoS.

  • Pricing a network service aims for congestion control of the network as well as economic efficiency. A monopolistic supplier providing users with a network service on a shared link needs a pricing schedule that maximizes revenue under the link's bandwidth constraint and guarantees the bandwidth purchased by the users. In that case, nonlinear pricing is an efficient scheme which meets both requirements. This study reviews how nonlinear pricing can be applied to the network service under the constraint and shows that the nonlinear pricing may result in a fixed unit price of bandwidth as linear pricing when demand characteristics of the users follow a power law. Also, the way how the provider with incomplete information on the demand distribution seeks for the optimal pricing from the degree of the network congestion is introduced and the relationship between the development direction of the Internet and internet pricing is considered based on the results of the study.

  • This paper focuses on a TCP window-based flow control mechanism with Explicit Congestion Notification (ECN). We investigate the fundamental problem of achieving a fair window control for TCP, which cooperates with ECN. This is done by using feedback congestion pricing as a means of estimating the state of bottleneck router. The problem is solved by achieving network optimal performance, which maximize the total user utilities. We then look at the simulation of such scheme.

  • The quality of Internet services such as VOD and Web storage services deteriorates as the number of users increases beyond a certain point. However, most of the pricing mechanisms in research as well as those in practice do not reflect such situations (i.e., congestion). The purpose of this paper is to show that different types of pricing mechanisms are required and to model such situations using game theory. We extend Fishburn & Odlyzko(1999) model, in which the service quality is the same for the different pricing schemes, to reflect the situations where the service quality is different between the different pricing schemes due to congestion.

  • With rapid development Telematics industry, the concern of dynamic road pricing system is increasing. In this study, the change of traffic flows according to traffic information and variation of congestion road prices related to the dynamic road pricing was analyzed. In this study, three facts were unfolded. First, high delay penalty and low delay penalty drivers are shown different reaction for the different congestion road prices. Second, the higher congestion road prices the more drivers convert their route from toll road to non toll road. Third, high penalty drivers are converting to toll road than low delay penalty drivers under same congestion road prices. This study has reached the conclusion that dynamic congestion pricing has a high possibility for traffic management.

An Analysis of the Causes of the Welfare Gain Achieved by Congestion Pricing and Transit Subsidies (혼잡통행료와 대중교통 보조금의 효용개선 원인 분석)

  • We analyze the efficiency of congestion pricings and transit subsidies in the spatial micro-economic model based on a general equilibrium environment. In this setting, we decompose the total welfare change into component factors and identify the reason of the change in the efficiency caused by policy instruments; these component factors are divided into indirect factors and direct factors including of origin-destination and mode choices. We set up the model as adding mode choice to the standard format in the fashion of Anas and Kim (1996) and extend the methodology proposed by Yu and Rhee (2011) and Rhee (2012) for deriving theoretical and analytical solution. Most of welfare gain comes from the modal shift from car to bus. The relative efficiency of subsidies in relation to the first-best pricing is lower than it of congestion pricings although the change in bus share by subsidies is similar to it by congestion pricing. Subsidies give rise to more modal shift from a car to a bus for long-distance commuting than it caused by congestion pricings. As the increase of bus share for long-distance commuting leads to the increase of cross-commuters passing through CBD, the welfare gain by subsidies is lower than it by congestion pricings.

  • The main purpose of this paper is to develop the practical method to estimate the congestion price in odor to overcome the difficulty of traditional microeconomics approach for demand and cost function concepts. In this paper, we estimate the theoretical congestion toll which reflecting the real traffic conditions such as a speed-density functions using a traffic engineering methods We calculates the optimal congestion toll based on the real traffic conditions assuming that the electronic road pricing (ERP) systems ave installed for the study road. After evaluating the various speed-density relationship methods. we found that the Drake model is best suited for the Gangbyeon Expressway Using the Drake model, the optimal congestion toll will be 94 to 3,255 Won for the traffic speed between 44km/h to 68 km/h based on wage rate method and 107 to 6,381 Won for the marginal substitution method for the Gangbyeon Expressway in city of Seoul, Korea.
