The Spatial Construction of Conflicts : The Politics of Scales in the Conflicts over "Southeastern New International Airport" in Korea (갈등의 공간적 구성: 동남권 신공항을 둘러싼 스케일의 정치)

  • Conflicts in the construction of large public facilities carried out as national projects are crucial issues we have to deal with. There are growing concerns for and oppositions to large construction projects in terms of environmental deterioration and the dissolution of local communities. In the case of projects that promise the creation of jobs and investment, the competition and disputes are increasing and being intensified. Therefore, there is a considerable amount of study on the competitions and conflicts between regions. Previous studies have focused on the procedures of public policy, governance structure, the role of local media. Contrary to the previous studies, this study investigates the spatial ways of constructing conflicts. Based on the analysis of the project of "Southeastern New International Airport", there is a mismatch between the spatial boundary of cost/benefit and agents (regions) of disputes. The agents of conflicts also show the politics of multiple scales by constructing alliances and breaking the network in the process of the airport project. The findings suggest that the conflicts on regional development should be understood as the construction of dynamic regional politics on regional development rather than as the by-product in the practice of policies.

  • Currently serious conflicts arose for the use of coastal area in Korea. However, there is no mediation program or mediators' activities for conflict resolution which are shown in the developed countries. Even though, the MOMAF(Ministry of Maritime Affairs and Fisheries) was established in 1997 and the Division of Coastal Zone Management under the Ministry took over the authority to establish ICM program and formulated the CZMA(Coastal Zone Management Act) in 1998 after understanding the seriousness of coastal degradation due to the importance of coastal zone management and the understanding of dispute resolution, it still lacks consistency among legislative power on the continuous policy for wise coastal use and management which results coastal conflicts. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted the PCA(Principal Component Analysis) for the subtraction of the components of evaluation mechanism to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation mechanism and help to resolve coastal conflicts in Korea.

Effect of Environmental Dynamics on the Business Performance of Franchise Distribution Industry (프랜차이즈 유통산업에서 환경 동태성이 가맹점의 경영성과에 미치는 영향에 관한 연구)

  • Purpose - This study empirically examines the effects of environmental dynamics(dynamics of one's own company, dynamics of competitors, and dynamics of customers), within the franchise industry, on the dependence and conflict(dysfunctional conflict and functional conflicts) and the business performances(financial and non-financial). Furthermore, we empirically examined the effects of the dependence of franchise on the conflicts(dysfunctional conflict and functional conflict) and business performances(financial and non-financial). Finally, we empirically examined the effects of the conflicts of franchise (dysfunctional conflict and functional conflict) on the business performances(financial and non-financial). Research design, data, and methodology - Our study conducted a survey on the managers and owners of the franchises located in Seoul, Gyeonggi, and Incheon. The total number of valid samples was 230, and the structural equation model was analyzed by using AMOS program. Results - First, the environmental dynamics(dynamics of one's own company, dynamics of competitors, and dynamics of customers) in the franchise industry were shown to have statistically significant positive effect on the dependence of franchise. Second, among the environmental dynamics in the franchise industry, the dynamics of one's own company and the dynamics of the customers were shown to have a statistically significant positive effect on the dysfunctional conflicts of franchisees. However, in the franchise industry, the dynamics of competitors did not have a statistically significant effect on the dysfunctional conflict of the franchise. Third, in the franchise industry, the environmental dynamics(dynamics of one's own company, dynamics of competitors, and dynamics of customers) did not have a statistically significant effect on the functional conflicts of the franchises. Fourth, the dependence of franchise was shown to have a statistically significant positive effect on the conflicts(dysfunctional conflict and functional conflict). Fifth, the dysfunctional conflict of franchisees was shown to have a statistically significant negative effect on the business performances(financial and non-financial). Sixth, the functional conflicts of franchises was shown to have a statistically significant positive effect on business performances(financial and non-financial). Conclusions - From the franchise industry researches, the environmental dynamics were selected as the preceding factors and the relationship leading to dependence, conflict, and business performance were constructed into model.

China's recent establishment of its ADIZ and its implications for regional security (중국의 방공식별구역(ADIZ) 선포와 역내 안보적 함의)

  • The regional security and stability in Northeast Asia has become more complicated because of a sudden establishment of China's Air Defense Identification Zone (ADIZ) on 23 November 2013. One dimensional conflicts on the territorial sovereignty over the islands between the regional States has developed into the two dimensional conflicts like maritime delimitations among the States concerned since they have all ratified the 1982 United Nations Convention on the Law of the Sea which adopts the 200 nautical mile Exclusive Economic Zone regime. Moreover, due to the notion of the outer limit of the continental shelf, the conflicts have developed into three dimensional ones in order to acquire more natural resources even in the seabed. To make matters worse, such three dimensional conflicts have expanded to the airspace as well. The paper will analyze what implications the sudden declaration of China's ADIZ have for the regional security in Northeast Asia from the perspectives of public international law. To this end, the paper 1) starts with the debates on the legal nature of the ADIZ, 2) identifies the Chinese government's political motives for the establishment of the ADIZ over the East China Sea, 3) assesses the responses of the regional States and the USA to the China's establishment of the ADIZ, and then 4) discuss what implications the overlapped ADIZ of the three key States in the region have for the regional security and stability.

The Marginal Value of Cash in Korean Retail Firms

  • Purpose - We examine the marginal value of cash in Korean retail firms, largely unexamined in literature. The marginal value of cash plays pivotal role in cash management policy; especially, a significantly low marginal cash value indicates substantial manager-shareholder conflicts. Research design, data, and methodology - We estimate marginal cash values by adopting the approach of Faulkender & Wang (2006). The sample of retail firms traded in Korean Stock Exchange from 1991 to 2013 is analyzed. Results - We estimate the marginal value of cash for the retail firms as 0.75, implying significant manager-shareholder conflicts. We find a lower marginal value of cash for financially constrained retail firms, contradicting existing theories. The marginal value of cash increases substantially after 2000s, suggesting severe agency conflicts in 1990s as a key reason behind our findings. Conclusions - Our findings support the substantial resource diversion problem in Korean firms and the agency theory of cash management policy. Our results argue against the widely accepted view focusing on implications of financial constraints, which highlights a need of new cash management theory.

Retrospective Drug Utilization Review on the Same-Day Multiple Prescriptions for Pediatric Outpatients (동일날짜 처방전 2매 이상인 외래 소아환자 의약품처방의 적정성에 대한 후향적 평가)

  • This study was to determine the inappropriate drug use in pediatric outpatients who received 2 or more prescriptions on the same day. Retrospective drug utilization reviews (DURs) were implemented to samples obtained from national health insurance claims data during December 2008 to February 2009, using 5 DUR criteria (duplication, drug-drug interaction, drug-disease interaction, drug-age contraindication, incorrect dosage) established in the Drug Information Framework (DIF)-$Korea^{TM}$, DUR program. Among 38,451 claims analyzed in the study, 74.7% had more than one conflicts in the 5 DUR modules. Among 16,472 patients analyzed, 49.6% had conflicts with duplication criteria composing of ingredient duplication (23.3%) and therapeutic class duplication (39.6%). Incorrect dosages were found in 73.6% of patients and under-dosage conflicts accounted for 59.9%, which was higher than over-dosage conflicts (38.3%). In this study, inappropriate drug prescriptions such as under-dose, pediatric contraindication and therapeutic duplication were prevalent in pediatric outpatient settings, suggesting much more awareness to the society, to prevent drug related problems in a vulnerable pediatric group.

Marital Conflicts and Expectations to Family Counselors' Cultural Competence Among Immigrated Women Focusing on Typology of Cultural Adaptation (문화적응 유형화를 중심으로한 국제결혼이주여성의 부부갈등과 가족상담자의 문화적 역량에 대한 기대)

  • The aim of this study was to investigate on characteristics of sociological and demographic population, marital conflicts and expectations to family counselors' cultural competence surrounding factors of cultural adaptation among immigrated women. This study conducted a survey of 236 immigrated women in Kyonggi province, Seoul metropolitan cities, Cholla and Chunchung provinces and Incheon. The results of this study are as follows: First, a relatively few marital conflicts were found, as a whole, while they had the high levels of expectation to family counselors' cultural competence. Second, immigrated women can be clustered as three different types: 'multiplicity type', 'undifferentiated type' and 'adaptation type'. Third, sociological and demographic population characteristics which were subdivided and clustered according to cultural adaptation made the significant difference between each population. Population with multiplicity type out of the above-stated three types accounted for the highest conflict rates, while population with 'adaptation' type accounted for the lowest conflict rates. Lastly, expectations to family counselors' cultural competence made the significant difference among each population. Population with multiplicity type showed the highest expectation levels on expectations to family counselors' cultural competence, while population with undifferentiated type showed the lowest levels.

A Bilateral Delegate Model with Asymmetric Reimbursement in Environmental Conflicts (환경분쟁 대리인 모형의 '비대칭배상' 제도)

  • This paper analyzes the effects of asymmetric reimbursement in a delegate model where the lawyers for a citizen and a polluting firm work on a contingent-fee basis. The major findings from the paper are as follows: (i) the asymmetric reimbursement triggers environmental conflicts by increasing the citizens' expected surplus; (ii) it enhances the possibility of settlement by decreasing the magnitude of expected loss less expected surplus; (iii) settlements reduce the total litigation effort levels, thus curtailing the rent dissipation; (iv) The total litigation effort levels increase if the conflicts result in trials rather than settlements.

The Marginal Value of Cash and Agency Conflicts in Korean Firms

  • Prior literature expects a lower marginal cash value for weaker governance firms. We test this empirical hypothesis by using the sample of publicly traded Korean firms from 2005 to 2013. To measure the quality of governance structures, we employ the corporate governance scores provided by Korean Corporate Governance Services. The empirical model of Faulkender and Wang (2006) is adopted to estimate the marginal value of cash. Our empirical analysis shows a higher marginal value of cash for the good governance firms in the examination of the total governance score. This finding is consistent to the agency view of cash policy predicting a larger marginal value of cash for the firms with higher governance scores. However, this positive relationship is not robust for a subset of detailed governance scores; a lower marginal cash value is observed for the firms with better qualities of board structure, auditing, dividend policies. Moreover, our empirical analysis verifies a quite low level of marginal cash value for Korean firms, which supports the existence of severe agency conflicts in Korean corporations. Our results verify the significant role of agency conflicts between a manager and shareholders in the determination of marginal cash values in the Korean firms.

A Qualitative Study on the Adaptation Process of Middle-Aged and Elderly Couples with Retired Husbands (남편의 은퇴 이후 중노년기 부부의 적응과정에 관한 질적 연구)

  • This study examined the retirement adaptation process for middle-aged and elderly couples. Twelve couples who had experienced retirement were recruited by theoretical sampling. Data were collected through in-depth interviews and analyzed through the grounded theory approach of Strauss and Corbin (1998). This study showed the results of 124 concepts, 41 sub-categories and 17 categories indicated through an open coding process. As a paradigm in axial coding, the causal conditions in the adjustment procedures of elderly couples whose spouses are retired were 'retirement preparation,' 'retirement acceptance,' and 'marital satisfaction.' A central phenomenon was 'crisis and conflicts of twilight couples.' The contextual conditions that correspond to this phenomenon were 'psychological separation from adult children,' 'division of household labor,' and 'economic status.' The action/interaction strategies to control the phenomenon were 'recognition of marital relationships,' 'conflicts coping,' 'resolution methods,' and 'self-reflection.' The intervening conditions that facilitate action/interaction strategies were 'attitudes of husbands,' 'mutual awareness of couple,' 'health status,' and 'support systems.' The consequences were 'readaptation of marital relationships,' and 'unresolved conflicts,' and 'trying alone.' This research classified middle-aged and elderly couples' adaptation into three types such as mutual effort, separation & resignation, and conflicts vestige. The findings provide basic information to develop a retirement adaptation program for the middle-aged and elderly.
