원산거류지(元山居留地)의 도시공간(都市空間)의 형성과정(形成過程)에 관한 고찰(考察) (A Study On the Process of the Urban Form in Wonsan Concession)

  • This paper is one of Korean towns in the period of Korean-Modern, which play an important role in shaping the present cities of Korea. In the concrete, this study deals with the urban form of the Japanese Concession at Womsan where is the second Open Port in Korea. By the way, both of the Open Port and the Concession were the town that not exist before the period of Korean-Modern, and the town that symbolize the historical characters of the period of Korean-Modern. On this study, it is intended to analyze the situations of establishment, the process of the urban form, and the meanings of Concession, from 1880 to 1910, the period when had been kept up the nature of the Concession mainly. The Japanese Concession at Wonsan was urged it's establishment by Japan Government that is conscious of the purpose of foreign trade and military importance. But, it was slow in progress of developing town because of the distance from the capital 'Han Yang', today we called it Seoul, and lack of the background towns. However, after both the wars of 1895 and 1904, Japanese residents were incresed and urban aspects were advanced. The urban form of Japanese Concession was devided two territories by the natural circumstances, so that was made a difference on the period of the development. And finally, it had double axis on the form of district. Furthermore, by increasing of residence, it was occured that new Japanese resident arwa was occupied and expanded illegally between the road which is toward the existing Korean village 'Womsan-Jin(元山津)'. This indeed is the illegal extension of the Japanese Concession at Wonsan. Conclusively, Concession fumed out the primary factor that Korean towns are altered with the heterogeneous ones in the period of Korean-Modern.

교통량 위험을 고려한 도로 민간투자사업 적정 관리운영기간 산정 모형 개발 (Development of Model for Optimal Concession Period in PPPs Considering Traffic Risk)

  • 민간투자사업은 많은 프로젝트 개발 비용이 투입되며, 관리운영기간 동안의 미래 수입을 통하여 투자비를 회수하는 구조로 추진된다. 일반적으로 긴 관리운영기간은 민간사업자의 더 많은 수입을 가져가게 하고 짧은 관리운영기간은 민간사업자의 수입회수 기간이 짧아져 더 적은 수입을 가져가게 된다. 관리운영기간의 설정은 민간투자사업의 중요 요인임에도 불구하고 전통적으로 정부가 사전에 결정하거나 민간이 제안한 기간으로 결정되고 있다. 특히 교통분야 사업에서 관리운영기간의 설정은 정확한 교통량 예측이 전제되어야 하나, 교통량 예측은 실제 교통량과 차이가 발생하는 등 위험 및 불확실성이 뒤따른다. 따라서 정부 및 민간사업자는 관리운영기간 설정시 교통량 예측 위험을 고려할 필요가 있다. 본 연구는 도로사업에 있어 교통량 위험을 고려한 적정 관리운영기간을 설정하는 모형을 제시하였다. 이를 위해 몬테카를로 시뮬레이션 기법을 적용하였으며, 시뮬레이션 과정에서 교통량 위험은 확률 분포(single probability distribution)와 확률 과정(stochastic process)을 함께 고려하였다. 본 연구에서 제시한 방법론 및 시뮬레이션 모형을 바탕으로 모의 분석을 수행하였다. 모의 분석 결과 기대수익률 7%인 경우, 평균 관리운영기간은 21.2년으로 산정되었으며, 정부의 할인율 5.5%를 적용한 경우 관리운영기간은 평균 17.2년으로 산정되었다. 그 밖에 도출된 통계량은 다각적인 해석을 통해 민간투자사업 관련 의사결정자들이 관리운영기간을 설정함에 있어 직관에 의존하거나 동일한 운영기간을 적용하기보다는 객관적이고 합리적인 관리운영기간 설정하도록 도움을 줄 것으로 기대된다.

  • 본 연구는 조선 말기부터 일제강점기까지 제국주의 국가에 의해 설치되었던 조계의 특징과 토지문제에 관해 고찰하였다. 이를 위해 개항장과 조계 설치 관련 문헌을 검토하고 연대기적 분석을 실시하였다. 연구 결과 동아시아 지역은 서구 열강에 의해 중국과 일본이 앞서 개항하게 되었으며, 우리나라에도 개항장 설치 경험이 있던 일본의 주도로 개항장이 설치되었다. 결국 조선의 개항장에서 외국인이 자유로이 거주하며 치외법권을 누릴 수 있는 조계가 설치되었는데, 이는 조선에 불리한 형태였다. 또한 일본의 영향력이 높은 조계 내에는 일본식 토지 면적 단위인 '평'이 사용되었고, 이후 1910년 토지조사사업에서 사용된 면적단위의 기초가 되었다.

일제강점기 지적공부(地籍公簿)의 작성과 의미 (A Study on the Creation and the Meaning of Cadastral Records in Japanese Colonial Period)

  • This study is to find out the process of changes concerning the cadastral records that consist of the cadastre, the cadastral map and various registers of land in Japanese Colonial Period. The cadastre and cadastral map were the most important part of them and became the basis of cadastral records. These two registers were first made out according to the Project of Colonial Land Survey in the year 1912. As the influx of foreign Weights and Measures was greatly influenced by the foreign concession since 1876, the traditional units of the Weights and Measures had abolished finally. The extortion of sovereignty led a rapid change to the Weights and Measures in 1910. Japan compelled us to change into Japanese System of Measurement. From that time on, Lot(筆地) and Pyeong(坪) were settled down on the registers of land.

일제강점기 부산 아미동 화장장의 설립과 변천 (The Establishment and Change of Busan Ami-dong Crematorium in Japanese Colonial Period)

  • Ami-dong Crematorium in Busan was established as one of the public facilities in 1929(the period of Japanese Occupation). It is the originator of Busan Yeongnak-Park(永樂公園), the funeral facilities of Busan municipality. The crematorium of Busan region was accepted at an earlier stage inside Japanese Concession in accordance with the opening a port. As Ami-dong Crematorium was constructed as a public facilities, the precedent has been maintained so far, providing a background equipped with the leading public corporation facilities in Busan area. This study was based on the expansion construction document founded by National Archives in Korea. Above all things, this research revealed the establishment and change of Busan Ami-dong Crematorium as the historical point for the formation process of recent public funeral facilities.

  • The Public Private Partnership/Private Finance Initiative (PPP/PFI) schemes have made the private sector become a major participant involved in the development of infrastructure systems along with the government. Due to more integrated efforts among project participants and longer concession period, PPP/PFI projects are inherently more complex and risky. It is therefore very important to proactively manage the risks involved throughout the project life cycle. Conventional risk management strategies sometimes ignore managerial flexibility in the planning and execution process. This paper starts with a revised risk management framework which incorporates the real option concept. Following the presentation of the framework, a new risk classification is proposed which leads to different ways of structuring options in a project according to the stage of the project life cycle. Finally, the paper closes by discussing other issues concerning option modeling and negotiation.

군산의 근대도시발달과정과 도시조직의 변화 유형에 관한 형태학적 연구 (A Morphological Study on the Modern Urbanization and Transformation Type of Urban Tissues in Kunsan)

  • The purpose of this thesis is to analyse modem urbanization process and the morphological transformation of the urban tissues in Kunsan between the you 1899 and 2001, The method of this study is to investigate the transformation process of morphological elements such as plot structure, building layout, building facades, land use, exterior space structure and their use, with actual field surveys, the analysis of land registration maps in 1912, and various topological map. Morphological analysis on modern Kunsan is progressed by three steps-typo-morphological analysis of urban tissue in old-town area, interpretation of morphological process, and transformation process, of morphological structure in Japanese concession in view of plots system. As a result, it is found that there is cyclical relationship among the morphological transformation processes of morphological elements, plots, buildings, land-uses, and access space to buildings. From the view of town plan change, the period of restoration of war damage in 1950s and compressive growing period in 1960s have important meaning in the morphological process of old-town area. Particularly the first building plan and layout type together with plot form and structure is acted as the main factor to decide the subsequent plot transformation system, exterior space system and the particular streetscape in Kunsan.

한.인도 CEPA 수출입유망품목의 효과 연구 - 2010년 수출입실적을 중심으로 - (A Study on the Efficacy for Promising Ex-Importable Items of CEPA between Korea & India - Focused on the Ex-Import Performance in 2010 -)

  • This paper study on the effect of the removal or reduction of the tariff on Korea-India trade by CEPA between Korea & India and then examines the effects of increased exports & imports to Korea on India. Despite the analysis is based on data over a short period of time, this paper shows that CEPA between Korea & India has substantially increased Korean exports(42.7%) and imports(37%) to India in 2010. It is also shown that CEPA between Korea & India has had a considerable impact on market. As a result can be summarized as follows. The potential fields of expanding the trade between the two countries due to the tariff concessions of the removal or reduction. Consequently the effect of the removal or reduction of tariff will be low our expectation but CEPA between Korea & India would have a positive effect on Korea's exports to India in the long term. This paper has examined the impact of CEPA between Korea & India on general economy. It needs a further study to estimate trade diversion effect of CEPA and to find out the impacts on specific industry.

  • 민간 주도형 사회간접자본(social overhead capital: SOC) 사업은 프로젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

  • This thesis is a historical research about the Foreign Settlement at Mokpo as the fourth among the Open Ports which express the historical characters of Korean Modern, as a city which did not exist before the Korean Modern. So I analyzed positively the process of establishment and the process of urban form during the period which contained the characters of Concession, from 1897 to 1910. Even though the urban basic form of the Foreign Settlement at Mokpo was planned by Korean Goverment, it's townscape was changed to Japanese style by Japanese since Mokpo port was opened. Because it had settled by Japanese residents which had majority. But I found that the urban form was not composed by the Modern urban planning theory or method, but by the existing conditions such as topography and roads. The center in the settlement had shifted from the front region of Japan Consulate to the East region which was in the vicinty of Korean village. And also former internal oriented urban form had changed to the relevant composition with Korean village. All the changes in the Foreign Settlement at Mokpo was made by the Japanese which had majority, and it is a good example which expresses Korean Modern history.
