A comprehensive plan for provincial development which has been establishing and is about to be completed in 1982, has for its object that concretely develop the undertaking of the second comprehensive Program for land development under the Multiple Purpose Development of the Land Act. The limitations of the establishing tile plan which is subordinated to the Program for land development are, firstly of a difficulty of accepting upper and related plans, secondly, of limit and range of time, space and contents, and thirdly, of validity of the plan in practice. There fore, in order to solve the problems the plan firstly, has to introduce 〃the principle of composition and resolution of forces〃 into approaching to the acceptance of upper and related plans secondly, has to prefer micro approaching to macro in planning, and thirdly, has to have a flexibility of planning which will be easily changed into reasonable plan according to continuous co-ordinated process with the government authorities and inhabitants.

In Part 2, dynamic cutting force model, thermal behavior model, and feed drive model are presented for development of a virtual machine tool. Some relevant results with brief descriptions for each model are presented to verify the proposed models. Experimental results for each model agreed well with the estimated ones. The developed models in this two-part paper are partially integrated as a comprehensive software environment.

The Government is managing "The Comprehensive Development Plan of Fishing Villages" which is a national program to ensure the effective use of the coast and reasonable management of fisheries resources. The Chuja-do was selected as an area for "The Comprehensive Development of Fishing Villages" because it has the characteristics of local independence and an advanced fishery using boats. The study covered the environment of the local fishing grounds, all aspects of the coast fishing and residents' thinking. The results of the study led to the following proposals : development of the coastal fishing grounds farmining industry, establishing the fishing grounds industry by dropping arcificial fish reefs, developing the tourist industry, improving the quality of fishery using boats, and establishing high quality fishing specialties.

Comprehensive monitoring system for the safe and economical excavation of underground opening has been established by employing the 3 independent models each of which can i) predict the ultimate convergence, ii) assess the in-situ stresses and the elastic modulus of excavating rock, iii) calculate the time-dependent opening behavior with respect to the face advance rate and support pressure at the equilibrium state. Accuracy of each model has been verified through illustrative examples. The step-by-step procedures of comprehensive monitoring system for analyzing the rock behavior and the optimum support installation has been explained. The capability and applicability of this system to the practical excavation also has been discussed.

The vibration and stress analysis program of comprehensive vibration assessment program (CVAP) is to verify theoretically the structural integrity of reactor vessel internals (RVI) and to provide the basis for selecting the locations monitored in measurement and inspection programs. This paper covers the verification of the vibration and stress analysis methodology of APR1400 RVI CVAP. The analysis methodology was developed to use 3-dimensional hydraulic and structural models with ANSYS and CFX. To validate the methodology, the hydraulic loads and structural reponses of OPR1000 were predicted and compared with the calculated and measured data in the OPR1000 RVI CVAP. Since the results predicted with this methodology were close to the measured values considerably, it was confirmed that the analysis methodology was developed properly.

Applicability of LCA in establishing the integrated solid waste management were examined. Data were collected from current waste management system. LCA method was then applied to find environmentally sustainable waste management. The process comprises five steps : (1) collecting data, comparing the data with comprehensive urban planning as well, (2) analyzing the current waste treatment procedure leading to the database establishment, (3) LCA for the waste management system, (4) finding alternative scenarios based on the former steps, (5) establishing the optimum method in Ecopolis, best fitted to the local situation. The results and suggestions in this study are expected to yield comprehensive analysis as to current practices in waste management. More importantly it will be a valuable data in minimizing environmental burdens in connecting with living environments of Ecopolis. Information regarding the urban system and total environmental quality are expected from this study.

The objective of this study is intended to propose plans for reforming environmental impact assessment(EIA) systems by reviewing the current legal systems of EIA related laws and their implementation status in Korea, and by comparing the Korean situation to EIA systems in several foreign countries. This study tried to integrate all EIA related systems scattered over several laws into one comprehensive EIA law, and also to develop legal procedures necessary to accomplish the legislative purpose of the integrated EIA law. Therefore, I propose four reforms (1) All EIA systems should be integrated into one comprehensive EIA act. (2) Administrative plans and policies, though environmentally harmful, which are not currently subject to any prior consultation system, should be covered by the prior consultation system. (3) A screening or scoping should be adopted. (4) Widen civil participation should be encouraged and the administrative control enforcement and introduction of group litigation or citizen suits would be considered.

This study tries to find out the resonable improvement method of the export logistics system for fresh agriculture products. Export logistics system improvement of fresh agriculture products rationalized the export network covering the export and import of fresh agriculture products from producers to end customers and realized cost reduction and profit maximization. We are also operating our very own comprehensive logistics system that maximizes customer satisfaction. Supporting the entire logistics process starting from the collection, unloading, sorting, packaging, customs clearing, and information up to comprehensive logistics services, the export logistics system of fresh agriculture products realized a comprehensive transport system that uses 12 feet cool container. We have successfully reduced logistics costs through efficient operation in the export logistics system of fresh agriculture products.
