Development of a Competency-Based Assessment Framework for High School Home Economics (고등학교 가정과의 역량 기반 평가 프레임워크 개발)

  • The dual aims of this study were i) to explore the effectiveness of an assessment method that can measure the competencies learned through high school home economics and ii) develop a competency-based assessment framework for high school home economics, including components of competency-based assessment, item development system, and other elements. The study involved the following stages: literature analysis, draft development, concretization, validity verification, and final version. Based on the results of the literature analysis and expert deliberation, a competency-based assessment framework for high school home economics was developed which comprised three dimensions: 'core idea' × 'process' × 'context and value'. Based on this, an item analysis table was presented to systematize various activities for the competency-based assessment of high school home economics, following which a holistic rubric suitable for competency assessment tasks was proposed by referring to the newly developed 'process' dimension assessment criteria. This study is significant in that it is the first to propose a competency-based assessment framework that systematically presents a variety of assessment activities. These will facilitate the development of assessment standards and tools that teachers can refer to or trust in the changing school environment due to the introduction of the standard-based assessment system based on a high school credit system, and the guarantee of a minimum achievement level.

Patient-Centered Doctor's Competency Framework in Korea (한국의 환자중심 의사 역량 연구)

  • With increasing demands for medical care by society, the medical system, and general citizens and rapid changes in doctor's awareness, the competencies required of doctors are also changing. The goal of this study was to develop a doctor's competency framework from the patient's perspective, and to make it the basis for the development of milestones and entrustable professional activities for each period of medical student education and resident training. To this end, a big data analysis using topic modeling was performed on domestic and international research papers (2011-2020), domestic newspaper articles (2016-2020), and domestic social networking service data (2016-2020) related to doctor's competencies. Delphi surveys were conducted twice with 28 medical education experts. In addition, a survey was conducted on doctor's competencies among 1,000 citizens, 407 nurses, 237 medical students, 361 majors, and 200 specialists. Through the above process, six core competencies, 16 sub-competencies, and 47 competencies were derived as subject-oriented doctor's competencies. The core competencies were: (1) competency related to disease and health as an expert; (2) competency related to patients as a communicator; (3) competency related to colleagues as a collaborator; (4) competency related to society as a health care leader (5) competency related to oneself as a professional, and (6) competency related to academics as a scholar who contributes to the development of medicine.

  • Recently, increasing attention has been paid to IT outsourcing and core competency of the corporation. Many companies are expected to focus on core competency rather than reduce IT cost from IT Outsourcing. But, by this time there are no a framework for evaluating intensity of core competency and maturity of IT outsourcing capability. This paper is conducted to provide a framework for evaluating intensity of core competency and maturity of IT outsourcing capability. This paper is to verify if the company's core competency and IT outsourcing capability have a significant influence on each other.

  • An informatization is recognized as core factors to reinforce business competitiveness such as formation of a new business relation, prior occupation of the strategic superiority and being a step ahead from the purpose to improve only the whole efficiency of enterprise. But existed evaluation framework has focused on the visible aspect of all the conditions to create the input and output. In previous studies, it's hard to know that how IT affect business value creation. Therefore, this study presents the evaluation of IT structure and IT competency as drivers and inhibitors of informatization and suggests new IT evaluation framework which can estimate IT competency. The new IT Evaluation Framework was verified through survey with experts.

Proposed Data Literacy Competency Framework through Literature Analysis

  • With the advent of the Fourth Industrial Revolution and the era of big data, the ability to handle data has become essential. This has heightened the importance and necessity of data literacy competencies. The purpose of this study is to propose a framework for data literacy competencies. To achieve this goal, data literacy frameworks from eight countries and twelve pieces of literature on data literacy competencies were analyzed and synthesized, resulting in five categories and twenty-three competencies. The five categories are: data understanding and ethics, data collection and management, data analysis and evaluation, data utilization, and data governance and systems. It is hoped that the data literacy competency framework proposed in this study will serve as a foundational resource for policies, curricula, and the enhancement of individual data literacy competencies.

Feature analysis for competency and representation type of mathematics assessment (수학과 평가 문항의 역량 및 표현 형식 특성 분석)

  • The purpose of this study is developed the Item Feature Analysis (IFA) frameworks for curriculum-based assessments, focusing on Math competency and representation in secondary schools and implemented the IFA in National Assessment of Educational Achievement. To conduct the study, previous studies were analyzed, and feasibility studies were conducted twice. As a result of the study, we structured the IFA framework based on the 2015 revised mathematics curriculum in Korea and developed a method to analyze the characteristics of the math items. The results of structuring the framework for math included two categories: math competency in the content aspects, and representation type in the formal aspects. Specifically, 12 features of math competency and 8 features of representation type were identified, and an item feature analysis framework composed of these features was developed. The math competency was developed based on the subject competency of 2015 national curriculum. Math assessments in high schools, which have been changed to the competency-based assessments, had more frequency of the feature of math competency compared to middle schools. In this study, implemented the IFA in National Assessment of Educational Achievement and explored the way of ensuring the validity. These have been proved as critical applications for ensuring the validity of curriculum-based student assessment as well as building a tool for assessment.

Analysis and Utilization Plan of International Archivists' Competency Frameworks (해외 기록전문직 역량 체계 분석 및 활용 방안)

  • Professional competencies serve to demonstrate and develop expertise. As such, the study summarized theories on the concept of competency and competency model development and utilization, proposing ways to utilize the competency system to strengthen domestic archivists' expertise through a case study of international archivist competency systems. Five competency frameworks for archivists developed by international archivist associations were analyzed. Results showed that the archival profession's competency frameworks were primarily utilized in two ways. First, they are used to verify professional definitions, which are used as verification standards for registering certified professionals at the archivist association level. Second, they are used to enhance expertise in conjunction with individual professional self-assessment and continuing professional development program design. These two applications can operate in a complementary relationship to utilize the competency framework in demonstrating and strengthening competencies.

Essential Competencies for Digital Workforce of Provincial Office in Thailand Using Delphi Technique

  • This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.

A Study on the Learning Framework and Curriculum of Core Competency-Based Learning in English Education Major (영어교육전공의 핵심역량중심 학습 프레임워크와 교육과정 개발에 대한 연구)

  • The purposes of this study were to present the learning framework and curriculum direction of the English education major and to suggest ways to enhance the English education-related curriculum and core competency more effectively. For these purposes, the needs of students in the English education department were identified and analyzed. After that, based on these results, Education 2030 Project and the 2015 revised English curriculum, the core competency-oriented education method of the English education department was proposed. The survey results are as follows: Many students in the Department of English Education were interested in their competencies, but did not know what they needed and how to actually strengthen them. They wanted to strengthen their competency with a core competency-oriented major curriculum. The results of this study, reflecting the national needs and core competencies of universities, suggested the direction for the development of the curriculum of the Department of English Education. In addition, the curriculum, teaching methods, and evaluation methods were organically linked to suggest ways to cultivate the required competencies more effectively.

Career Competencies of Human Resource Development Practitioners

  • The study aims to define the career competency of HRD practitioners based on an intelligent career framework. This intelligent career framework has been described as having been achieved by the accumulation of career capital through the three ways of knowing, including knowing why, knowing how, and knowing with whom. The data were collected from the interviews with 15 HRD practitioners. Semi-structured interviews were used to collect data from the HRD practitioners. For the orientation about the interview, the researcher explained the importance of gathering data about the personal experiences of the respondents on their work and career. After that explanation, the researcher asked several questions based on the pre-structured interview guide. The data collected were qualitatively analyzed on the basis of the intelligent career framework. Based on the analysis of the interviews, the subcategories of each way of knowing competency were identified. For the knowing why, identity, credibility, and career clarity were identified. The subcategories of knowing how are remaining updates, hard skills, and soft skills, while the subcategories of knowing with whom are personal networking and professional networking. The interdependency among the three career competencies was found. The findings provide theoretical implications of applying an intelligent career framework.
