고등학교 가정과의 역량 기반 평가 프레임워크 개발 (Development of a Competency-Based Assessment Framework for High School Home Economics)

  • The dual aims of this study were i) to explore the effectiveness of an assessment method that can measure the competencies learned through high school home economics and ii) develop a competency-based assessment framework for high school home economics, including components of competency-based assessment, item development system, and other elements. The study involved the following stages: literature analysis, draft development, concretization, validity verification, and final version. Based on the results of the literature analysis and expert deliberation, a competency-based assessment framework for high school home economics was developed which comprised three dimensions: 'core idea' × 'process' × 'context and value'. Based on this, an item analysis table was presented to systematize various activities for the competency-based assessment of high school home economics, following which a holistic rubric suitable for competency assessment tasks was proposed by referring to the newly developed 'process' dimension assessment criteria. This study is significant in that it is the first to propose a competency-based assessment framework that systematically presents a variety of assessment activities. These will facilitate the development of assessment standards and tools that teachers can refer to or trust in the changing school environment due to the introduction of the standard-based assessment system based on a high school credit system, and the guarantee of a minimum achievement level.

한국의 환자중심 의사 역량 연구 (Patient-Centered Doctor's Competency Framework in Korea)

  • With increasing demands for medical care by society, the medical system, and general citizens and rapid changes in doctor's awareness, the competencies required of doctors are also changing. The goal of this study was to develop a doctor's competency framework from the patient's perspective, and to make it the basis for the development of milestones and entrustable professional activities for each period of medical student education and resident training. To this end, a big data analysis using topic modeling was performed on domestic and international research papers (2011-2020), domestic newspaper articles (2016-2020), and domestic social networking service data (2016-2020) related to doctor's competencies. Delphi surveys were conducted twice with 28 medical education experts. In addition, a survey was conducted on doctor's competencies among 1,000 citizens, 407 nurses, 237 medical students, 361 majors, and 200 specialists. Through the above process, six core competencies, 16 sub-competencies, and 47 competencies were derived as subject-oriented doctor's competencies. The core competencies were: (1) competency related to disease and health as an expert; (2) competency related to patients as a communicator; (3) competency related to colleagues as a collaborator; (4) competency related to society as a health care leader (5) competency related to oneself as a professional, and (6) competency related to academics as a scholar who contributes to the development of medicine.

  • Recently, increasing attention has been paid to IT outsourcing and core competency of the corporation. Many companies are expected to focus on core competency rather than reduce IT cost from IT Outsourcing. But, by this time there are no a framework for evaluating intensity of core competency and maturity of IT outsourcing capability. This paper is conducted to provide a framework for evaluating intensity of core competency and maturity of IT outsourcing capability. This paper is to verify if the company's core competency and IT outsourcing capability have a significant influence on each other.

  • An informatization is recognized as core factors to reinforce business competitiveness such as formation of a new business relation, prior occupation of the strategic superiority and being a step ahead from the purpose to improve only the whole efficiency of enterprise. But existed evaluation framework has focused on the visible aspect of all the conditions to create the input and output. In previous studies, it's hard to know that how IT affect business value creation. Therefore, this study presents the evaluation of IT structure and IT competency as drivers and inhibitors of informatization and suggests new IT evaluation framework which can estimate IT competency. The new IT Evaluation Framework was verified through survey with experts.

Proposed Data Literacy Competency Framework through Literature Analysis

  • With the advent of the Fourth Industrial Revolution and the era of big data, the ability to handle data has become essential. This has heightened the importance and necessity of data literacy competencies. The purpose of this study is to propose a framework for data literacy competencies. To achieve this goal, data literacy frameworks from eight countries and twelve pieces of literature on data literacy competencies were analyzed and synthesized, resulting in five categories and twenty-three competencies. The five categories are: data understanding and ethics, data collection and management, data analysis and evaluation, data utilization, and data governance and systems. It is hoped that the data literacy competency framework proposed in this study will serve as a foundational resource for policies, curricula, and the enhancement of individual data literacy competencies.

수학과 평가 문항의 역량 및 표현 형식 특성 분석 (Feature analysis for competency and representation type of mathematics assessment)

  • 본 연구의 목적은 수학과 교육과정에 기반한 평가 문항을 출제할 때 핵심적으로 고려되는 수학 역량 및 표현 형식 특성을 규명하고, 수학과 평가 문항에서 수학 역량 및 표현 형식 특성이 나타나는 양상을 밝히는 것이다. 선행 연구 분석 및 2차에 걸친 타당성 조사를 통해, 수학과 교육과정에 기반한 평가 문항의 특성으로 수학 역량 범주는 12가지, 표현 형식 범주는 8가지를 추출하고, 이 특성들로 구성된 문항 특성 분석틀을 개발하였다. 또한 문항 특성 분석틀을 활용하여 2019년 국가수준 학업성취도 평가 문항을 분석한 결과, 중 고등학교의 수학 역량 및 표현 형식 특성에 대한 출제 경향에 차이가 있음을 밝혔다.

해외 기록전문직 역량 체계 분석 및 활용 방안 (Analysis and Utilization Plan of International Archivists' Competency Frameworks)

  • 전문직의 역량은 전문성을 입증하고 개발하는데 활용할 수 있다. 이와 관련하여 이 연구에서는 역량의 개념과 역량모델의 개발, 활용에 대한 이론을 정리하고, 해외 기록전문직 역량 체계를 사례 분석을 통해 국내 기록전문직의 전문성 강화를 위한 역량 체계 활용 방안을 제안하였다. 해외 사례 분석 대상은 해외 기록전문가협회 등에서 개발한 기록전문직 역량체계 5가지로 선정하였다. 해외 사례 분석 결과 기록전문직의 역량 체계는 크게 2가지로 활용되고 있었다. 첫 번째는 전문정의 입증을 위한 활용으로 기록전문가 협회 차원에서 공인전문가 등록을 위한 검증 기준으로 활용하는 것이다. 두 번째는 전문성 강화를 위한 활용으로 전문직 개인의 자가 평가 및 전문 계속 교육 프로그램 설계와 연계하여 활용하는 것이다. 그리고 이 두 가지 활용 방안은 역량의 입증과 강화라는 역량 체계의 활용 목적과 함께 상호 보완적인 관계로 운영될 수 있다.

Essential Competencies for Digital Workforce of Provincial Office in Thailand Using Delphi Technique

  • This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.

영어교육전공의 핵심역량중심 학습 프레임워크와 교육과정 개발에 대한 연구 (A Study on the Learning Framework and Curriculum of Core Competency-Based Learning in English Education Major)

  • 본 연구는 역량에 대한 영어교육과 학생들의 인식과 요구를 알아보고 분석하여 좀 더 효과적으로 영어교육관련 교과역량과 핵심역량강화를 할 수 있는 기초자료를 제공하는 것을 목적으로 한다. 이를 위하여, 핵심역량에 대한 영어교육과 학생들의 인식과 요구를 알아보고 분석하였으며, 이 결과와 Education 2030 프로젝트, 2015 개정 영어과 교육과정을 바탕으로 영어교육과의 핵심역량 중심 교육방법을 연구하였다. 주요 결과를 보면, 영어교육과 학생들은 본인의 역량에 대한 관심이 많으나 어떠한 역량을 강화해야하는지 또는 전공과 연계하여 어떻게 강화해야 할지는 모르겠다는 학생들이 많았다. 또한 학생들은 핵심역량 중심의 전공 커리큘럼을 통한, 전공과 연계된 핵심역량 강화에 대한 요구가 높았다. 본 연구에서는 이러한 결과를 바탕으로 대학의 국가적 요구를 반영한 영어교육전공의 커리큘럼 개발 방향과 커리큘럼, 교수법, 평가 방법을 유기적으로 연계하여 필요한 역량을 보다 효과적으로 배양 할 수 있는 방안을 제언하였다.

Career Competencies of Human Resource Development Practitioners

  • The study aims to define the career competency of HRD practitioners based on an intelligent career framework. This intelligent career framework has been described as having been achieved by the accumulation of career capital through the three ways of knowing, including knowing why, knowing how, and knowing with whom. The data were collected from the interviews with 15 HRD practitioners. Semi-structured interviews were used to collect data from the HRD practitioners. For the orientation about the interview, the researcher explained the importance of gathering data about the personal experiences of the respondents on their work and career. After that explanation, the researcher asked several questions based on the pre-structured interview guide. The data collected were qualitatively analyzed on the basis of the intelligent career framework. Based on the analysis of the interviews, the subcategories of each way of knowing competency were identified. For the knowing why, identity, credibility, and career clarity were identified. The subcategories of knowing how are remaining updates, hard skills, and soft skills, while the subcategories of knowing with whom are personal networking and professional networking. The interdependency among the three career competencies was found. The findings provide theoretical implications of applying an intelligent career framework.
