  • To develop policies regarding fertility and pregnancy that will be effective in preventing further declines in fertility rates in the context present-day Korea, current policies in Japan were analyzed and compared with those now being implemented in Korea. This study was structured to involve (a) comparison of maternal health projects in Korea and Japan, and (b) comparison of infertility support policies based in regional cities in Korea and Japan. Korea's Health Plan 2030 emphasizes strengthening healthcare for high-risk pregnant women, expanding investments to benefit vulnerable groups, and establishing a support system for infertile couples. In Japan, government programs involving treatment targeting infertility specifically were implemented nationwide in 2006. Wide dissemination of accurate knowledge related to pregnancy is emphasized. Also, counseling centers specializing in infertility were established by 67 local governments. We have confirmed that Korean policies include decentralization, while Japan is implementing the central government's infertility policy uniformly in all regions. Japan also adjusted its policy out of concern that problems related to infertility and childbirth will worsen due to the social disaster of COVID-19. The results indicate that providing additional support for psychological counseling may be preferable to increasing the number of in-vitro fertilization procedures. The physical burden on women may be minimized by benchmarking policies in Japan. Step-by-step application of these procedures should be systematically supported to achieve the best results.

  • The Korea Research Institute of Standards and Science (KRISS) established a new standard of the absorbed dose to water in LINAC X-ray beams. To confirm the equivalence of the new standard with other national metrology institutes (NMIs), a bilateral comparison study of the absorbed dose to water in high energy X-ray beams was performed between the KRISS and the National Metrology Institute of Japan (NMIJ). The comparison was made in-directly. Three transfer chambers were calibrated in the high energy X-ray beams by both laboratories and the calibration coefficients were compared. The average ratios of the calibration coefficients of the three transfer chambers obtained by the KRISS to those obtained by the NMIJ were 1.004, 1.006, 1.006, 1.007 for 6, 10, 15 and 18 MV X-ray beams, respectively. The calibration coefficients obtained at the KRISS were higher than those at the NMIJ but they were in good agreement within the expanded uncertainty of 1.0% (k = 2). The results of this study will be used as the evidence for the KRISS standard being comparable with those of other NMIs, temporarily, in the interim period up to finalizing a key comparison study, BIPM.RI(I)-K6 managed by the Consultative Committee for Ionizing Radiation.

  • Most of the laws and standards relevant to technology in Korea bear a resemblance to those in Japan. Electricity was not introduced to Korea until Lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910 and our public works were under Japan control we have applied Japanese laws and regulations made by Chosun government-general. Independently from Japan the power electricity accepted power plants of USA, codes of NESC, ASME / ANSI, NEMA. Our generation and distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the harmonization of technological standards, certification construction testing in the trend of world. This paper is based on WTO / TBT agreement coming in effect after 12th, April, 1979. For Korea the distribution system has a strong resemblance to American system so that unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This papers deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. This paper considers how engineers should apply NFPA 70(NEC) and IEC based on the comparison of NEC to IEC in relation to electrical installations.

  • The purpose of the study is to analyze and compare the primary science curricula of Korea, China, and Japan. Science textbooks for Korea and China and national science curriculum guides for Korea and Japan were analyzed in terms of the scope and sequence of the topics. The number of primary science topics dealt with is greatest in China, followed by Korea, then Japan. In addition to the wide range of topics, the Chinese curriculum also shows more in-depth coverage of topics. On the contrary, the Japanese curriculum has the least number of topics and shallowest depth of coverage. Korea seems to be in the middle between China and Japan. The similarities of the curricula in these East Asian countries is greatest between Korea and China. and the least between China and Japan. The similarities between Korea and Japan is somewhere in the middle. Korean primary science curriculum shows a comparatively even distribution of topics across grades. A relatively smaller number of sub-topics are introduced at each grade level, especially in the area of earth science and physics. On the contrary, in the Chinese curriculum, sub-topics tend to be concentrated at a certain grade level, thus major topics are dealt with in a grade or two. The Japanese science curriculum has fewer topics than those of the other countries, and generally one or two sub-topics appeared in a grade or two.
