  • The article is devoted to the problems and prospects of integration of informational technologies in the administration of justice as a necessary component of the development of the informational society in Ukraine. In general, informational technologies make it possible to create new forms of organization and interaction of bodies of public authorities with society, to introduce innovative solutions for legal regulation and organization of public relations. More and more services for citizens are moving to electronic format. Judicial reform is aimed at ensuring more comfortable and convenient interaction with the courts. The need for the usage of informational technology in the proceedings is preconditioned by the global informatization of modern society, the development of new forms of interaction in the civil sphere with the usage of electronic means of communication: the global Internet, mobile, and satellite communication systems and more. "Electronic justice" involves the use of information and communication technologies in the implementation of procedural law.

  • Building Ukraine as an independent, sovereign state requires the education of a citizen-patriot, able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for themselves, their people, country, seek to make a real contribution to the reform process. Modern modernization of the education system requires the search for new information and communication technologies that can ensure the formation of a citizen with an active civic position, which involves not only students mastering the rights and responsibilities of citizens, convincing them of the feasibility of democratic transformation of society, patriotic qualities and feelings, but also the identification of motivated civic actions. The pandemic and hostilities have led to significant changes in the field of education around the world, they have caused educational problems in Ukraine. At the beginning of the quarantine in the spring of 2020, all educational institutions in the emergency mode switched to distance learning. Intensive use of information and communication technologies in the life of modern society has led to a rethinking of the content of education and training of future professionals: the main role is played not so much by the information itself as the ability to work with it, critically comprehend and produce new knowledge; the main thing is not the amount of information, but its quality; information is needed for further practical application and transformation into knowledge, and the ability to work with information becomes one of the important competencies of the modern specialist in the new transformation of society: from information to the knowledge society. In this context, one of the main forms of training is distance learning, which is able to respond to the challenges of society. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civic responsibility of the individual during the use of information and communication technologies are highlighted. The structure of civil responsibility as a holistic system of information and communication technologies is outlined, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically.The constituent elements of the structural part of the model of civic culture of the individual are analyzed.

  • New technologies will soon bring fundamental changes to the process of scientific communication. To understand the path that these changes may take in the future, we need to take a careful look at the past. By examining the history of scientific communication, we can see how new technologies can interact with changes in communication forms. By looking at the complex roles that journals have traditionally played, we can better understand how and when journals may incorporate these new technologies. From these models we can project that electronic journals must meet the basic needs that print journals do, that they will initially maintain many of the features of traditional print journals, that their transformation may be driven by external forces, and that they will be slow in reaching their full potential.

  • Due to evolving IoT technologies, the various application services using clothing, sport equipment, and wearable devices equipped with extream small communication devices have been actively developed. On the other hands, since these serveices requires long distance communications, Long Distance wireless communication technology LPWAN Research has been proceeded due to limitation of the commuication distance of Wi-Fi and Zigbee which were considered as representative technologies for IoT. Iin this paper, we introduces LoRa technology in detail, which is a non-band network technology among LPWAN technologies, and investigates the use cases of domestic as well as international countries.

  • This paper investigates the previous research results on communication and server technologies for networked virtual environments and presents several new technologies to improve performance. Specially, a hierarchical client-server network topology to support numerous clients are presented and a dead-reckoning algorithm considering network latency to provide clients with fair service is also presented. Finally, several examples to confirm the proposed technologies are introduced.

A Study on Efficient Use of Dual Data Memory Banks in Flight Control Computers

  • Over the past several decades, embedded system and flight control computer technologies have been evolved to meet the diverse needs of the mobile device market. Current embedded systems are at the heart of technologies that can take advantage of small-sized specialized hardware while still providing high-efficiency performance at low cost. One of these key technologies is multiple memory banks. For example, a dual memory bank can provide two times more memory bandwidth in the same memory space. This benefit take lower cost to provide the same bandwidth. However, there is still few software technologies to support the efficient use of multiple memory banks. In this study, we present a technique to efficiently exploit multiple memory banks by software support. Specifically, our technique use an interference graph to optimally allocate data to different memory banks by an optimizing compiler. As a result, the execution time can be improved upto 7% with the proposed technique.

  • This paper presents an intersection of technologies of ITS (intelligent transport systems) and CBTC(communication based train control) in urban transit system. ITS is based on Information and communication technologies. And also these techniques are fundamental for railway system. ITS has some technologies useful in railways such as traveler information service, public transportation information service, and advanced vehicle control Systems. Therefore, both systems need to technological cooperation. In this paper, we proposed useful an cooperation method for both systems.

An Analysis of Consumer Preferences among Wireless LAN and Mobile Internet Services

  • Wireless data communication (WDC) services are increasingly penetrating the market. The two main alternative WDC technologies are wireless LAN and mobile Internet. Services based on these technologies display differences in quality attributes such as terminal device, data transmission speed, pricing scheme and so on. How consumers choose between these two alternatives will be determined by their preferences regarding such quality attributes. In turn, their preferences will affect the evolution of WDC services and related technologies. This study employs a conjoint analysis of consumer valuations of quality attributes of wireless LAN and mobile Internet services. Respondents rate hypothetical service alternatives featuring various combinations of quality attributes. By estimating consumer willingness to pay for the attributes of WDC services, the authors predict the evolution of WDC services and related technologies along various quality dimensions, make a comparison with the results of a previous study, and draw policy implications for national-and company-level R&D strategies.

  • The article analyzes and shows the rapid development information and telecommunication technologies, and their capabilities are becoming unprecedented for human development, effective solutions to many professional problems. The analysis of information and communication technologies of education used in higher educational institutions of Ukraine confirmed that for the effective use of special teaching methods, as well as software and technical teaching aids, it is necessary to have a trained teaching staff and students.
