The study, using the input-output analysis of 402 industrial sectors by Bank of Korea(BOK) and the resulting outcomes of price model, aims to evaluate the spillover effects the international fluctuations in crude oil prices have on the commodities prices and consequently, analyse the management and profitability of the offshore fisheries in Korea. At present, the fisher men are provided with tax-free oils for their fishing operations as specified under the Special Tax Treatment Control Law. However, the exhaustion of marine resources and new international fisheries agreements, which resulted in the loss of fishing grounds, made the stable catch even more unpredictable and the hike in the price of the international crude oil would have adverse effects on the fishing industry. The study revealed that the increasing rise in the price of crude oil would exert sweeping spillover effects on other industry sectors in general and accordingly, lead to a poorer performance by fisheries. The price spillover coefficients for the diesel oil was 0.6026, which would translate into the 42.6% increase in the prices of oil when the increase ratio of 73.3% for the base crude oil was applied based on the calculation methods employed in the study. This in turn increased the ratio of diesel oil required in the offshore fisheries from 23.3% to 16.6%, diminishing the ratio of current net profits to minus 2.0% from 4.2% otherwise. By fishing type, the Pair Trawl suffered current net profits loss most by ratio of minus 9.4% and other fisheries such as Coastal Stow Nets, Coastal Angling, Danish Sein also suffered ratio of 7% and more in the loss of current net profits. With the deteriorating fishing performance, coupled with the increasing international crude oil prices, it is urgently required that the authorities concerned deliberate in depth on such schemes as follows in efforts to secure stable fishing production. First, provision of large-scale storage facilities for oil is needed to timely adapt to the fluctuations in international crude oil prices. Secondly, in line with the stabilization of tax-free oil prices, duty levied on oils for fishing and tax collected from the refineries need to be tax-exempt. Thirdly, the beneficiaries from the provision of tax-free oil should be broadened, not limited to special fishing operation only. Fourth, investment in stabilization of the oil prices should be encouraged, possibly through funding from the formation of fisheries development funds underway.
An underwater sound surveillance system detects and tracks enemy ships in real-time using hydrophone arrays, in which seabed-mounted sensor arrays play a pivotal role. In this paper the conceptual design of seabed-mounted, cylindrical hydrophone arrays for use in shallow coastal waters is performed via finite element calculations. To stabilize the receiving characteristics under the ocean ambient noise, a technique for whitening the ambient noise spectrum using a metal baffle is proposed. Optimization of the array configuration is performed to achieve the directivity in the vertical and azimuthal directions. And the effects of the sonar dome shape and material on the structural vibration and sound scattering properties are studied. It is demonstrated that a robust hydrophone array, having a sensitivity deviation less than 4 dB over the frequency range of interest, can be obtained through the whitening of the ambient noise, the optimization of the array configuration, and the design of acoustically transparent sonar domes.

After Typhoon Chaba (No.18, 2016) collided with Manseongri Beach, a coastal improvement project was carried out since strong external forces such as waves, storm surges and wave-induced currents were observed to cause beach deformation. The shoreline, beach area and beach volume were periodically surveyed. On the basis of this field data, the beach deformation that occurred at Manseongri Beach has been formally described. Over three months after beach nourishment work began, the beaches were gradually stabilized in terms of natural external forces. However, this stabilization was interrupted by Typhoon Chaba. After two months of typhoon weather, the beach returned to a stable state and no changes were observed until one year after the beach recovery work. Just after the typhoon hit, the shoreline receded from the northern side, where no reduction of external forces occurred, while the rear beach area submerged by breakwater advanced. Also, the beach volume decreased by $3,395m^3$ after the typhoon, due to erosion that occurred on the northern beach, with deposition taking place on the southern backshore area. Therefore, it has been concluded that the coastal improvement project undertaken at Manseongri Beach has significantly contributed to conservation in areas of wave-dominant sediment transport.

It is important to obtain real-time data from long-term monitoring of landfills and develop leachate leakage detection system for the integrated management of landfills. A novel real time monitoring system and early leakage detection system was suggested in this study. The suggested monitoring system is composed of two parts; (1) a set of moisture sensors which monitor the areas surrounding the landfill, and (2) a set of moisture and temperature sensors which monitor the landfill inside. For the assessment for landfills stabilization, real-time monitoring system was evaluated in dry and wet cell of pilot-site. In addition, the grid-net electrical conductivity measurement system was also suggested as early leakage detection system. In this study, the field applicability of suggested systems was evaluated through pilot-scale field tests. The results of pilot-scale field model tests indicate that the grid-net electrical conductivity measurement method can be applicable to the detection of landfill leachate at the initial stage of intrusion, and thus has a potential for monitoring leachate leakage at waste landfills.
Stream Pilot Project, which began in May 2003 and finished in December 2003, was selected to develop effective methods applicable to nature-like streams. Stream restoration projects aim to maintain or increase ecosystem goods and services while protecting downstream and coastal ecosystems. Fields environmental monitoring such as flow discharge and precipitation were conducted along the Idong stream for amount of channel zone change in 2007. This study selected three monitoring positions to measure the water level and discharge of flowing water. A stage-discharge relation is obtained from direct discharge measurements for three stations by fitting an empirical relationship to the data set. Since discharge measures are made only for low flow conditions, a curve of discharge against stage can then be built by fitting these data with a power curve. And this study used data obtained from floodmark checkup as well as HEC-RAS model to analyze the hydrodynamic characteristics of monitoring sites. Reach-averaged hydraulic parameters for the supply reach were calculated from the small area's HEC-RAS model for Idong stream, and a HEC-RAS model used to analyze hydraulics for a period in 2007, after the stream was considered bank stabilization.
Massive investments are going on to promote and build transportation infrastructure all across the globe with the challenges being more than budgetary. Sandy soils which are predominant in coastal and border areas in India have typical characteristics. The shear strength of such soil is very low which makes it difficult for any kind of geotechnical construction and hence soil stabilization needs to be carried out for such soil conditions. The use of geocells is one of the most economical methods of soil improvement which is used to increase strength and stiffness and reduce the liquefaction potential of the soil. The use of geocells in stabilizing desert sand and results from a series of plate load test on unreinforced soil and geocell reinforced homogenous sand beds are presented in the present study. It also compares the field results using various load class vehicles like heavy load military vehicles on geocell reinforced soils with the experimental results and comes out with the fact that the proposed technique increases the strength and stiffness of sandy soil considerably and provides a solution for preventing settlement and subsidence.
Soft soil ground is a crucial factor limiting the development of the construction of transportation infrastructure in coastal areas. Soft soil is characterized by low strength, low permeability and high compressibility. However, the ordinary treatment method uses Portland cement to solidify the soft soil, which has low early strength and requires a long curing time. Microbially induced carbonate precipitation (MICP) is an emerging method to address geo-environmental problems associated with geotechnical materials. In this study, a method of bio-cementitious mortars consisting of MICP and cement was proposed to stabilize the soft soil. A series of laboratory tests were conducted on MICP-treated and cement-MICP-treated (C-MICP-treated) soft soils to improve mechanical properties. Microscale observations were also undertaken to reveal the underlying mechanism of cement-soil treated by MICP. The results showed that cohesion and internal friction angles of MICP-treated soft soil were greater than those of remolded soft soil. The UCS, elastic modulus and toughness of C-MICP-treated soft soil with high moisture content (50%, 60%, 70%, 80%) were improved compared to traditional cement-soil. A remarkable difference was observed that the MICP process mainly played a role in the early curing stage (i.e., within 14 days) while cement hydration continued during the whole process. Micro-characterization revealed that the calcium carbonate filling the pores enhanced the soft soil.

In this study, a physics-based 3D morphology model for the estimation of an erosion rate of nourished beach is newly proposed. As a hydrodynamic module, IHFOAM toolbox having its roots on the OpenFoam is used. On the other hand, the morphology model comprised a transport equation for suspended sediment, and Exner type equation derived from the viewpoint of sediment budget with the bed load being taken to accounted. In doing so, the incipient motion of sediment is determined based on the Shields Diagram, while the bottom suspended sediment concentration, the bed load transport rate is figured out using the bottom shearing stress directly calculated from the numerically simulated flow field rather than the conventional quadratic law and frictional coefficient. In order to verify the proposed morphology model, we numerically simulate the nonlinear shoaling, breaking over the uniform beach of 1/m slope, and its ensuing morphology change. Numerical results show that the partially skewed, and asymmetric bottom shearing stresses can be successfully simulated. It was shown that sediments suspended and eroded at the foreshore by wave breaking are gradually drifted toward a shore and accumulated in the process of up-rush, which eventually leads to the formation of swash bar. It is also worth mentioning that the breaker bar formed by the sediments dragged by the back-wash flow which commences at the pinnacle of up-rush as the back-wash flow gets weakened due to the increased depth was successfully duplicated in the numerical simulation.
Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

In general, a method for generating irregular wave by combination of component waves obtained from linear wave theory is widely used. In these method, however, mean water surface elevation is rising from time to time because of nonlinear effect of wave. In this study, for the rising problem of mean water surface elevation and stabilization of calculation from time to time, mass transport velocity for horizontal velocity at wave source position is considered. The rising problem of mean water surface elevation is checked by comparing calculated wave profile from numerical technique proposed in this study with target wave profile at wave source position in numerical wave tank by using CADMAS-SURF code. And, by generating irregular wave, the validity of wave overtopping rate estimated from this numerical analysis is discussed by comparing computed results with measured results in hydraulic model experiments for vertical seawall located on a sloping sea bottom. As a results, the computations are validated against the previously experimental results by hydraulic model test and numerical results of this study and a good agreement is observed. Therefore, numerical technique of this study is a powerful tool for estimating wave overtopping rate over the crest of coastal structure.
