We review the adaptation strategies of the 21st climate change in an application to sea level rise. For the development of appropriate adaptation strategies on the coast vulnerable to the sea level rise, we have to consider the issues such as where to adapt, how to adapt, and when to adapt. The coastal target needed adaptation can be found by the evaluation of adaptive capacity of the coastal zone which requires the understanding of impacts and adaptive potential of the natural and socioeconomic systems in the coastal zone. Planned adaptation options to sea level rise can be classified into three generic approaches as managed retreat, accommodation, and protection In practice, the implementation of the options requires the analysis of land use, degree of vulnerability, cost and benefit, etc, and may be combination of the options rather than one approach. In terms of the response timing, the adaptation can be grouped as anticipatory and reactive ones. Generally it is more effective to consider both anticipatory and reactive adaptations at the same time for the impacts of future sea level rise. Due to the scientific uncertainty of climate change issues including sea level rise, the adaptation processes have to be designed to deal with a series of processes such as information md awareness establishment, planning and design implementation, and monitoring and evaluation in continuity and long-term period.
Currently, we are living in the era of the 4th industrial revolution. In the field of shipping industry, the MASS is a revolutionary game changer in the making arising out of such an industrial and technical innovation in the pursuit of radically challenging the pre-existing system of a human-operated vessel. Given this trend, the entire maritime regulatory regime, which has been designed by, and intertwined with, human seaworthiness, abruptly faces the most unprecedented normative confrontations now and increasingly in the coming days. As the constitution of ocean, UNCLOS, provides, every flag state is obliged to effectively exercise its jurisdiction to secure technical and human seaworthiness. Moreover, the coastal state may institute protective proceedings against vessels in respect of any violations of its laws to protect its marine environment in maritime zones of the coastal state. Further, UNCLOS acknowledges that the port state's authority extends to take administrative measures to prevent sub-standard ships from sailing within the ports or offshore-terminals of the state. These three jurisdictional functions will be required to more closely interface with each other than ever over the legal and political implications created by MASS. Although states' jurisdictional nuances are significant in this present world tilting back to protectionism, there are few articles to present jurisdictional issues of states and conceivable normative discourse with regard to MASS. This articles visits potential jurisdictional conflicts underlying MASS and tries to strike balance between contradictory interpretive approaches under UNCLOS while it is undeniable that this doctrinal research tends to strive to find justifications within the current framework of international law.

The Korean government is developing a systematic plan of integrated coastal management for effective conservation, utilization, and development of coastal areas. For this plan, integrated maps of land maps and nautical charts are indispensable. However, these maps are not made, nor studied yet in terms of integration, although digital maps(DM) on land and electronic nautical charts(ENC) have been recently developed by Korean Geography Institute and National Marine Investigation Institute, respectively. In this study, as preliminary studies to make eventual integrated maps, the concept of coastal areas are defined, specifically, coastal lines from DM and ENC are matched against each other. Issues on map production procedures, coordinate systems, and map projections, are carefully considered. A test coastal area located in Seo-Gu, Pusan, over 14 km of coastal lines is selected for the edge matching of coastal lines. RMS differences are 13.83 m and 4.37 m over man-made coastal lines and natural coast lines, respectively, which are quite larger considering a scale difference and other factors. However, no systematic differences are found.

Monopiles have been most widely used for supporting offshore wind turbines (OWTs) in shallow water areas. However, multi-member lattice-type structures such as jackets and tripods are also considered good alternatives to monopile foundations for relatively deep water areas with depth ranging from 25-50 m owing to their technical and economic feasibility. Moreover, jacket structures have been popular in the oil and gas industry for a long time. However, several unsolved technical issues still persist in the utilization of multi-member lattice-type supporting structures for OWTs; these problems include pile-soil-interaction (PSI) effects, realization of dynamically stable designs to avoid resonances, and quick and safe installation in remote areas. In this study, the effects of PSI on the dynamic properties of bottom-fixed OWTs, including monopile-, tripod- and jacket-supported OWTs, were investigated intensively. The tower and substructure were modeled using conventional beam elements with added mass, and pile foundations were modeled with beam and nonlinear spring elements. The effects of PSI on the dynamic properties of the structure were evaluated using Monte Carlo simulation considering the load amplitude, scouring depth, and the uncertainties in soil properties.

In this paper, the increase in chloride resistance of footing concrete at coastal area was evaluated by replacement of Mineral Admixture. In KBC 2009, the footing concrete's minimum specific concrete strength at coastal area is determined to 35MPa. However, this is criteria only based on the strength aspect. Thus, it is not considered to increase the chloride resistance by replacement of Mineral Admixture. According to the test results of chloride ions penetration resistance, 35MPa class concrete with OPC 100% shown inaccessible state. Low-strength (24~30MPa class) concretes with Mineral Admixture, however, presented better performances. In addition, chloride diffusion coefficient tests showed identical appearance. Therefore, the current KBC's chloride resistance criteria based on only concrete strength has to review for the reason it can cause many problems (ex. cost increases by growing concrete strength and the environmental issues by a lot of cement use).
This is a review paper, assessing progress reported in a Special Issue (Prandle and Lane, 2000) of Coastal Engineering focusing on simulation of SPM in the North Sea, against issues over a diverse range of shelf seas and their coastal margins. The broad objectives of reproducing the characteristics of sediment fluxes off an open coast and relating these to tidal and wave forcing were achieved. However, accurate computation of these fluxes remains sensitive to largely empirical coefficients used in determining erosion and deposition rates. Bed roughness strongly influences both these coefficients and the associated near-bed current magnitudes (including wave impact thereon). Bed roughness can change significantly over a tidal cycle and dramatically over seasons or in the course of a major event. Accurate simulation of sediment fluxes on a day-to-day basis is constrained by dependency on the initial distribution of mobile sediments. The latter depends on rates and locations of original sources and the time history of preceding events. Remote sensing via aircraft could provide data for assimilation into such models to circumvent these constraints. The approaches described here can be readily applied to other coastal regions to indicate the likely distributions and pathways of known sediment sources. However quantitative simulations will require an associated observational programme. A subsequent stage is to understand the evolving balance between the forecasted sediment movement - the resulting morphological adjustments and thence modifications to the prevailing tidal current and wave regimes.

Estimation of groundwater hydrologic cycle pattern is one of the most critical issues in sustainable management of groundwater resources in coastal area. This study estimated groundwater percolation by using the water balance methodology and hydrogeological characteristics of land use and soil. Evapotranspiration was computed by using the Thornthwaite method, and surface runoff was determined by using the SCS-CN technique. Groundwater storage change was obtained as 229 mm/a (17.8% of the average annual rainfall, 1286 mm/a), with 693 mm/a (60.1%) of evapotranspiration and 124 mm/a (9.6%) of surface runoff. Rainfall and groundwater storage change was highly correlated, comparing with the relationships between rainfall and evapotranspiration, and between rainfall and surface runoff. This result indicates that groundwater storage change responds more sensitively to precipitation than evapotranspiration and surface runoff.
The coastal and offshore fishery to manage from a fishery permit system in our country at present seems to be a sign of lots problem, which are illegal fishing, a permit rent, non fishing vessel the purpose of vessel reduction, fishery compensation, tax exemption oil, the excessive occurrence of administrative cost due to differences during a period of a fishery permit. All the readjustment system for the permit has suggested an effective solution for a fishery permit management, the maintenance of a fishery order(the prevention of illegal fishery), the prevention of unused fishery, the entrance of new vessel in coastal fishery and it's system has prevent this problems in ahead. This paper has estimated an prevention convenience for an illegal spill of the tax exemption oil, actual effects of vessel reduction, the conservation of fishery resource for the future value and carried out an economic analysis to estimate compliance cost for the system introduction. Also, this study have analyzed throughly the coastal fishery situation and catched lots of issues on the management for the permit system. Especially, the problems improving the readjustment introduction for the permit have estimated the social and economic effects quantitatively and qualitatively with a calculated technique to classify various scenarios. This paper has judged correctly the term of validity for the permit to shorten as a result of the estimation and it will be to take the net convenience cost 1,655thousand million won. The results of this study have expect to provide a basic data to introduce the readjustment system for the permit.

As satellite altimetry is being progressed to apply with higher precision to marginal seas, it is necessary to improve correction procedures fer tidal signals in altimetry with more accurate tidal model than the well-known model of Schwiderski. The Bay of Bengal renders many conspicuous coastal oceanographic issues including tide and storm surge interactions along the upper Bangladesh coast. As a first step. tidal regime of semidiurmal tides (M$_2$, S$_2$, $N_2$, $K_2$) and diurnal tides (K$_1$, $O_1$, P$_1$) are computed with a model having a mesh resolution of 1/4 degree over the whole Bay of Bengal. Computed results are discussed with observation and previous Schwideski's tidal map of the region.
An operational oceanographic system needs to be established for the preservation and management of marine environments and resources, and also to secure the safety and efficiency of marine operations in Korea. One of the major roles of operational oceanography is to deliver ocean science products which can meet the requirements of users such as marine industries, the general public, government agencies, and scientific research communities. Technical issues in relation to development of an effective operational oceanographic system in Korea are identified and discussed. Among others, cooperation among the agencies in ocean, meteorology, hydrology and environment, and also among those of neighboring countries is important for the development of an effective operational oceanographic system. The strategy for building a system that meets the demands of users, with consideration to potential problems, are explored.
