This study conducted an assessment of potential impacts on the drought in agricultural reservoirs using the recently proposed SSP (Shared Socioeconomic Pathways) scenarios by IPCC (Intergovernmental Panel on Climate Change). This study assesses the potential impact of climate change on agricultural water resources and infrastructure vulnerability within Gyeongsangnam-do, focusing on 15 agricultural reservoirs. The assessment was based on the KRC (Korea Rural Community Corporation) 1st vulnerability assessment methodology using RCP scenarios for 2021. However, there are limitations due to the necessity for climate impact assessments based on the latest climate information and the uncertainties associated with using a single scenario from national standard scenarios. Therefore, we applied the 13 GCM (General Circulation Model) outputs based on the newly introduced SSP scenarios. Furthermore, due to difficulties in data acquisiton, we reassessed potential impacts by redistributing weights for proxy variables. As a main result, with lower future potential impacts observed in areas with higher precipitation along the southern coast. Overall, the potential impacts increased for all reservoirs as we moved into the future, maintaining their relative rankings, yet showing no significant variability in the far future. Although the overall pattern of potential impacts aligns with previous evaluations, reevaluation under similar conditions with different spatial resolutions emphasizes the critical role of meteorological data spatial resolution in assessments. The results of this study are expected to improve the credibility and accuracy formulation of vulnerability employing more scientific predictions.
Climate change is intensifying storms and floods around the world. Where nature has been destroyed by development, communities are at risk from these intensified climate patterns. This study was to suggest a methodology for estimating flood vulnerability using Potential Flood Damage(PFD) concept and classify city/county about Potential Flood Damage(PFD) using various typology techniques. To evaluate the PFD at a spatial resolutions of city/county units, the 20 representative evaluation indexing factors were carefully selected for the three categories such as damage target(FDT), damage potential(FDP) and prevention ability(FPA). The three flood vulnerability indices of FDT, FDP and FPA were applied for the 167 cities and counties in Korea for the pattern classification of potential flood damage. Potential Flood Damage(PFD) was classified by using grouping analysis, decision tree analysis, and cluster analysis, and characteristics of each type were analyzed. It is expected that the suggested PFD can be utilized as the useful flood vulnerability index for more rational and practical risk management plans against flood damage.
기후변화는 100년 후에 남한의 강수량이 17% 증가할 것으로 예측되었다. 우리나라와 같이 여름철 집중호우가 발생하는 경우는 농경지 토양유실이 많아질 것으로 예상된다. 또한 폭풍을 동반한 국지성 호우는 농경지에 많은 피해를 주고 있기 때문에 이에 대한 영향을 최소화하기 위한 적응계획 수립이 시급한 실정이다. 이에 본 연구는 232개 시군구를 대상으로 농경지 토양유실의 취약성 평가를 실시하였다. 취약성 평가의 기간은 현재는 2000년, 미래는 A1B 시나리오를 기준으로 2020년, 2050년, 20100년에 대한 자료를 취합하였다. 취약성을 평가하기 위해 기후노출, 민감도, 적응능력의 대용변수를 선정하였다. 취합된 자료는 표준화 과정을 거쳐 델파이 조사에서 도출된 가중치를 고려하여 취약성을 산정하였다. 취약성은 현재는 남부지방인 제주도와 경상남도가 취약한 것으로 판단되었으나 미래 취약성은 강원도가 증가 추세를 보였다. 본 연구를 통하여 지자체 단위에서 농경지 토양침식에 대한 기후변화 적응계획을 수립하는데 도움이 되고자 한다.
최근 기후변화 기온상승 따른 폭염의 발생 빈도와 강도가 증가하고 있다. 이에 본 연구는 정부가 채택한 기후변화 재해취약성분석에 따른 폭염 재해취약성분석과 최근 IPCC에서 강조하고 있는 재해평가 방법인 리스크 평가라는 두 가지의 폭염재해 평가를 부산광역시 폭염을 대상으로 평가과정과 평가결과를 비교하고 시사점을 도출하고자하였다. 기후변화 재해취약성분석은 정부에서 마련한 매뉴얼과 가이드라인을 기반으로 평가하고 있다. 리스크 평가는 재해발생가능성과 그 영향의 곱으로 평가될 수 있으며, 재해발생가능성을 산출함에 있어서 사전 정보를 활용하여 사후확률을 추론하는 베이지안 추정법을 기반으로 한 마르코브체인 몬테카를로 시뮬레이션을 활용하여 평가하고 있다. 분석 결과 부산광역시를 대상으로 한 두 가지 평가 결과는 폭염 취약 지역의 공간분포에서 다소 차이가 발생하였다. 기후변화에 따른 재해 취약 지역을 적절하게 평가하기 위해서는 기후변화 재해취약성분석과 리스크 평가의 분석 과정 및 결과를 살펴보고 각각의 방법론에 대한 고려와 그에 맞는 대응을 마련해야하며, 이를 통해 장기적인 폭염 대응 방안을 마련할 수 있을 것으로 사료된다.
The purpose of this study was to evaluate vulnerability of drought in small island areas. Vulnerability assessment factors of drought were selected by applying the factor analysis. Ninety Eup/Myon areas in small island were evaluated to vulnerability of drought by entropy method adapting objective weights. Vulnerability consisted of climate exposure, sensitivity, and adaptive capacity. A total of 22 indicators were used to evaluate and analyze vulnerability of drought in small island areas. The results of entropy method showed that winter rainfall, no rainfall days, agricultural population rate, cultivation area rate, water supply rate and groundwater capacity have a significant impact on drought assessment. The overall assessment of vulnerability indicated that Seodo-myeon Ganghwa-gun, Seolcheon-myeon Namhae-gun and Samsan-myeon Ganghwa-gun were the most vulnerable to drought. Especially Ganghwa-gun should be considered policy priority to establish drought measures in the future, because it has a high vulnerability of drought.
This study's objects are to suggest effective forest community-level management measures by identifying the vulnerable forest vegetation communities types to climate change through a comparative analysis with present forest communities identified and delineated in the Actual Vegetation Map. The methods of this study are to classify the climatic life zones based on the correlative climate-vegetation relationship for each forest vegetation community, the Holdridge Bio-Climate Model was employed. This study confirms relationship between forest vegetation and environmental factors using Pearson's correlation coefficient analysis. Then, the future distribution of forest vegetation are predicted derived factors and present distribution of vegetation by utilizing the multinomial logit model. The vulnerability of forest to climate change was evaluated by identifying the forest community shifts slower than the average velocity of forest moving (VFM) for woody plants, which is assumed to be 0.25 kilometers per year. The major findings in this study are as follows : First, the result of correlative analysis shows that summer precipitation, mean temperature of the coldest month, elevation, soil organic matter contents, and soil acidity (pH) are highly influencing factors to the distribution of forest vegetation. Secondly, the result of the vulnerability assessment employing the assumed velocity of forest moving for woody plants (0.25kmjyear) shows that 54.82% of the forest turned out to be vulnerable to climate change. The sub-alpine vegetations in regions around Mount Jiri and Mount Seorak are predicted to shift the dominance toward Quercus mongolica and Pinus densiflora communities. In the identified vulnerable areas centering the southern and eastern coastal regions, about 8.27% of the Pinus densiflora communities is likely to shift to sub-tropical forest communities, and 3.38% of the Quercus mongolica communities is likely to shift toward Quercus acutissima communities. In the vulnerable areas scattered throughout the country, about 8.84% of the Quercus mongolica communities is likely to shift toward Pinus densiflora communities due to the effects of climate change. The study findings concluded that challenges associated with predicting the future climate using RCM and the assessment of the future vulnerabilities of forest vegetations to climate change are significant.
The objectives of this study were to develop an evaluation method of regional vulnerability to agricultural drought and to classify the vulnerability patterns. In order to test the method, 24 city or county areas of Gyeonggi-do were chose. First, statistic data and digital maps referred for agricultural drought were defined, and the input data of 31 items were set up from 5 categories: land use factor, water resource factor, climate factor, topographic and soil factor, and agricultural production foundation factor. Second, for simplification of the factors, principal component analysis was carried out, and eventually 4 principal components which explain about 80.8% of total variance were extracted. Each of the principal components was explained into the vulnerability components of scale factor, geographical factor, weather factor and agricultural production foundation factor. Next, DVIP (Drought Vulnerability Index for Paddy), was calculated using factor scores from principal components. Last, by means of statistical cluster analysis on the DVIP, the study area was classified as 5 patterns from A to E. The cluster A corresponds to the area where the agricultural industry is insignificant and the agricultural foundation is little equipped, and the cluster B includes typical agricultural areas where the cultivation areas are large but irrigation facilities are still insufficient. As for the cluster C, the corresponding areas are vulnerable to the climate change, and the D cluster applies to the area with extensive forests and high elevation farmlands. The last cluster I indicates the areas where the farmlands are small but most of them are irrigated as much.
Recently, the damage caused by climate change has been distinguished in the world. The Korean Peninsula is also suffering from drought, so it is necessary to study the vulnerability assessment to identify and predict the state of the irrigation facility, which is a irrigation facility. As the damage caused by drought is occurring in the Korean peninsula, it is necessary to study the vulnerability assessment to know the condition of the irrigation facility, and to predict it. The target areas were Yeongdong-gun, Cheonan-si, Mungyeong-si, Geochang-gun, Muju-gun, and Yeonggwang-gun. The survey items were selected as positive impacts survey items, including precipitation, groundwater level, and pumping capacity per groundwater well. The negative impacts were selected as the cultivation acreage, Number of days without rain, and the ratio of private underground wells. The survey method was investigated by various methods such as "weather data portal", "groundwater level status information", "agricultural drought management system", "groundwater survey yearbook". The results of vulnerability assessment were expressed by the score by conducting survey and standardization. As a result, Yeonggwang-gun showed normal vulnerability, and other areas showed "vulnerable" or "very vulnerable".
기후변화는 기온의 상승과 강수량의 변화뿐만 아니라 이상기후 발생과 강도 증가의 원인이 되고 있다. 최근의 농업 재배시설의 피해는 기후변화에 의한 강우강도의 증가와 폭설 등에 의해 증가하고 있다. 이와 같이 기후변화에 취약한 부분에 대한 평가와 국가차원의 적응정책이 중요한 시점에 와 있다. 본 연구는 232개 시군구를 대상으로 재배시설의 취약성 평가를 실시하였고 취약성 평가의 기간은 현재는 2000년, 미래는 A1B 시나리오를 기준으로 2020년, 2050년, 2100년에 대한 자료를 취합하였다. 취약성 평가 결과 기후노출과 민감도, 적응능력 모두에 크게 영향을 주었고 취약성 지수가 가장 높은 지역들은 기후노출과 민감도가 높은 지역들이었다. 기후노출은 전라도와 강원도에서 높게 나타났으며 민감도는 대규모 시설재배 단지가 형성된 지역들에서 높게 나타났다. 또한 적응능력은 도 수준에서 차이가 나타났는데 적응능력이 상대적으로 높은 전라남도와 경상북도는 취약성이 상쇄되어 낮은 취약성 지수가 나타났다. SRES A1B 시나리오에 의한 미래 예측결과 우리나라 전반적으로 취약성이 상승했으며 그 상승폭은 2000년대부터 2020년사이에 급격하게 나타났다. 또한 취약성의 향상은 우리나라 전국에 걸쳐 높아졌으며 이는 우리나라의 재배 시설 피해를 주는 기상재해의 위험이 전국적으로 증가할 것을 나타내는 것으로 판단되었다. 본 조사를 통하여 전국 시군구의 이상기후에 대한 재배시설의 취약성을 평가하는 방법으로서 CCGIS를 제시하였으며 그 결과 전국의 기상재해에 대한 기후노출, 민감도, 적응능력들의 분포를 파악할 수 있었다. 또한 취약성 지수가 높은 주요 시군구를 중심으로 주성분 분석의 결과 지역의 취약한 요소들을 판단할 수 있었다. 이는 각 지역별로 이상기후에 대한 재배시설의 대책 마련에 기초자료로 사용할 수 있을 것으로 판단된다. 또한 본 조사는 선행연구, 전문가를 활용한 델파이조사 등 합리적인 방법을 통하여 이루어졌으나 신뢰성의 향상을 위해서는 재배시설의 피해와 관련된 더욱 상세하고 연관성 있는 자료가 확보되어야 할 것으로 판단되었다.
본 연구에서는 열환경 취약성 평가에 관한 국 내외 선행연구 고찰을 바탕으로 열환경 취약성 평가에 적합하면서 도시 및 환경계획 등 공간계획 분야에서 활용할 수 있는 취약성 평가지표를 선정하고, 이를 활용하여 사례지역인 서울시의 열환경 상태를 진단하였다. 이를 위해 폭염, 도시 열섬, 도시 미기후 등 국내 외 열환경 취약성 평가에 활용된 지표들을 고찰하여 도시 열환경 취약성 평가를 위한 15개 지표를 선정하였는데, 기후노출 분야의 건물체적, 민감도 분야의 열환경 취약 건축물, 적응능력 분야의 녹지면적 등 도시구조적 공간적 지표를 포함하였다. 선정된 지표 중 사례지역인 서울지역에 대해 활용가능한 12개 지표의 공간정보를 구축하고, 퍼지이론을 활용한 GIS 공간분석을 통해 서울의 열환경 취약성을 평가하였다. 분석 결과, 강남 지역이 강북 지역보다 열환경에 더 취약한 것으로 파악되었는데, 강남 지역에서는 서초구, 강남구, 동작구, 영등포구, 강서구 일대의 열환경 취약성이 상대적으로 높게 나타났으며, 강북 지역에서는 동대문구, 강북구, 광진구, 중랑구 일대가 다른 구에 비해서 취약성이 높은 것으로 나타났다. 산림지역 및 서울시 외곽지역에 위치한 관악구, 도봉구, 은평구, 노원구 등은 관악산, 북한산 등 산림의 영향으로 인해 '기후노출'과 '민감도' 분야의 취약성이 낮았다. 하지만, 자료수집의 한계로 활용하지 않았던 '적응능력' 분야의 에어컨 보유 현황 지표가 분석에 반영된다면, 서초구, 강남구 등 취약성이 높게 평가된 지역의 결과에 영향을 미쳤을 것으로 예상된다. 본 연구는 기존의 국내 열환경 취약성 평가에서 활용하지 않았던 도시구조적 공간적 지표를 활용함으로써 도시 및 환경계획 분야에서 열취약성을 개선하기 위한 정책 마련에 기여하고, 열환경 위험성을 저감하기 위한 공간계획 수립에 기여할 수 있을 것으로 판단한다.
