Development of Robust-SDP for improving dam operation to cope with non-stationarity of climate change (기후변화의 비정상성 대비 댐 운영 개선을 위한 Robust-SDP의 개발)

  • Previous studies on reservoir operation have been assumed that the climate in the future would be similar to that in the past. However, in the presence of climate non-stationarity, Robust Optimization (RO) which finds the feasible solutions under broader uncertainty is necessary. RO improves the existing optimization method by adding a robust term to the objective function that controls the uncertainty inherent due to input data instability. This study proposed Robust-SDP that combines Stochastic Dynamic Programming (SDP) and RO to estimate dam operation rules while coping with climate non-stationarity. The future inflow series that reflect climate non-stationarity were synthetically generated. We then evaluated the capacity of the dam operation rules obtained from the past inflow series based on six evaluation indicators and two decision support schemes. Although Robust-SDP was successful in reducing the incidence of extreme water scarcity events under climate non-stationarity, there was a trade-off between the number of extreme water scarcity events and the water scarcity ratio. Thus, it is proposed that decision-makers choose their optimal rules in reference to the evaluation results and decision support illustrations.

A Study on the Urban Ecosystem Assessment for 31 Cities & Counties around the Capital (수도권 31개 시·군의 도시생태계 현황 평가에 관한 연구)

  • The objective of this study is to set urban ecosystem assessment indicators, assess the status of the urban ecosystems in 31 cities & counties in the capital region and based on which, to examine an improvement plan to resolve problems and raise quality and quantity of urban ecosystems. The study showed that the ecological base of 31 cities & counties was 48% on average, which indicates that their ecological property is the middle class. Their natural-ecological function was 63% and environmental-control function was 25%, showing that environment-control function was poor. Therefore, going forward, urban ecological base should be further improved. When securing an ecological base, creation techniques should be able to further enhance environmental-control function along with natural-ecological function. Also, additional effort should be made to conserve areas with high ecological value as much as possible and increase vegetation vitality by replacing tree species.

Analysis of Drought Hotspot Areas Using Local Indicators of Spatial Association in the Nakdong River Basin (공간연관성 지표를 이용한 낙동강 유역의 가뭄 핫스팟 지역 분석)

  • As drought risk increases due to climate change, various research works are underway around the world to respond to drought so as to minimize drought damage. In particular, in recent years, many studies are focused on analyzing regional patterns of drought in a comprehensive manner, however there is still insufficient to quantitatively identify drought-risk areas in a large river basin considering climate change in Korea. In this study, we calculated the Standardized Precipitation Index (SPI) and the Modified Standardized Precipitation Index (M_SPI) as representative meteorological drought index, and performed spatial autocorrelation analysis to identify the drought hotspot region under climate change scenarios of Representative Concentration Pathway (RCP) 4.5 and RCP 8.5. The SPI was calculated by estimating parameters for each observation station within the study area, whereas the M_SPI was calculated by estimating parameters for the entire study area. It is more reasonable to use the M_SPI for assessing meteorological drought from an overall perspective within the study area. When the M_SPI was used, long-term droughts showed drought hotspot areas clearly larger than short-term droughts. In addition, the drought hotspot area moved from the center of the Nakdong River basin to the Seomjin River basin over time. Especially, the moving patterns of the short-term/long-term drought were apparent under the RCP 4.5, whereas the moving patterns of the long-term drought were distinct under the RCP 8.5 scenarios.

  • 물 순환과정의 핵심요소로 설명되는 유출량은 용수 공급과 가뭄재해에 대한 이수, 홍수 대비 및 관리는 물론, 하천생태계 유지를 위한 환경에 영향을 미치게 된다. 특히, 유출량의 규모(quantity)와 시간(timing)은 용수공급, 수질과 하천 시스템의 생태학적 교류에 중요한 요소로(Poff 등, 1997) 하천 유황의 5가지 요소(규모, 빈도, 지속시간, 시간과 변화율)는 수중 생태계에 직 간접적인 영향을 미친다(Karr, 1991; Poff 등, 1997). 최근 기후변화 현실화로 강우 발생 시기와 패턴이 변화하면서 유역에 따라 유황이 변화하고 있는 실정이다. 이에 본 논문은 기후변화가 향후 하천 유황과 수생태계에 미치는 영향을 분석하기 위하여 한강 유역을 대상유역으로 선정하고 기상청(Korea Meterological Administration, KMA)에서 제공하는 A2 기반의 고해상도 RCM 모형($27km{\times}27km$)으로부터 일(daily)단위의 기후변화시나리오를 작성하였다. 그리고 준분포형 모형인 SLURP 모형으로부터 유출 변화를 모의한 후 수문변화지표(indicator of Hydrologic Alteration, IHA)를 이용하여 기후변화에 따른 하천 유황과 수생태계에 미치는 영향을 정량화하였다.

  • Against the backdrop of frequent weather disasters such as floods, droughts, and heat waves worldwide, urban parks should provide functions for the safety of urban residents as well as rest, culture, and ecological functions. In this study, a classification system for urban disaster prevention parks is proposed for the safety of the urbanites with the aim of securing a complex function in a green space in response to climate changes in the city. Analytical indicators were extracted through literature research, and the classification system was verified through on-site surveys of the target sites and interviews with those involved. The large class for evaluation was divided into three types: location, spatial composition, and disaster prevention complex facilities of urban parks; the direction of improvement was proposed for problems identified through empirical analysis.

Importance of Polar Phytoplankton for the Global Environmental Change (전 지구 환경변화에 대한 극지 식물플랑크톤의 중요성)

  • There are increasing evidences of climate change in the Antarctic and Arctic Oceans, especially elevated temperature due to the continuous burning of the fossil fuels and ultraviolet B(UV-B) flux within the ozone hole. Light-dependent, temperature-sensitive, and fast-growing organisms respond to these physical and biogeochemical changes. Polar marine phytoplankton, which are pioneer endemic species and important carbon contributors in the polar waters, are therefore highly suitable biological indicators of such changes. By virtue of light requirement, the primary producers are exposed to extreme seasonal fluctuations in temperature, photosynthetically active radiation, and UV radiation. Local environmental warming and increased UV-B radiation during ozone depletion may have profound effects on the primary producers that are primary carbon producers in the polar water. Small changes in climate temperature and solar radiation may have profound effects on the activity threshold of the polar phytoplanktion. To demonstrate biological response to the environmental changes, standardized representative natural and biological parameters are needed so that replicate samples (including controls) can be taken over extended periods of time. In this paper, we review general characteristics of polar phytoplankton, their environment, environmental changes in the polar waters, the effects on the environmental changes to the polar phytoplankton, and the importance of the polar phytoplankton to understand the global environmental changes.   • 하천의 유황특성을 분석하는 것은 하천생태계의 변화를 파악하고 예측하는데 있어 매우 중요하다고 할 수 있다. 최근에는 수문학적인 변화과정을 통계학적 기법을 적용하여 정량적인 지표로 산정하고 분석하는 모델을 개발하여 다양한 연구가 진행되고 있다. 특히 미국 Nature Conservancy에서 개발한 수문변화지표법(IHA)은 일(daily)유출량 자료로부터 수문학적 관점에서의 특성지표와 환경유량 관점에의 변화지표를 분석함으로써 하천 유황변동을 정량화 할 수 있다. 본 연구는 기후변화가 향후 하천유황과 수생태계에 미치는 영향을 분석하기 위해 중규모 하천유역인 만경강을 대상으로 하고 RCP 8.5 기후변화시나리오를 기반으로 준분포형 모형인 SLURP 모형으로부터 일(daily)단위의 유출모의 시나리오를 작성하였다. 그리고 수문변화지표법(IHA)을 이용하여 기후변화에 따른 하천 유황과 수생태계에 미치는 영향을 정량화하였다.

A study on the variation of the Korean marine ecosystem through biodiversity attributes (생물다양성 특성 분석을 통한 우리나라 주변 해양생태계 변화 연구)

  • In the last five decades, there has been a consistent decline in the total catch of fisheries in the Korean jurisdiction since the peak in 1986. The decline in catch slowed and slightly rebounded in the 2000s, but changed back to a decline in the 2010s. As indicators that can identify changes in the marine ecosystem, trophic level (TL), biodiversity index (H'), and the ratio between pelagic fish and demersal fish (P/D) were analyzed by each local marine ecosystem. There were some different changes in each local marine ecosystem, but the mean TL and H' decreased and P/D increased in general in Korean waters. Demersal fish, which were dominant in the 1970s and 1980s, declined, and small pelagic fish and cephalopods have dominantly changed since the 1990s. However, these changes are not simple, and they are fluctuating in complex ways relating to each marine ecosystem and the timing. It is believed that changes in marine ecosystems in Korean waters are likely caused by a combination of fisheries and climate change. The ecosystem indicators reflected a change in the total catch, a sharp drop in catch of demersal fish, and increasing catch of pelagic fish since the mid-1980s.

Evaluation of estuary reservoir management based on robust decision making considering water use-flood control-water quality under Climate Change (이수-치수-수질을 고려한 기후변화 대응 로버스트 기반 담수호 관리 평가)

  • The objective of this study was to determine the management water level of an estuary reservoir considering three aspects: the water use, flood control and water quality, and to use a robust decision-making to consider uncertainty due to climate change. The watershed-reservoir linkage model was used to simulate changes in inflow due to climate change, and changes in reservoir water level and water quality. Five management level alternatives ranging from -1.7 El.m to 0.2 El.m were evaluated under the SSP1, 2, 3, and 5 scenariosof the ACCESS-CM2 Global Climate Model. Performance indicators based on period-reliability were calculated for robust decision-making considering the three aspects, and regret was used as a decision indicator to identify the alternatives with the minimum maximum regret. Flood control failure increased as the management level increased, while the probability of water use failure increased as the management level decreased. The highest number of failures occurred under the SSP5 scenario. In the water quality sector, the change in water quality was relatively small with an increase in the management level due to the increase in reservoir volume. Conversely, a decrease in the management level resulted in a more significant change in water quality. In the study area, the estuary reservoir was found to be problematic when the change in water quality was small, resulting in more failures.

Comparison of Precipitation Characteristics using Rainfall Indicators Between North and South Korea (강수지표를 이용한 남·북한 강수특성 비교)

  • This study aimed to understand temporal and spatial trends of rainfall characteristics in South and North Korea. Daily rainfall observed at the 65 stations in South Korea between 1963 and 2010 and the 27 stations in North Korea between 1973 and 2010 were analyzed. Rainfall Indicators for amount, extremes, frequency of rainfall were defined. Province-based indicators in the recent 10 years (i.e., between 2001 and 2010) were compared to those in the past (i.e., between 1963/1973 and 2000 for South/North Korea). In the recent 10 years, all the indicators except for the number of wet days (NWD) and 200-yr frequency rainfall (Freq200) increased in South Korea and all the indicators except for the annual mean daily rainfall over wet days (SDII) and annual total rainfall amount (TotalDR) decreased in North Korea. Furthermore, we performed the Mann-Kendall trend test based on the annual indicators. In some stations, decreasing trends in the past and increasing trends in the recent 10 years were found, and such opposite trends between two periods suggest he limitation in predicting and analyzing the rainfall characteristics based on the average. Results from this study can be used in analyzing the impact of climate change and preparing adaptation strategies for the water resources management.
