The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

In order to effectively evaluate the urban water security, the study investigates a novel system to assess factors that impact urban water security and builds an urban water poverty evaluation index system. Based on the contribution rates of Resource, Access, Capacity, Use, and Environment, the study adopts the Water Poverty Index (WPI) model to evaluate the water poverty levels of 14 cities in Gansu during 2011-2018 and uses the least variance method to evaluate water poverty space drive types. The case study results show that the water poverty space drive types of 14 cites fall into four categories. The first category is the dual factor dominant type driven by environment and resources, which includes Lanzhou, Qingyang, Jiuquan, and Jiayuguan. The second category is the three-factor dominant type driven by Access, Use, and Capability, which includes Longnan, Linxia, and Gannan. The third category is the four-factor dominant type driven by Resource, Access, Capability, and Environment, which includes Jinchang, Pingliang, Wuwei, Baiyin, and Zhangye. The fourth category is the five-factor dominant type, which includes Tianshui and Dingxi. The driven types impacting the urban water security factors reflected by the WPI and its model are clear and accurate. The divisions of the urban water security level supply a reliable theoretical and numerical basis for an urban water security early warning mechanism.

Capitalism is based on a material desire of the human being. the social control of capital value and the management of capital ability reflects the actual condition of the capitalism well. The unconstrained growing and the expansion of capitalism, it finally lost social meaning and an importance of human being element and the safety of the civilian life, began to threat the security of citizen by forming over the material center structure of society. Improving human life quality and material richness on their life leads positive factor of capitalism whereas is causing several crimes through the society which is being threatened around a human being life for a negative factor of the capitalism. Therefore capitalistic social system has offered both a positive factor 'growing' and 'richness' and that of a negative 'structural poverty' and 'lack of security' and they have been remaining the assignment of capitalism 'poverty' and 'security' by settlement in the society for a extremely phenomenon of both sides. The objective of this research is to build its study theory and establish its causal relation by illuminating for the social environment of capitalism for a private guard or a development background of the civil security contributing for citizen security, as well as gets the clue of the development possibility of the civil guard and escort field and the development of capitalism. In Korea because their recognition of the study approach and the social safety for social security control function is still staying first step and our daily life is annoying from various threat of the society, many studies and the realistic necessity of experience related with social security is being studied. In addition, The development possibility of the civil guard and defense at the civil field which will be keep the social security has a wide position but its study approach and realistic comprehension is still in insufficient condition. Civil aviation cybersecurity challenges are global in nature and must be addressed using global best practices and the combined efforts of all stakeholders. This requires the development of comprehensive international strategies and detailed plans for their implementation, with appropriate resources. It is important to build such strategies on a common methodology that can be applied to civil aviation and other interrelated critical infrastructure sectors. The goal of the study was to determine the methodological basis for developing an international civil aviation cybersecurity strategy, taking into account existing experience in strategic planning at the level of international specialized organizations. The research was conducted using general scientific and theoretical research methods: observation, description, formalization, analysis, synthesis, generalization, explanation As a result of the study, it was established the specifics of the approach to formulating strategic goals in civil aviation cybersecurity programs in the documents of intergovernmental and international non-governmental organizations in the aviation sphere, generally based on a comprehensive vision of cybersecurity management. A comparative analysis of strategic priorities, objectives, and planned activities for their implementation revealed common characteristics based on a single methodological sense of cybersecurity as a symbiosis of five components: human capacity, processes, technologies, communications, and its regulatory support. It was found that additional branching and detailing of priority areas in the strategic documents of international civil aviation organizations (by the example of Cybersecurity Strategy and Cybersecurity Action Plan) does not always contribute to compliance with a unified methodological framework. It is argued that to develop an international civil aviation cybersecurity strategy, it is advisable to use the methodological basis of the Cyber Security Index.

These days American private security industries has rapidly grown, and its scales(employment, expenditures) exceed the public police. American private security are based on the theories such as privatization, co-production, and build more developmental framework. But the behind of private security, its civil and criminal liabilities are more issued. In this, among the civil liabilities focused on the tort liability. In civil liabilities, contract liability is specially raised by between contractors, on the other hand tort liability is raised in general without special relationship in civil law relations. In this study, I would observe the types, conditions, protest reasons and the cases in tort generated by private security officials.

In the pandemic crisis, many governments implemented harsh interventions that might contradict democratic values and civil liberties. In Taiwan, the debate over whether or not to reveal personal information of infected persons to limit the coronavirus's spread poses the democratic dilemma between public health and civil liberties. This study examines whether and explains how Taiwan's people respond to the choice between individual privacy and collective security. We used survey data gathered in May 2020 to show that, first, the democratic values did not deter the pursuit of collective safety at the cost of civil liberty; rather, people with higher social trust were more likely to give up their civil liberties in exchange for public safety. Second, people who support democratic values and pursue collective security tend to avoid violating privacy by opposing the release of personal information. This study proves that democratic values do not necessarily threaten collective safety and that the pursuit of common good can co-exist with personal privacy.
