본 연구는 체계적인 다문화주의 정책과 더불어 성공적으로 다문화주의를 운영하는 데 있어서 선두국가 중 하나로 일컬어지는 캐나다 다문화주의 정책을 분석하고 이를 통한 우리나라 다문화주의 정책에 제시하는 시사점을 발견하고자 하는 목적을 가진다. 이러한 목적을 달성하기 위해 캐나다 다문화주의의 의미, 역사, 정책의 변화, 그리고 이러한 다문화주의를 유지, 발전시키기 위한 방안들을 관련문헌을 통해 살펴보았다. 특히 다문화주의 정책의 변화에 있어서 제도적 토대에 대한 구축뿐만 아니라 사회적 공감대 마련에 중점을 둔 시민적 다문화주의 정책의 내용을 중심으로 분석을 실시하고 이를 기반으로 우리나라 다문화주의 정책의 발전방안을 제시하였다. 문화적, 인종적 다양성을 이해하고 인정할 수 있는 다양한 프로그램의 개발과 실시, 강력한 법률규정과 함께 위반 시 처벌에 대한 적용, 지역사회 기관을 중심으로 한 이주민에 대한 사회적 네트워크 형성의 지원, 다양한 언어로 만들어진 정보 제공, 인종효과분석과 같은 도구의 개발과 사용이 제안되었다.

우리나라의 경제성장과 노동력 부족현상, 세계화에 따른 입국간소화조치 등은 동남아 저소득 국가를 중심으로 한 외국인들의 대량 입국과 국제결혼을 증가시켰다. 이들은 한국사회의 다문화 현상을 가중시켰으며 이는 다문화주의가 가져올 다양한 사회문제 가운데 치안환경의 악화에도 영향을 주며 새로운 사회부작용의 요소가 되는 결과를 초래하고 있다. 더욱이 9.11테러 이후 전세계적으로 급증하고 있는 테러에 대한 위협은 뉴테러리즘이라는 경향과 더불어 우리나라에 또 다른 위협과 불안요소로 자리 잡고 있는 실정이다. 따라서 이 연구에서는 다문화주의에 따른 이러한 자생테러리즘의 가능성을 점검해보고 그에 따른 대책을 제시하고자 한다. 이를 위한 방안으로는 다문화주의에 대한 국가와 국민들의 이해와 동참을 이끌어내고 다양한 국가의 문화와 전통을 이해하고 배려하는 성숙한 시민의식이 우선적으로 요구되고 있으며, 자생테러리즘의 위험성에 대한 가능성을 면밀히 검토할 필요가 있다. 뿐만 아니라 테러대응체계에 대한 전면적인 검토를 통하여 테러의 예방과 진압에 효율성을 기할 수 있는 제도적 장치에 대한 마련도 시급한 실정이다.

The article considers current information technologies in the organization of educational work in secondary schools in Great Britain. The forms and types of organization of educational work in secondary schools of Great Britain with the help of modern information technologies are covered. The purposes of education with the help of modern information technologies are singled out. Mental, physical, labor, moral, aesthetic and other types of education, merged in a holistic educational process, provide an opportunity to achieve the main goal - the formation of a comprehensive and harmoniously developed personality. All forms of educational work have their pedagogical significance, and each of them is valuable in the process of education. Democratization and partnership development are the leading principles of education in British schools at the present stage; multiculturalism and student independence. This is the ability to promote the role of different types of education, such as: labor, moral, legal, religious, family, environmental, aesthetic, civic, physical, mental education, which is now possible with the help of current information technology. 본 연구는 사회 전반적으로 국내 거주 외국인 등의 사회적응 및 통합프로그램이 부족하다는 사실과 동일 지역 내 다문화 서비스 중복이 발생한다는 사실이 상충되고 있음에 시작되었다. 본 연구에서는 문헌연구와 전문가 인터뷰를 실시하여, 우리나라 다문화정책의 현황과 문제점을 도출하고, 이를 통해 세 단계로 세분화된 다문화정책 수립 과정을 제시하였다. 첫 번째 단계는 다문화정책을 수립하는 장을 단일화하여, 관련된 부처 기능을 강조하는 동시에, 부처 간의 협력을 이끌어 내는 것이며, 두 번째 단계에서는 지리적 행정적 환경을 고려한 특정 지역 단위의 다문화기관 연계망 구축을 제안하였다. 세 번째 단계에서는 개별 기관들의 활동에 초점을 두어, 관종별 도서관, 학교, 다문화지원센터, 사회복지기관, 체력증진센터, 주민센터, 문화시설 등 관련기관들의 협력을 도출하였으며, 부가적으로 시민단체의 역할을 강조하였다. 또한 본 연구에서는 문화 정책 방향성과 모형화를 위한 도서관계의 구체적인 노력으로 다문화프로그램 운영에 필요한 정보 공유의 장인 메타 플랫폼을 제안하였으며, 다문화정책 수립 시 고려해야 할 사항들도 제시하였다. 결과적으로 본 연구를 통해 다문화정책의 모형을 구축하고 세분화하여, 다문화주의의 통합에 도달하는 단계를 구체화하였으며, 다문화정책 수립 시 고려되어야 할 인구학적 지리학적 특성 등을 제시하였다.
