A Strategy to Build a Local Wlde-city Metropolitan Transportation Electric Railway System (지방 대도시권 광역전철 구축 전략)

  • Now, the population and economical power is deeply concentrated to Seoul-metropolitan region, therefoere the provinces is so lagging behind and the country cannot get balance development. And, like metropolitan region, the more outer the living area of local wide-area city is spreading, the more serious wide-region transportation problems are. But the railroads near wide-area city fun seldom commuter train, so they cannot absorb the transportation demand of wide-area city metropolitan region. To solve above transportation problem, local wide- area cities try to make a subway or a light rail transit. But it is so difficult because the limit of public finance and original small capacity of light rail. In the paper, I propose 'Local city wide-area electric railways' system of the consortium of 'Local wide-city and province transportation union', Korean National Railroad (KNR) and local capital. A 'Local wide-city and province transportation union' operates commuter railways directly using the facilities of KNR, and local capital invests to the stations of above railways system. Therefore the commuter railway system around local wide-city region will be constructed quickly and the stations will be the strong point of local development and investment.

  • This paper deals with the deepening global competition of talent between regions as well as states in the process of globalization and the transition toward knowledge-base economies. This study figures out the global geography of talent by examining the distribution and spatial changes of the talent at the global scale. It also analyzes key policies and mechanisms by investigating various countries' policies to attract global talents. Finally this paper points out the limitation of current city-regional development strategies for global competition in that it lacks the consideration of the importance of the talent. In response to that, we propose the strategy to focus on the quality of place to attract the global talent for the city-region development.

  • The Republic of Korea developed a national project to construct a new administrative capital, Sejong city and to relocate administrative organizations of the central government for improvement of overpopulated capital, Seoul and regional balanced development. By the way, to relocate the central administrative organizations was not a sufficient condition for the sustainable development of the city. An industrial infrastructure development has been tried to attract universities, enterprises and research institutions in the region as a demand for internal growth power of the city was increased. In addtion, a basis for regional endogenous growth through projects to establish innovation system based on industry-academia cooperation was prepared as well. This paper reviews the major contents of the development plans for Tech-Valley project and looks into major introductory functions, characterization plans, strategies for fostering strategic industry, cooperation system of the inside and outside the region, and a strategy for building innovation platform. This case can be regarded as a significance of constructing technology infrastructure for the sustainable growth by preparing foundation for establishing innovation system and a cluster based on this system in the process of building and developing new city which did not have any industrial platform in the region.

  • Chung-ju enterprise city was selected as a model enterprise city in 2005, and the city is planned to finish the construction in 2020. The main purpose of this study is to suggest the developing strategy and activation plan for Chung-ju enterprise city based on the enterprise city of developed countries. Chung-ju enterprise city will grow into well-being self-sufficient city due to the cutting edge knowledge, industry-centered cluster which is the new growth industry of Chungchungbuk-do and the surrounding excellent nature. For the success of Chung-ju enterprise city, the cooperation between developing agents such as companies, universities, local government, and central government is important. The leading companies and researching facilities should be attracted as well. Also, non-profit exclusive organization must be installed. The successful development of Chung-ju enterprise city means the success of balanced region development policy which will solve overpopulation of capital region and unbalance of Korea.

A Study on the Smart Region Strategy in Yellow Sea Rim (환황해권 스마트리전 구축방안 연구)

  • Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.

Development of a Joint University Campus as a Key Element in the Regional Innovation System in Sejong Tech Valley, South Korea

  • Sejong City, which has been chosen as a new administrative capital of South Korea, has completed the first phase of its development plan with the construction of the facilities needed to accommodate central administrative organizations and the required accompanying population. Now, it is undergoing the second phase of development with a focus on strengthening the region's innovation capacity to catalyze endogenous development. The strategy for phase II is to establish a regional innovation system including building necessary infrastructure and attracting innovation agents such as universities, businesses, and research institutes. The first step for this is developing a research complex, tentatively named Tech Valley, that includes universities, research institutes, and businesses, and building infrastructure comprising a science complex, a knowledge industry center, and support facilities. Phase II of the city's development initiative includes the establishment of a joint university campus, which is to serve as a center to promote cooperation among industry actors, universities, and research institutes. The concept of a joint campus has been drawn from a need to enhance capacity for innovation and specialization in the region's industries and to maximize synergy among participating universities through the sharing of research equipment, facilities, and programs. The joint campus is expected to play a key role in creating an innovation system in the region by enhancing research capacity for strategic industries, cultivating highly skilled human resources, and leading industry-academia-research cooperation. In order to ensure the sustainable development of the new city, there is a growing need to have a main player in place that could lead the region's economic development. The joint campus will propel industrial specialization and serve as a catalyst to attract competent universities to the region. This paper will examine the concept, major functions, and the establishment and operation of the joint campus.

  • The propose of this paper is to study a theory on the research of mountain village region in korea of globalization age. The theory of this study is over-depopulation region study, endogenous regional development theory and resident organization, localities and new regional studies The case of over-depopulation region study, which population and land use of mountain village region due to urbanization and industrialization are changed by external factors. However, the case of some region is changed by internal factors of community residents. The endogenous regional development theory and have approached by investment policy of authorities of the mountain village region development and resident organization. The development of mountain village region have to described simultaneously both behavior strategy of community residents and investment policy of the authorities. According to localities and new regional studies, which agricultural products of mountain village region is extended to big-scale city by the progress transportation-communication and globalzation So, the research of mountain village region have to explained together intra with inter region. In the future, the research of mountain village region has to described all of case of over-depopulation region study, endogenous regional development theory, localities and new regional studies.

Research on the Polarization Effects of the Shandong Processing Trade and Strategy to Coordinate Its Development

  • Purpose - This dissertation is based on previous research, and analyzes processing trade, which constitutes a major section of foreign trade in Shandong Province. Research design, data, and methodology - The study uses the survey data on polarization, which is a vital index reflecting the unbalanced growth of regional economic development. The article introduces the processing trade polarization index, and the processing trade polarization fluctuation rate, to predict the geographical polarization posture and development trends in Shandong Province. Results -The development of processing trade in Shandong Province shows the level of gradient from east to west. The first-line growth pole has been formed and developed, and the initial formation of the diffusion mechanism has taken place. However, coordination problems in accompanying regional development have become increasingly prominent. Conclusions - This study focuses on the development of processing trade strategy and suggests overall coordination of development objectives, using non-balanced development goals. According to regional characteristics and development objectives of the processing trade in Shandong Province, the region around the city is divided into innovation diffusion region, enhanced growth areas, areas expected to undertake development, and areas to upgrade in four levels, given the different policy proposals.

Strategies for Activating the Gwangyang Region as a Logistics City (광양지역의 물류도시 발전 전략의 우선순위에 관한 연구)

  • This primary purpose of this study is to suggest strategies for developing the Gwangyagn region as a logistics city. In order to achieve such purpose, the following methodology is used. First, the literature survey on papers, related-organization's homepage, reports and journals related to Gwangyang Bay and Gwangyang port. Second, an pilot survey and field survey for suggesting SWOT analysis are carried out. Finally, questionnaire survey using a AHP analysis technique is distributed and analyzed. The strategies for developing as a logistics city are suggested as followings. First, ST strategy such as the development of the international hinterland logistics center related to the port logistics function is considered as the most important factor and followed by ST strategy, WT strategy and WO strategy. Second, creation of the revenue-creating logistics business model is to be considered as the most important factor and followed by development of the international hinterland logistics center related to the port logistics function, operation of the logistics center, creating high value-added of free trade area etc. For further research, more concrete and empirical study have to be carried out.

The Causes and Status of Regional Development Strategy by International Exchanges in Kyushu, Japan (일본 큐슈(九州)지역의 국제교류를 이용한 지역 활성화정책의 원인과 현황)

  • This article explores the causes of why there are many international exchange festivals and events regarding South Korea in Kyushu, Japan. It can be explained as follows. Firstly, Kyushu is the closest region to South Korea and there are many transport links between the two places. Secondly, Kyushu has many rich historical sites relating to Korea which would be ideal themes for international exchange festivals and events. Thirdly, Kyushu has the highest number of sister city connection with South Korea in Japan. This means that it is easy to hold international exchange festivals and events with the sister city. Tsushima city in Nagasaki prefecture is thought to best encompass all of the above criteria. Therefore, it would seem that Tsushima city is especially eager to hold international exchange festivals and events with South Korea as a means of meeting the regional development strategy.
