The purpose of this study is to investigate the effectiveness of case management in child welfare facilities to determine what the inhibiting factors as well as complementary factors are. For this purpose, data from 181 workers in community children's centers and 96 workers in child protection agencies and foster care centers were analyzed, the analyzed by using SPSS 21.0 program. In the case of community children's center interpersonal skills, case management guidelines, super vision, and network utilization were the influential factors while in other child welfare facilities, personal inhibitory factors, social welfare work experience, case management experience, and network utilization were the affecting factors. The implications reveal that social welfare practice should enhance the interpersonal skills of the workers, strengthen the supervision system, and provide a clear case management guideline. It is also important to set up a network of all local child welfare facilities and strengthen cooperation and mutual support among the institutions within the network.
This study aimed to examine the direct effects of relationships with parents, peers, and community child center teachers on the school adjustment of low-income adolescents attending community child centers and the indirect effects mediated through adolescents' resilience. The second-term panel data from the fourth-year Community Child Center Survey was used to analyze 198 adolescents (103 boys, 95 girls) who were first graders at middle schools. SPSS 20.0 and AMOS 20.0 were used to analyze the data through structural equation modeling. The results of the study were as follows: Parental monitoring and peer trust had direct effects on the adolescents' school adjustment, while satisfaction with community child center teachers did not. Parental monitoring, peer trust, and satisfaction with community child center teachers had indirect effects on adolescents' school adjustment mediated through resilience. The school adjustment of low-income adolescents has received attention from both researchers and politicians. The results of this study are notable in that both the important relationships and resilience of low-income adolescents can significantly contribute to their school adjustment in their first year at middle school. Given the developmental needs of low-income adolescents, interventions for school adjustment that consider adolescents' important social contexts and psychological characteristics should be developed.

Purpose: In 2012, the Child Welfare Act was revised to provide better support to children with severe disabilities in Japan. Previously, inpatient facilities had been classified according to the type of disabilities of patients. After the revision of the Act, however, these facilities were assigned into the category of "medical-type facilities for children with disabilities", or "welfare-type facilities for children with disabilities." The focus of the study is to evaluate the reorganization of the Child Welfare Act and to analyze the new layout of Center K after its transition from a facility for children with motional disabilities to a medical-type facility for children with disabilities. Methods: A literature review was conducted to identify the trend in the treatment for persons with disabilities and the process of policy making in Japan. Field research was performed twice in 2015 and 2016, before and after the renovation of the Center K facilities depending upon the revision of the Child Welfare Act. Results: There is an increasing tendency of the population of persons with disabilities in Japan, and the severity level of disability of children with disabilities. In the case of Center K, two types of ward constructed to meet the two types of disability has been reconstructed into three types of unit following the various severity level of disability. Implications: As a result, it could be argued that it is also necessary in Korea to reorganize the facilities for persons with disabilities to deal with the fact that the population of persons with disabilities in Korea has been growing and their degree of disabilities also getting severe.

This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.
This study aimed to explore the experiences of community child center workers about how they have dealt with the mental health of children and adolescents who use such centers. For this study, we used a sample of ten community child center workers, who were divided into two groups and who participated in four focus group interviews. The results revealed four themes and twelve sub-themes: "the reality of facing children's mental health issues," "dealing with children's mental health issues and limitations," "know-hows accumulated from experiences and visible changes," and "remaining tasks--the workers who cannot give all." Based on the results the implications of promoting the mental health of children at community child centers were discussed.
Objective: The aim of this study was to examine the meanings of onomatopoeia and mimetic words contextually used contextually when children play together. Methods: The participants included 40 children (ages 3-5 years) attending "M Daycare Center" in Seoul and "S Daycare Center" in Seongnam (a city in Gyeonggi-do). Twenty rounds of play observations were conducted at the centers. Once per week from May to October 2015. Results: The onomatopoeia and mimetic words observed were primarily relate to physical movements, sounds, and shapes. These types relate to Max van Manen's life-world existentials, correlating with spatiality, corporeality, and relationality. The characteristics of onomatopoeic and mimetic words used were additive and were used by the children to refine and diversify their language skills and enrich their linguistic imaginations. Conclusion: Onomatopoeic and mimetic words help children design their own play situations based on their creativity and help them share the play with their peers.
The purpose of this study is to examine segmenting the effect on the school resilience of the poor children by children's satisfaction in using Community Child Center. For this purpose, we conducted a questionnaire survey with 275 elementary school students on the 3rd-6th graders, using Community Child Center in Cheongju City. As a result, User Satisfaction of Community Child Center gave meaningful affection to school life among school resilience. Children using Community Child Center who are satisfied with friendships and cognitive activity program gave meaningful affection of study and school grade by statistics. Also, it shows According to School Resilience(interest and attitude), Children using Community Child Center should be divided to 4groups, and providing services need to concern the characteristics of each children group.
Child welfare centers not only protect children at the first line of community, but also perform the tasks of systematic social service by linking the various resources of community and establishing a support system for children. Making quantitative growth, child welfare centers are faced with a request for operational systemicity and professionalism in terms of quality. This study set out to investigate the effects of professional capability, psychological capital, and career-related continuous learning on the job performance among practitioners of child welfare centers. For those purposes, the study conducted a survey by mail with those who were working for child welfare centers in Busan and Gyeongnam Province from March 2 to 25, 2016. Of the collected questionnaires, 550 whose responses were sincere were used in the final analysis. The analysis results show that psychological capital had the biggest influence on the job performance among practitioners of child welfare centers. Furthermore, in the chief of child welfare centers, the more having of professional capability, the more job performance they experienced. However, in the front-line social workers, professional capability did not affect the job performance. Those results indicate that the expansion of psychological capital should be a top priority to help the practitioners of child welfare centers improve their job performance. Based on those findings, the study offered some implications for the organizational management of child welfare centers.
Since 2004, community childcare centers are legislated and the centers are running as the concept of community-oriented child welfare services. Recently child welfare paradigm are changed from simple "study room" for protection to the future capabilities of the "social welfare". For children who grow in their community, it must request to new construction with ecological system.
