보육시설이용이 기혼여성 취업에 미치는 영향 - 어린이집 입소 순위를 중심으로 - (The Impacts of Uses of Childcare Facilities on Mothers' Labor Supply under a Rationing Mechanism)

  • 최근 맞벌이 가구 자녀에게 어린이집 입소 1순위를 부여하여 보육시설 이용에서 맞벌이 가구에게 우선순위를 부여하는 정책 기조가 강화되어 왔다. 본 연구는 한국노동패널 19~21차연도 자료를 이용하여 취업모 우선 보육정책이 강화된 시기 보육시설이 기혼여성 취업에 미치는 영향을 분석했다. 취업모 우선 보육정책은 취업 가능성이 높은 기혼여성을 시설 이용에서 배제하는 결과를 초래할 가능성이 있다. 한계 처치효과(MTE) 분석 방법을 사용하여 보육수요가 공급을 초과하는 경우 우선순위에 따라 정책 대상이 되는 부분 모집단이 결정되게 되는 선택편의를 제거했다. 분석 결과, 보육시설 이용하는 기혼여성의 취업 효과가 보육시설을 이용하지 않는 기혼여성의 취업 효과와 통계적으로 유의한 수준에서 차이가 없음을 시사한다.

일-가정 양립 실태와 사회적 지원의 방향성 비교: 가족친화적이었던 조선시대를 중심으로 (The Social Support for Work-Family Balance compared with that of Chosun Dynasty)

  • purpose of this study was to compare the direction of work-family balance policy with the family support of Chosun Dynasty by reviewing the literature of the period, including diaries of "Soemilok" and "Miamilki" and letters written by Yangban. The major findings drawn from the literature were as follows: The husbands in Chosen, especially as public officials, were under strong obligation to support their family like working wives in modern society. They were able to care for and support their families and maintain their careers due to flexibility in their office hours. They had dual burdens of home management and outside labor but their requests for the necessities of life were resolved promptly in public offices. From this result, it was argued that the policy for dual burden for women would benefit from a consideration for flexibility and reduction of working hours. Especially it was emphasized that the border between home and work place should be more open and the relationship of family should be supported by work-family balance policy.

보건소의 사업성과에 관련된 요인 (Factors Related to the Output of Health Centers)

  • This study was conducted to identify the factors that affect the output of health conters. An analystical model employed in this study was developed by modifying 'input-output model' and 'organizational behavior model'. Data were collected form two source; the 1995 report of thealth center which was submitted to the Ministry of Health and Welfare and a mail survey questionary of officers at health center, including 66 directors and 1,768 staffs of the health centers in southern region. The major findings are as follows: That analysis has identified the factors associated with dependent variables: medical services provided by the health center and health program performance(HPP). The number of primary medical facilities was negatively associated with health center performance while the number of staffs, job satisfaction, and professional background of health center directors were positively associated. These independent variables accounted for 40.1% of the variance of dependent variables. The variance of HPP was significantly explained by the number of health subcenter and primary health post, priority level of public health program by hief executive officers(CEOs) and legislator. A significant relationship was found between leadership types of health center directors and the performance of maternal and child health program. Considering these results, the authors suggested that the role in medical care service of health center in the should be rearranged at local level because medical care service of the health center is competing with primary medical facilities in the same region. It is also suggested that educational efforts be made to improve leadership of the health center directors and concern with public health program by the CEOs and legislators of local governments.

녹색성장 관점에서 본 건강가정 : 과제와 실천 (Healthy Family from the Perspectives of Green Growth : Mission and Practice)

  • The purpose of this study is to analyze the correlation between the perspectives of Green Growth and Healthy Families, and to suggest an expansive paradigm for the study on Healthy Families in the context of Home Economics. From the perspective of Green Growth, the sustainability for future generations, the ecological value, and the foundation of the community network were searched as the key points. So, from the key points, and in the context of Healthy Families, two strategies were suggested: First, the care services in the Center for Healthy Families have to be extended to give more opportunities to the users and the various demands for the care services can be satisfied. Secondly, the exchange of services has to be more activate in the local community so that our society itself can become a completely family-friendly society. Moreover, this study suggested a mission of Home Economics, that the study for family policy, the development of related programs, and the education of professionals for the Center for Healthy Families can be more connected with the perspectives of Green Growth, especially the focus on family, its ecological living patterns and the detailed attitudes needed to balance between industry, the economy, and family in the context of Green Growth.

  • 최근 세계 각국 아동복지분야에서 가족의사결정개입프로그램이 활발하게 운영되고 있다. 가족의사결정모델은 학대받는 아동을 보호하는 과정에서 가족문제중심, 치료적 개입방식, 전문가가 이끌어가는 의사결정방법에 대한 반성과 이를 위한 대안으로 가족강점과 가족임파워먼트, 가족친밀성 회복을 강조한 실천모델이다. 가족의사결정개입방법은 뉴질랜드에서 개발되어 세계 300여 개 지역에서 성공적으로 실시되고 있다. 본 연구에서는 우리나라 아동보호체계 안에 가족의 참여를 통한 가족의사결정개입제도를 적용할 수 있는지에 대한 가능성을 고찰하였다. 이를 위해 가족의사결정모델의 실천 철학적 가치, 국외 가족의사결정프로그램의 현황 및 처음으로 법제도로 실시한 뉴질랜드 패밀리그룹컨퍼런스 제도를 살펴보았다. 또한 아동보호 실천에서 가족의사결정모델의 한국 적용가능성에 대한 논의로 실천철학적 측면, 문화적 측면, 실행시 수반되어져야 할 가족참여방법과 담당기관 및 지역아동네트워크개발의 측면을 제시하였다.

이용자관점에서 본 아이돌보미지원사업의 특성과 개선방안에 관한 기초연구 (A Basic Study on Public Nanny Service Characteristics and Improvement Strategies)

  • In order to find out better policy strategies for public nanny service, this study tried to find out the characteristics and the major problems of this service based on 24 in-depth interviews and 7 focus group interviews with nannies, beneficiaries, managers, and public agents. Research findings showed that public nanny service was effectively filling the gap between nursery care services and parent's care services(especially who are both working). Also, this service provided tailored support to parents who have urgent or unexpected problems which prohibit them from properly caring their children. Especially this service effectively worked for temporary needs of caring young children. This study proposes these two strategies as follows: First, the beneficiary selection criteria should be updated. Second, the level and types of available time should be raised to fit the diverse needs of parents.

A Study on the Effects of Psychological Adaptation of Social Service Users on Family Relations

  • Social services are divided into care services and other support services for the elderly, children and the disabled. These social services are the subject of great policy interest in that they can create two effects at the same time: increase in labor demand for service providers and increase the possibility of long-term accumulation of human capital for service recipients. Therefore, this study aims to confirm the hypothesis according to whether the use of social services affects family relationships and the effects of social service users' psychological adaptation on marital and parent-child relationships even when other related variables are controlled. The final result of this thesis is a regression analysis to find out the effect of psychological adaptation on the family relationship, spouse relationship, and relationship with children of subjects who have experience using social services. -.661, p=0.001), the higher the psychological adaptation, the higher the spouse satisfaction (β=.465, p=0.001) and relationship satisfaction with children (β=.360, p=0.001). In other words, it was found that the more depressed the psychologically, the more negative the relationship with spouse and children.

간호대상자옹호이론의 발전전망과 아동간호에의 적용방안 (Review on the Theory of Nursing Client Advocacy and Its Applications in Child Healthcare)

  • 서론 의료현장의 대형화, 관료화로 인한 인간기본권 침해로 인해 간호사의 옹호역할이 필수적인 간호활동의 하나로 부각되고 있다. 옹호 개념이 간호문헌에 대두되기 시작한 것은 약 40년 전의 일로, 그동안 꾸준히 진화되고 발전되어 왔으나 여전히 대상자옹호 개념은 명료하지 않고 임상실무 적용에 어려움이 있다는 문제 제기가 있었다. 이에 개념을 명확히 하고 아동간호실무적용의 가능성을 탐색하고자 하였다. 본론 2000년 이후에 발표된 실증적 연구논문을 분석하여 대상자옹호이론의 발전과 옹호연구의 동향, 아동간호영역에서의 적용에 대해 고찰한 결과 다음과 같은 결론을 얻었다. 첫째, 옹호 개념은 이론적 개념에서 실천적 간호활동으로 보는 견해가 우세해졌으며, 대상자옹호 개념은 체계적인 중범위 이론(mid-range theory)으로 발전하였다. 둘째, 옹호 개념에 대한 연구는 개념의 조작화나 방법론이 다양하게 확대되어, 간호대상자옹호가 간호중재로서 실무에 활용될 가능성이 있는 것으로 전망된다. 셋째, 아픈 아동이건 건강한 아동이건 아동은 성인에 비해 자신을 위한 권리주장이나 선택능력이 부족하다는 점에서 우선적인 옹호간호의 대상이다. 넷째, 임상아동간호실무, 건강한 아동을 위한 건강증진실무에 대상자옹호이론을 적용할 수 있다. 개인옹호, 단체옹호, 자기옹호 개념을 적용할 수 있다. 다섯 번째, 아동간호영역에서 대상자옹호와 관련된 다양한 연구가 수행될 수 있다. 여섯 번째, 효율적이고 능동적인 옹호역할을 수행하기 위해서 간호사의 준비가 필요하다. 결론 옹호 개념은 총합적이고 구체적인 이론적 구조로 서술되어 체계적인 중범위 이론(mid-range theory)으로 발전하였다. 이론에 대한 실증적 연구가 증가되어 개념의 조작화가 이루어졌으며, 간호중재로서 실무에 활용될 가능성이 있을 것으로 전망된다. 아동은 전형적인 취약인구층이므로 임상아동간호, 아동건강증진 실무영역, 아동간호연구 등의 분야에서 대상자옹호이론의 적용가능성이 높다. 효율적이고 전문적인 옹호역할을 수행하기 위해서 이에 대한 아동간호사의 훈련과 준비가 필요하다.

영유아기 자녀를 둔 어머니의 출산전후휴가 및 육아휴직제도 이용 경험 (Mothers' experiences using maternity and parental leave)

  • Objectives: While employed mothers' use of maternity and parental leave has increased, the contexts that facilitate or hinder mothers' leave policy use have been under examined. The purpose of this study was to explore mothers' experiences of using maternity and parental leave. Method: Twenty-two mothers with young child under age three participated in this study. Results: All 22 mothers used maternity leave and 12 mothers used parental leave. Three main themes were identified: different experiences of maternity leave, experiences of parental leave, and skepticism about the leave policy but with some hope that it will improve. Regarding the mothers' experiences of maternity leave, the mothers thought that maternity leave was easily accessible but some mothers still felt guilty for using maternity leave. They also prepared for their work gap before the leave to avoid harming their colleagues. Accessibility to parental leave varied according to the characteristics of the organizations (i.e., family-friendly organization culture, supportive supervisor) and family contexts (i.e., availability of child care from family members, financial issues). The mothers perceived that while parental leave helps working mothers coordinate their family and work life, it is not as accessible as maternity leave in Korea. They suggested extending the maternity leave duration and improving accessibility to parental leave. Conclusions: These findings suggest that policy support is warranted to help employed mothers with young children remain in the workforce. This study also has implications for supporting employed mothers' work and family life.

영아보육교사의 전문성 향상을 위한 현직교사교육 프로그램의 현황, 효과검증 및 향후 과제 (A Study of Infant Care Teacher's Training Program and Its Effectiveness : Implications for Research and Practice in Early Childhood Education and Care)

  • 본 연구에서는 보육교사의 전문성과 자질을 향상시켜야 한다는 시대 사회적인 필요성에 입각하여 현재 우리나라에서 보건복지령에서 정하는 전문기관에서 위탁하여 실시되고 있는 영아보육교사 교사교육의 현주소를 파악해 보고자 하였다. 또한 지난 몇 년간 "영아기의 발달적 특수성, 보살핌과 가르침의 통합성, 영아보육에서의 포괄적 서비스제공의 필요성"에 기초하여 "영아전문가과정(Infant Care Specialist Program)"을 개설하여 성공적으로 운영하고 있는 국내 한 영아전문가 과정의 실제를 소개하고, 본 과정의 효과를 검증하였다. 그 결과, 본 영아전문가 과정에 참여한 교사들의 사후 교사효능감과 영아발달지식수준이 사전에 비해 유의한 변화가 있는 것으로 나타났다. 이에 향후 영아교사 현직 교육프로그램의 내실화 방안을 마련하는데 있어 정책적, 제도적 제언을 제공하였다.
