China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.
Despite innovative efforts to accommodate changes in the payment environment, the new types of settlement risks that are emerging require preemptive and proactive responses. Therefore, Korea should complement and develop large-value funds payment system operation and risk management policies by introducing international standards and linking with advanced financial institutions. This study examines the major issues such as the development process and characteristics of the large-value funds payment system of the two countries, the operation policy of the central bank, and the risk management policy by comparing the US Fedwire with the Korea Bok-Wire+. In addition, policy implications are suggested for efficient operation and development of Bok-Wire+.
This paper aims to examine the implications of the global market for Korean textile and fashion firms with regard to recent changes in the international business environment to improve the corporative management to the level that the global economy demands. The trade and business environment is moving toward the paradigm of glocalism. As the geographical scope of the market and business environment continues to expand with the aid of technological development, demands for global standards as a means to offer universal validity in business settings have been raised. The glocalized society values diversity as a notion beyond global standardization. The world trade orders are subject to free trade; however, protectionism has substantially promoted trade barriers in the name of the environment and safety issues, ethical managements, and intellectual property rights. For sustainable development in the global market, Korean firms should strive to implement global standards related to these issues and corporate social responsibility in their business settings.
The COVID-19 pandemic has disrupted supply chains across the world. When the pandemic broke out, the disruptions were mainly due to the lockdowns imposed in various countries. The WTO has predicted that the pandemic might cause world trade to decline by 13 to 32 per cent in 2020. This paper will examine the implications of COVID-19 on digital trade, particularly the use of blockchain in the Asia Pacific. The Asia Pacific (particularly Singapore and Hong Kong) is a leader in the use of digital technologies. This paper will thus attempt to draw out lessons from the first movers for the rest of Asia. It will examine the bottlenecks in the application of this technology in the Asia Pacific countries, and the need for regulatory changes in the Asia-Pacific. It will trace the technology's barriers to adoption, both as regards interoperability, and regulatory framework. The advantages of blockchain technology in trade finance are clear; it can promote trade efficiency, mitigate risk and expand trade to other regions. However, earlier efforts to introduce digital technologies have failed. More collaborative efforts are required, so that networks can connect seamlessly on a single technology platform, and meet the demand for trade finance. The COVID-19 pandemic seems to have provided an enabling environment for the intensification of digital efforts, increasing their urgency; should these measures indeed successfully occur, they will improve the resiliency of supply chains across the region.
The logistics industry is changing with the diversification of demand and related technology development. Thus, the transportation system is also changing to social problems and environmental damage, and the importance of rail freight is increasing with changes in the international logistics environment. This study analyzes railway freight competition structure using freight volume and suggests improving the competitiveness of railroad freight. To achieve the research purpose, this study was conducted using the Hirshmann-Herfindahl Index(HHI) and Location Quotients(LQ) method. As a result, the concentration trend of railway trends has increased from 0.213 to 0.238 during the last 9 years, and LQ analysis has enabled the identification of local competition lines by item. The study result confirmed that policy measures on railway freight system, railway infrastructure construction and railway operation are necessary to enhance railway competitiveness.
National Competency Standards (NCS) is the knowledge, technology and attitude a country has organized by its industry sectors and levels to necessary to fulfill the duties in the industrial filed. NCS has been standardized in the national dimension to successfully execute the duties of the industrial site. Currently, many universities of South Korea have opened courses on trade practices however, these courses are not consistent in the execution of criteria and unit of export-import management competency of the NCS and not established well-balanced. This study explains the concepts and structure of the NCS, analyzes the execution criteria and unit of export-import management competency of the NCS and presents the subjects that need to be reinforced or established in the future based on the current status of the curriculum. Departments of Trade practices need to recognize the changes in the trading environment, boldly straighten the existing subjects which overlap or do not conform to changes by using the NCS skills analysis and establish new courses that match for the era to recover original competitiveness of Trade Department.
This paper provides empirical evidence on the reorganization of GVCs in East Asia, highlighting that structural trends explain a decrease in the fragmentation of production after 2011 but that it is not the result of rising trade costs along the value chain. Using harmonized inter-country input-output tables, the paper first analyzes the global import intensity of production to document changes in the structure of GVCs. It then calculates theory-consistent bilateral trade costs for intermediate and final products using an approach derived from the gravity literature and introduces a new index of cumulative trade costs along the value chain. These data are used to discuss whether the decrease in global imports is the consequence of shifts in demand, efficiency-enhancing strategies of firms or rising trade costs. Between 2011 and 2016, cumulative trade costs have decreased in East Asian GVCs. However, as COVID-19 is likely to intensify trade and investment uncertainties, trade costs could increase in the future. Policies aimed at reducing uncertainties and preserving the gains from trade and investment liberalization will be key in this new environment.
There is an expanding global network of free trade agreements (FTA). High-quality, comprehensive free trade agreements play an important role to support global trade liberalization and are explicitly allowed under the World Trade Organization (WTO) rules. An FTA is an international treaty that removes barriers to trade and facilitates stronger trade and commercial ties that contribute to increased economic integration between participating countries. Korea benefits from the global FTA trend; however it has started and developed FTA negotiations later than other countries. Current FTA agreements exist with Chile, Singapore, EFTA, ASIAN, India, EU, Peru, USA, Turkey, Australia, and Canada; in addition, there are ongoing negotiations with China, Colombia, New Zealand, and Vietnam. FTA open up opportunities for the textile/clothing industry to expand businesses into key overseas markets. FTA improve market access across all areas of trade to help maintain and stimulate the competitiveness of textile/clothing firms. This study examines the expansion of free trade agreements in light of changes in the international trade environment and the status of the Korean textile/clothing industry. Korea's textile/clothing export/import products and concession of tariff, country of origin covered under Korea-US/China FTA are investigated to identify problems. This study provides practical and policy implications for the textile/clothing industry in regards to the Korea-US/China FTA.

Since the establishment of Uniform Customs and Practice for Documentary Credits, The practices of the Credit transactions has been formed and developed with the rapidly changing progress of the international trade environment. but though the international standard banking practice have meaning to suggest a new examination standard, in practice, there are some problems on the judgement of the compliance of the documents. Therefore, for the useful judgement standard for compliance of the documents, the range of the standard should become concrete and simple so that all the related parties can forecast. and the opinions and interpretations published by ICC Banking Committee are recommended to be used, systematized and activated. and also with the change of the trade environment, the changed standard practice could be published annually for the useful use. and it will be necessary to consider to publish the publications in the form of the "White Book" Last, it is necessary to accept the changes by the needs of the times as the international standard banking practice promptly and analysis accurately its problems for the times of the electronic commerce, so that Credit systems should be settled and developed continuously as the useful means of the settlement of the proceeds conquering of the characteristics originated from the international transactions between the parties concerned.
Purpose - This study investigated competitive counteractions necessary for continuous growth in a rapidly changing logistics environment in Northeast Asia. Research Design, Data, and Methodology - Using a time series analysis, the study first investigated Northeast Asian trade scale and volume by examining online and offline material from the Ministry of Ocean and Fisheries, Busan Port Authority, and other government agencies. A literature survey was done to investigate the state and prospect of the logistics environment in Northeast Asia including changes in freight volume at major ports in the three Northeast Asian countries. Result - The results of the study suggest using the Trans-Korean Railroad (TKR), as well as promoting the North Pole and South Pole routes, to compete against changes in trade volume and the logistics environment in Northeast Asia. A SWOT analysis was done to examine the effectiveness of these strategies. Conclusions - The findings indicate that the TKR impact, using the Busan Port connecting the Trans-China Railway (TCR), the Trans-Siberian (TSR), and the North Pole Route, may be uncertain in practice considering the uncertainty in international politics.
