사업장 보건관리의 어려움과 성공전략에 대한 질적 고찰 (A Qualitative Review of the Difficulties and Success Strategies of Workplace Health Management)

  • 본 연구는 사업장 보건관리자의 우수한 보건관리 활동과 동기를 파악하여 추후 보건관리자의 활동에 대한 가이드를 제시하기 위한 연구이다. 본 연구는 5년 이상 동일한 사업장에 근무한 사업장 보건 관리자 21명을 대상으로 연구에 대한 동의를 얻은 후 반구조화된 설문지를 이메일로 보내 자료를 수집하였으며 응답한 내용을 질적 분석하였다. 본 연구 결과 17개의 범주와 3가지 주제가 도출되었다. 도출된 주제는 보건관리자로서의 보람과 성취감, 보건관리자로서의 어려웠던 부분, 어려움은 이렇게 해결하자 이었다. 보건관리자는 근로자가 마음을 열어주고, 생활을 변화시키기며, 감사해 하며, 새로운 분야를 개척하는 것에 보람과 성취감을 느낀다고 하였다. 반면, 예측할 수 없는 건강, 조직문화의 변화, 질병을 비밀화하는 것, 보건관리자 업무가 편하다고 생각하는 사람들에 대해 어려움을 느꼈다. 이러한 어려움을 극복하는 방법으로 근로자의 마음을 읽어주고, 스스로 알게 하며, 기존 프로그램을 활용하며, 가장 어려운 사람을 내 편으로 하며, 자신의 성과를 알리는 것이 필요하다고 하였다. 본 연구 결과를 통하여 보건관리자는 자신의 전문성을 갖추기 위하여 노력하고, 건강관리 성과를 지속적으로 알려 사업장의 정책결정자와 근로자들에게 보건관리의 중요성을 설득할 필요가 있다. 또한, 우수한 보건관리자의 성공전략을 적극적으로 벤치마킹해야 할 것이다.

의료기관 내 사내기업가정신 확산 요인에 대한 탐색 : 사내 혁신·창업 공모전 참가자의 관점에서 (Exploring Factors of Corporate Entrepreneurship within Medical Institutions : Focusing on the Perspective of Participants in the In-house Innovation & Start-up Contest)

  • Purpose: This study explores the diffusion factors of corporate entrepreneurship among members of medical institutions. Methodology/Approach: The study explores the case of Granum Sinapis Center at Seoul St. Mary's Hospital, the first medical institution to establish a support organization for "innovation and start-up" as well as examines the changes in individual perceptions of participants in the institution's in-house contest. Among the 140 participants in the 2nd Contest held in 2022, seven participants were selected for interview in consideration of their job occupation and years of service. In-depth interviews were conducted for each individual. Findings: The participants applied for the contest under the direct and indirect influence of co-workers as well as compensatory factors. An individual's corporate entrepreneurial characteristics can be innate or acquired. The participants of the in-house contest had a positive experience in contrast to the existing organizational culture. The results reveal that emotional support from top and middle managers, along with the role of dedicated departments, can affect innovative behavior. Practical Implications: Contest participants reported personal growth, improved job satisfaction, and a change in perception of the organizational culture; they expressed their willingness to recommend. The results confirm the need to support such systems and shift focus to managerial (emotional) support and dedicated resources for developing individual entrepreneurship.

부산광역시 도시공원의 관리운영 실태 분석에 관한 연구 - 관리주체측면을 중심으로 - (A Study on the Analysis of Urban Parks Management in the Busan City - Focusing on the Main Agent of Management -)

  • 본 연구는 부산광역시 조성 완료된 근린공원 69개소를 대상으로 관리하는 운영주체에 대한 파악과 그 실태를 분석하는 것을 목적으로 하고 있다. 이러한 연구목적을 달성하기 위해 공원녹지 관련 업무자료 및 담당자와 면담, 그리고 도시공원의 예산편성 자료를 바탕으로 관리주체를 조사하였으며, 위탁관리 및 별도의 기관에서 관리되는 경우는 홈페이지 및 직접방문을 통한 자료 수집을 통해 연구를 진행했다. 공원의 관리방식은 자치단체의 본청과 사업소에서 직영관리가 48개소(69.6%), 공단 및 민간단체에 위탁관리가 18개소(26.1%), 직영관리와 위탁관리를 병행하는 혼합관리가 3개소(4.3%)로 파악되었다. 그리고 도시공원의 관리 실태를 종합분석한 결과, 위탁관리하고 있는 공원은 공원의 총괄 관리가 미약하며, 공원관리가 조경 및 청소 등의 유지관리 위주로 관리되어 이용자를 위한 프로그램 운영이 미흡한 것으로 나타났다. 그리고 기초자치단체에서 관리되고 있는 총 46개소의 공원은 대부분 규모가 작은 근린공원이며, 공원의 유지관리를 위해 무기계약직 근로자 및 기간제근로자를 고용하여 관리하고 있어, 공원 관리운영을 위한 전문 인력 및 조직체계가 개선이 시급한 것으로 분석되었다. 또한, 공원 내 교양시설은 별도의 기관에서 관리하고 있어, 공원 내 공원시설이 아닌 독립된 교양시설로서 공원관리와 분리된 형태로 관리되고 있는 것으로 나타났다. 이러한 결과의 해결 방안으로는 공원의 적정인원 고용에 대한 법제화 및 제도적 개선, 시민단체와의 협력적 네트워크 구축, 시대변화에 따른 이용프로그램 기획 및 개발과 더불어 이용객 위주의 프로그램 관리를 지속적으로 실시하여야 할 것으로 판단된다.

Positive Psychological Capital, Job Intensity, Customer Orientation and trust in O2O Distribution Market

  • Purpose: O2O Service is a major internet-based distribution industry. The purpose of this study is to confirm the effects of positive psychological capital on job intensity, customer orientation, and the mediating effects of trust of O2O employee. Research design, data and methodology: This study aims to identify the effect of positive psychological capital on customer orientation and job intensity through empirical analysis. 475 questionnaires were used for the final analysis using random sampling methods from O2O employees working at leading distribution companies for hypothesis verification. The analysis methods used for hypothesis testing in this study were analyzed using the SPSS 21.0 statistical package. Results: Empirical analysis shows that it is an important factor in increasing job intensity and customer orientation, and that company trust has a significant influence through mediating effects among variables. Conclusions: In order to enhance job intensity and customer orientation for O2O distribution workers, it is necessary to change efforts with management efforts for positive psychological factors and trust. It is also believed that company trust should be considered as an important factor in the future leadership competency development system in that it can promote positive psychological capital, further strengthening job intensity and customer orientation.

작업자의 작업성향상을 위한 작업설계시스템의 개발 (Development of Operation Planning System for Worker's Productivity)

  • In manufacturing industry, machining technology for metal cutting processes has been considered traditional and economic dimensions such as production cost, production time and quality of a final product. However, owing to governmental regulations and the change of owner's cognizance, the safety of the workers becomes important in those fields. In this paper, the operation planning system developed as a key component of CAPP(Computer Aided Process Planning) system is introduced for milling operations. The main issue in the system is to determine the cutting conditions in achieving a balanced consideration of productivity and worker's safety. For this reason, the system performs the modification process of standard cutting conditions to satisfy those requirements. Related to machining safety in metal cutting, representative and habitual mistakes that operators perform without considering carefully the characteristic of machine or work piece are described and then the detailed algorithm and functions of the developed system is introduced and discussed.

호텔 베이커리 종사원의 직무, 조직, 작업환경이 이직의도에 미치는 영향에 관한 연구 (A Study on Duty and System and Work Environment of the Turnover Factors among Bakery Employees at Tourist Hotel)

  • The purpose of this study was to examine what caused bakery employees at tourist hotel to leave their job. It's basically meant to lay the foundation for increasing personnel management efficiency and reducing turnover rate, as an attempt to prevent workers from quiting their jobs would be a successful way to take advantage of human resources more efficiently. Both theoretical and experimental approaches were utilized to serve the purpose of this study. First, concerning salaries, their turnover intention was under the influence of whether they were properly paid or gained a sufficient living. Second, as for environmental factors, their turnover intention was affected by performance appraisal and interpersonal trust with colleagues. Third, regarding job-related factors, their turnover intention was impacted by whether their job was clearly defined, how much they were satisfied with their job and whether their posts were suitable. Forth, the change of job was subjected to the influence of the desire for job in another region, job in another company and another kind of job. And there should be a clear distinction between sales and other works, and they should carefully be treated so that they could find their job more satisfactory.

신 공중보건과 국가공중보건체계 (New Public Health and National Public Health System)

  • The New Public Health(NPH) is a comprehensive approach to protecting and promoting the health status of each individual member and society as a whole. NHP is not so much a philosophy to broaden the understanding of public health as it is an action plan to address current public health system. This paper's objectives include increasing public and professional awareness of the significant changes in the national public health systems of developed countries and contributing to more effective delivery of public health services in Korea. This paper reviews articles and documents concerning NPH and the public health system, and outlines of the achievements in developed countries since NPH movement began. These include the change in the definition and function of public health, expansion of public health networks, strengthening of public health policy, reorientation of public health delivery systems, promotion of workforce capacity, and the implementation of evidence-based management. To overcome the challenges facing the public health system of Korea, we must prioritize the value of population-based approach, expand the notion of a public health system to encompass all sectors that can influence health, promote a "Health in All Policies" approach, focus on an evidence-based health policy and program, develop core competencies for public health workers, and establish performance standards for public health organizations based on the core functions of public health.

  • Today, term of ‘industrial society’means the totally changing society by new technical innovation through the Industrial Revolution begun in England at the mid-nineteenth century and it made social structure centering agricultural culture change with industrial culture with expansion of goods by the massive production. Information working area has to bo a space not just for improving business efficiency in industrial society but for developing efficiency in working in harmony with the information and structural aspects based on computer and communication technology. There are two kinds of environmental elements of working space : the tangible ones are the area and the structure of working space, lights, network, layout and information machines in office, the intangible ones are a feeling of satisfaction of management and arrangement of office information machines capability of information delivery, common ownership of documents and their files, the security and connection between office workers, and harmony. According to the wave of information begun from the late twentieth century, structural layout of working area has become various by the working type through network of new developed information communication machines. But it is hard to apply them in actually.

조손가족의 문제점과 지원에 대한 정향성 연구 (A Study on the Orientation for Problems and Support in Grandparent and Grandchildren Family)

  • Modern society has become an aging society, and the National Statistics Office(NSO) expects that Korea will be also an aging society by 2019, that is, people over the age of 65 will account for 14 percent from the total population. In addition, the increase of labor flexibility is also one of the dramatic features in modern society. However, this social shift have unpredictable results, that is, the advent and increase of grandparent and grandchildren family. Modern medical technology has given Koreans longer expectancies, and structural and economic changes in society have brought early retirement. One of the main reasons that grandparent and grandchildren family increase is below an average of two children per family. There are various services available such as Health support center, Dream start center, Youth support center, Community child center, and Community welfare center. Besides, schools operates various programs for grandparent and grandchildren family with social workers and school counselors. But, most of all, what is necessary is a change of perspective on them. Basically, we need to develop a clear perspective on grandparent and grandchildren family as a not dismantling family type but alternative family type with creating a separate program or service

의료기관 노사분규 사례분석연구 (A Study on the Recent Labor-Management Dispute Cases at Medical Institutions)

  • Recently, a long strike by hospital labor union emerged as a serious social issue. During the Worldcup Games in June, 2002, labor strikes broke up at 'C', 'K' and other hospitals, and in 2007, 'Y' hospital suffered much from a strike. Such series of extreme labor disputes have awakened people of importance of a more stable labor-management relationship for the medical institutions responsible for people's health than any other business organization. The purpose of this study was to examine the labor-management disputes at 'Y' hospital in 2007 and 'C' and 'K' hospitals in 2002. The results of this study can be summarized as follows; First, requests of the labor union such as pay raise, reemployment of the irregular workers as regular employees and participation of the labor union in personnel affairs are the long-held or core issues suffered by the medical institutions. Such issues are not independent from each other but complicated with each other surrounding the pay raise. Accordingly, it is not easy to determine the genuine bone of issue for labor-management disputes. Second, the model type of disputes between labor and management at medical institutions may be strike. However, it is conceived that the type of disputes would be subject to change as the essential medical service area system began to be operated since 2008. Third, the common characteristic of the labor strike among the 3 sample hospitals was occupation of the hospital lobby for a sit-in strike to maximize the negative effects of strike. Article 42 (Prohibition of Violence) of Labor Union and Labor Relation Coordination Act prohibits occupation of production or other important business facilities. In addition, since Ministry of Labor interprets that the hospital lobby belongs to the important business facilities enumerated by Article 42 of the above act, occupation of the hospital lobby for a sit-in strike may be too controversial to be admitted as a fair act of labor dispute when its legitimacy should be judged. Fourth, the counter-measures taken by the hospitals against the strike were observance of the principle 'no labor no pay,' closure, legal action, accusation, claim for recovery of damage, provisional seizure, disciplinary punishment, etc., but the principle of 'no labor, no pay' was not applied in a fair manner by 'C' and 'K' hospitals. However, 'Y' hospital applied this principle thoroughly to the strike; the hospital conduced to correction of the wrong labor-management relationship by refusing inclusion in the labor collective agreement of a provision about payment of wage during the period of strike or labor union's request to that effect during a strike. In addition, 'Y' hospital took an effective measure to end the strike earlier by notifying the labor union of cancellation of the collective agreement and banning the unionists from entering the hospital.
