The purposes of this study is to draw up some measures for improving the farmer's satisfaction for certificate system of environment-friendly agricultural products. The data was collected from a survey in 2013. The results of survey for farmers producing environment-friendly agricultural products are as follows. First, almost 60% of the respondents are certified by the private certificate bodies. Second, the main factors affecting farmers' choice of the authority are their trust (49%), geographical adjacency (22.1%), and other farmers' recommendation (7.7%), etc. Third, the index of farmers satisfaction level regarding the certification bodies and the examiner is estimated as 4 out of 5 marks followed by ex post facto management (3.8), application process (3.77), application document (3.66), etc. Lastly, farmers want to make improvement on the complicated application process most (37.9%), followed by expensive application fee (25.2%) and excessive application documents (17.5%). The results can be used to improve the supervision system of certification bodies of farmers, who produce environment-friendly agricultural products.

Civil aircraft noise certification standard is based on the ICAO Annex 16 Vol. 1. And, the standard uses A-Weighted SPL, EPNL and SEL method depending on the aircraft category. Korean noise standards, KAS 36 and other nation's CS 36 and FAR 36 noise standards were developed and revised according to the international noise standards, ICAO Annex 16. And, the national noise requirements are equivalent each other. The small airplane noise certification requires only take-off noise level with A-Weighted SPL in dB(A) unit. The first Korean aircraft noise certification was performed for the KC-100 certification in August 2012 with Korean authority and U.S. FAA. The noise certification requires much knowledge and experience in flight tests and noise data processing. In this study, the noise test requirements, test conditions and data correcting methods are shown with the test examples.

Recently, public certificates issued by nationally-recognized certification bodies have been abolished, and internet companies have issued their own common certificates as certification authority. The Electronic Signature Act was amended in a way to assign responsibility to Internet companies. As the use of a joint certificate issued by Internet companies as a certification authority is allowed, it is expected that the fraud damage caused by the theft of public key certificates will increase. We propose an authentication model that can be used in a security gateway that combines PKI with a blockchain with integrity and security. and to evaluate its practicality, we evaluated the security of the authentication model using Sugeno's hierarchical fuzzy integral, an evaluation method that excludes human subjectivity and importance degree using Delphi method by expert group. The blockchain-based joint certificate is expected to be used as a base technology for services that prevent reckless issuance and misuse of public certificates, and secure security and convenience.

Medical information is an important personal information for patients, and it must be protected. In particular, when medical personnel approach electronic medical records, authentication for enhanced security is essential. However, the existing public certificate-based certification model did not reflect the security characteristics of the electronic medical record(EMR) due to problems such as personal key management and authority delegation. In this study, we propose a fingerprint recognition-based authentication model with enhanced security to solve problems in the approach of the existing electronic medical record system. The proposed authentication model is an EMR system based on fingerprint recognition using PEMS (Private-key Escrow Management Server), which is applied with the private key commission protocol and the private key withdrawal protocol, enabling the problem of personal key management and authority delegation to be resolved at source. The performance experiment of the proposed certification model confirmed that the performance time was improved compared to the existing public certificate-based authentication, and the user's convenience was increased by recognizing fingerprints by replacing the electronic signature password.

Ad hoc networks enable efficient resource aggregation in decentralized manner, and are inherently scalable and fault-tolerant since they do not depend on any centralized authority. However, lack of a centralized authority prompts many security-related challenges. Moreover, the dynamic topology change in which network nodes frequently join and leave adds a further complication in designing effective and efficient security mechanism. Security services for ad hoc networks need to be provided in a scalable and fault-tolerant manner while allowing for membership change of network nodes. In this paper, we investigate distributed certification mechanisms using a threshold cryptography in a way that the functions of a CA(Certification Authority) are distributed into the network nodes themselves and certain number of nodes jointly issue public key certificates to future joining nodes. In the process, we summarize one interesting report [5] in which the recently proposed RSA-based ad hoc signature scheme, called URSA, contains unfortunate yet serious security flaws. We then propose new scheme by fixing their security flaws.

Librarian certification in Korea is issued by the LIS Departments, the Academy of Librarianship, and the Academic Credit Bank system; however, it has been pointed out that there is a limit to how much these nurture high quality librarians, because the education quality and contents varies from education institutions and there is no verification method for certification issued by educational programs. Therefore, this study investigated certification systems of academic or training programs that are conducted at home and abroad, analyzed how the certification systems are oriented, what the purpose and criteria of the certification systems are, and what the content of assessment is. As a result of this investigation, several areas needing change were identified which if adopted can improve the system. These included making amendments to the library laws related to the certification system, substantially revising the relevant enforcement ordinance, making changes to the selection of the Certification authority, establishing certification standards and procedures, developing contents related to document examination and due diligence audits, rating the effects of the certification system, and setting standards. Improving the Librarian Certification System has been discussed over the past 20 years and should not be delayed any longer because of the university structural reform of the current government, the rapid rise of the qualified librarians, decreasing employment due to the human resources supply and demand imbalances, all of which has resulted in a survival crisis of four-year Department of Library and Information Science.

This paper will introduce the safety authorization system for light rail transit(LRT) through investigating safety certification & safety authorization in foreign country and aviation field in Korea. The safety authorization system proposed by the government these day was also investigated. Korea Transportation Safety Authority(KOTSA) have conducted safety validation process on Busan-Gimhae LRT before its revenue service during three months since Jan. of 2011. We describe the overview of these validation activities, results and safety certification issued. Learning from this process, we propose the standardized safety validation process including checklists which can be applied to common unmanned light rail system. This study will be a basis of railway safety authorization for LRT and will be continually improve its application ability by the future study.

This paper presents a survey results on the material properties sharing system database on composite in USA. The requirements on management and database for Korean composite product that meet KAS (Korean Airworthiness Standard) are suggested. The certification policy on composite material qualification of also introduced. The benefits to material supplier, aircraft manufacturer and certification authority, which get through the database have been considered. The database managing process, composite material manufacturing process, properties and design allowable meeting KAS have been suggested.

Certification is the process of issuing a certificate to indicate conformance with a standard, a set of guidelines or some similar document. Any organization or individual may issue a certificate. In some cases a certificate may be required for legal reason. In such circumstance the certificate takes on the role of a licence from a statutory authority. In railway industry safety has always been the first concern. To achieve certification, specific safety management is required. In this paper, different types of safety management process through out the world are mentioned, and safety management structure appropriate to our circumstance is represented.

Purpose: The study was done to develop the model of regulatory body of advanced practice registered nurse. Method: This was a descriptive study adopted a method of comparison and construction of laws. Result: The type of partnership of government and people were privatization, negotiated rule-making, standard-setting authority, self-regulation. The pattern of partnership were applied to the regulatory body's role; administration of certification and examination, setting standards for nursing education programs and approval nursing programs. The regulatory body of advanced practice registered nurse was organized according to it's role. Conclusions: It is needed to proceed to self-regulation step by step.
