The COVID-19 pandemic had substantial negative impacts and caused several disruptions to the global supply chain of the shipping industry. The key challenges identified in terms of maritime manpower are the Certificates of Competency (CoC) or the expiration and/or failure to complete refresher and/or revalidation courses, which directly hinder employment retention and lost opportunities at sea. To tackle this issue directly and swiftly, the creation of the APEC SEN Distance Learning Platform was suggested and approved by APEC as part of an official project. This paper introduces the APEC-wide accessible distance learning platform with the following key topics: the organisation and operation of the platform, the themes and content to be prioritised, the process of education, training, certification, and the ways to promote accreditation, mutual recognition on CoC, education and training videos by taking collaborative actions, and the development of content.
This study is aimed to evaluate the satisfaction level and effective value in acquiring the coffee-related private certificates for purpose of development and growth of the coffee industry in Korea. Analysis had being made to investigate on which parts of the vocational competencies designated by National Competency Standard are developed by the coffee-related private certificates implemented in Korea and the effect of such certificates on the job satisfaction and intent to utilize are further elaborated. While technical ability, self-development ability, problem-solving ability had a positive (+) effect on overall job satisfaction. Further, job satisfaction of vocational competencies had a positive (+) effect on the utilization intention. Through this study, it is found that the coffee barista private certificates have a considerable effect on the development of vocational competencies, improve the job satisfaction and are utilized as a material evaluating ability scales for recruitment and employment.
This study surveyed 244 employees out of a total of 356 graduates from the steel industry in 2015 to February 2019. The employment rate of graduates is POSCO 67.7%, Hyundai Steel 23.8%, POSCO families 13.1%, and Hyundai Steel families 8.5%. The national certificates acquired by each section were surveyed, with 53.1% of metal section, 39.8% of mechanical section, and 7.1% of other section. Preferred national certificates were POSCO, machinery maintenance industry technicians, steelmaking technicians, and Hyundai Steel followed steelmaking technicians, mechanical maintenance industrial technicians. Among other certifications, the national certificate of industrial safety industrial engineer was preferred. In addition, the average number of national certificates per person for major employment is 5.06 for POSCO, 5.35 for POSCO families, 5.29 for Hyundai Steel, and 4.73 for Hyundai Steel families. The average number of national certificates for S-OIL, KEPCO, Poongsan Metal, etc., is 2.51. In conclusion, it was found that the national certificates related to majors are used as the main evaluation data in finding suitable majors and competency for the job when recruiting talents.
This study was conducted to examine the remuneration curriculum of vocational ability development training teachers and instructors and to examine ways to apply micro credentials. To this end, the current status of the remuneration curriculum of vocational ability development training instructors and instructors at K University's Competency Education Development Institute, the characteristics of micro credentials, and the possibility of linking the remuneration curriculum to micro credentials are as follows. First, most of the recognition of digital certificates was positive for digital certificates such as digital credit, digital badge issuance, and recognition of the recognized qualification process of maintenance education when completing the training course. In addition, as a method of applying micro credentials to conservative education, various cases were proposed to benefit from conservative education, systematization and grading of the qualification process, and credit of the qualification process. Second, as an institutional supplement to enhance the utilization of conservative education using micro credentials, the need to expand NCS-based major conservative education, provide efficient learning contents and learning methods, and set minimum completion time. In addition, the most common response as a way to improve the understanding of teachers and instructors in vocational ability development training was the micro credential promotion plan. Third, in the role of conservative education institutions and vocational ability development training instructors and instructors, conservative education institutions mention maintaining educational quality the most, and active participation was the role of vocational ability development training instructors. Through this study, it is expected to establish a vocational training environment that can enhance expertise and provide a practical portfolio of practical competency history by linking the remuneration curriculum of vocational competency development training instructors and micro credentials.

Recently, many companies recognize the individual human resource as a core asset of the corporate value creation and devote a lot of effort to develop and manage competency-based human resource in order to strengthen the corporate competitiveness. As the integrated construction company taking the major portion in Korean construction industry, its construction engineers perform the construction supervision task with various related parties at each stage of the life cycle of the construction project. Therefore, the competency of a construction engineer is an important factor which have a direct impact on the success of the construction project. However, the current capability evaluation scheme of the domestic construction engineers is mainly oriented on the qualification factors such as the certificates or the seniority and this is quite different from evaluating the actual ability for construction management tasks. In this point of view, this study proposes the appropriate level of proficiency in cost management by analyzing the work process and its detailed items of the cost management that is the one of the basic management items of the construction industry. Based on this, this study analyzes the current competency level of the construction engineer by comparing with the required competency of each job position and also performs the engineer's work competency analysis of each work step.

This paper presents an improved evaluation method, based on National Competency Standards (NCS), of National Technical Qualification (NTQ) examination in Electronics Fields such as Craftsman Computer, Industrial Engineer Computer Maintenance Control, Engineer Computer System Application, Engineer Computer, Engineer Embedded) to reflect practical vocational abilities and raise values of NTQ certificates. To evaluate each NTQ examination, we carefully chose corresponding NCS competency units for practical performance test, written subjective test, and mixed test through the advisory committee with industry, education, and qualification experts. In addition, we verified useful effects of the NCS-based evaluation method by performing and analyzing the simulated tests. We used both single and mixed problems in practical performance test and new problems about system design and implementation based on various working scenarios in written subjective test.

The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer's comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers' information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

Accelerated technological advances and the convergence of information and communication technologies have led to changes of career concepts from one of lifetime employment to that of lifetime career. Given the importance of continuous career development for workers these days, systematic supports for workers' career development at the national level is necessary. Accordingly, a conceptual model of career competency mobility map (CCMM) has been proposed to support the development of workers' career competencies. The purpose of this study is to identify key issues that we should consider for real implementation by applying to each stage of the CCMM conceptual model as a case study. Based on the procedure presented in the conceptual model, the research process which includes collecting user information, conducting self-diagnosis of NCS-based job competencies, deriving necessary training competency, offering the guidance of training programs and job information were conducted. The results of the case study showed our participants' scores of competencies required further development and ranged from 1.83 to 4.52. Sequentially, a personalized information profile was offered for competency development, including training, certificates, and job information. Participants stated that the diagnosis results and profiles were meaningful and helped to explore further career development. Based on the results, implications are suggested.

The educational process and result of onboard training should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watch-keeping for seafarers(STCW), 1978. In particular, the revised Convention requires that a trainee's seagoing service must be recorded in each cadet's Training Record Book approved by the maritime administration responsible for the issuance of certificates of competency. Trainees for certification under regulation III/1 of the STCW Convention are required to complete an approved on-board training programme. The purpose of this paper is to understand the compliance of the education for an approved on-board training programme. The questionnaire was distributed among 110 cadets being trained on board the training ship of the maritime college of the Mokpo National Maritime University. In this study, we conducted the questionnaire survey which is related to the on-board training programme such as marine engineering; controlling the operation of the ship and care for persons on board; electrical, electronic and control engineering; etc. The survey revealed that onboard training program was normally satisfactory, however, lack of practical training tools and time have accounted for most of the reasons for dissatisfaction. Therefore, it is our goal to enhance the satisfactory value of onboard training education by analyzing the reason of the dissatisfaction.

Objectives: The purpose of the study was to examine the expected role and competency of future public health dental hygienist. Methods: This study was cross-sectional design. One dental hygienist per 16 cities and provinces was selected from the list of Korea Society of public dental hygienists. After signing in the informed consent, the interview was carried out. Transcripts were made after each interview. Six researchers recorded meaningful contents in the transcripts. They classified and integrated the information that they had recorded commonly or not. Their opinions were converged by conference. Two supervisors verified results whether they were derived from actual recordings for the reliability of the results. The records were confirmed once again and corrected into common message. Results: The main difficult subjects in public health official examination were public health, English, and medical legislation to pass the examine. The preliminary certificates included public health related certificate, computer certificate, and driver's license. In the personality aspect, creativity, activeness, cooperation and good responsibility were very important trait to public health official. Among 16 interviews, 9 were positive and 5 were negative about the future prospects of a public dental hygienist. Conclusions: The future of public health dental hygienist will be positive. Throughout effort to prepare for the public health official, the public health dental hygienist will be expanded and in many ways the dental hygienists will take the charge of the important parts of the public health administration in the near future.
