Hierachical Bayes Estimation of Small Area Means in Repeated Survey (반복조사에서 소지역자료 베이지안 분석)

  • In this paper, we consider the HB estimators of small area means with repeated survey. mao and Yu(1994) considered small area model with repeated survey data and proposed empirical best linear unbiased estimators. We propose a hierachical Bayes version of Rao and Yu by assigning prior distributions for unknown hyperparameters. We illustrate our HB estimator using very popular data in small area problem and then compare the results with the estimator of Census Bureau and other estimators previously proposed.

  • The historical study reveals that our ancestors had maintained a system which could produce data on population and households. The main purposes of maintaing the system at that time were taxation and conscription. At the present time, however, there are three major data sources which produce the statistics on pop-ulation and households in Korea : Civil Registration System, Resident Registration System and Popula-tion Census. These three systems are found to have some problems. there are some inherent problems in the regis-tration systems, such as problems in its coverage, accuracies in contents and timeliness in reporting the vital events and publishing the results. The population census has also non- sampling erors, such as errors in coverage, respone and non-response. Apart from the above mentioned problems, there are also conflicting problems arised from having three data sources, We can find some overlapping problems and difficulties in comparative studies. In the future, these problems should be considered for the improvement of the quality of statistics on population and household.

  • The recent census project that non-Hispanic White will be minority in thirty years has been accepted by the conservative media and politicians as the factor that threatens the authentic American national identity. The concerns about the majority-minority population chance influenced the election of Donald Trump who explicitly claimed the restriction of immigration, promising strong controls over the entry of undocumented immigrants. In the process, 'white-nationalism' based on the connection of racial whites and authentic American identity has been central issues in American society. In this sense, this paper examines who has been included/excluded from 'racial Whites' throughout the American history relating to the American identity politics and how these processes have shown the covert strategies of the whites for maintaining their privileges.

A Study of Collaboration between GIS and Census Data for Urban Analysis and Location Analysis (도시현황분석과 시설물 입지분석의 과학화를 위한 센서스와 GIS의 연계 활용방안 연구)

  • The purpose of this study is to show how could GIS along with digital maps and census data be used for scientific urban analysis and location analysis for a proposed project. Results are summarized as follows. First. after digital maps being completed, the census tract system being adopted, and major urban data being inputted in the computer file, GIS could be used intensively for various reliable urban analysis. With graphic statistical, and overlay functions of GIS, various physical and socio-economic characteristics of urban areas could be presented for analysis in the form of thematic and datapoint maps on the computer screen. Second, the locational analysis for a proposed project is a major part in the building permit review process, which tends to become disputable and time consuming as society become pluralized. Along with various GIS functions scientific decision-making methods could be developed, and the methods could play an important role for faster and scientific location analysis. As such, GIS would play an important role for faster and reliable urban analysis and location analysis and these functions finally would play important roles to improve public services and administration of local governments.

Nurse Staffing Levels and Proportion of Hospitals and Clinics Meeting the Legal Standard for Nurse Staffing for 1996~2013 (의료법에 의거한 의료기관 종별 간호사 정원기준 충족률 추이 분석)

  • Purpose: To analyze the proportion of medical institutions meeting the legal standard for nurse staffing. Methods: Data collected from 29,282 institutions between 1996 and 2013 were analyzed. Nurse staffing was measured as daily patient census per registered nurse (RN). The standard for general hospitals, hospitals, and clinics is 2.5 or less, and that for long-term care hospitals is 6.0 or less of the daily patient census per RN. Clinics may substitute nursing assistants for RNs by 50% or 100% depending on their daily inpatient census; long-term care hospitals may substitute nursing assistants for RNs by two thirds of the required number of RNs. Results: The proportion of general hospitals, hospitals, clinics, and long-term care hospitals meeting the standards was 63%, 19%, 63%, and 94%, respectively, in 2013. While general hospitals had an increase in the proportion during the 1996-2013 period, small changes were found in hospitals and clinics. In 2013, nurses were estimated to care for 16 (interquartile range: 12~24) patients per shift in general hospitals. Three quarters of clinics had no RNs in 2013. Conclusion: Many medical institutions did not meet the legally mandated minimum staffing level. The government must implement policy actions for all medical institutions to meet the legal standards.

Visual census and hydro-acoustic survey of demersal fish aggregations in Ulju small scale marine ranching area (MRA), Korea (수중촬영조사법과 음향자원조사법을 활용한 울주군 연안 소규모 바다목장 해역의 어류 군집 조사)

  • Visual census and hydro-acoustic survey was carried out at Ulju small scale marine ranching area (MRA) to estimate demersal fish aggregations on September and November 2013. In this hydro-acoustic survey, the authors combined an image sonar with a scientific echo sounder to monitor an underwater situation and compare two acoustic data. Consequently, visual census survey was useful to estimate fish species composition for hydro-acoustic survey, because it is easy to identify aggregated fish species and overcome limits on a fishing depth and ability of an conventional fishing gear like a bottom gill-net or a fish trap at marine ranching area. Mean fish density was estimated as $0.757g/m^2$ on September and $0.219g/m^2$ on November and Fish abundance was finally calculated as 1.51ton (coefficient of variation, CV=13.1%) on September and 0.44ton (CV=47.7%) on November, respectively. Hydro-acoustic survey combined with the image sonar was useful to monitor fish aggregations and estimate fish stocks around artificial reefs at shallow coastal MRA. We were able to easily identify the underwater structures like an artificial reef and a fishing rope as well as fish aggregations from image sonar data. Therefore, the method was effective to separate unwanted echo signals in acoustic data of scientific echo sounder.

Performance Improvement for Robust Eye Detection Algorithm under Environmental Changes (환경변화에 강인한 눈 검출 알고리즘 성능향상 연구)

  • In this paper, we propose robust face and eye detection algorithm under changing environmental condition such as lighting and pose variations. Generally, the eye detection process is performed followed by face detection and variations in pose and lighting affects the detection performance. Therefore, we have explored face detection based on Modified Census Transform algorithm. The eye has dominant features in face area and is sensitive to lighting condition and eye glasses, etc. To address these issues, we propose a robust eye detection method based on Gabor transformation and Features from Accelerated Segment Test algorithms. Proposed algorithm presents 27.4ms in detection speed with 98.4% correct detection rate, and 36.3ms face detection speed with 96.4% correct detection rate for eye detection performance.

Cancer Risks among Welders and Occasional Welders in a National Population-Based Cohort Study: Canadian Census Health and Environmental Cohort

  • Background: Welders are exposed to many known and suspected carcinogens. An excess lung cancer risk among welders is well established, but whether this is attributable to welding fumes is unclear. Excess risks of other cancers have been suggested, but not established. We investigated welding cancer risks in the population-based Canadian Census Health and Environmental Cohort. Methods: Among 1.1 million male workers, 12,845 welders were identified using Standard Occupational Classification codes and followed through retrospective linkage of 1991 Canadian Long Form Census and Canadian Cancer Registry (1992-2010) records. Hazard ratios (HRs) were calculated using Cox proportional hazards models based on estimated risks of lung cancer, mesothelioma, and nasal, brain, stomach, kidney, and bladder cancers, and ocular melanoma. Lung cancer histological subtypes and risks by industry group and for occasional welders were examined. Some analyses restricted comparisons to blue-collar workers to minimize effects of potential confounders. Results: Among welders, elevated risks were observed for lung cancer [HR: 1.16, 95% confidence interval (CI): 1.03-1.31], mesothelioma (HR: 1.78, 95% CI: 1.01-3.18), bladder cancer (HR: 1.40, 95% CI: 1.15-1.70), and kidney cancer (HR: 1.30, 95% CI: 1.01-1.67). When restricted to blue-collar workers, lung cancer and mesothelioma risks were attenuated, while bladder and kidney cancer risks increased. Conclusion: Excess risks of lung cancer and mesothelioma may be partly attributable to factors including smoking and asbestos. Welding-specific exposures may increase bladder and kidney cancer risks, and particular sources of exposure should be investigated. Studies that are able to disentangle welding effects from smoking and asbestos exposure are needed.

  • This study applied SGM (Semi Global Matching) to generate DSM (Digital Surface Model) using WorldView-1 high-resolution satellite stereo pair in Terrassa, Spain provided by ISPRS (International Society for Photogrammetry and Remote Sensing). The SGM is an image matching algorithm that performs the computation of the matching cost for the stereo pair in multi-paths and aggregates the computed costs sequentially. This method finally calculates the disparity corresponding to the minimum (or maximum) value of the aggregation cost. The cost was applied to MI (Mutual Information), NCC (Normalized Cross-Correlation), and CT (Census Transform) in order to the SGM. The accuracy and performance of the outline representation result in DSM by each cost are presented. Based on the images used and the subject area, the accuracy of the CT cost results was the highest, and the outline representation was also most clearly depicted. In addition, while the SGM method represented more detailed outlines than the existing software, many errors occurred in the water area.

Authentication Performance Optimization for Smart-phone based Multimodal Biometrics (스마트폰 환경의 인증 성능 최적화를 위한 다중 생체인식 융합 기법 연구)

  • In this paper, we have proposed personal multimodal biometric authentication system based on face detection, recognition and speaker verification for smart-phone environment. Proposed system detect the face with Modified Census Transform algorithm then find the eye position in the face by using gabor filter and k-means algorithm. Perform preprocessing on the detected face and eye position, then we recognize with Linear Discriminant Analysis algorithm. Afterward in speaker verification process, we extract the feature from the end point of the speech data and Mel Frequency Cepstral Coefficient. We verified the speaker through Dynamic Time Warping algorithm because the speech feature changes in real-time. The proposed multimodal biometric system is to fuse the face and speech feature (to optimize the internal operation by integer representation) for smart-phone based real-time face detection, recognition and speaker verification. As mentioned the multimodal biometric system could form the reliable system by estimating the reasonable performance.
