Evaluation and Suggestions of the Army-College Joint Training System for Non-commissioned Officers (육군 부사관 협약제도의 효과성 평가와 개선 방안)

  • Ten years have passed since an arm-college joint education system with the goal of efficiently acquiring future non-commissioned officers (NCOs), and approximately 4,000 annual graduates of the programs have already actively been in position in Korean Army. We evaluated the effectiveness of the system based on an empirical survey for 100 respondents, all sergeants-first-class and above. The analysis shows that the graduates' general performance and attitude as NCOs appear to be superior to those who were recruited from the general public, while there were no statistically significant difference in some other areas. NCOs from the departments of the program showed higher capacity to conduct his duty of expertise, better accountability, and more positive attitude toward the routine tasks. Several policy messages are also drawn. We suggest that the Army and the relevant schools take appropriate measures like more active institutional support for upgrading the system. Additionally, their initial selection process for prospective NCOs, high school graduates, should also be improved.

Implementation of Dual-Mode Channel Card for SDR-based Smart Antenna System (SDR기반 스마트 안테나 시스템을 위한 듀얼 모드 채널 카드 구현)

  • In this paper, we describe the implementation and performance of a dual-mode Software Define Radio (SDR) smart antenna base station system. SDR technology enables a communication system to be reconfigured through software downloads to the flexible hardware platform that is implemented using programmable devices such as Digital Signal Processors (DSPs), Field Programmable Gate Arrays (FPGAs), and microprocessors. The presented base station channel card comprises the physical layer (pHY) including the baseband modem as well as the beamforming module. This channel card is designed to support TDD High-Speed Downlink Packet Access (HSDPA) as well as Wireless Broadband Portable Internet (WiBro) utilizing the SDR technology. We first describe the operations and functions required in WiBro and TDD HSDPA. Then, we explain the channel card design procedure and hardware implementation. Finally, we evaluate WiBro and TDD HSDPA performance by simulation and actual channel-card-based processing. Our smart antenna base-station dual-mode channel card shows flexibility and tremendous performance gains in terms of communication capacity and cell coverage.

  • Wireless devices can communicate between each other without existing infrastructure in mobile Ad-hod network. Ad hoc networks can be used under difficult conditions, where it is difficult to construct infrastructures, such as shadowing areas, disaster areas, war area, and so on. In order to support to considerable and various wireless services, more spectrum resources are needed. However, efficient utilization of the frequency resource is difficult because of spectrum scarcity and the conventional frequency regulation. Ad-hoc networks employing cognitive radio (CR) system that guarantee high spectrum utilization provide effective way to increase the network capacity. In this paper, we simulate and compare the performance of conventional single and cooperative spectrum sensing with CR system using ad-hoc networks. And we demonstrate performance improvement by analyzing the system performance.

  • The nearest-neighbor multihop routing with/without infrastructure support is known to achieve the optimal capacity scaling in a large packet-erasure network in which multiple wireless nodes and relay stations are regularly placed and packets are erased with a certain probability. In this paper, a throughput scaling law is shown for an infrastructure-supported erasure network where wireless nodes are randomly distributed, which is a more feasible scenario. We use an exponential decay model to suitably model an erasure probability. To achieve high throughput in hybrid random erasure networks, the multihop routing via highway using the percolation theory is proposed and the corresponding throughput scaling is derived. As a main result, the proposed percolation highway based routing scheme achieves the same throughput scaling as the nearest-neighbor multihop case in hybrid regular erasure networks. That is, it is shown that no performance loss occurs even when nodes are randomly distributed.

  • With technological advances for storage volume size of a semiconductor memory, USB storage is made as products to support a high capacity storage. Hereby, consumers discard pint-sized USB storages which they already had, or do not use them efficiently. To integrate and unify these pint-sized USB storages as one big USB storage, we proposed Sigma Hub. It can be grouping multiple USB storages, which have each different volume size of memory storage, as logical unity Storage through USB Hub. The proposed Sigma Hub includes Sigma Controller as a core management module to unify the multiple USB storages in transaction level layer. Sigma controller can efficiently control transaction packet in Sigma Hub through a USB Storage-Integration algorithms which ensure an integrity for data read and write processes. Consequently, Sigma Hub enables the use of USB storage that is logical unity.

  • This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

Performance Analysis of Cloud-Backed File Systems with Various Object Sizes (클라우드 기반 파일 시스템의 오브젝트 크기별 성능 분석)

  • Recent cloud infrastructures provide competitive performances and operation costs for many internet services through pay-per-use model. Particularly, object storages are highlighted, as they have unlimited file holding capacity and allow users to access the stored files anytime and anywhere. Several lines of research are based on cloud-backed file systems, which support traditional POSIX interface rather than RESTful APIs via HTTP. However, these existing file systems handle all files with uniform size backing objects. Consequently, the accesses to cloud object storages are likely to be inefficient. In our research, files are profiled according to characteristics, and appropriate backing unit sizes are determined. We experimentally verify that different backing unit sizes for the object storage improve the performance of cloud-backed file systems. In our comparative experiments with S3QL, our prototype cloud-backed file system shows faster performance by 18.6% on average.

  • South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.
