Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act (국제개발협력의 인권적 접근과 캐나다 ODA책무법)

  • Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

Near Infrared Diffuse Reflectance Spectroscopy to Measure Pulmonary Edema

  • A non-invasive spectroscopic method is presented for the measurement of pulmonary edema. Both early diagnosis and quantitative edema estimates were investigated. The spectroscopic determination of pulmonary edema involved the acquisition of diffuse reflectance spectra in the near-infrared (NIR) region with change in water concentration - water is the main constituent of edema fluid. Pulmonary edema was induced into the excised perfused lungs of seven animals by elevating the hydrostatic pressure. Estimates of edema were ascertained from a partial least squares regression of the measured spectral response. Actual edema was determined from the change (increase) in total lung weight. Estimates in relative lung weight increases due to in vitro edema were made with the near infrared spectra. The results revealed that fluid accumulation produced spectral changes in the O-H and C-H absorptions as well as scattering changes in the spectra. Histology of the lung was used to verify the presence or absence of interstitial and alveolar edema. Results demonstrated that near infrared spectroscopy might provide a new tool for clinical assessment of pulmonary edema.

  • 가스 하이드레이트는 작은 고체 부피 내에 막대한 양의 가스를 저장할 수 있다는 특성으로 인하여, 최근 천연가스 혹은 메탄의 저장 매체로 활용하기 위한 연구가 활발히 진행중에 있다. 하지만 실제 응용을 위해서는 미세구조 분석이 수행되어 하이드레이트 형태로 저장할 수 있는 정확한 저장 용량을 파악할 필요가 있다. 본 연구에서는 여러가지의 고리형 에테르, 고리형 에스테르 및 고리형 케톤 화합물들을 테스트하여 메탄 가스와 반응하는 6가지의 새로운 sII 혹은 sH 하이드레이트 형성제를 파악하였다. 또한 새로이 발견된 형성제 모두에 대하여 하이드레이트 상평형도 측정하였다. 얻어진 상평형 데이터는 하이드레이트 안정영역과 게스트 분자 크기 간에 뚜렷한 상관관계가 있음을 입증하였다. 아울러 형성된 하이드레이트 샘플은 고체 분말 X-선 회절과 고체상 13C NMR 분석을 수행하여 하이드레이트 구조와 게스트 포집률을 조사하였다. 마지막으로, 비슷한 화학 구조식을 갖고 있음에도 2-methyltetrahydrofuran과 3-methyltetrahydrofuran, 혹은 4-methyl-1,3-dioxane과 4-methyl-1,3-dioxolane은 서로 다른 하이드레이트 결정 구조를 보여 주었는데, 이러한 차이는 하이드레이트 결정 구조를 결정짓는 게스트 분자 크기, 즉 임계 게스트 분자 크기를 파악하는 데에도 매우 유용한 정보를 제공할 수 있을 것이라 판단된다.

  • Advanced maritime countries such as U.S., Canada, Australia, have been initiated in integrated oceans management through enactment of oceans laws and establishment of ocean policies since UNCLOS and Agenda 21. However, the oceans policies of U.S., Canada and Australia show some limitations in view of integration because of its inherent characteristics of federal government systems. The U.S., Canada and Australia have not a leading agency for integrated oceans policies, have not included jurisdiction of local governments in federal government oceans policies, and have not addressed support to private oceans sector in their ocean policies. Instead, those countries have established ad-hoc oceans committee to achieve cooperation and coordination in oceans management.

A Structural Equation Model on Mental Health of Korean Immigrants in Canada (캐나다 이민자의 정신건강 구조 모형)

  • Purpose: The aim of this study was to construct a structural equation model that would further explain the mental health status of Korean immigrants living in Canada. Methods: Survey using a structured questionnaire was conducted with 386 people in Canada (Vancouver and Toronto). Six instruments were used in this model. The analysis of data was done with both SPSS 14.0 for descriptive statistics and AMOS 5.0 for covariance structure analysis. Results: Based on the constructed model, physical health status, immigrant life stress, self esteem, and quality of life were found to have significant direct effect on mental health. In addition, factors such as physical health status, immigrant life stress, quality of life, English proficiency, family cohesion and social support were found to indirectly affect mental health. The final modified model yielded Chi-square=34.79 (p<.001), df=13, $x^2$/df=2.68, GFI=0.98, AGFI=0.94, NFI=0.95, PNFI=0.44, PGFI=0.35, RMSE=0.07 and exhibited good fit indices. Conclusion: This structural equation model is a comprehensive theoretical model that explains the related factors and their relationship with mental health in Korean immigrants. Findings of this study can contribute to the designing of an appropriate prevention strategy to further improve the mental health of immigrants in Canada.

  • We review observational evidence bearing on the formation of a prototypical large spiral galaxy, the Milky Way. New ground- and space-based studies of globular star clusters and dwarf spheroidal galaxies provide a wealth of information to constrain theories of galaxy formation. It appears likely that the Milky Way formed by an combination of rapid, dissipative collapse and mergers, but the relative contributions of these two mechanisms remain controversial. New evidence, however, indicates that initial star and star cluster formation occurred simultaneously over a volume that presently extends to twice the distance of the Magellanic Clouds.

Shoot Proliferation of Populus euramericana(Populus deltoides X P. nigra) through in vitro Tissue Culture

  • The efficiency of in vitro regeneration of four clones of Populus euramericana, Canada blanc, Eugenii, I-45/51, and Wisconsin #5, was examined. Cytokinins and the combinations with auxins affected the rate of regeneration from the explants of root segments, stem internodes, and leaf discs. Overall, BA and the combination with auxins were effective in root segments and leaf discs of the Canada blanc clone, whereas zeatin and the combination with auxins were important in stem internodes of the Wisconsin #5 clone. The highest number of shoots averaging 17.6 $\pm$ 0.47 from root segments in the Canada blanc clone,18.2 $\pm$ 3.0 from stem internodes in the Wisconsin #5 clone, and 17.8 $\pm$ 1.92 from leaf discs in the Canada blanc clone were obtained with 2.0 mg/1 BA, 2.0 mg/l zeatin combined with 0.2 mg/l IAA, and 0.5 mg/l BA combined with 0.05 mg/l 2,4-D, respectively. In particular, the addition of 2,4-D into cytokinin medium promoted shoot proliferation.
