Additional Vessel Traffic Services (VTSs) Location Problem for Maximizing Control Area Subject to Budget Limitation (예산 제약하 관제구역 최대화를 위한 추가적인 해상교통관제서비스(VTS)의 입지 선정 문제)

  • Vessel Traffic Service (VTS) is the service that provides ships navigating on a sea transportation route with guidance and advice about geographical environment and other attentive information for their safety. In this study we point out that currently, constructing additional VTSs is required to prevent ships from unexpected accident on their navigation. We first select several candidate locations for constructing VTSs, based on the amount of marine transportation and its potential development possibility. Then, we present an optimization model in which the maximum area coverage is achieved by determining new locations of VTS subject to budget limitation. The problem can be modeled as a binary integer program and it provides an optimal solution for new VTS locations to be constructed under the consideration of the currently located VTSs in Korea.

  • The current methods, such as Binomial Probability Distribution or T-test, to calculate the number of samples of Precise Guided Missiles(PGMs) for test and evaluation are statistically problematic to make reasonable decisions thus use the budget efficiently. Also, the method to verify an accuracy rate of the PGMs using these old methods seems to be lack of objectiveness. This paper presents an effective, efficient solution adapted from the clinical medicine testing method of healthcare industry research, which may overcome our problems. This method considers and addresses both manufacturers' and consumers' risk simultaneously. By taking into account the weapon system project characteristics which take a relatively longer time and require higher-level budget, this approach also suggests a reasonable and feasible method to determine the amount of samples of the PGMs and making a criterion to verify an accuracy rate of the missiles that are required to test. Thus, this method is expected to contribute to acquisition and operations of high-reliability PGMs by MND and its field-users.

On the Budget of Mineral Nutrients of Ginseng Plant (인삼의 시비량의 수지에 관한 연구)

  • Mineral contents of sail in two-year-old ginseng plantation. of the top-dressings for ginseng and of the green grasses (Chung-Cho) were analyzed in order to clarify budget of inorganic nutrients of ginseng Plant. The amount of mineral nutrients contained in soil of two-year-old ginseng plantation had 56 times of nitrogen, 1.2 times of phosphorus and 20 times of potassium as compared with the requisition of two to sin-year-old ginseng plants per $\textrm{m}^2$. In consideration of the lack of phosphorus, it is recommendable to use bone mill as top dressing, which contains higher content of Phosphorus than ether top-dressings.

  • Together with housings, general buildings and industrial facilities, multi-purpose complexes are equipped with various and special equipment. They are often used by many unspecified people, which causes an increase in annual electricity consumption. Because of this, a great amount of money has been spent for electric charge, far more in excess of the budget, so a reasonable electricity rate needs to be estimated. In this study, we surveyed the power consumption, average power use, and annual electricity bill of multi-purpose complexes in the past five years. To see the general tendency of the survey, we conducted a statistical analysis with such parameters as average, maximum, and minimum values. Through regression analysis, we could see the trend of the survey in linear way. Based on the survey, we have developed an electric-rate calculation program to estimate the next year's budget on electricity.

A Study on Phosphorus Loading model for Eutrophication Response in the Yongsan Lake (영산호의 부영양화 평가를 위한 인부하모델의 검토)

  • The purpose of this is made an examination of phosphorus loading model for eutrophication response in the Yongsan lake. For the model, we measured the total amount of nutrients derived from the Yongsan river watershed, inflow rate to the Yongsan lake, water quality, and water budget from January to December in 1999. The total amount of precipitation in the Yongsan river watershed was 4,951.7$\times$10$^{6}$ ㎥/y and inflow amount was 2,569.7$\times$10$^{6}$ ㎥/y, therefore the outflow rate of the Yongsan river watershed was 51.9%. The develop loading of total nitrogen was 86,928.1kg/d and that of total phosphorus was 22,007.6kg/d at the Yongsan river watershed, But, as the inflow loading of total nitrogen was 33,962kg/d and the inflow loading of total phosphorus was 2,218kg/d to the Yongsan lake. so each infolw rate was 39.0% and 10.1%. The hydraulic residence time was 34days, total phosphorus loading [L(P)] on the surface area was 23.398g/㎥/y, the hydraulic load( $Q_{s}$) of inflow water was 74.269m/y, the reserve rate of phosphorus in the lake was 0.359, and the settinh velocity of phosphorus was 0.114m/d at the Yongsan lake.   • This study surveys the current state of the art in the field of IT investment and performance in domestic finns and investigates the statistical significance of various hypothesis of previous relevant researches. Data of 145 information systems of 133 firms have been collected. The amount of IT budget in 2005 has increased to the level of 2.53% of gross revenue of the firms and IT business value has also increased as compared to the previous year. As results of MANOVA test, it has been found that the amount of IT budget does not affect the level of IT business value. In other words, the relationship between IT investment and IT business value does not exist. And among ten factors which has been known to determine IT business value in previous researches, only three factors have been found to affect the level of IT business value: the technical quality of information systems, CIO leadership in the context of resource allocation and decision makings, and the capability and commitment of the user department. These finding provide insight for both practitioners and researchers.

Input, Output and Budget of Nitrogen and Sulphur in Forested Watershed Ecosystems (산림 소유역 생태계에서 질소와 황의 유입량, 유출량과 물질수지)

  • In order to elucidate the budget and cycling of Nitrogen and Sulfur, esential elements and principal constituents of acid rain, their input through precipitation, and their output by streamflow were quantified in coniferous and deciduous forested watersheds, using combination of nutrient concentration and hydrological analysis, in Kwangnung Experimental Forest from July 1991 to Decmeber 1993. Amount of annual mean precipitation was 12.916 ton·ha/sup -1/·yr/sup -1/, annual mean runoff 5,094 ton·ha/sup -1/·yr/sup -1/(39%), 7,647 ton·ha/sup -1/·yr/sup -1/(59%) in coniferous and deciduous forest watersheds, respectively. Amounts of annual input of N(NO₃/sup -/+NH₄/sup +/) and SO/sup 2-/₄ through preciptation were 12.5, 81.7 kg·ha/sup -1/·yr/sup -1/, respectively. Annual output via runoff of N(NO₃/sup -/+NH₄/sup +/) and SO/sup 2-/₄were 0.06, 39.23 ton·ha/sup -1/·yr/sup -1/ in the coniferous forest watershed ecosystem, and 0.15, 55.46 ton·ha/sup -1/·yr/sup -1/ in the deciduous one, respectively. On the basis of annual nutrient input and output, the annual budget of N(NO₃/sup -/+NH₄/sup +/) and SO/sup 2-/₄were +12.46, +42.49 ton·ha/sup -1/·yr/sup -1/ in the coniferous forest watershed, and +11.35, +26.26 ton·ha/sup -1/·yr/sup -1/ in the deciduous one. Thus N(NO₃/sup -/+NH₄/sup +/) and SO/sup 2-/₄were accumulated in both forested watershed ecosystems.

  • This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.

A Study on the Carbon Budget in Pinus koreansis Plantation (잣나무 조림지의 탄소수지에 관한 연구)

  • Amounts of CO₂ fixed by net primary production and released by soil respiration were determined on big-cone pine plantation. Net primary production, which was determined by allometric method, was converted into CO₂. CO₂ evolution in forest ecosystems are mainly through soil and root respiration. In order to separate root respiration from soil respiration, root-free sites were made in stand. Litter removal sites were prepared to estimate CO₂ evolution through litter layer. Respiration was measured at every two weeks intervals from April 2001 through April 2002, and soil temperature and soil moisture were measured at the same time. Net primary production of this big-cone pine plantation was 25.7 t·ha/sup -1/·yr/sup -1/. The amount of CO₂ fixed by this plantation was 42.5 t CO₂·ha/sup -1/·yr/sup -1/, The amount of CO₂ released by soil respiration was 5.0 t CO₂·ha/sup -1/·yr/sup -1/. The relative contribution of root respiration and litter layer respiration to total respiration was 46% and 32%, respectively. Net amount of fixed CO₂ was 37.5 t CO₂·ha/sup -1/·yr/sup -1/ in this big-cone pine plantation. From this result, this big-cone pine plantation play a carbon sink source from the atmosphere.

Reexamination of Patient's Cost-sharing System for Oriental Medical Services in the Korean National Health Insurance (한방의료의 건강보험 적정 본인부담률 추계)

  • This study is designed to estimate an appropriate level of patient's cost-sharing for oriental medical services in the Korean National Health Insurance. The findings of this study can be summarized as follows: 1) The current co-payment system for oriental medical services does not reflect its cost structure in clinical practice due to inconsistency of cost-sharing plan in the NHI. 2) Both oriental medical institutions and their patients, as a result, are at a relative disadvantage in financial burden, compared with other services. 3) The substantial proportion of patients' cost-sharing depends on the amount of co-payment and the range of medical cost that a flat rate is applied to. 4) The extension of the range doesn't make any substantial decrease in patient's cost-sharing. 5) The fixed amount of co-payment is more sensitive than a range to total variations of patient's cost-sharing. Based on the above, the budget impacts of a new co-payment system were estimated for each co-insurance rate, according to given scenarios. The results range from -59 billion Won (-8.5%) to 16 billion Won(2.3%).
