Representing the future of language is a very difficult but important issue, because it signifies a world of language different from the present; at the same time it secures the identity of the present language between the future changed language and the present one. This paper examines the linguistic world of dystopia, focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. First of all, "Fuji-no-shima" shows that, for Yoko Tawada, who was crossing the border between German and Japanese as a bilingual writer, the accidental Fukushima nuclear power generation in 2011 was accepted as the destruction of verbal order between signifiant and $signifi{\acute{e}}$, due to physical changes caused by radiation leaks. "Gentoshi" tells that human ties can be maintained through language activities that can capture multiple meanings, even in a world where traditional language order is destroyed through a policy of seclusion. From the above discussion, the novel Distopia, can actually be called Utopia as long as humans rely on the power of various languages to sustain it.

With increases in recent security requirements, biometric technology such as fingerprints, faces and iris recognitions have been widely used in many applications including door access control, personal authentication for computers, internet banking, automatic teller machines and border-crossing controls. Finger vein recognition uses the unique patterns of finger veins in order to identify individuals at a high level of accuracy. This paper proposes new device and methods for touchless finger vein recognition. This research presents the following five advantages compared to previous works. First, by using a minimal guiding structure for the finger tip, side and the back of finger, we were able to obtain touchless finger vein images without causing much inconvenience to user. Second, by using a hot mirror, which was slanted at the angle of 45 degrees in front of the camera, we were able to reduce the depth of the capturing device. Consequently, it would be possible to use the device in many applications having size limitations such as mobile phones. Third, we used the holistic texture information of the finger veins based on a LBP (Local Binary Pattern) without needing to extract accurate finger vein regions. By using this method, we were able to reduce the effect of non-uniform illumination including shaded and highly saturated areas. Fourth, we enhanced recognition performance by excluding non-finger vein regions. Fifth, when matching the extracted finger vein code with the enrolled one, by using the bit-shift in both the horizontal and vertical directions, we could reduce the authentic variations caused by the translation and rotation of finger. Experimental results showed that the EER (Equal Error Rate) was 0.07423% and the total processing time was 91.4ms.

Purpose : The objective of this study is to ascertain whether the positive exists among the frenum length, the tongue movement and the speech and to present the normal range of tongue movement and guidelines for the choice of surgery, observation if necessary. Materials and Methods : 180 patients were evaluated. We divided 180 patients into 6 group by age. Each group was separated as follows; the age of 2.5-4, 5-6, 7-9, 10-12, 16-18. We measured the frenal length, the range of tongue motion and evaluated the speech so that we really questioned about the positive relationship between the tongue-tie and speech. We let the patient exercise the protrusive both(right, left) laterotrusive superior movement of the tongue. During these movements, we measured the distance between the vermilion border and the tongue tip. We also measured the distance from the tongue tip to the point contacting the upper lip with dorsum of the tongue during the maximal protrusive movement of the tongue. Three linear measurement of the anterior, inferior segment of the tongue including the lingual frenum, are made. These measurements are as follows: 1. Distance A. Free anterior portion of the tongue from the point of frenular insertion to the tongue tip. 2. Distance B. The distance from the initiating point of the lingual frenum to the point connecting the two sublingual carundcles to the lingual frenum perpendicularly. 3. Distance C. The distance from the point contacting the line crossing the sublingual caruncles with the lingual frenum to the terminating point of the lingual frenum. We transform three linear measures into a statistical ratio, A/(A-B+C), representing the length of the free portion of the tongue compared with the total sublingual dimensions. In addition, we assessed the speech through Picture Consonant Articulation Test(PCAT) and tried to find out the relationship between the length of the lingual frenum and speech. Conclusion : As people are born, they have small and restricted tongue. As people grow old, tongue motions are more liberate, and unrestricted and they can speak so freely. Therefore we suggest that until age 5, oral and maxillofacial surgeons postpone the surgery if not urgent, evaluate the maximal lingual motions and PCAT according to this article and observe their changes.
Focusing on khotan located in the southern Silk Route which was one of the most important kingdoms in the Tarim Basin this study attempts to examine the changes of costume in Khotan by compar-ing the costumes in the painted panel showing the story of silk princess with the excavated costumes from ancient tombs. Furthermore this study attempts to inves-tigate the impacts of cultural exchange be-tween China and its western neighboring country Eastern and Western Turkestan on costume. Excavated costumes from the Shanpula ancient tomb in the region of Khotan and from ancient Niya in the esat-ern border of Khotan and discoveries from Rawak and Dandan-oilik near by Yotkan the ancient capital of Khotan are exam-ined. Basic Khotan's costume was the two piece style of tops and trousers. Over the basic costume wearing a top wear with half sleeves was popular. Skirt was worn by women. Even though there were many kinds tops were classified into the two types kaftan and tunic. Thouth Khotan maintained a association with China for a long time the style of Khotan costume had imbued to China. Top wear with half sleeves was worn frequently in Khotan. Today, nuclear energy conflict is caused from the dangerous radioactive material. The main party of this conflict are politic and economic systems which deride nuclear energy, and the persons concerned which it oppose and the anti-nuclear environment group. If the nuclear waste is transported from one nation to another nation, multi national anti-nuclear group appears as conflict party. We call this domestic and transnational risk communication new social movement. From the viewpoint of system theory, the new social movement can mean the offensive development of self-reference which withstand the "technicalization of communication" through the "symbolically generalized communication media" like money and power. By comparing Northeast Asia and Europe, the nuclear energy conflict did not show a big difference in the selection of nuclear waste storing site. In the Northeast Asia, when Taiwan exports the nuclear waste to North Korea, the international conflict broke out. In Europe, Germany has a hard experience with the construction-plan for the re-treating plant that produces the plutonium from the dangerous nuclear waste, and with the transnational transport of the nuclear waste. The new social movement aims the global paradigm which is able to guarantee the subtainability of ecological environment. The nuclear conflict in the "world risk society" is solved through the "discourse-alliance" which accomplishes sub-politics by crossing the border of class, nation and system.
The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.
During the Korean War, China dispatched 'the Anti-US and Pro-Joseon Comfort' group to North Korea 3 times. Such emotion was delivered intact to the Chinese people through the comfort group's propaganda activities back home in China. The Anti-US and Pro-Joseon Comfort' group revealed their identity of socialists New China in terms of their organization and their specific performances. Their identity claimed for democracy and equality, internationalism empathizing world peace and solidarity of the proletariats, and patriotism supporting the communists regime. The comfort group played a role in propagating such identity of new China effectively by crossing the border. The rate of antibiotics prescription for an acute airway infection significantly varies depending upon the diagnosis type, specialty, and the location of the hospital along with many other related factors. The objective of this study is to empirically investigate the possible relationship between the antibiotics prescription rates for an acute airway infection and the degree of competition in the hospital market regions of mainly the providers of primary medical care services such as clinics, internal medicines, pediatrics and otorhinolaryngology department. Using the data from Health Insurance Review and Assessment Service (HIRA) regarding the hospitals' antibiotics prescription rates for the acute airway infection and controlling for selected variables of demand and supply sectors, this study tries to figure out that the degree of competition in the hospital market, regardless of what type of competition indexes we employed, has a statistically significant effect on the variations of antibiotics prescription rate of the clinics in local areas. This result implies that as an economic consideration itself, the change in the degree of competition in the hospital market can play a crucial role influencing the treatment behaviors of the medical doctors. More specifically, this study reveals that as the degree of competition increases the antibiotics prescription rate goes up. This result means that if the market becomes more competitive in a specific region so that it might cause a reduction in doctor's income, doctors with rational decision-making process, recognize that the benefit created from inducing patients' seemingly unnecessary demand for medical care (income effect) would be higher than the costs associated with sustaining their targeted income (substitution effect). It is because that the doctors are more likely to prescribe antibiotics which create relatively higher margins than other medical care services in order to sustain their targeted income when the hospital market competition becomes tighter. Even though this study empirically confirms that antibiotics prescription can be affected by the economic incentives, it still raises following issues as limitations of the study: first issue is about the representativeness of the hospital regions segregated for this study, which might be weak in explaining whether these regions are mutually exclusive in reality. Patients actually consider the quality of services, transportation cost, time costs, and any other related factors choosing the doctors or hospitals, and in that sense, this study rules out 'border-crossing' in using the medical care services. Second issue arises in capturing the data of antibiotics prescription rate. Since we use the average rate for each medical institution, we cannot figure out the average rate for each patient so that we are not able to control for the variation of patients' medical conditions. It is because of the unavailability of data regarding each patient's medical condition from HIRA. Thirdly, since this study mainly analyzes the medical institutions providing primary care such as clinics, internal medicines, pediatrics, and otorhinolaryngology department, it is skeptical of whether those institutions can represent the hospital market in respective regions and truly reflect the degree of competition. It needs to extend the study areas and disease types as well as any micro data for future studies.
The demilitarized zone (DMZ) is a border barrier with 248 kilometers in length and about 4 kilometers in width crossing east to west to divide the Korean Peninsula about in half. The boundary at 2 kilometers to the south is called the southern limit line. The DMZ has formed a unique ecosystem through a natural ecological succession after the Armistice Agreement and has high conservation value. However, the use of facilities for the military operation and the unchecked weeding often damage the areas in the vicinities of the southern limit line's iron-railing. This study aimed to prepare basic data for the restoration of damaged barren vegetation. As a result of classifying vegetation communities based on indicator species, 10 communities were identified as follows: Duchesnea indica Community, Hosta longipes Community, Sedum kamtschaticum-Sedum sarmentosum Community, Potentilla anemonefolia Community, Potentilla fragarioides var. major Community, Prunella vulgaris var. lilacina Community, Dendranthema zawadskii var. latilobum-Carex lanceolata Community, Dendranthema zawadskii Community, Plantago asiatica-Trifolium repens Community, and Ixeris stolonifera-Kummerowia striata Community. Highly adaptable species can characterize vegetation in barren areas to environment disturbances because artificial disturbances such as soil erosion, soil compaction, topography change, and forest fires caused by military activities frequently occur in the barren areas within the southern limit line. Most of the dominant species in the communities are composed of plants that are commonly found in the roads, roadsides, bare soil, damaged areas, and grasslands throughout South Korea. Currently, the vegetation in barren areas in the vicinities of the DMZ is in the early ecological succession form that develops from bare soil to herbaceous vegetation. Since dominant species distributed in barren land can grow naturally without special maintenance and management, the data can be useful for future restoration material development or species selection.
