In this paper, the Intelligent Space (iSpace) concept is applied for helping disabled or blind persons in crowded environments such as train stations, or airports. The main contribution of this paper is a general mathematical (fuzzy-neuro) description of obstacle avoidance method (walking habit) of moving objects (human beings) in a limited area scanned by the iSpace. A mobile robot with extended functions is introduced as a Mobile Assistant Robot which is assisted by the iSpace. The Mobile Assistant Robot (MAR) can guide and protect a blind person in a crowded environment with the help of the Intelligent Space. The prototype of the Mobile Assistant Robot and simulations of some basic types of obstacle avoidance method (walking habit) are presented.

시각장애인은 활동을 하는데 있어 많은 제약이 따른다. 특히 사물을 만지거나 음성을 이용하여 정보를 얻어 이동해야 하는 어려움을 겪는다. 공공기관 및 민간기업에서는 시각장애인의 어려움을 해결하기 위하여 다양한 지원방안을 내놓고 있지만 여전히 미흡한 것이 현실이다. 이 중 시각장애인이 사용하고자 하는 기기에 설치된 점자판에 접근하는데는 특히나 많은 어려움이 발생한다. 본 논문에서는 이러한 시각장애인 및 저시력자들이 효과적으로 점자판에 접근할 수 있는 시스템을 제안한다. 제안시스템은 블루투스를 이용하여 음성으로 시각장애인들이 이용하려는 시설 및 기기 등에 쉽게 접근할 수 있도록 도와줌으로써, 사회적 약자의 어려움을 해소하는데 많은 도움을 줄 수 있을 것으로 판단된다.

시각 장애인의 보행 보조 장치는 보통 "흰 지팡이"라고 부르며, 이는 이동권 보장을 위한 최소한의 보조 장치이다. 본 논문에서는 시각 장애인에게 주변의 장애물 인식과 현재위치를 알려주어 보행에 도움을 줄 수 있는 장치의 설계 및 제작에 과하여 기술한다. 전체 시스템은 크게 두 부분으로 구성된다. 하는 주변의 장애물 인식을 위한 PSD 센서와 GPS 수신기, Bluetooth 모듈이 내장되어 있는 지팡이 부분이고, 다른 하나는 지팡이 부분에서 획득된 정보의 처리 및 장애인에게 여러 가지 정보 제공을 목적으로 하는 휴대장치이다. 이러한 장치를 통해 시각 장애인의 이동권 확보와 사회 활동권 등 복지 증진에 도움을 주고자 한다.

국내에는 약 200만명을 상회하는 다양한 유형의 장애인이 있다. 그들은 비장애인과 마찬가지로 평생학습, 사회활동, 여가향유, 사회참여를 목적으로 도서관 지식정보에 대한 접근을 필요로 한다. 이에 주목한 본 연구는 장애인을 위한 도서관서비스 협력망의 구축 및 운영방안을 제안하였다. 그리고 도서관의 장애인서비스 협력망을 가동하기 위한 후속조치도 언급하였다.

Purpose: The purpose of this study is to discover the nature from the life experience of a person with unilateral acquired blindness and his/her family after losing the eyesight and adapting in the environment and to find the meaning of life and how to solve the problem in psychosocial aspect. Methods: This study uses one of the qualitative research methods which explains how families with the unilateral acquired blind perceive blindness after experiencing it and observes how they signify it. starts with interest in lifestyles of individuals and their families and tries to understand the subjective existences of participants in accessible ways and draw the experiences after becoming one-side blind. It cyclically uses deductive verification process through inductive method and establishing hypothesis using materials. Results: According to the results of this study, unilateral acquired blindness studies, due to shattered life, they did not know what to do. Also, discomfort from struggling in a big tunnel and even will to live were found. trying to go out to the world, seeing the new world, and trying to encourage myself, strong attachment to life was shown to by saying, appeared. Each includes sub-topics such as feeling abandoned after confirmed the blindness, feeling disappointed to doctors, family, and friends, trying to live with hope, struggling in a tunnel with thinking how to live, closing the mind from the world, seeing outside the world in the midst of struggling, trying to forget the past with the will of life, having hope to live with care of family, and trying to keep the rest vision. Conclusion: Firstly, in nursing aspect for their adaptation, programs for disable people and nursing intervention focused on their families should be developed. Secondly, since it can be economic and psychological burden for their families and acquaintances, it is necessary to support the blind so that they can find fitted rehabilitation programs and come back to society. Thirdly, active participation of health care providers may influence social interest the improvement of national welfare policy for the unilateral acquired blind.

유엔 산하의 전문기구인 세계보건기구(WHO)는 지구촌 장애인이 10억 명(또는 세계 인구의 15%)을 상회하는 것으로 추정하였다. 장애인의 지식정보 욕구는 비장애인과 동일함에도 세계시각장애인연합(World Blind Union)에 따르면 장애인이 접근할 수 있는 자료포맷은 선진국마저 연간 출판된 도서의 10% 미만으로 추산되고 있다. 어느 국가를 불문하고 장애인 정보접근성을 개선하려면 국가도서관 역할이 매우 중요하다. 이에 본 연구는 대륙별로 장애인을 위한 국가도서관 및 전국 도서관서비스를 대표하는 미국의 의회도서관(Library of Congress), 스웨덴의 매체접근기구(Myndigheten fö Tillgägliga Medier), 일본의 국립국회도서관(NDL), 남아프리카공화국의 SALB(The South African Library for the Blind)를 대상으로 역사와 발전, 법적 근거와 조직, 주요 업무 및 자아앤서비스의 특징을 정밀 분석·비교하고 시사점을 도출하였다. 그 결과를 바탕으로 2019년 국립중앙도서관 소속에서 문화체육관광부 1차 소속기관으로 격상된 국립장애인도서관의 역량강화 방안을 제언하였다.

본 연구는 유럽국가(스웨덴, 영국, 프랑스)의 국가도서관, 공공도서관, 장애인도서관을 각각 방문하여 도서관정책 및 정보서비스에 대한 질적 데이터를 수집하고 이를 분석하였다. 이를 통해 장애인을 위한 우리나라 도서관서비스의 정책을 현장에 적용시키기 위하여 고려해야 할 점을 제언하였다. 국립장애인도 서관지원센터는 일관된 정책과 실행력을 갖출 수 있도록 전문기관으로 독립해야 하며, 민간장애인도서관의 역사성과 전문성이 계승될 수 있도록 지원해야 한다. 국가, 공공, 장애인도서관 및 학교, 대학도서관과의 협력적 체제정비로 대체자료 개발, 통합목록 및 전문서비스 개발이 요구되며, 도서관 내적인 협력뿐만 아니라 외적인 환경인 사회적 제도, 법적 제도 및 장애인관련단체, 지방자치단체 등의 협력 속에서 발전할 수 있도록 해야 한다.

흰지팡이는 시각장애인이 보행을 위하여 사용하는 지팡이이다. 시각장애인의 보행 안전성을 향상시키기 위해 스마트 전자 흰지팡이에 대한 연구와 개발이 꾸준히 진행되고 있다. 본 논문에서는 흰지팡이와 모바일기기 간의 통신을 통해 시각장애인의 보행활동에 도움을 줄 수 있는 몇 가지 상황들에 대해 안내해주는 상황인식 흰지팡이의 개발내용에 대해 기술한다. 상황인식 흰지팡이에는 시각장애인이 손쉽게 누를 수 있는 형태로 버튼들이 설치되어 있고, 이를 누르면 시각장애인의 목에 걸려있는 스마트 모바일기기와의 블루투스 연동을 통해 상황인식 결과값을 음성으로 알림 받는다. 이를 통해 시각장애인의 보행 환경에 대한 불안전 요소를 감소시켜줄 수 있으며 그 결과 보행 안전성이 향상될 수 있을 것이다.

Nowadays, a blind man finds it very difficult to cross the roads. They should be very vigilant with every step they take. To resolve this problem, Convolutional Neural Networks(CNN) is a best method to analyse the data and automate the model without intervention of human being. In this work, a traffic signal recognition system is designed using CNN for the visually impaired. To provide a safe walking environment, a voice message is given according to light state and timer state at that instance. The developed model consists of two phases, in the first phase the CNN model is trained to classify different images captured from traffic signals. Common Objects in Context (COCO) labelled dataset is used, which includes images of different classes like traffic lights, bicycles, cars etc. The traffic light object will be detected using this labelled dataset with help of object detection model. The CNN model detects the color of the traffic light and timer displayed on the traffic image. In the second phase, from the detected color of the light and timer value a text message is generated and sent to the text-to-speech conversion model to make voice guidance for the blind person. The developed traffic light recognition model recognizes traffic light color and countdown timer displayed on the signal for safe signal crossing. The countdown timer displayed on the signal was not considered in existing models which is very useful. The proposed model has given accurate results in different scenarios when compared to other models.

최근 장애를 정의하는 새로운 패러다임이 형성되면서 장애인복지정책에 있어 사회통합의 비중은 더욱 확대되고 있으며, 특히 사회복지전달체계가 지역사회 중심으로 이루어지면서 지역사회통합에 대한 관심은 더욱 높아지고 있다. 본 연구는 이동권의 제약이 심하여 지역사회통합의 문제가 심각하게 드러날 수 있는 전국의 시각장애인 1,004명을 대상으로, 지역사회통합실태를 파악하고 지역사회통합수준에 영향을 미치는 요인들을 규명함으로써 시각장애인의 지역사회통합을 위한 정책적 함의를 도출하고자하였다. 주요한 연구결과는 다음과 같다. 첫째, 시각장애인의 지역사회통합에 영양을 미치는 요인으로는 연령, 학력, 주관적 경제상태, 일상생활의 제약정도, 정서적 지원과 정보적 지원, 재활서비스 활용정도 등으로 나타났다. 둘째, 저시력 장애인과 전맹 장애인의 경우 공통적으로 일상생활제약과 가족이나 주변사람들의 정서적 지지가 지역사회통합정도에 영양을 미치고 있었다. 하지만 전맹 장애인은 의사소통 교육여부가, 저시력 장애인은 정보적 지원이나 재활서비스 활용수준이 지역사회통합정도에 영향을 미치는 것으로 밝혀졌다 셋째, 학령기 이후 실명된 경우 학령전에 실명된 경우보다 일상생활에 제약받는 정도가 높은 것으로 나타났다. 학령기 이후 장애인의 경우 정서적, 정보적 지원, 의사 교육 참가여부, 재활서비스 활용도가 영향을 미치는 것으로 나타나 실명시기가 늦은 경우 여러 가지 사회적 지지나 교육, 재활서비스를 통한 지원이 지역사회에 영양을 미치고 있었다. 결과적으로, 시각장애인의 사회적 통합을 향상시키기 위해서는 장애정도별, 장애발생 시기별로 구분된 특화된 서비스와 정책적인 마련이 시급함을 알 수 있다.
