At present, In korea one of big characteristics in electricity power market is unique seller but in the near future competitions are expected in the market. Another big trend is development of IT technology. Through IT, remote inspection for power usage are possible. So huge power consumer like KORAIL it is necessary to investigate power consumption pattern. This paper presents load consumption pattern for representative substation and billing system database program. Base on the substation annual power usage data, the characteristic of the substation power consumption are investigated and effective electrical billing system are compared each other. The database program was properly designed to examine the billings.

Also with development of IT technology, remote inspection for power usage are possible so as consumption pattern analysis. KORAIL is one of the biggest consumer in electric power market so it is necessary to investigate power consumption pattern. This paper presents electric power rate definition program based on billing system database and also basic power rate optimization method. Base on the substation annual power usage DB data, the characteristic of the substation power consumption are investigated and effective electrical billing system are compared each other. Through this program it is verified that we can save more then several hundred million won for a year.

In the commercial transaction sellers use various sales strategies to increase profits, and this kind of sales strategies often causes damage to customers, it, moreover, is true that these examples happen in the electronic commercial market much more than in traditional one because of the characteristics if the electronic commerce. That's why people transact one another without face-to-face meeting in the electronic commerce market, so people one likely to fall for a trick to cheat and deceive. It's no doubt that the frequency of crime is higher than in face-to-face market. For that reason Cooling Off System, Consumer Compensation Insurance, Mutual Aid Association and Billing Payment Deposit System are in force the law related electronic commerce to protect customers' rights. In this paper it will be discussed about the periods of Cooling Off System and a received commodity notice of the Billing Payment Deposit System. Regarding these periods seven days for Cooling Off period and three days for a received commodity notice period are stipulated under the law of related electronic commerce to protect customers' rights, But each period has to be differentiated depending on each goods for this period to be reasonable and proper. Therefore in this study it will be focused on these facts and each period will be classified by the goods' purpose of purchase and quality.

인터넷이 최선형 망에서 품질형 비즈니스 망으로 진화해가면서 정확한 트래픽 측정 데이터를 기반으로 한 과금이 인터넷 서비스 제공자에게는 매우 중요한 이슈로 떠오르고 있다. 과금 협상은 서비스 제공자와 고객간뿐만 아니라 서비스 제공자간에도 필요하지만 현재로는 가장 간단한 정액제를 대부분 사용하고 있다. 상호 관련 기관간에 동의할 수 있는 적절한 과금 정책을 찾기가 쉽지 않기도 하지만 의미 있는 종량제 기반의 과금 시스템을 개발하기에는 많은 기술적인 어려움이 있다. IP 헤더 정보에만 의존한 사용량 기반 측정은 피어 투 피어 응용과 네트워크 게임과 같은 인터넷 응용의 개발 및 활용으로 인한 동적인 특성으로 인해 더 이상 충분하지 않게 되었다. 이 응용들은 포트번호를 동적으로 변경하며 심지어는 여러 응용이 하나의 포트번호를 공유하기도 한다. 따라서 보다 정확하게 트래픽 사용량을 분류하고 측정할 수 있는 방법이 필요하다. 본 논문에서는 고성능, 뛰어난 적응성 및 확장성을 가지면서 정밀하게 사용량을 측정하고 분석할 수 있는 컨텐츠 기반 응용 트래픽 측정 및 분석 시스템의 구조, 알고리즘 및 구현방법을 제안한다.

최근 무선 통신 관련 서비스가 활발하게 이루어짐으로써 새로운 종류의 서비스들이 많이 등장하고 있다. 하지만 사업자 측에서 이러한 서비스를 제공하고 사용자로부터 요금을 받을 수 있는 과금 시스템이 아직까지는 미흡한 수준이다. 따라서 본 논문에서는 이러한 상거래 시장 변화에 맞추어 무선 인터넷에서 과금 시스템의 개념을 알아보고, 무선 인터넷 환경에서 안전하고 신뢰할 수 있는 과금 시스템을 제안한다.

This paper describes the maintenance function and administration function in the IWS (InterWorking System between PSTN and PSDN) which Interconnects the PSTN and PSDN. The former function is for the stable operation of the IWS system, and the latter function is for the management of the subscriber, billing and statistics informations.

소프트웨어 유지보수 단계에서는 고객니즈, 마케팅 정책, 법, 제도의 변화 등으로 인한 다양한 시스템 변경 요구를 수용하여야 한다. 그러나, 소프트웨어의 비가시성문제로 인해 새로운 변경 요구사항 발생 시 수정 대상 모듈을 발견하는데 지대한 시간이 요구될 뿐 아니라 모듈의 재 사용을 어렵게 만들어 중복 모듈이 양산 됨으로써 향후 장애의 근원이 되는 악순환이 전개된다. 이에 본 연구에서는 시맨틱 웹(Semantic Web) 기술을 활용하여 이동통신사의 과금/청구 도메인의 관리자와 개발자들이 공유하고 있는 개념과 개념간 관계를 명시적으로 표현하고 이를 이용하여 변경대상 모듈을 쉽게 발견 할 뿐 아니라, 발견된 모듈에 대해 구조적 호출 및 조립 관계를 분석하도록 지원하는 온톨로지 기반 변경 영향 분석 시스템(OntCIA; Ontology based Change Impact Analysis System)을 제시한다. OntCIA는 스트링 매칭과는 근본적으로 다른 의미적 모듈검색을 지원하며 잦은 변경이 요구되는 호출 및 조립 구조 정보는 데이터 베이스에서 관리하고 도메인 지식은 온톨로지로 관리함으로써 유지 보수가 용이한 구조를 가진다.

ITU-T's NgN(Next generation Network) architecture is expected to offer a new Internet platforms such as QoS(Quality of Service) guaranteed services as it overcame the limitations of the existing best-effort Internet architecture. However, policy development crucial for the NgN framework(e.g., interconnections and billing) is lagging far behind technology development. For example, arguments over network neutrality clearly indicate little understanding of the Internet industry structure where diverse providers including ISP and CP coexist. This study employs a network economics approach to predict how the competitive landscape involving various providers will evolve under the traffic-based billing system under the NgN environment. Applied is the non-cooperative game theory, in particular, Stackelberg's repeated game in order to build and analyze model for competition among those providers. We also studied possible impacts that CPs would have on the competitive landscape if they have an option to replace ISP: i.e., CDN(Content Delivery Network) provider. Lastly, based on the model analysis and experiments, presented are their implications to policy development and tile future prospect.

Integration of mobile networks and Internet has started with 2.5 generation of mobile cellular networks. Internet traffic is today dominant traffic type worldwide. The hanger for higher data rates needed for data traffic and new IP based services is essential in the development of future wireless networks. In such situation, even 3G with up to 2 Mbit/s has not provided data rates that are used by Internet users with fixed broadband dial-up or through wired local area networks. The solution to provide higher bit rates in wireless access network has been found in wireless LAN although initially it has been developed to extend wired LAN into wireless domain. In this paper, we propose and describe a solution created for interoperability between mobile cellular network and WLAN. The integration between two networks, cellular and WLAN, is performed on the authentication, authorization, and accounting, i.e., AAA side. For that purpose we developed WLAN access controller and WLAN AAA gateway, which provide gateway-type access control as well as charging and billing functionalities for the WLAN service. In the development process of these elements, we have considered current development stadium of all needed network entities and protocols. The provided solution provides cost-effective and easy-to-deploy PLMN-WLAN Internetworking scenario.
