A Study on the Awareness of Records Management by the Republic of Korea Army Personnel: From a Viewpoint of New Institutionalism (육군 구성원의 기록관리 인식에 대한 연구: 신제도주의적 관점으로)

  • This study aims to analyze the level of members' awareness of records management in the Republic of Korea Army within the institutional context extensively. Accordingly, in-depth interviews were conducted after comparing and analyzing the institutional systems that restricted the members' record management activities. As a result, it was identified that the members were confused by the inconsistency among the systems that defined the work procedures, and that the value of responsibility and efficiency in the records management system does not match the organization's goals. Therefore, the legal justification of the system should be improved in harmony with the responsibilities and efficiency and to match them with the organization's objectives. Moreover, the improved system should be internalized by the members through instructions that are relevant to the content of the system. This study intends to increase awareness in the records management system and improve the system as well.

Factors Influencing Awareness of Records Management on the Republic of Korea Army: Records Management Systems and Organizational Culture (육군 기록관리 인식에 영향을 미치는 요인에 관한 연구 기록경영프로세스와 조직문화의 관계를 중심으로)

  • This paper aims to determine how the Republic of Korea Army (ROKA) records management system affects practitioners' understanding of the importance of records management. The levels of awareness of records management, which is based on ISO 15489, are set as dependent variables, whereas the ROKA's records management system factors are set as independent variables based on the standardized elements of ISO 30301 (Management System for Records). The relationship between these variables is then statistically examined using a sample (N = 251) surveyed with record management practitioners in the ROKA. The results show that operational factors had a positive effect only on the purposes and benefits of records management. Based on the results, it is suggested that the development of an expertise-based and value-oriented policy and education is necessary to improve practitioners' understanding of record management.

A Study on a Method to Use Activation and Awareness on Archives of University Student (대학생의 기록관 인식현황 및 이용 활성화 방안 연구)

  • The records and archives center provide a variety of archival information services in an effort to get closer to the public. However, there are still some problems with regard to the lack of awareness of records and archives. In order to activate the use of archives, it is necessary to understand the users of archives. Given the problems, this study aims to investigate the awareness of records and archives in university students who are potential users of archives as well as to suggest methods to activate the use of records and archives reflecting the characteristics of university students' awareness. As such, this study surveyed 182 university students at J university. The questionnaire items referred to Market & Opinion Research International (MORI) (2003) as a part of the projects conducted by the Museums Libraries Archives Council (MLA) and Cho's study (2008). The questionnaire items consisted of four major areas: awareness of records and archives, experience with records and archives or reasons of not using them, requirements for the use of archives by potential users, and efficient method of promoting archives. As a result of the survey, most of the university students are indifferent to records. However, they recognized that it is highly important to manage records that are related to historical values and archives that are relevant to information values. In addition, they showed a positive intention to use the archives in the future; thus, it is highly likely for them to be converted into active users through appropriate services. Based on the results, this study proposed important considerations for activating the use of the archives to university students, and suggested methods to activate the archives in terms of user education, program development, and user segmentation.

Awareness and exploitation of wetland during the Joseon Dynasty (조선시대 습지에 대한 인식과 이용)

  • Wetland awareness is a crucial factor for wetland conservation and management. A multidisciplinary approach is needed for the understanding of wetland awareness as associated with history, culture, and social-economics of human society. In addition, a historical investigation of the causes and areas of destruction is important. Therefore, the aim of this study was to confirm how people understood and managed wetlands in the Joseon Dynasty using historical records (Annals of the Joseon Dynasty). Approximately twenty words were found in the historical records that were used to indicate and describe wetlands and/or wet soil conditions. Most records of wetlands have a negative context. This negative attitude towards wetlands could have influenced wetland use. Most wetlands had been converted to cultivation areas especially rice paddies although some wetlands, which were used for irrigation of cultivated crops or reclaimed as cultural land had been specially managed. Because wetlands were poorly drained soil and were located near streams or rivers, they were culturally important within the environment as water for rice paddies.

A Study on Management and Utilization of Non-disclosure Records (비공개 기록의 관리와 활용에 관한 연구)

  • The response of public organizations on information offerings has affirmed that the arrangement of the management of records is an important project to be implemented ahead of the enforcement of the information disclosure system. In particular, the absence or non-disclosure of information of public organizations on records containing significant information and abuse of the secret disposition of information has demonstrated that it is imperative to improve radically the management of secret or non-disclosed records as well as overall changes of awareness. This study reviewed the reality of the current non-disclosure and management of confidential records based on the awareness on such records and proposed improvement measures. The study on non-disclosed and confidential records has been discussed from legal and administrative perspectives so that the main focus has been on the institutional aspect. Yet, there is a limitation on such discussions in that there cannot be fundamental access to issues of non-disclosed and confidential records. That is because the management of information classified as non-disclosed and confidential can be improved fundamentally when all processes from the production of the records to their management are carried out reasonably. Accordingly, since our record management system is divided into three phases of the disposition division, record center, and archives and takes a management record by being applied to the flow of the life cycle of records, we have reviewed overall issues from the production of non-disclosed and confidential records to the utilization of the records pursuant to these steps and offered directions for improvement.

A Study on Job Satisfaction of Records Managers (기록물관리 전문요원의 직무만족도에 관한 연구)

  • The job satisfaction of records managers is of importance because it affects their work performance and retention. The purpose of this study is to investigate records managers' job satisfaction and to identify factors affecting records manager's job satisfaction to find the way to improve their job satisfaction. Specific questions of the study are as follows: 1) What is the job satisfaction of records managers? 2) Are factors affecting job satisfaction different depending on record managers' personal characteristics? 3) What are the most influential factors on job satisfaction? To do that, questionnaires were used to gather data from 60 domestic records managers working in different types of records centers. Data analyses included descriptive statistics, one-way ANOVA, independent t-test, and multiple-regression analysis. Additionally, interviews with 2 record managers were conducted to collect opinions on factors affecting job dissatisfaction and recommendations for improving their job satisfaction. Important findings of the study are as follows: First, the respondents are moderately satisfied with their jobs (3.2 out of 5 points). The level of job satisfaction is different depending on years of career, years of employment, number of personnel the respondent is working with in the records center, and etc. The number of personnel the respondent is working with was found to be the most influential factor. Second, multiple-regression analysis result shows that motivation factors(satisfaction factors) are more influential than hygiene factors (dissatisfaction factors) on the respondents' job satisfaction, which confirms Herzberg's two factor theory. More specifically, 'work ethic,' one of motivator factors, has the greatest influence, followed by 'procedural impartiality', 'communication', 'job characteristic', 'distributive justice', and 'working conditions.' Based on the results, this study suggests several ways to improve record managers' job satisfaction level. First, the awareness of records management should be increased. The respondents indicated that their job dissatisfaction is usually derived from a lack of the awareness of records management. Therefore, every chief of organizations, National Archives of Korea, and records managers themselves should try to raise the awareness of records management. Especially, records managers should make stronger efforts to attract the office's attention. Second, records managers ought to establish their identity as records management profession. Also, they should participate in various activities of the archival community to overcome the limitation of individuals.

Hospital Workers' Awareness and Attitude Towards Medical Records and OpenNotes (진료기록과 오픈노트(Open Notes)에 대한 병원 종사자들의 인식과 태도)

  • An "OpenNote" can be defined as the sharing of medical records between patient and doctors by online, and is a new trial to allow patients to access their medical records any time. To identify the need for the introduction of OpenNotes, which is expanding medical recrods, this study has researched the awareness and attitude towards medical records and OpenNotes among hospital workers in charge of part of medical servises. One of the results in this study is that recognizing his or her own records can impact his or her understanding his or her health status. Also, the subjects who were participated in this study generally agreed with the usefulness of the OpenNote and were willing to participate in the OpenNote. Meanwhile the subjects are admitting counterfeiting the medical records or falsifying them. The conclusion has been shown that patient-doctor sharing of medical records could help patients better understand their health information and encourage their self-care. When patients can access their own medical records easily, Unnecessary misunderstandings and distrust of records between patients and medical staff can be markedly reduced then it can help to build up the trust in a doctor-patient relationship. Considering not only the health utility of OpenNotes but also the impact on the trust of doctors, the pilot project of OpneNotes for experimental verification is proposed.

A Study on the Characteristics of 17th Presidential Record (17대 대통령기록의 성격에 관한 연구)

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

  • The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people's right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

An Analysis of Standards and Standardization In Records Management (기록관리 분야의 표준 및 표준화 활동 분석)

  • The aim of this study is to discuss the significance of standards in general as well as that of records management in particular. It also analyzes the current state of standardization efforts that will directly and indirectly affect records management practices. It begins with introducing definitions of standards and the rationale behind the expensive and cumbersome process of standardization. Also covered are major standard-setting organizations at different levels such as international and national level and various types of standards created or endorsed by these organizations. Throughout the study, main focus is given to standards and standardization endeavors in records management. Until recently, standardization activities have been mainly concentrated on manufacturing industry. Consequently, standards regarding records management are not sufficient enough to satisfy organizational and professional needs. Even ISO/TC 46/ SC 11, which is in charge of standardization in records management at the international level, has just published one standard, ISO 15489 : 2001 and newly proposed five standards in 2002. Awareness of the current state calls for active participation of records managers to the standard-related activities as discussed in this study. It is also asked to keep up with the global movement by establishing standards tailored to Korean situations as well as by actively participating In international standardization activities In order to take an initiative at the international level.
