Name authority control is important for not only library catalogers but also end users, since it provides uniform access points. The national libraries in Japan and the United States have constructed and controlled authority records for writers from early days, and have provided them on the web sites. The purposes of this study are to extract common fields and differences in Japanese writer's name authority records of the U.S. and Japan, and to propose the ways of desirable description of authority records in Korea. Several suggestions of building authority records in National Library of Korea such as open to the pubic of authority records, provision of various forms of authority files, suggestion of the ways of writing the names of foreign writers, and the links between the authority records and library catalogs for retrieval are proposed.

The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

The purpose of this study is to review the expanded role of authority files, which uses the Knowledge Organization System(KOS) to organize contents and manage the collections in digital libraries. The KOS plays a role as a bridge between the users' information needs and materials by providing links between catalogs and digital resources on the web and supporting retrieval of the relevant items. It is described how a KOS can be used to link a digital resource to related materials, to provide more descriptive records for entities, and access to relevant physical objects.

This paper is to explore considerations in authority control to accommodate LRM nomen entities through the literature reviews, the analysis of RDA rules, and the opinion survey of domestic catalog experts. As a result, for authority control, considerations were proposed in the aspect of nomen's attribute elements, catalog description, and MARC authority format. First, it is necessary to describe in as much detail as possible the category, the scheme, intended audience, the context of use, the reference source, the language, the script, the script conversion as the attributes of the nomen with the status of identification, note, and indifferentiated name indicators added in RDA. Second, the description method of attribute elements and relational elements of nomen can be unstructured, structured, identifier, and IRI as suggested in RDA, and vocabulary encoding scheme (VES) and string encoding scheme (SES) should be written for structured description, Also, cataloging rules for structuring authorized access points and preferred names/title should be established. Third, an additional expansion plan based on Maxwell's expansion (draft) was proposed in order to prepare the MARC 21 authority format to reflect the LRM nomen. (1) The attribute must be described in 4XX and 5XX so that the attribute can be entered for each nomen, and the attributes of the nomen to be described in 1XX, 5XX and 4XX are presented separately. (2) In order to describe the nomen category, language, script, script conversion, context of use, and date of usage as a nomen attribute, field and subfield in MARC 21 must be added. Accordingly, it was proposed to expand the subfield of 368, 381, and 377, and to add fields to describe the context of use and date of usage. The considerations in authority control for the LRM nomen proposed in this paper will be the basis for establishing an authority control plan that reflects LRM in Korea.

The security of medical information need continued research about steady and flexible security model because of privacy of patient's as well as directly relation in the patient's life. In particular, u-healthcare environment is need flexible and detailed access control by variety changes of context. Control model analyzed relation of resource and authority, and analyzed authority about all accessible resource from access point using K2BASE. The context-based access control model can change flexibly authority change and role, and can obtain resource of authority granted and meaningly connected resource. As a result, this thesis can apply flexible and adaptive access control model at u-healthcare domain which context change various.

The purpose of this study was to conduct interviews with librarians who have experience in establishing local authority data by participating in the national authority sharing system of the National Library of Korea and to understand librarians' recognition and support for the joint utilization of national authority data. For this purpose, a total of 10 librarians who participated in the national authority sharing system project were interviewed by telephone using semi-structured questionnaires. Through this, it was possible to investigate the benefits, difficulties, utilization plans, revision plans of headings, and opinions on necessary support. The results of this study showed that the participants recognized that the joint utilization of national authority data provides the basis for the authority work of the local library and brings about the efficiency of the authority work, but they recognized the difficulty of modifying, selecting, creating new data, lacking knowledge, and lacking support system. The necessary support for the joint utilization of national authority data was provided with education and manuals related to authority, provision of rules related to authority that fully consider the position of the institution, budget and manpower support for system development and maintenance, establishment of communication channel and council, system and data advancement, and incentive to participating libraries. Based on the results of the study, the method and direction for the future operation of the joint utilization of national authority data were presented.

In this paper, we proposed the effectively method for constructing of name authority data in korean academic papers and designed the authority database system that is applied the method. For these, we analyze the requisite for identifying the author name and suggest the author identification method. Because construction of name authority record costs time and effort, and considering frequently period of large-scale acquisitions of academic papers, our suggestion includes the system that be able to manage and construct the name authority database, and that is tightly connected with the academic paper management and service systems.

In this study, we proposed the FRAD concept model of authority data schema for author, organization and journal titles included in the academic papers. Academic information includes author names, affiliations, publishers, journals and conferences. They are used as access points, and there are multiple relationships among these entities. It is expected that the use of authority data for academic information based on FRAD conceptual model could improve more accurate retrieval of information, systematic management of academic information, and various forms of knowledge representation. In this study, our entity-relationship authority data will be linked to the document, and included the several properties and relationship to identify the object.
