  • The first Environmental Impact Assessment(EIA) in Korea was carried out for Electric Power resource development. This study includes of the method and procedure of pre-Environmental investigation and EIA for Electric Power resource development. Through the analysis of these we make some conclusions for the improvemental and effective method of impact prediction, the environmentally sound and sustainable development of the earth(ESSD) and the collection of public opinions.

  • In this study, several factors which can have an effect on soil during strategic environmental assessment (SEA) are analyzed against a total of 86 administrative plans and development basic plans of the SEA. Other factors which could have influences on soil are also analyzed after examining contents and rules required for preparing the SEA statement. Then, we propose assessment factors on soils during the SEA procedure. We think that this study could give baseline data to set up assessment items, criteria, and techniques that are highly necessitated in preparation of the SEA statement in the near future.

Survey and Analysis of Stakeholder Opinions on the Establishment Procedure of Safety Inspection System for Highway Construction Clients (고속도로 건설공사 발주자의 안전점검 체계구축 절차에 관한 이해관계자 설문조사 및 분석)

  • The public safety management guidelines were introduced in 2019 and continue to be dedicated to advancing comprehensive measures for public safety management, with a primary focus on prioritizing the safety and well-being of the public within governmental institutions. To achieve this goal, our previous study developed a establishment procedure of risk assessment-based safety inspection system for public institutions that order construction projects and applied it to highway construction projects to evaluate its effectiveness. To enhance the practicality of the establishment procedure, it is essential to collect and analyze feedback from stakeholders regarding its performance and suitability. This study conducted a survey involving 200 participants who had experience with the establishment procedure, and performed statistical analyses to evaluate its performance and applicability. The survey results indicated that the participants reported a high level of satisfaction (scoring 4 and above on a 5-point Likert scale) in several areas: specialization of safety inspection items for different types of work (with a satisfaction rate of 65%), the evaluation process for safety ratings (64.5%), and their willingness to recommend the procedure to other institutions (75.5%). In the factor analysis with Varimax rotation, two factors emerged: (1) a specialization factor related to safety inspection items, and (2) a grading factor associated with safety evaluation results. Regression analyses of these factors unveiled significant positive relationships with improvements in safety and health performance, including the prevention of fatal accidents, heightened safety responsibility, and raised safety inspection standards. The establishment procedure of safety inspection system developed in our previous study can play a crucial role in reducing accidents resulting in fatalities and injuries at construction sites, ultimately contributing to a safer working environment for all involved parties.

Comparing the Use of Self and Peer Assessment: A Case Study in a Statistics Course

  • In this study, we compare the assessments made by self, peer and instructor in a statistics course. The goal is to investigate the following two questions: (1) Is it reasonable or fair to expect students to be responsible for assessing the work of their colleagues and themselves? (2) What are students' opinions about the learning effect after they participate in the assessment process? As part of the study investigating these questions, we designed a prototype for a Web-based assessment tool and a procedure to apply the assessment techniques in a statistics course. In addition, we collected and analyzed the data produced in the assessment processes from students and the instructor. The analysis results are summarized as follows: First, self assessment was not accord with instructor assessment, but peer assessment was similar to the assessment by instructor. This result reflected that it is reasonable or fair to expect students to be responsible for assessing the work of their colleagues. Second, peer assessment of their colleagues successfully helped students increase their understanding of the course, and the students increased their skills in the actual assessment process by assessing the work of their colleagues. Finally, many students indicated a high interest level on the assessments.

A Study on the Procedure of Technology Assessment Applicable to the Defense Industry Technology Decision (방위산업기술 판정을 위한 기술검토방안 연구)

  • With the emphasis on protecting Defense Industry Technology, the Defense Industry Technology Protection Act (DITPA) was enacted (in 2015) and implemented. According to article 7 of the DITPA, a target institution may apply to the Director of the Defense Acquisition Program Administration (DAPA) for a decision as to whether the technology it possesses belongs to the Defense Industry Technology. The Director of the DAPA shall make a decision through a technical review and notify the applicant in writing of the result. On the other hand, as detailed procedures and standards for the decision are not stipulated, the objectivity of the decision result may deteriorate, and it is necessary to prepare a procedure suitable for the characteristics of the decision. In this study, a technology assessment procedure that can be applied to the Defense Industry Technology Decision is proposed through domestic and international technology protection regulations and case analysis. The procedure consists of three-stage: fundamental review, technical attribute review, comprehensive review. As a result of this study, it is expected that the objectivity of a technology assessment for the Technology Industry Technology Decision will be secured, and the efficiency will be improved.

Efficiency Improvement of Environmental Assessment Procedure through Introduction of Screening (스크리닝 도입을 통한 환경평가 절차 효율화 방안)

  • This paper proposes an improvement to differentiate assessment procedure for projects in consideration of their environmental impact as a means to improve efficiency in environmental impact assessment ("EIA") procedure. The targets of analysis were limited to lower impact projects. The current EA system in Korea has already attempted to introduce separate proceedings for certain projects.Tangible results from these efforts, however, have been limited. Other countries have adopted a "screening" system to determine whether EIA is applicable to a particular project, and if so, what procedure will be used therein. Therefore, this study suggests the screening as the process wherein need for EIA is determined with respect to projects which have undergone Prior Environmental Review System(PERS) and which appear to have comparatively negligible environmental impact. In this case, EIA can be omitted and the developer can then draft a mitigation plan instead. This study found that exempting certain projects deemed as having low environmental impact can considerably shorten the duration required for both environmental assessment and consultation, thereby improving efficiency. Other expected effects from the adoption of this screening include reduction in delays in project execution due to environmental assessments and reduced red tape through the provision of increased autonomy to developers and the approving authorities.

PROCEDURE FOR APPLICATION OF SOFTWARE RELIABILITY GROWTH MODELS TO NPP PSA

  • As the use of software increases at nuclear power plants (NPPs), the necessity for including software reliability and/or safety into the NPP Probabilistic Safety Assessment (PSA) rises. This work proposes an application procedure of software reliability growth models (RGMs), which are most widely used to quantify software reliability, to NPP PSA. Through the proposed procedure, it can be determined if a software reliability growth model can be applied to the NPP PSA before its real application. The procedure proposed in this work is expected to be very helpful for incorporating software into NPP PSA.

  • In current practice of earthquake resistant design the equivalent lateral force procedure is widely used for its simplicity and convenience. But the equivalent lateral force procedure is derived based on the assumption that the dynamic behavior of the structure is governed primarily by the fundamental vibration mode. Therefore proper prediction of dynamic responses of the structure is unreliable using the equivalent lateral force procedure when the effect of higher vibration modes on the dynamic behavior is negligible. In this study design seismic load which can reflect the effect of higher vibration modes is proposed from the point of view of proper assessment of story shears which have the major influence on the design moment of beams and columns. To evaluate the effect of higher modes, differences between the story force based on the equivalent lateral force procedure specified in current earthquake resistance building code and the one based on modal analysis using design spectrum are examined. From these results improved design seismic load for the equivalent lateral force procedure which can reflect the effect of higher vibration modes is proposed.

  • Because consumer mostly utilizes company test standard, supplier spends burden of expenses on building test equipments and managing expert manpower to fulfill consumer's various tests. Therefore, it is urgent to standardize test assessment which has a bond of sympathy between consumer and supplier and evaluates reliability of their products. This study develops reliability assessment standard which is composed of 12 test items considering international and domestic test standards, company internal test standards of consumer companies and field conditions. Also this study introduces overall technical procedure on accelerated test with no failure which is used for the main technology of reliability assessment. To verify effectiveness of reliability assessment, the test results are herein analyzed through building the test equipments and performing the test items.

Study on Development and Feasibility of Concept Map as a Tool of Performance Assessment in Mathematics (수학과 수행평가 도구로서 개념망 과제의 개발과 적용 가능성)

  • The purpose of this study is to develop concept map as a tool of performance assessment in mathematics and to conduct feasibility test of the task. I developed and applied a concept map, an assessment tool, in the form of a mathematics performance task for 1st and 2nd year middle school students. I also conducted feasibility test of the task, and at the same time sought ways to guarantee reliability of the assessment procedure. Results of the task assessment can be summarized into the following four points. First, the concept map task was found to be appropriate for an assessment of mathematics in middle school. Second, results of all 10 factors on verification of validity of the content of the task were positive with over 50%. Third reliability of teachers who conducted marking of the four concept map tasks was high, all recording over .871 in correlation number.
