Effect of Properties of Fiber and Mineral Filler on Aging of Archival Documents (재료적 특성(섬유 및 금속)이 종이 기록물의 열화도에 미치는 영향)

  • This study was carried out to evaluate the stability of archival documents produced using papers. The properties of archival documents depend on the type of fillers of papers that are used such as fiber, non cellulose fiber, and mineral. The physio-chemical characteristics of archival documents were analyzed by employing acid hydrolysis against cellulose fiber substances. Fibers of Korean hand-made (Hanji), flex, and cotten papers showed higher pH and the degree of polymerization (DP) than wood fiber and mechanical fiber. Mechanical pulp containing 12.8% of lignin showed the greatest decrease of DP due to acid hydrolysis, and this resulted in increase of degree of aging. The filler found to clay and talc did not contain metal such as $Fe^{+2}$, $Fe^{+3}$, and $Cu^{+2}$. The alkaline metals such as Mg, Ca, and Ti showed greater resistance to acid hydrolysis.

  • In this study, system of opening of archival documents and providing reference services and archives web service in China have been reviewed. Throughout laws and regulations of archives management since found the People's Republic of China, related to opening of archival documents and providing reference services are analyzed. This paper also consider the present condition of archives web service in China and web service of Beijing archives.

Archival Appraisal and Classification of the Official Documents of the Government-General of Choson Related to Urban District Planning (조선총독부 시가지계획 관련 공문서의 분류와 평가)

  • The historical value of the official documents of the Government General of Choson preserved as permanent archived documents has long been recognized. However, the fact that only parts of the overall documents were preserved and that the contents of the existing documents is not uniform, results in many problems regarding the evaluation and usage of such documents as archives. This study attempts to appraise a series of archival documents related to urban district planning compiled during the colonial era. Although limited in terms of its applicability to the development of an evaluation method for the official documents of the Government General of Choson as a whole, by evaluating the value of these documents based on the background of the documents produced during the Government General of Choson's implementation of its colonial policy, this study provides an important indicator of how such documents should be used in the future. On the other hand, the assessment of historical records such as the official documents of the Government General of Choson which have already been designated and preserved as permanent archived documents should not be perceived as an attempt to dispose of the relevant documents. With regard to the appraisal of historical archives, it is necessary to consider measures to link such documents with existing databases or information contents in order to heighten access to and usage of the relevant documents in the future.

Archival Description and Records from Historically Marginalized Cultures: A View from a Postmodern Window

  • In the archival field, the last decade has witnessed much discussion on archives' broad responsibilities for social memory. Considering that the social role of archives has stemmed from postmodern thinking suggests a paradigm shift from viewing archives as static recorded objects to viewing them as dynamic evidence of human memory. The modern archives and archivists are products of nineteenth-century positivism, limiting their function to archiving written documents within stable organizations. The new thoughts on the social role of archives provide a chance to realize that traditional archival practices have preserved only a sliver of organizational memory, thus ignoring fluid records of human activities and memory. Archival description is the primary method for users to access materials in archives. Thus, it can determine how archival materials will be used (or not used). The traditional archival description works as the representation of archival materials and is directly projected from the hierarchy of organizational documents. This paper argues that archivists will need to redefine archival description to be more sensitive to atypical types of archival materials from various cultural contexts. This paper surveys the postmodern approaches to archival concepts in relation to descriptive practices. It also examines some issues related to representing historically marginalized groups in archival description who were previously neglected in traditional archival practices.

  • The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government. Korean Government had completed these projects and then reorganized records management system to reduce creation of archival documents systematically in 1979.

The Classification System of the Official Documents in the Colonial Period (일제하 조선총독부의 공문서 분류방식)

  • In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

A Study on the Classification of Yi Dynasty Documents and Records (고문서(古文書)의 유형별(類型別) 분류(分類)에 관한 연구(硏究))

  • The purpose of this research is (i) to establish the principles particularly appropriate for the arrangement of archival collections is korea, and (ii) to produce a workable model of classification scheme in conformity with the established principles. The archival collections in korea are roughly devided into two groups as follows. (1) The collections of professional institutions of archives such as Korean National Archives. (2) The collections preserved by libraries, museums, and other similar institutions as a secondary collection, and these groups of collections are generally non-systematic collecting. For the arrangement of the former collections, the concept of "respect des fonds" which is universally accepted principies in archives are also applicable. But in case of the arrangement of the latter collections, the above mentioned principles are inappropriate because its collections a re built in separate pieces of documents and records without any relevance to the original function or structure of the corporation. Consequantly it is badly needed to make some devices for the arrangement of these archival collections since the archival collections of korea, in the majority of cases, belong to the latter. The author produced a tentative classification scheme, and adapted the korean traditional form (or type) of documents and records as a cardinal principle of the classification. The scheme is presented at the end of this paper.

Conclusion In this essay I considered the relations of records and history, namely the process on the selection and choice from the records to the archives and the historical materials and in the process the role on the archivists and historians and difference and the relation of the facts and theory in the history. Archival science posits that an archives is the whole of the documents made or received in the course of purposeful activity, and of the relationships among those documents. Archival theory posits that it is the primary function of the archivists to maintain unbroken, continuing custody of societal archives, and to protect their integrity by keeping them physically and intellectually uncorrupted. The ultimate purpose of archival endeavors is to hand down to the next generations a reliable, trustworthy, and complete testimony of societal actions so that they can constitute sources of, and foundations for, future decision making. However, historical science searches for the truth in the historical facts, explains the cause and origin of the matters and reflects on th knowledge about the why and how the events happened. And history is firmly rooted on the philosophy. The goal of historian is analysing the nature of meaning of past in the society and tracing up the change and process of the transition. Archival science means historical source studies and other related disciplines. On the other hand archival management is the principle of respect for original order and the importance of original forms and conditions. Thus the relations between archival science and archives management are not one-sided but mutual. Archival science and historical studies, archivists and historians need to link more closely in order to hand down the contemporary memorial, the common memorial of mankind to the future.

Standardization of the Archival Description (기록물 기술의 표준화)

  • It is almost impossible to fulfill the users' information needs efficiently without any finding aids. The idiosyncrasy of archival materials had led the archivists to develop their own descriptive rules until the mid of 1980s. It was the arrival of computers and information networks that stimulated the archival community to standardize its variant descriptive practices. The primary purpose of the national and international archival description standards is to facilitate the cooperative archival data exchange. The Ad Hoc Commission on Descriptive Standards of the International Council on Archives adopted ISAD(G) and ISAAR(CPF) in 1993 and in 1995 respectively. ISAD(G) guides the formulation of information in each of 26 elements that may be combined to constitute the description of an archival entity. ISAAR(CPF) is to give general rules for the establishment of archival authority records in descriptions of archival documents. Histories, structures and fundamental principles of those two international archival standards have been studies in this article. Most of the present archival description standards are based on the principle of provenance and the authority model. The instability of modern organizations and the digitalization of record keeping systems have been making the archivists to review these basic archival principles. It is suggested that Korean archival community should attempt to draft a national archival descriptive standard suitable to the Korean archival practice and Korean language in the framework of the international standards.

Archival Appraisal on Public Records of Seoul Olympic Organizing Committee (서울올림픽대회 조직위원회 공문서의 기록학적 평가)

  • The purpose of this study is to provide balanced view for official documents of Seoul Olympic Organizing Committee and to establish theoretical base which assesses them in order to devise systematization of utilizing Olympic historical material. In order to conduct this study, archival appraisal and appraisal theories of archival study were investigated, and the characteristics of official documents of Seoul Olympic Organizing Committee were examined. Based on these works, criteria and procedure were established with exploring the methods to assess the Seoul Olympic official documents. The details are as follows below. The prior research task conducted in this study was to understand penetrative analysis for archival structure, relationship between this analysis and the assessment, and tendency of appraisal methods which have been developed. Then, representative theories and general criteria and procedure of archival appraisal have been explored in order to grasp the concrete method of individual theories. Secondly, characteristics of Seoul Olympic Organizing Committee's official documents have been identified to apply archival appraisal theories which have been found through the theoretical examination. Furthermore, suitable method has been explored, and the criteria and procedure have been presented in order to assess the official documents of Seoul Olympic Organizing Committee with generally considering of its characteristics. The significance of this study which came up with the study result above can be presented as follows. Based on the result of this study, it is assumed that the archival appraisal work for Seoul Olympic historical archives not only contributes to development of studies but also helps systematic usage and management of archives in sports field including Olympic by allowing the objective perception about them. Lastly, in order to develop sports history field and related studies, it is necessary to utilize archival theories for managing and using archives in sports field, and to precede the general and overall studies about it.
