This Study is to propose the archival description in accordance with the paradigm shift of the archival science. The academic world of archival science in North America treated the electric record in 1990 and the authenticity of electric record in the beginning of 2000, the flow of Study recognizing the microscopic and the cultural discussion appeared recently. This may be called the paradigm shift of archival science. This may be according to the influence of the informatization and the technology. However, the community archives, the everyday life archives recognizing the microscopic and the cultural discussion, etc. Namely, the everyday life, the village, the community archives are the effort to leave the excluded and the neglected voices from the existing discussion of archival science on record. However, the currently existing methodology to archive the community archives based on the perception of these switched recognition is limited. Especially the description of the various standards being used in the public territory is being adapted as it is. The characteristic and the individuality of the community and the community archive cannot be reflected through the archival description standard. We should understand the community archive in accordance with the paradigm shift, need the archival description method capable of expressing this suitably. The post-standard not the existing archival description method has been necessary. This should be carried out together in accordance with the view point of the paradigm shift and the view point of the objective and the direction of community. Hence, first the archival description and the paradigm shift have been examined theoretically and the archival description of community archive being operated currently has been analyzed. The archival description is to be proposed in accordance with the paradigm shift capable of calling 'the archival description of Korean Human Right' by pointing out the limit of archival description standard through the analysis and further by investigating the archival description of the fraternity archive project.

Electronic environment affects archival community to a great extent. It redefines virtually every stage of archival management form creation to current and semi-current use, to appraisal, and to preservation of records. Faced with the problems caused by ever increasing electronic records, the community is forced to reconsider traditional concepts, approaches, methodologies, even the basic paradigm embedded in archival theory and practice. The present paper discusses the need to reexamine principles and techniques of archival management in the light of digital environment. It also urges archives and archival institutions, the archival profession, or the archival community at large, to participate in this critical enterprise. Success in this endeavor will, eventually, pave the road toward creating, organizing, providing access to, preserving reliably and authentically electronic records and designing proper system for the societal collective memory in recorded digital information.

Folklife archival science(folklife: Folklore is generally used in Engish-speaking countries but it has a strong meaning as remnants of former times. That's why I am useing the term-folklife instead of folklore in this paper. I think folklife is more appropriate term for expressing studies on daily life culture and also my intention to unite the both word in this paper) is a new academic movement, I propose, which is intended on convergence of advantage of folklife and archival science. In other words, taking advantage of the two branches of study(folklife, archival science), it becomes a practical studies which systematically organize records, preservations and application on living culture in any community. It demonstrate deeply on archiving and archive and It conducts a probe into records, preservations and applications. It is a method of technical study in order to record communities like village, rural society and modern city. In the mean time, there is no well defined and established methodology for archival science and for folk-area or community archiving. And therefore, It needs a research methodology in a folklife. In the other hand, there is a lack of a theoretical basis, methodological strategy and clear vision over folklife and field survey or method of survey. Therefore, converging advatage of the two studies(folklife, archival science), we can combine professionalism of community archiving and methodological strategy together.

It is almost impossible to fulfill the users' information needs efficiently without any finding aids. The idiosyncrasy of archival materials had led the archivists to develop their own descriptive rules until the mid of 1980s. It was the arrival of computers and information networks that stimulated the archival community to standardize its variant descriptive practices. The primary purpose of the national and international archival description standards is to facilitate the cooperative archival data exchange. The Ad Hoc Commission on Descriptive Standards of the International Council on Archives adopted ISAD(G) and ISAAR(CPF) in 1993 and in 1995 respectively. ISAD(G) guides the formulation of information in each of 26 elements that may be combined to constitute the description of an archival entity. ISAAR(CPF) is to give general rules for the establishment of archival authority records in descriptions of archival documents. Histories, structures and fundamental principles of those two international archival standards have been studies in this article. Most of the present archival description standards are based on the principle of provenance and the authority model. The instability of modern organizations and the digitalization of record keeping systems have been making the archivists to review these basic archival principles. It is suggested that Korean archival community should attempt to draft a national archival descriptive standard suitable to the Korean archival practice and Korean language in the framework of the international standards.

Community creates, receives and preserves the records, which made the community members and the entire society remember their history. As for community archives, archival appraisal is very political activity because appraisal of community records means whose memory remain alive in history. This study aims to analyze archival appraisal theories from the perspective of community and community archives, and suggest appraisal model for community archives. This study begins with examining the meaning of community archives and appraisal related issues including; i) community identity and independence of archives, ii) struggle of memory and multiple narratives, iii) uniqueness of each community and its archives, and iv) community archives as memory process and social inclusion. At the next stage, it deals with the archival theories from Schellenberg's archival values theory to macro-appraisal, to investigate possible application of theories for community records appraisal. It finds that the societal approach of macro-appraisal have advantage to appraise the community records. This study finally suggests the appraisal model for community archives by modifying the macro-appraisal components as well as by complying the principles of community archives. The model consists of the purpose and object of appraisal, principle and basis of valuation, and cooperation model between mainstream repository and community.

Profound changes have occurred in the archival landscape since the advent of community archives and the global spread of archival art. This trend can be seen in Korea where a noticeable growth in archival arts and local community archives can be observed. This study explores how archival arts in Korea function when they are specifically intended to play a role in local community archiving. For this purpose, we analyzed the 'Gyeonggi archive_Now (2018)' and 'Seongbuk Documenta (2016-2018)' exhibitions, which were both exemplary cases of archival arts exhibited in connection with local community archives. Based on the analysis of the Gyeonggi Archive, which was aimed at strengthening the local identity of Gyeonggi Province, as well as the analysis of Seongbuk Documenta, which focused on the loss of place that resulted from redevelopment projects in the area of Seongbuk-gu, this study identifies the multiple roles of artists in archiving work. This study also reveals the variety of archiving works that exist and illuminates the value that such initiatives have in constructing local identity and reviving a sense of place. In particular, this research shows that archival art has the potential to empower local community archives while also providing opportunities to boost artistic creation. Our research concludes by highlighting the necessity of promoting the right environment and conditions that are required for archival arts if they are to play a role not only in keeping records and memories but also in producing further knowledge and discourse in a local community.

It is well known that records management is closely related to democracy, and the records management 'innovation' in Korea did also aim to reach democratic 'accountability' and 'governance'. Likewise, the first reason this article deals with the establishment of archival community in the East Asia is to help promote democracy and form a co-operative relations in the region through records management. Secondly, the distorted view of history easily found in the history textbooks of each countries should be corrected for the 21st East Asia in peace. Records and memories in the past are main components for the present and the future. A great many records to solve the disputes over history still remains inaccessible at large in the archives of the East Asia. A coming archival community will endeavor to disclose and share the historical records for harmonious awareness of history. Cooperation and solidarity within archival community in the East Asia featuring democratic accountability, governance and more records disclosure can be a brand-new start for peace and 'better' democracy in his region.

This article will examine the community archive movement, exploring its roots, its variety and the present developments. It will identify limitations of archival principles in managing community records, particularly on the many gaps and insufficiencies for dealing with historically marginalized groups in the contemporary archival infrastructure. Introducing paradigm shifts in the understanding of the role of archives, the author examines new challenges and opportunities of archival community on community archives.

The purpose of this study is to analyze how the "memory approach" has affected archival methodology and activities, and suggest the directions of archival activities in each field. Although there have been many discussions on the memories and collective memories in Archival Studies, it is necessary to analyze them more practically from the viewpoint of archival activism. In this study, the memory approaches in archival discourse are classified into four categories in terms of archival activism; i) the role of archives as social memory organizations, ii) the memory struggle for finding out the truth of the past, iii) archival activities of restorative justice for people who suffer from trauma memories after social disasters and human rights violations, and iv) the memory process of communities' archiving for strengthening community identities. The meaning and issues are analyzed for each category, and the practice based on archival expertise and political and social practices are examined together as necessary competencies for archival activism.

Recently in the field of archival science, a variety of documentation issues about community, everyday life, political and social movement and human rights are under discussion focusing on minorities' documentation and implementation of social justice. Those issues are especially focused on documentation about minorities and implementation of social justice. These Archival Activism is evolved from academic and social influence since the late 1960s rather than recent changes. The recent Archival Activism is under way in various fields and forms that encompasses both aspects of the mainstream/fringe groups over the world beyond organizations and areas. 4.16 disaster put archival community in korea many challenges. Now is the time to approach with reflections on records of evidence and heal. This study seeks contemporary documentation's assignments through the documentation case of Occupy Wall Street Movement. Firstly, it examines on concept of Archival Activism, origins, and developments. And Based on the documentation case of Occupy Wall Street Movement, it investigates a role of the archival profession carrying out Archival Activism.
