Recent Trends and Alternatives of Korean Social Welfare Service Policies - Integration of Market and Anti-market Schemes- (사회서비스 정책의 동향과 대한 - 시장 기제와 반-시장 기제의 통합 -)

  • The purpose of this study is to review recent trends and major emerging problems and explore alternatives of Korean social welfare service policies. The concerns on social welfare service are triggered by the issues of rapid getting lower birth rate and severe growing rate of old people. These concerns resulted in the expansions of social welfare services. But Korean social welfare service systems are not prepared for these expansions. Presenting problems are disconnection between state and local governments, not securing minimum standards on accessibility and service provision, excessive concerns on making caring jobs and lacking in securing of safety and rights of vulnerable service users. As alternatives, this study proposes the integration of market approaches which can facilitate service user's choice and anti-market schemes which could act against the negative effects of market approaches.

The Problems and Solutions in the Laws and Regulations regarding Anti-Dumping in China (중국 반덤핑법제상의 문제점과 해결방안)

  • China has been the number one target of anti-dumping cases. In the middle of 1990s, China began to make anti-dumping rules to protect its domestic markets. The first anti-dumping regulation was mentioned in 1994 and the anti-dumping and anti-subsidy regulation was published in 1997. In 2001, China entered into the WTO and as a member of WTO, China is obliged to revise its anti-dumping rules in accordance with WTO's requirements. After that China amended anti-dumping rules in 2004 and it is still valid. Even though China makes considerable efforts to make the rules to be consistent with WTO Rules, China is still facing various difficulties such as lack of transparency, absence of definite deadlines, mismatch between rules, lack of clear interest criteria, overly hard questionnaires and inadequacy of judicial review and non-market economy. This paper deals with the current situation of anti-dumping system in China and the scheme of antidumping law and regulations and the main contents of that law and regulations. The purpose of this paper is to contribute to the enhancement of China's anti-dumping rules by studying the problems and solutions of the anti-dumping rules in China.

Design and Implementation of an Authentication System for Anti-Forgery using the Smart Card (스마트카드를 이용한 위조방지 인증 시스템 설계 및 구현)

  • To protect the market for various products, existing authentication techniques using ID, hologram and RFID have been gradually developed. However, these methods can be easily exposed the authentication information, and also these exposed information easily copy. Thus, production of the counterfeit goods can not completely prevent. In this paper, to solve these problems, we designed JCVM file system for saving and managing the authentication information, user's information and a sales agency information into the smart card. And we designed and implemented an authentication protocol that can authenticate to avoiding exposure using processor of the smart card. Through this, this proposed scheme can prevent occurrences of the counterfeit goods. And also, can be used for authentication as any product that can attach the smart card.
