A Study on the Determinants of Management Performance of Nonprofit Arts Organization: Focusing on Symphony Orchestras in USA (비영리 공연단체의 경영성과 결정요인에 관한 연구 - 미국오케스트라를 중심으로 -)

  • This study aims to suggest effective management performances of nonprofit arts organizations among competitive environment. To examine the factors which affect the performance of nonprofit performing arts organizations such as external environment, cultural capital, orchestra characters and government grants, this study analyzed the data of 990 tax forms of the US Internal Revenue Service(IRS) of the top 73 symphony orchestras and government sources in USA. Independent variables are measured as sponsorship amount which is the biggest part of orchestras' income, and ticket sales which is profit of inherent business purpose. As a result, the performance of the orchestra is affected positively by the income and influenced by the orchestras' characteristics including age, size, and conductor. Also government grants to the orchestras are essential for organizations to sustain their business. But, there are two different sides on these effects that small to medium groups are influenced by crowding in effect and bigger groups are more likely conducted by business overview. Lastly, cultural capital is no significant relationships to orchestras' management performances. This scope of the study is limited to American symphony orchestras; however, this study is significant in that empirical analysis on nonprofit performing arts organizations from an economic view point and contribute on other nonprofit arts organizations to develop their strategic plan for sustainable business.

Factors that Influence the Technological Performance of National R&D Programs: in the Case of the Machinery and Chemical Technology R&D (국가연구개발사업의 기술적 성과창출 영향요인에 관한 연구: 기계 및 화학 산업 기술개발사례를 중심으로)

  • This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.

An Evaluation of Korea's 20-Year ODA (한국의 공적개발원조 20년의 평가)

  • This paper aims to assess the effectiveness of Korea's official development assistance (ODA) in terms of improvement in per capita gross domestic product (GDP) of aid recipients, and promotion of Korea's exports and outward foreign direct investments (FDI) to ODA recipients. The assessment has also been done for different groups of aid recipient countries divided by their regional location, income level, and economic freedom. For this purpose, this paper empirically tests the effectiveness of bilateral grants and loans for 163 aid recipient countries during the period of 1990 to 2003. Results show that ODA from Korea had not been able to explain the variations in aid recipient countries' growth in per capita GDP. Provision of aid promoted outward FDI to aid recipient countries during the entire period considered. With respect to exports, provision of aid had facilitated Korea's exports to aid recipient countries, except for the period of 2000~2003. On the basis of the findings, recommendations for future aid policy have been made.

  • Libraries are social apparatuses made by social needs and functions, each class of services and technology in them were changed and developed variously adapting to chronological conditions. There is reaching the interest about development in the information system to deal with it's all materials effectively, but most of libraries are interfacing from the limit of materials and manpower. Some obstacle factors restrained in the attainment of purposes and is made Sufficiently services by librarians through the information networks for libraries, they devise the utilization of materials widely in libraries and information centers. As the pre-condition of library networks, the mathematical model of organization and it's formular, 29 universities and 7 public libraries in seoul are to make the non-directed and the directed networks, and then the former has 5 groups, the latter has 1 group by the switching center. I studied for the switching centers from 6 groups experimentally. Organization, finances, cataloging and Situation that are some obstacle factors of the information networks for libraries were studied the alternatives of them. When we can have supports of the nation actively for the making networks in geographical and various libraries and get grants of it, many agencies and industries, we can achieve the purpose by social apparatuses in the information society.

A Study on the Regime of Island and Dokdo on the UNCLOS (해양법상 섬제도와 독도)

  • Article 121 of the UNCLOS stipulates the regime of islands and grants different jurisdictions to islands and rocks. Especially, paragraph 3 gives different definitions and distinguishes the legal status of between islands and rocks. That is, rocks, which cannot sustain human habitation or economic life cannot have their own EEZ, continental shelf or the great-sphere maritime jurisdiction. In this paper various theories and state practicess on islands and rocks are examined with reference to Article 121 of UNCLOS. Also, the status of Dokdo as a rock or an island is examined in accordance with the interpretation of Article 121 of UNCLOS. National legislations, practices, and many scientific opinions are often contradictory and controversial with respect to the interpretation of Article 121 of the UNCLOS. However, it is believed that Article 121 of UNCLOS, particularly paragraph 3 has to be interpreted more strictly. That is because the highly developed modem scientific technology can be meaningless when the criteria of Article 121 of UNCLOS are to be inappropriately applied. Insular figures like ${\ulcorner}rocks{\lrcorner}$ could bring the inequitable effects disadvantageous toward the other party when the maritime delimitation is applied. Claiming and Intentionally extending maritime zone of a coastal states by assigning EEZ for small insular figures like ${\ulcorner}rocks{\lrcorner}$ is over-zealous nationalism which is illegal, and such practices must be recognized as actions bringing great harm to the neighboring nations and demise of the sprit of all mankind.

Plasticity of rice to water extremes: Farmers' genes to mechanisms

  • Too little and too much water due to climatic events is a significant cause of global food insecurity. Crops are less productive under water-limited conditions and all major crops, with the exception of rice (Oryza sativa), die within a few days of complete submergence. To complement our studies on genes such as SUB1A, (an ERF-VII transcription factor that provides robust submergence tolerance) and AG1 (a TREHALOSE 6-P PHOSPHATASE that promotes establishment of young seedlings underwater), we have retooled INTACT (${\underline{I}}solation$ of ${\underline{N}}uclei$ ${\underline{TA}}gged$ in specific ${\underline{C}}ell$ ${\underline{T}}ypes$) and TRAP (${\underline{T}}ranslating$ ${\underline{R}}ibosome$ ${\underline{A}}ffinity$ ${\underline{P}}urification$) for rice. These technologies enable us to follow dynamics in chromatin, nuclear pre-mRNAs and ribosome-bound mRNAs in meristems and diverse cell types. With these technologies we can better interpret responses to stresses and reestablishment of homeostasis. These include stress acclimation strategies involving changes in metabolism and development, such as dynamics in suberin deposition in sub-epidermal layers of roots that limit water loss under drought and oxygen escape during waterlogging. Our new data uncover dynamic and reversible regulation at multiple levels of gene regulation and provide new insights into processes of stress resilience. Minireview for Chronic Fatigue Syndrome and its Medical Attention recently

  • Objectives: Chronic fatigue syndrome (CFS) is a debilitating illness impairing seriously quality of life, while CFS would be an optimized target disorder of Korean medicine. This study aims to present the recent information especially in aspect of medical policy and new diagnosis criteria for CFS. Methods: The literature survey was conducted using the terms of "chronic fatigue syndrome", "myalgic encephalomyelitis" and "fibromyalgia" in PubMed database and Google database in its entirety from January 2011 to February 2019. The in-depth review was made focusing on the changes in policy and medical perspective for CFS. Results: Recently large medical attentions and researches for CFS have been existed worldwide. By supporting of USA government, IOM made a report which leaded to a turning point in clinical practices and research in 2015. This report recommended a new name of CFS to systemic exertion intolerance disease (SEID), and new diagnostic criteria focusing on post-exertional malaise, unrefreshing sleep, cognitive impairment and orthostatic intolerance. The medical perspective also was changed into "a serious, chronic, complex, systemic disease" from a psychological-like disorder, and then UAS and EU governments sharply increased the research grants. Conclusions: This study provided practitioners in Korean medicine (KM) a core information about the recent changes in CFS-related perspectives. This review would be helpful for KM-derived researches or therapeutics development for CFS.

Individual Values on Childbirth and Social View on Childbirth Encouragement Policy (출산에 영향을 미치는 개인 가치관과 출산장려정책에 대한 사회적 인식)

  • The purpose of this study was to examine whether childbirth encouragement policy is actually helping those childbirth, and also discuss the possible directions of this policy to unfold in the future, should take. For this, We have surveyed 412 married and 437 unmarried men and women in order to investigate the individual values that influence childbirth, From these respondents and we interviewed and surveyed recipients of grants (244people), administrative officers in charge (41people), and experts (34people) to investigate their social view on the Korean government's impact. The results of this study are as follows: Firstly, most of the people (unmarried 70.3%, married 69.1%) surveyed said that important life objectives for them. Secondly, most of the people(male 44.4%, female 73.8%) surveyed said that once married shied away from having babies, (a) due to the finance and childcare burden is heavy of running a family while both parents are fulltime employed (b) because it is difficult to get pregnant due to health problems, and (c) foremost because having several children exacerbates their financial burden. Thirdly, grant recipients(75.4%), administrative officers in charge(65.9%), and experts(53.0%) all said that childbirth encouragement policy currently being implemented has little impact on their childbirth. Finally, it was established that the incentives to encourage childbirth is best suited for individuals that favor having many children.

The Key Historical Factors of Small and Medium-Sized Enterprises (SMEs) for Economic Growth in the Republic of Korea

  • The primary objectives of this study is to examine and identify the historical factors that have significantly contributed to the growth/ expansion and prosperity of SMEs in the Republic of Korea and to evaluate and assess the impact of historical factors on the economic progress/ development, innovation, and job creation within SMEs in South Korea. To achieve the purpose of the current study, the present author has investigated the comprehensive literature investigation and figured out a total of four Key historical factors of SMEs for Economic Growth in the Republic of Korea, such as (1) Government Policies, (2) Technological Advancements, (3) Access to Finance, (4) International Trade. In conclusion, this study has undertaken a thorough investigation into the four critical historical factors that have significantly affected the development and achievements of SMEs in the Republic of Korea. By addressing a notable gap in current scholarly work, this study not only adds to the existing pool of knowledge but also provides valuable insights for various stakeholders. Practitioners/ professionals should proactively participate in government support initiatives/ programs and financial aid. SMEs can benefit from monetary incentives and donations/ grants intended to stimulate research and development, creativity, and international trade ventures.

Technology Valuation Reflecting Option Value Among Technology Transaction Subjects (기술거래 주체별 옵션가치를 반영한 기술가치평가방법)

  • There is a growing need for technology transactions between the technology providers, who develop technologies, and the technology consumers, who purchase and commercialize technologies, to be smooth, when technologies, as intangible assets, are traded as items that can be purchased and sold. In response to these challenges, this study examines new approaches to assessing the fair market value of technologies. Because corporations are the main force behind technology development and commercialization in the existing business environment, applying one valuation method to technology assets is viable; however, as the subjects of technology development and technology commercialization are separate, the need for price negotiations between the subjects of technology transaction has grown. Moreover, as the investigations into and the application of transaction prices have been performed separately by technology providers, technology consumers, and technology assessment financial institutions, the research on technology valuation methods has shown that there are differences in perceived transaction prices between the subjects involved. This research presents a new method, appropriate to technology transactions; unlike existing methods, it grants option values to the technology provider and newly defined key variables to the technology consumer.
