Government R&D Support for SMEs: Policy Effects and Improvement Measures

  • Government R&D grants for SMEs have risen to three trillion Korean won a year, placing Korea second among OECD nations. Indeed, analysis results have revealed that government support has not only expanded corporate R&D investment and the registration of intellectual property rights but has also increased investment in tangible and human assets and marketing. However, value added, sales and operating profit have lacked improvement owing to an ineffective recipient selection system that relies solely on qualitative assessments by technology experts. Nevertheless, if a predictive model is properly applied to the system, the causal effect on value added could increase by more than two fold. Accordingly, it is important to focus on economic performance rather than technical achievements to develop such a model.

  • Climate changes and environmental pollution problems are continuing every year. In Korea, the carbon dioxide(CO2) emissions by the transport sector reached around 20% of pollution. Many countries are enforcing the pollution-control policy. Korean government has introduced the modal shift grants as well as in other countries. In case of nation's transportation plan, the policy basis of green distribution is emphasized. However, the shipper and logistics company have low interests in the modal shift as the massive transportation system. The purpose of this paper is that I studied the policy alternatives for the modal shift of foreign railways., And also I studied the difficult problems at altering the railway freight from domestic road freight and I suggested the alternatives of modal shift to solve those problems.

Design of High-Speed VOQ Management Scheme for High Performance Cell/Packet Switch (고성능 셀/패킷 스위치를 위한 고속 VOQ 관리기 설계)

  • This paper presents the design of high-speed virtual output queue(VOQ) management scheme for high performance cell/packet switch, which has a serial cross bar structure. The proposed VOQ management scheme has been designed for wire-speed routing with a pipelined buffer management. It provides the tolerance of requests and grants data transmission latency between the VOQ manager and central arbiter using a new request control method that is based on a high-speed shifter. The designed VOQ manager has been implemented in a field programmable gate array chip with a 77MHz operating frequency, a 900-pin fine ball grid array package, and 16$\times$16 switch size.

A Strategic Effect of Bundling on Product Distribution

  • Purpose - This study examines a bundling effect on production and distribution in a patent-protected industry. Despite the heavy use of bundling strategies in the information and technology industry, literature has paid scant attention to bundling of intellectual property rights. This study examines a theoretical exploration of the bundling effect on licensing behavior. Research design, data, and methodology - To address this behavior, we build a simplified model consisting of three stages: 1) bundling decision, 2) licensing agreement, and 3) competition. The subgame perfect Nash equilibrium is applied to the model. Results - A single-patent holder with superior technology grants its own license to the multiple-patent firm, thereby leaving the market. Anticipating the single right holder's licensing strategy, the multiple-patent firm offers a bundle, making the single-right holder's bargaining position weaker. Conclusions - Bundling is an effective business strategy, resulting in multiple products for a firm as it faces other firms with single-product lines in each market. Taking advantage of the multi-patent or multi-product lines, the firm utilizes the bundling strategy obtaining better technology from the standalone single-patent firms.

A Case Study on Methodology Applying Fabric Stretch Property for Pants Pattern Drafting (바지 원형 설계에 직물의 신축성을 적용하는 방법에 대한 사례 연구)

  • The methodology of applying fabric stretch ratio in the grants pattern drafting was evaluated. The experimental fabrics employed in this study were 3 different knit fabrics with various stretch ratio in vertical or horizontal direction. The firm fitting pants pattern was modified by applying the fabric stretch ratio in vertical ana horizontal direction. The computer automatic drafting method was used for pants pattenl alteration. The suitability of the altered pattern was evaluated by the 7 clothing specialists, The results showed that fit of all experimental garments was improved in general. The garment which was constructed with the fabric having large difference between horizontal stretch ratio and vertical stretch ratio showed poor fit at crotch area. This result implies that computer aided pattern alteration is not appropriate when fabric stretch ratio is vary by the fabric directions.

A Study on the Policy Directions to Sustainable Rural Development (논문 - 지속가능한 농어촌 지역개발을 위한 정책 방향 연구)

  • There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

  • A typical AP (Access Point) selection policy is to select an AP based on the received signal strength indicator (RSSI), ignoring its load. If multiple stations are deployed densely at a particular area, a typical AP selection policy will bring about the overall network throughput degradation. This paper proposes a novel AP selection policy taking into consideration not only signal strength of the APs but also AP loads to avoid Hotspot congestion. An experiment on Alinker implementing proposed AP selection policy, demonstrates that the proposed policy achieves close to optimal load balancing and grants the maximum transmission rate to stations in comparison with SSF (Strongest-Signal-First) and LLF (Least-Loaded-First).

Alternate Energy: Gravity Powered Rail Transportation Systems

  • A simple pendulum shows how efficient gravity is in recovering energy. Any transportation is a linearly oscillating system; every load gains kinetic energy, but loses the same to come to a stop. The Gravity Power Towers comprise of a set of vertically moving heavy masses coupled, through microprocessor controlled continuously variable gear and cable system, to a horizontally rolling unit on wheels either on rail or road. The heavy masses move vertically up against gravity gaining potential energy while stopping a moving mass; move down under gravity force, giving out energy. The Tower thus accelerates or sustains the speed a rolling unit, and while decelerating, recover the kinetic energy. Speeds of 360 kmph can be attained. Recovery of energy varies from 98.5-70%; the longer the distance between stops, the lesser is recovery. The economical, omnipresent & eternal Gravity Power grants energy independence to many a nation. Global warming reduces.

  • Recycled aggregate is an aggregate that satisfies the quality as an aggregate by crushing waste concrete and passing it through a separator. The government grants a floor area ratio of up to 15% and building height mitigation when more than 25% of the recycled building materials are used. In addition to environmental protection issues, it is necessary to actively utilize recycled aggregates that meet the standards to secure the business feasibility of buildings. This study attempted to derive the results according to the substitution rate by measuring the chloride ion diffusion characteristics based on the electrophoresis method.

Comparative Study of R&D Performance by Government Funding Methods for ICT SMEs (ICT 중소기업에 대한 정부 지원방식에 따른 R&D 성과비교)

  • This paper summarizes the results of the government R&D funding for ICT SMEs over the past five years, and compares the differences in R&D performance of the government funding methods (grant and loan). Two major ICT SMEs funding programs were examined, and the data used in the comparison were based on the performance analysis report published by the MSIP (Ministry of Science, ICT and Future Planning) every year. Considering that the projects' conductors were SMEs and that the R&D stages were in development research, the comparison categories were the number of patents and employment (or jobs) positions created, and commercialization success rate and its sales. Comparative analysis results proved that the SME R&D programs were funded with grants had excellent technological achievements in terms of the number of patent applications and registrations. On the other hand, SME R&D programs that were funded by the government loans had relatively higher economic and social achievements, such as employment effects and commercialization sales. However, it was difficult to come to a comparative conclusion on the category of commercialization success rate between the two programs. As the result, this paper provides suggestions for the direction and policy of the government financial support for ICT SME R&D.
