  • Air quality monitoring is a primary activity for industrial and social environment. The government push for pollutants that must be monitored. Especially, the VOCs (Volatile Organic Compounds), which are very harmful for human and environment, should be controlled under the government policy. We have been developed a VOCs measurement system which recognize various kinds and quantities of VOCs, such as benzene, toluene, and xylene (BTX). Especially, we designed sensor array with various kinds of gas sensor and ANN (Artificial Neural Network) algorithm. The measured values for BTX have errors of-4ppm.

연안의 선박오염배울을 포함한 부산지역의 대기오염물질 배출량 산정 (An Emission Estimation of Pollutants Including Ship Sources in the Pusan Metropolitan Area)

  • In recent years emissions of pollutants from ship sources, especially NOx and SOx, is controlled by IMO(International Maritime Organization). The emissions of pollutants from ship sources in Pusan is considerably large, because the number of ship's coming and going in Pusan port is larger than that of other ports in Korea. Since Pusan is under the strong influence of land-sea breezes, pollutants emitted from ship sources will be transported into the inland. Control of emissions from ship sources is required to devise effectively the policy of air quality management in Pusan. Therefore this paper considered the present condition of total pollutant sources and emission characteristics including in coastal urban area.

  • The current increases in fuel price contribute to reducing level of congestion and air pollution. In this paper, this measure is compared with the congestion toll charge and the 10 'buje'(a $10\%$ demand control measure of registered vehicle i.e. each vehicle can not operate when its plate's last digit matches the last digit of the date). The purpose of our study is to give a priority order to various measures and to propose the win-win solution of Seoul for policy makers. We recommend the congestion toll charge coupled with some metering measures is the win-win solution for Seoul. Also we conclude a priority order such as metering; congestion toll charge; increase in parking fee; increase in fuel price; the 10 'buje' must be acceptable for implementation. Various ITS subsystems needed to support the proposed win-win solution are identified and field operational tests for them are introduced in this paper.

Using spatial misalignment Method to Measure and Evaluate unbalanced reginal tourism development in Southwest China

  • "China's Western Development Policy" has brought multiple opportunities to the development of tourism in Southwest China including Sichuan, Guizhou, Yunnan, Chongqing and Tibet. The 4 provinces and 1 municipality overall show a certain degree of accumulation effect and coordinated development in tourism due to their location, traffic and traditional economic cooperation. This study takes the Southwest China as the research object and utilized the spatial dislocation model and the tourism spatial misalignment index to estimate the mismatch degree between tourism resources and tourism income among provinces and try to find out the internal reason background. The results show that each of the five provinces has its own advantages in index of economy, tourism resources, human resource, and transportation, leading to differences in the center of gravity of the entire region in all aspects. In view of the results of spatial dislocation analysis, suggestions for improvement and optimization are put forward to promote the high-quality development of tourism in Southwest region. development.

  • The purpose of this paper is estimating environmental carving capacity of Seoul Metropolitan Area for a sustainable city management using system dynamics model. A sustainable development requires a society to define sustainability constraints or environmental limits, environmental carving capacity. Environmental carving capacity can be defined as the level of human activity which a region can sustain at an acceptable quality of life level. This concept of environmental carving capacity has several important application to sustainable city planning and management. If the limitation of a human activity can be supported by a scientific data on carving capacity, the resulting decision and actions could more easily win public support for a sustainable development. However, one of the key issues is how to operationalize the carving capacity. In this paper, the environmental carving capacity was operationalized as a maximum number of industry structure, population, and housing that can sustain certain level of environmental quality of Seoul Metropolitan Area. The model developed in this paper consisted off sectors: population, housing, industry, land, and environmental sector. The model limits its main focus on the NO$_2$level of ambient air of Seoul. Carving capacity Seoul Metropolitan Area was estimated by figuring out the maximum number of population, industry structure, housing at an equilibrium point that sustain a desirable NO$_2$level. Based on the model estimation, several policy implications for a sustainable city management was discussed.

조직 상황을 고려한 DEA 기반의 벤치마킹 프레임워크 (A DEA-based Benchmarking Framework in terms of Organizational Context)

  • Data envelopment analysis(DEA) has proved to be powerful for benchmarking and has been widely used in a variety of settings since the advent of it. DEA can be used in identifying the best performing units to be benchmarked against as well as in providing actionable measure for improvement of a organization's performance. However, the selection of performance benchmarks is a matter of both technical production possibilities and organizational policy considerations, managerial preferences and external restrictions. In that regards, DEA has a limited value in benchmarking because it focuses on only technical production Possibilities. This research proposes a new perspective in using DEA and a frame-work for benchmarking to select benchmarks that are both feasible and desirable in terms of organizational context. To do this, the concept of local and global efficiency is newly proposed. To show how useful the suggested concept and framework are, a case study is addressed.

액상 첨가제 살포 방법에 의한 밀폐형 돈사에서의 분진 저감 평가 (Assessment of Dust Reduction in the Enclosed Pig Building by Spraying Method with Liquid Additives)

  • 본 연구는 지금까지 활용되었거나 새로이 제안된 액상 첨가제를 돈사에 살포하여 분진 농도의 경시적 변화를 관찰하여 제거 효과에 대해 객관적으로 비교 평가하기 위한 것으로 다음과 같은 결론들을 도출했다. 1. 살포 전 밀폐형 돈사내 분진 농도는 다른 연구자의 결과와 비교시 전반적으로 낮았다. 2. 온도의 경우는 살포 후 24시간까지 돈사 내부와 외부 큰 차이가 없었으나, 상대습도는 살포 후 1시간까지 증가하여 외부와 약 10% 가량의 차이를 보였다. 3. 평가대상 모든 액상 첨가제들의 살포직후 분진 평균 저감율은 살포 전 농도 대비 약 30%로 나타났다(p<0.05). 4. 살포 3시간 이후부터는 콩기름을 제외하고 다른 액상 첨가제들의 분진 농도에 대한 경시적 저감 효과가 관찰되지 않았다. 5. 평가대상 모든 액상 첨가제들 중 콩기름의 살포가 제거 효율성 및 안전성 측면 모두 돈사 분진 제어에 대해 가장 효과적인 첨가제였다.

수도권 대기 중 입자상 물질로 인한 건강부담 추정과 불확실성 (Uncertainty and Estimation of Health Burden from Particulate Matter in Seoul Metropolitan Region)

  • It is well known that exposure to high level of PM (particulate matter) can adversely affect human health. However, little is known about health burden of PM considering the relationship, exposed level of PM, and health level in local communities. And, there is scarcely methodical assessment of uncertainty for application to policies of these assessment results. The scope of this study is divided into two parts: firstly to estimate the death burden of PM10 (particulate matter less then $10{\mu}m$ in diameter) in Seoul metropolitan region, and secondly to evaluate potential uncertainties in these estimates. To estimate the death burden of PM10 in Seoul metropolitan region from 2005~2010, we firstly assessed the relationship between daily mean PM10 and daily death counts in Seoul from 2000~2010, and calculated the death burden of PM10 using BenMAP (Environmental Benefits Mapping and Analysis Program). After that, we identified and characterized uncertainties to substantially influence the results of death burden. The daily mortality risk was increased 1.000227 times (p-value/0.001) associated with $1{\mu}g/m^3$ increase of daily mean PM10 for all ages population, Seoul. And, death burdens of PM10 in Seoul metropolitan region were estimated from 5.51 in 2005 to 5.12 in 2010 per 100,000 people. Finally, we categorized context, model, and input uncertainty and characterized these uncertainties in three dimensions (i.e. location, level, and nature) using uncertainty typology. In our study, we argue that uncertainties need to be identified, assessed, reported and interpreted in order for assessment results to adequately support decision making, such as the establishment of air quality standards based on health burden of air quality.

전주공단지역의 주요VOCs 배출농도 측정 및 배출원별 특성 분석 (Measurement of VOCs Concentrations at Jeonju Industrial Area and Emission Characteristics)

  • It will be necessary to make proper management plans to preserve the air quality in good level for the public. In order to make these plans, source information and detail emission inventories of the city and near industrial areas should be given. However, lack of the source measurements data makes us more difficult to complete the source inventory. VOC source Inventory could be utilized for the feasibility study to estimate the contribution of VOC sources presenting to the receptor such as residential area. It may give policy maker an idea how to control the air quality, and improve their social environment in the area. This study shows data that measured VOCs concentrations from the local industrial areas in Jeonju during from May 2005 to January 2006. The samples were collected from the near sources in 7 major factories in the industrial park as well as 5 general sources in near city Jeonju area to elucidate the abundances of speciated VOCs and their spacial and temporal distributions depending on source bases. Industrial sources are as follows; chemical, food, paper, wood, metal, non-metal (glass), and painting (coating) industries. The 5 general sources are sampled from tunnel, gasoline gas station, dry cleaning shop, printing (copy) shop, and road pavement working place in urban area. To understand the near source effect at receptor, samples from the 2 receptor sites (one is at center of the industrial complex and the other site is at distance residential area downwind from the center) were collected and analyzed for the comparison to source concentration. The mass contributions of the speciated VOC to total mass of VOCs measured from the different sources and ambient (2 receptors) were presented and discussed.

배출량 분포에 따른 대구시 일산화탄소 측정망 위치의 적절성 평가 (Assessment of the Locations for Carbon Monoxide Monitoring Stations in Daegu according to Emission Distribution)

  • 대구지역은 주위가 산으로 둘러싸인 분지형 도시이기 때문에 대기 환경 쾌적성이 타 도시 보다 낮은 편이다. 따라서 본 연구에서는 대구지역 자동대기오염측정소의 위치를 일산화탄소(CO) 배출량 분포에 기초하여 CO를 체계적으로 관리하기위한 적합한 장소에 대해 조사하였다. 이를 위하여 현재 대구지역 CO 관리정책 수립에 기초자료를 제공하는 자동대기측정소의 위치 적절성에 대하여 평가하였다. 대구시 수치지도와 환경부에서 제공하는 CAPSS(대기정책지원시스템 ; Clean Air Policy Support System) 자료를 활용하여 배출량 지도를 작성하였다. 도로, 아파트, 공장, 소각장 4가지로 구분하여 배출량을 입력한 뒤 법정동별 평균 배출량을 산출하였다. CO 배출지역을 고 배출량 지역과 저 배출량 지역 10단계로 구분하고 현재 측정소가 어느 단계에 해당하는지 조사하였다. 결과적으로, 저 배출량 지역 보다는 CO 고 배출량 지역에 해당하는 측정소가 부족한 것으로 나타났다. 특히, 1999년부터 2007년까지 공통적으로 추가 설치가 필요하다고 나온 국우동 외 6곳에 CO 측정망이 설치된다면 보다 다양한 기초 자료의 제공으로 체계적인 CO 관리가 가능할 것으로 판단된다.
