The purpose of this study aims to the improvement prospect of green insurance industry in Korea. Green insurance includes all classes of general insurance business including unoccupied property insurance and empty building insurance, business insurance, personal insurance, etc. Green policies often cover expensive systems that are not covered under most property policies. The same is true for some underground property, which is also exempted from many property policies. At least insurers already offer products designed to fund rebuilding damaged properties to meet certain environmental and building standards. While the products are in their infancy, insurers and brokers say the huge interest in environmental issues will increase demand. Green buildings that improve energy efficiency and air quality and reduce waste are designed to reduce their effects on the environment and the health of building occupants. Buildings account for 39% of U.S. carbon dioxide emissions, according to the Department of Energy. Insurers say that, as sustainable buildings become more common, green insurance will become more popular and some of its features might become a standard part of property policies.
The concentrations of polycyclic aromatic hydrocarbons (PAHs) and elemental carbon (EC) in particulate matter, typical primary aerosols have decreased in Seoul between 2003 and 2018 (80% for PAHs and 85% for EC). The yearly mean benzo[a]pyrene (BaP) concentration has been lower than 1 ng/m3 since 2010-2011, the target value set by the European Union (EU) and China. A series of policies related to solid fuel and vehicle in South Korea and China should be effective in the reduction of the ambient PAHs and EC concentrations. But the emission data of PAHs and EC at both countries did not support that hypothesis. Possible causes are uncertainties in the emission inventories of primary carbonaceous aerosols in South Korea and China, although there may be a minor effect of the emissions from North Korea on the concentrations in Seoul. Thus the further policy directions against PAHs and EC such as improvements of emissions inventories and measurements, intensive regulation of non-road mobile sources and control of PAHs derivatives are discussed.

Korean satellite development projects were divided military objectives such as national security, and commercial communication satellites. The First geostationary Korean earth observation satellite, GeoKOMPSAT is a turning point to concern another way to utilizing satellite. In the past, the main concern was the sharp ground images, now days, it is more important to make high added value from satellite data. In particular, environmental payload, GEMS mounted on the satellite GeoKOMPSAT-2 will monitor air quality which is not observed by visual material, may be referred to as case by utilizing the satellite. Satellite data utilization is likely to receive a great influence on the appropriate public policy data. If the public is expected to be fully revealed that potential demand. It is time to change the management policy on the security aspects of weak satellite data. Depending on the expanding use of satellites, it is necessary to investigate the status of disclosing satellite data, and suggests policy options for the distribution of materials for the environment satellite characteristics.

The purpose of this study is to find out primary policies for reducing PM(particulate matter) as well as for improving the quality of life. Serious particulate matters cause to diverse healthcare and economy problems including business transactions. Unfortunately, until recently there are very few researches regarding the decision-making process for particulate matter policies. This study has applied the AHP(Analytic Hierarchy Process) method to develop cooperative policy making processes. The upper layer of this hierarchy analysis consists of four parts, i.e., transportation, production facility, living environment, and urban planning management. And each upper layer parts has their own three policies. 25 experts including policy-makers, academic researchers and industrial specialists have decided the primary policies and directions. The most significant PM policy is the mandatory reduction of air pollution and suspension of factory operation in the production industry. The results of this study can lead to guidelines for making environmental policies.
Application of space technology in the field of communication and remote sensing becomes increasingly important in human life. Advancement of communications means shinks the size of our globe and that of remote sensing techniques improves the quality of human well-being. It is a world trent for each country to make its best effort in advancing its capabilities in these fields sometimes independently and other times jointly with other nations. Korea being no exception to this world trend is planning various starategies in application and development of space technologies. However, unfortunately, Korea is a new commer in this field. Statellite Technology Research Center (SaTReC) of Korea Advanced Institute of Science and Technology (KAIST) initiated to aquire satellite technology by sending its graduates abroad in 1989. As a result KITSAT-1 was launched in 1992 and KITSAT- 2 was launched in 1993 and they became Korea's first two satellites in orbits. Academic program including On-the Job-Training for Korean students at the University of Surrey, UK, is also an innovative scheme of mixing education and practical know-how for successful technology transfer, which resulted in a small but very capable and effective satellite experts group in Korea for self-propelled research and development in space activities. In this context, space development strategy should be considered in terms of the following factors; (1). Participation in international space activities as an active member to utilize international organization and to contribute to the peaceful use of space, (2). Development of national defence structure for independent activities in space, (3). Enhancement of manpower utilization for space development and promotion of national pride and (4). Education of youngsters for the extension of intellectual activities into the limitless space. In order to make very costly space development project most efficient, governmental level space development organization directed by the head of nation should be established and should manage all space development programs making full use of its all available resources including the advantage of the university based R&D capability.
On January 1, 2005, the Special Act on Metropolitan Air Quality Improvement, known as the Blue Sky 21 Program, entered into force. This Special Act is aimed at reducing the annual average concentrations of $PM_{10}$ and $NO_2$ to $40{\mu}g/m^3$ and 22ppb, respectively, from their current levels of $76{\mu}g/m^3$ and 36ppb, within the next 10 years. While the main focus of the Act is to reduce $PM_{10}$ and $NO_2$ emissions, the government also anticipates that these reductions would lessen high ozone occurrences and improve visibility. However, reducing local PM emissions would not decrease $PM_{10}$ concentrations as much as expected since other significant sources, such as continental inflow and/or secondary formation from photochemical reactions, exist. This is corroborated by the fact that $PM_{10}$ in the greater Seoul Metropolitan area during the ozone season is mostly in the form of $PM_{2.5}$, which is secondarily formed on a regional scale. Furthermore, many modeling results indicate so-called '$NO_x$ disbenefits,' referring to the fostering of an increase in ozone concentrations from a decrease in $NO_x$ emissions, over an extensive area. In this paper, the current status of air quality in the Seoul Metropolitan area is reviewed, and several other issues, including the effect of long-range transport, photochemical characteristics, and tasks for successful implementation of the Special Act are discussed.
International concern over the environmental pollution is ever increasing, and diversified countermeasures must be devised in Korea also. Global trend, damages, problems and countermeasures with respect to issues mentioned in the Rio Declaration, such as prevention of ozone layer destruction, reduction of migratory atmospheric pollution between neighboring countries, and prevention of global greenhouse effect, were discussed in this report. Conclusion of the report is summarized as follows : A. Measurement, Planning and Monitoring (1) Development and implementation of a global network for measurement and monitoring from the global aspects such factors as related to acid rain(Pioneer substances, pH, sulfate, nitrate), effect of global temperature(Air temperature, $CO_2$, $CH_4$, CFC, $N_2O$) and destruction of ozone layer($CFC_S$). (2) Establishment of network system via satellite monitoring movement of regional air mass, damage on the ozone layer and ground temperature distribution. B. Elucidation of Present State (1) Improvement and development of devices for carbon circulation capable of accurately forecasting input and output of carbon. (2) Developmental research on chemical reactions of greenhouse gas in the air. (3) Improvement and development of global circulation model(GCM) C. Impact Assessment Impact assessment on ecosystem, human body, agriculture, floodgate, land use, coastal ecology, industries, etc. D. Preventive Measures and Technology Development (1) Development and consumption of new energy (2) Development of new technology for removal of pioneer substances (3) Development of substitute matter for $CFC_S$ (4) Improvement of agriculture and forestry means to prevent the destruction of ozone layer and the greenhouse effect of the globe (5) Improvement of housing to prevent the destruction of ozone layer and the greenhouse effect of the globe (6) Development of new technology for probing underground water (7) Preservation of forest (8) Biomass 5. Emission source term is one of the strong controlling factors for the air quality simulation capability, particularly over the urban area. Ulsan is an industrial area and frequently required to simulate for environmental assessment. In this study, two CAPSS (Clean Air Policy Support System) emission data; CAPSS-2003 and CAPSS-2010 in Ulsan, were employed as an input data for WRF-CMAQ air quality model for emission assessment. The simulated results were compared with observations for the local emission dominant synoptic conditions which had negative vorticities and lower geostrophic wind speed at 850hPa weather maps. The measurements of CO, $NO_2$, $SO_2$ and $PM_{10}$ concentrations were compared with simulations and the 'scaling factors' of emissions for CO, $NO_2$, $SO_2$, and $PM_{10}$ were suggested in in aggregative and quantitative manner. The results showed that CAPSS-2003 showed no critical discrepancies of CO and $NO_2$ observations with simulations, while $SO_2$ was overestimated by a factor of more than 12, while $PM_{10}$ was underestimated by a factor of more than 20 times. However, CAPSS-2010 case showed that $SO_2$ and $PM_{10}$ emission were much more improved than CAPSS-2003. However, $SO_2$ was still overestimated by a factor of more than 2, and $PM_{10}$ underestimated by a factor of 5, while there was no significant improvement for CO and $NO_2$ emission. The estimated factors identified in this study can be used as'scaling factors'for optimizing the emissions of air pollutants, particularly $SO_2$ and $PM_{10}$ for the realistic air quality simulation in Ulsan.
Objectives: This study examined the impact of a smoke-free policy on indoor air quality at indoor recreation facilities by assessing $PM_{2.5}$ concentrations before and after the implementation of the new policy. Methods: Using real-time monitors, $PM_{2.5}$ concentrations were measured in 50 billiard rooms and 50 golf simulator rooms in Seoul, Korea. The characteristics of the indoor recreation facilities, smoking status, and atmospheric conditions were recorded at the same time.After the enforcement of a smoke-free policy, $PM_{2.5}$ concentrations, installation of smoking room, and smoking status were examined when the facilities were revisited. Results: Almost a half of the billiard rooms and over 80% of golf simulator rooms were located underground. Seventy percent of the billiard rooms and one hundred percent of the golf simulator rooms were equipped with a local exhaust ventilation system. After the implementation of the smoke-free policy, 46% of the billiard rooms and 20% of the golf simulator rooms newly installed a smoking room. In the billiard rooms with a newly-installed smoking room, the $PM_{2.5}$ concentrations decreased from 97.9 to $45.6{\mu}g/m^3$ after the implementation of the smoke-free policy. The same change of 29.0 to $ 26.3{\mu}g/m^3$ was not statistically significant in golf simulator rooms. Indoor $PM_{2.5}$ concentrations were correlated with outdoor $PM_{2.5}$ concentrations, number of smokers, and number of people in the room. Conclusions: The smoke-free policy for indoor recreation facilities was not effective at making the indoor spaces free from second hand smoke. Although a few billiard rooms installed a smoking room, indoor $PM_{2.5}$ concentrations were still higher than those of outdoor $PM_{2.5}$ or atmospheric $PM_{2.5}$. Stricter enforcement of the smoke-free policy should be achieved to prevent secondhand smoke exposure.
Until comparatively lately, the annual time series of the $SO_2$ concentration had been shown in a decreasing trend in Ulsan as well as other Korean cities. However, the high concentration of $SO_2$ was frequently found in the specific countermeasure region including the national industrial complex such as Mipo and Onsan in the Ulsan city for the period of $2001{\sim}2004$. There are many conditions that can influence the high concentration of $SO_2$ at monitoring sites in Ulsan, such as: First, annual usage of the fuel including sulfur increased in comparison with the year before in spite of the fuel conversion policy which wants to use low sulfur oil less than 3% and LNG. Second, point source, such as the power plants and the petroleum and chemistry stacks, was the biggest contributor in $SO_2$ emission, as a analyzed result of both the air quality modeling and the stack tole-monitoring system (TMS) data. And third, the air pollutants that occurred in processes of homing and manufacturing of the fuel including sulfur were transported slow into a special monitoring site by accumulating along the frontal area of see-breeze. It was concluded that Ulsan's current environmental policy together with control methods should be changed into the regulation on total amount of emission, including a market-based emission trading with calculating of atmospheric environmental critical loads, for the $SO_2$ reduction like the specific countermeasure for the $O_3$ and PM10 reduction in the Seoul metropolitan area. And this change should be started in the big point sources of $1{\sim}3$ species because they are big contributors of Ulsan's $SO_2$ pollution. Especially it is necessary to revitalize of the self-regulation environmental management. Other control methods for sustaining the $SO_2$ reduction are as follows: maintenance of the fuel conversion policy, reinforcement of the regional stationary source emission standard, and enlargement of the stack TMS.
