The Dilemma of Rural Development and Agricultural Market Opening in Korea: The Perspective of Farmers (한국의 농촌개발과 농업시장개방 문제: 농민의 관점)

  • Based on a survey sample of farm households in three provinces of Korea, this article reports the perspectives of fuel-time farmers regarding trade liberalization, its effects on their lives, and the future of small-scale farming. While the agricultural sector is being transformed under neoliberal policies, farmers, with life or no preparation for a global market order, are forced to modernize their farming operations. The findings from the survey indicate that farmers accede to terms of global integration in principle while disapproving state rural policies in practice. The survey data also confirm that intra-regional differences in farmers'perceived satisfaction with living conditions, government farm policies, and socio-economic/labor issues. Disparities in the degree of discontent with government policies and socio-economic well-being are explicit between the relatively diversified region of Kyonggi Province and the farming-dependent regions of Chunbuk and Kyongbuk Provinces. The overall findings uphold that most farmers who have not been fully exposed to free market mechanisms are confronted by increased uncertainties and economic hardships. The findings propound that agricultural/rural policies need to reflect long-term, macroeconomic changes, and regionally/locally-based agricultural structure.

  • After free trade, it is increasing to import crops, aquatic products, and livestock which are produce in a foreign land. But it is affect negatively to trust relationships and markets of Jeju's foods because of breaking it out that foreign productions exchange domestic. Therefore, this paper designed and implemented the Genuine Quotation system of Black pigs using UHF RFID. This system is developed for distinguishing spuriousness, then searching information of the product through EPC ONS in EPCIS to print within a screen. Moreover, this intuitional and efficient system is constructed by connecting various sensors and lights. It can be contributed income increase thorough the security for the quality authority of the agricultural & stockbreeding products with FCS, FCG Certificate and the genuine certificate of the black pig which is the one of most typical agricultural & stockbreeding products in the pure Green Province, Jeju.

Crop Science Approaches to Alleviate the Food Security Concerns in Korea

  • Unstable crop production and distribution affected by climate change and COVID-19 pandemic has raised the food security concerns worldwide. In particular, Russia's invasion to Ukraine has blocked the grain trade such as wheat and com to importing countries, which has aggravated the situation. Korea has relied on foreign imports for about 80% of domestic grain demand, raising great concerns on food security. Considering situations related to Korea's food security, some points in view of a crop scientist are suggested and discussed as follows; 1) Domestic production of major grain crops should be increased through encouraging farmers by appropriate governmental subsidy programs 2) International corporation should be strengthened and diversified for sustainable overseas agricultural development and for stable import even in case of food crisis and emergency. 3) Self-sufficiency target should be specified by law so that more budget investments could be put to alleviate the food security concerns. 4) Technologies for climate smart agriculture and for competitive agricultural products should be developed aided by social and governmental support.

A study on cabbage wholesale price forecasting model using unstructured agricultural meteorological data (비정형 농업기상자료를 활용한 배추 도매가격 예측모형 연구)

  • The production of cabbage, which is mainly cultivated in open field, varies greatly depending on weather conditions, and the price fluctuation is largely due to the presence of a substitute crop. Previous studies predicted the production of cabbage using actual weather data, but in this study, we predicted the wholesale price using unstructured agricultural meteorological data on the web. From January 2009 to October 2016, we collected documents including the cabbage on the portal site, and extracted keywords related to weather in the collected documents. We compared the forecast wholesale prices of simple models and unstructured agricultural weather models at the time of shipment. The simple model is AR model using only wholesale price, and the unstructured agricultural weather model is AR model using unstructured agricultural weather data additionally. As a result, the performance of unstructured agricultural weather model was has been found to be more accurate prediction ability.

Analysing the Economic Effects of Flood Damage by Dynamic CGE Model (동태CGE모형을 이용한 홍수피해의 경제파급효과 분석)

  • This study analyzes the ripple effects on the national economy of the flood damage using a perfect foresight dynamic CGE model for 2010 as the base year in case that the flood damage reduces the capital of the relevant industrial sectors. The analysis is limited to the items of physical damage such as agricultural land, ships and public facilities, for which statistical data can be obtained. As flood damage scenarios we adopt the minimum, maximum and average value of flood damage's historical data over the period 1991~2010 for each item. The results show that the largest production decline happens to the industry of fishing and transport and the next largest to the agricultural and forestry industry. The GDP reduction in the base year turns out to be from 0.001 to 0.057 percent compared to the benchmark and 11 percent compared to the exogenous shock to capital stock. Dynamically, the GDP gradually decreases until the year of 2030, which shows the long-lasting impact on the national economy of flood damage via the chanel of the capital damage.

  • Development process of agricultural technology has been studied with a case study of Korean agriculture. Technological is considered as a transformer of inputs into outputs and hence technological appropriateness, an important aspect of agricultural development strategies, is considered as a dynamic concepts. Considering the concept of agricultural system as a delivery system for providing essential materials and services to producers and consumers, it has been divided into two major groups of dimensions vis. external challenge dimensions and internal response dimensions. Market, investment and agro-ecosystem constitute the external challenge dimensions : whereas trade , technology as well as production and resources allocation constitute internal response dimensions. The system manager is responsible for maintaining equilibrium in the mentioned six sub-systems. Two kinds of alternatives paths of technological development viz. land saving technology and labour saving technolog have been studied. Technology is considered as a combination of four basic components viz. facilities, abilities, facts and frameworks. Adoption of innovation in agriculture depends on profitability, awareness, risk aversion, financial capacity, institutional infrastructure, availability of physical inputs and adaptability to the local conditions. For a cast study of Korea, changes in the agricultural system through external challenge dimensions are investigated. The impacts of industrialization on agro-ecosystem reported are shift of labour from the agricultural sector to non-agricultural sectors and continuously increasing demand of farm the agricultural sector to non-agricultural sectors accompanied by increase in land prices. The impacts on the commodity market discussed are shift in demand from rice, barley and other cereals to meat , dairy products and vegetables : and increasing in supply capacity of agricultural inputs. The process of agricultural development from 1962 to 19 1 9 (i.e. from start of the first to the end of the sixth five year plan) are also discussed in details with several policy measures taken. The trend of agricultural income and productivity are also analyzed. The main cause of increase in the agricultural income is considered as increase in labour productivity. The study revealed that during the span of 1965-88, holding size has not changed significantly, but both the land and labour productivity increased and so did the agricultural income. R&D activities in Korea have changed over time in three stages vix. import of improved technology, localization by adaptive research and technological mastery. For the new technology to be made affordable to farmers, policy measures like fertilizer and food grain exchange system, dual price system in rice and barely and loan for machinery were strengthened.

  • Rural communities have been isolated from social and economic changes underway in the broader society. Trends towed an urbanized society have depopulated many rural areas (Flora, et al, 1992). The South Korean government has targeted efforts toward an urban centered economic development policy, which has neglected the rural areas. The South Korean government also has indoctrinated rural community development with a quick-fix approach. Self-directed economic organizations based in rural South Korea began to emerge in the late 1980s. Since the 1980s, South Korean agricultural sectors have been overshadowed by globalism. McMichael (1996) stated that rural communities have two options. A immunity should either End its niche (i.e. the commodities or products that can have advantages in the international trade market) or protest against globalism to survive if rural communities fail to find a niche under globalism. South Korean neat communities did not have enough natural resources nor enough money to invest for their rural community economic development programs. These limitations made it difficult for South Korean coral communities to compete in a global economic environment. Israel, Coleman, and Ilvento (1993) stated that local leadership is a critical component in the ability of communities to respond to lang-standing problems and emerging needs. Swinth and Alexander (1990) asserted that rural leaders are critical actors in rural community development. Whether rural communities succeed in finding their niche or not, the role of rural community leaders is important for rural communities to find ways to cope in the international agriculture market.

  • The purpose of this study is to analyze the trends of basic income guarantee of which the discussion has been spreading in recent years and to explore the feasibility of this system in the rural areas of Chungchengnam-do. Basic Income Guarantee means a system in which all members of society could take regular incomes which is at a minimum necessary for their life without any conditions, and it is already introduced or being currently discussed in several countries and regions such as USA, Switzerland, Namibia. In Korea, it is currently claimed that breakthrough policy such as basic income guarantee for farmers should be introduced for farmers or rural residents who are facing the challenges of the double, namely the reduction of farm incomes and rural population due to the expansion of global free trade such as WTO and FTA since 1990s. Therefore, the policy considerations and suggestions for implementing the basic income guarantee for farmers in Chungcheongnam-do is explained in this paper.

A Study on Onion Wholesale Price Forecasting Model (양파 출하시기 도매가격 예측모형 연구)

  • This paper predicts the onion's cultivation areas, yields per unit area, and wholesale prices during ship dates by using wholesale price data from the Korea Agro-Fisheries & Food Trade Corporation, the production data from the Statistics Korea, and the weather data from the Korea Meteorological Administration with an ARDL model. By analyzing the data of wholesale price, rural household income and rural total earnings, onion cultivation areas in 2015 are estimated to be 21,035, 17,774 and 20,557(ha). In addition, onion yields per unit area of South Jeolla Province, North Gyeongsang Province, South Gyeongsang Province, Jeju Island, and the whole country in 2015 are estimated to be 5,980, 6,493, 6,543, 6,614, 6,139 (kg/10a) respectively. By using onion production's predictive value found from onion's cultivation areas and yields per unit area in 2015, the onion's wholesale prices in June are estimated to be 780 won, 1,100 won, and 820 won for each model. Predicted monthly price after the onion's ship dates is analyzed to exceed 1,000 won after August.

The Estimation of the Demand Function of Korean Beef and Imported Beef Cuts - Focusing in Consumers in the Metropolitan Area - (한우와 수입산 쇠고기의 부위별 수요함수 추정 - 수도권 소비자를 중심으로 -)

  • This paper estimated the demand function of the cuts of Korean beef and imported beef by using the consumer panel and retail price data from the Korean Agro-Fisheries & Food Trade Corporation, and the weather data from the Korea Meteorological Administration with an log-log model and AIDS model. The results show that the preference for cuts of beef used for cooked soup, steamed dish, Changjorim are more elastic than cuts used for roasting when there is a change in price and income in the estimation of demand function of Korean beef. On the other hand, consumers respond sensitively with the demand of roasting part compared to steamed dish, Changjorim, soup when there is change in price and income in the estimation of demand function of imported beef. The results indicate that there is substitutional relationship between Korean beef and imported beef, because Korean beef cuts used for roasting can substitute for imported roasting part and the same relationship applies to steamed dish, soup, Changjorim. In addition, family number, family member, husband job, purchasing place, means of transportation, purchasing time, weather are statistically significant.
