Study on the Water and Environmntal Pollution Sources in the Agricultural Reservoir-Watershed Areas (농업용 저수지수역의 수질환경 오염원 조사 분석)

  • This tudy is to survey and analysis the water quality phase of Agricultural reservoirs through the case study of 18 reservoirs in Kyungpook Province in preparation for prevention disasters from the environmental hazards such as water pollutions. In these cases, the most hazardous pollution acts were Domestic animals excrements firstly, Human living wastge water secondly, Tourist resort sewage and Fertilize waste etc. in regular sequences. In the analysed results, pH, EC, BOD, DO, Cu, Ph, Cd were less than standard values recommended by the Environmental Authority and so they were estimated in scope of the safety value respectively. But few of factors being gradually closed with the hazardous point in the few places. At present, the hazardous environmental acts originated from the Domestic animals ex-crements, Human living waste water and Fertilize waste etc. in case the agricultural reservoirs, have to strongly be improved much better than before and prepared safety conditions for the rural living and agricultural life sciences.

  • Recently, many advanced countries are devoted to the development of eco-friendly new-renewable energy to prepare for the depletion of resources. Korea belongs to the absolute lack of energy to import from abroad 97% of energy use. So, development and supply of eco-friendly energy such as small hydro power has been required even more. Our country has a large number of small-sized reservoirs and dams. So, hydro generator has been installed at the small reservoirs and dams with the economy. Since the discharge flow of agricultural reservoir is not constant, the guide vane of wicket gate is used for adjusting the output of the generator.

Analysis of Water Supply Probability for Agricultural Reservoirs Considering Non-irrigation Period Precipitation using RCP Scenarios (RCP 시나리오 기반 비관개기 강수량을 고려한 농업용 저수지의 용수공급 확률 분석)

  • The main function of an agricultural reservoir is to supply irrigation water to paddy rice fields in South Korea. Therefore, the operation of a reservoir is significantly affected by the phenology of paddy rice. For example, the early stage of irrigation season, a lot of irrigation water is required for transplanting rice. Therefore, water storage in the reservoir before irrigation season can be a key factor for sustainable irrigation, and it becomes more important under climate change situation. In this study, we analyzed the climate change impacts on reservoir storage rate at the beginning of irrigation period and simulated the reservoir storage, runoff, and irrigation water requirement under RCP scenarios. Frequency analysis was conducted with simulation results to analyze water supply probabilities of reservoirs. Water supply probability was lower in RCP 8.5 scenario than in RCP 4.5 scenario because of low precipitation in the non-irrigation period. Study reservoirs are classified into 5 groups by water supply probability. Reservoirs in group 5 showed more than 85 percentage probabilities to be filled up from half-filled condition during the non-irrigation period, whereas group 1 showed less than 5 percentages. In conclusion, reservoir capacity to catchment area ratio mainly affected water supply probability. If the ratio was high, reservoirs tended to have a low possibility to supply enough irrigation water amount.

  • The impact and adaption on agricultural water resources considering climate change is significant for reservoirs. The change in rainfall patterns and hydrologic factors due to climate change increases the uncertainty of agricultural water supply and demand. The quantitative evaluation method of uncertainty based on agricultural water resource management under future climate conditions is a major concern. Therefore, it is necessary to improve the vulnerability management technique for agricultural water supply based on a probabilistic and stochastic risk evaluation theory. The objective of this study was to analyse the uncertainty of water resources under future climate change using probability distribution function of water supply in agricultural reservoir and demand in irrigation district. The uncertainty of future water resources in agricultural reservoirs was estimated using the time-specific analysis of histograms and probability distributions parameter, for example the location and the scale parameter. According to the uncertainty analysis, the future agricultural water supply and demand in reservoir tends to increase the uncertainty by the low consistency of the results. Thus, it is recommended to prepare a resonable decision making on water supply strategies in terms of using climate change scenarios that reflect different future development conditions.

Water Supply Risk Assessment of Agricultural Reservoirs using Irrigation Vulnerability Model and Cluster Analysis (관개취약성 평가모형 및 군집분석을 활용한 용수공급 위험도 평가)

  • Because reservoirs that supply irrigation water play an important role in water resource management, it is necessary to evaluate the vulnerability of this particular water supply resource. The purpose of this study is to provide water supply risk maps of agricultural reservoirs in South Korea using irrigation vulnerability model and cluster analysis. To quantify water supply risk, irrigation vulnerability indices are estimated to evaluate the performance of the water supply on the agricultural reservoir system using a probability theory and reliability analysis. First, the irrigation vulnerability probabilities of 1,346 reservoirs managed by Korea Rural Community Corporation (KRC) were analyzed using meteorological data on 54 meteorological stations over the past 30 years (1981-2010). Second, using the K-mean method of non-hierarchical cluster analysis and pre-simulation approach, cluster analysis was applied to classify into three groups for characterizing irrigation vulnerability in reservoirs. The morphology index, watershed area, irrigated area, and ratio between watershed and irrigated area are selected as the clustering analysis parameters. It is suggested that the water supply risk map be utilized as a basis for the establishment of risk management measures, and could provide effective information for a reasonable decision making on drought risk mitigation.

Assessment of the Potential Impact of Climate Change on the Drought in Agricultural Reservoirs under SSP Scenarios (SSP 시나리오를 고려한 농업용 저수지의 이수측면 잠재영향평가)

  • This study conducted an assessment of potential impacts on the drought in agricultural reservoirs using the recently proposed SSP (Shared Socioeconomic Pathways) scenarios by IPCC (Intergovernmental Panel on Climate Change). This study assesses the potential impact of climate change on agricultural water resources and infrastructure vulnerability within Gyeongsangnam-do, focusing on 15 agricultural reservoirs. The assessment was based on the KRC (Korea Rural Community Corporation) 1st vulnerability assessment methodology using RCP scenarios for 2021. However, there are limitations due to the necessity for climate impact assessments based on the latest climate information and the uncertainties associated with using a single scenario from national standard scenarios. Therefore, we applied the 13 GCM (General Circulation Model) outputs based on the newly introduced SSP scenarios. Furthermore, due to difficulties in data acquisiton, we reassessed potential impacts by redistributing weights for proxy variables. As a main result, with lower future potential impacts observed in areas with higher precipitation along the southern coast. Overall, the potential impacts increased for all reservoirs as we moved into the future, maintaining their relative rankings, yet showing no significant variability in the far future. Although the overall pattern of potential impacts aligns with previous evaluations, reevaluation under similar conditions with different spatial resolutions emphasizes the critical role of meteorological data spatial resolution in assessments. The results of this study are expected to improve the credibility and accuracy formulation of vulnerability employing more scientific predictions.

Study on Selection Criteria of Small-Scales Reservoirs for Emergency Action Plan(EAP) Establishment (소규모 저수지 대상 비상대처계획 수립 선정기준 연구)

  • This study developed selection criteria of small-scales reservoirs, having under $300,000m^3$ storage capacity, for the Emergency Action Plan(EAP) establishment in order to reduce the disaster risks of the reservoir's failures. Those reservoirs are out of ranges of Korean EAP establishment standard, but have potential risk of disasters as they have often failed by the recent extreme rainfall events and earthquakes, causing economical and life losses. The problem of reservoir aging is also one of the reasons of them. In this study, the developed selection criteria of small reservoirs for EAP establishment are storage capacity, embankment height, reservoir age, heavy rain factor and earthquake factor. These criteria were selected based on the review of the existing EAP establishment guidelines, analysis of the past dam failure cases, and the previous related studies. The quantification of these criteria were conducted for the practical applications in the fields, and applied to 67 previous failures in order to investigate the relation of each criteria with these failures. The earthquake factor found to be the highest relations followed by heavy rain factors, combination of earthquake and heavy rain factors, and reservoir age. The classification was made as observation and review groups for EAP establishments based on overlapping numbers of each criteria. This classifications applied to 354 reservoirs designated as having the potential disaster risk by MOIS, and showed 38.4% of observation and 11.9% of review groups. Anticipatory monitoring and regular inspection should be made by professional facility managers for the observation group, and necessity of EAP establishment should be assessed for the review group based on the downstream status and financial budget.

Analysis of Reservoir Vulnerability Based on Geological Structure Around Pohang Earthquake (포항지진 발생 주변지역 지질특성에 따른 저수지 취약성 해석)

  • A total of 594 reservoirs (17%), which are managed by KRC, equipped with earthquake-resistant facilities whereas remaining ones did not. In addition, reservoirs were placed without the effect of geological structures (i.e., fault and lineament). Therefore, development on technique for alleviating the potential hazards by natural disasters along faults and lineaments has required. In addition, an effective reinforcement guideline related to the geological vulnerabilities around reservoirs has required. The final goal of this study is to suggest the effective maintenance for the safety of earth fill dams. A radius 2 km, based on the center of the reservoir in the study area was set as the range of vulnerability impacts of each reservoir. Seismic design, precise safety diagnosis, seismic influence and geological structure were analyzed for the influence range of each reservoir. To classify the vulnerability of geological disasters according to the fault distribution around the reservoir, evaluation index of seismic performance, precise safety diagnosis, seismic influence and geological structure were also developed for each reservoir, which were a component of the vulnerability assessment of geological disasters. As a result, the reservoir with the highest vulnerability to geological disasters in the pilot district was analyzed as Kidong reservoir with an evaluation index of 0.364. Within the radius of 100km from the epicenter of the Pohang earthquake, the number of agricultural infrastructure facilities subject to urgent inspections were 1,180 including reservoirs, pumping stations and intakes. Four reservoirs were directly damaged by earthquake among 724 agricultural reservoirs. As a result of the precise inspection and electrical resistivity survey of the reservoir after the earthquake, it was reported that cracks on the crest of reservoirs were not a cause of concern. However, we are constantly monitoring the safety of agricultural facilities by Pohang aftershocks.

Comparative analysis of ONE parameter hydrological model on domestic watershed (ONE 모형의 국내유역 적용 및 비교 분석)

  • Agricultural reservoirs supply water for various purposes such as irrigation, maintenance, and living. Since agricultural reservoirs respond sensitively to seasonal and climate changes, it is essential to estimate supply and inflow for efficient operation, and water management should be done based on these data. However, in the case of agricultural reservoirs, the measurement of supply and inflow is relatively insufficient compared to multi-purpose dams, and inflow-supply analysis in agricultural reservoirs through water balance analysis is necessary for efficient water management. Therefore, rainfall-runoff analysis models such as ONE model and Tank model have been developed and used for reservoir water balance analysis, but the applicability analysis for ungauged watersheds is insufficient. The ONE model is designed for daily runoff calculation, and the model has one parameter, which is advantageous for calibration and ungauged watershed analysis. In this study, the water balance was analyzed through the ONE model and the Tank model for 15 watersheds upstream of dams, and R2 and NSE were used to quantitatively compare the performance of the two models. The simulation results show that the ONE model is suitable for predicting the inflow of agricultural reservoirs with the ungauged watershed

Spatial and Temporal Analysis of Drought Using the Storage Data of Agricultural Reservoirs in Chungnam Province in 2015 (농업용 저수지 저수율을 이용한 충남지역 2015년 가뭄 분석)

  • The objective of this study was to analyze the temporal and spatial characteristics of agricultural drought by tracking the daily reservoir storage in Chungnam province. All daily records of the percent of reservoir storage from 2000 to 2015 were collected for 130 irrigation reservoirs from the RIMS (Rural Infrastructure Management System). The temporal change of province-wide average reservoir storage and the statistics showed that the annual average and minimum percent of reservoir storage in 2015 were extremely low like as those in the historical drought years of 2001 and 2012. The minimum reservoir storage on record was a 41 % at the end of September and remained far less than its historical average even until the end of the year. Furthermore, the annual average reservoir storage (68.3 %) recorded the lowest on record since 2000. In addition, about half of 130 major irrigation reservoirs in Chungnam fell into the risk of water shortage below 30 % full, and, in terms of annual minimum reservoir storage, the 79 reservoirs yielded lower storage in 2015 comparing with the measured in another drought year, 2001. On the other hand, irrigation reservoirs of comparatively worse storage condition revealed to be mostly located on the inside, such as Cheongyang-gun and Hongsung-gun. Conclusively, the low reservoir storage, still far below average even on December 2015, induced a serious concern about that more extreme drought would happen in the next spring.
