The management of agricultural water can be divided into management of agricultural infrastructure and operation to determine the timing and quantity of water supply. The target of water management is classified as water-supply facilities, such as reservoirs, irrigation water supply, sluice gate control, and farmland. In the case of agricultural drought, there is a need for water supply capacity in reservoirs and for drought assessment in paddy fields that receive water from reservoirs. Therefore, it is necessary to analyze the water supply amount from intake capacity to irrigation canal network. The analysis of the irrigation canal network should be considered for efficient operation and planning concerning optimized irrigation and water allocation. In this study, we applied a hydraulic analysis model for agricultural irrigation networks by adding the functions of irrigation canal network analysis using the SWMM (Storm Water Management Model) module and actual irrigation water supply log data from May to August during 2015-2019 years in Sinsong reservoir. The irrigation satisfaction of ponding depth in paddy fields was analyzed through the ratio of the number of days the target ponding depth was reached for each fields. This hydraulic model can assist with accurate irrigation scheduling based on its simulation results. The results of evaluating the irrigation efficiency of water supply can be used for efficient water distribution and management during the drought events.

The uses of stage-storage curve function are diverse in irrigation reservoirs. The curve functions would be used to determine the optimal size of spillway length and the inundation area above full water level based on the flood routing in reservoirs. In addition, the curve function would he used to transform the stage to the storage for the reservoir water management, in which the storage is the supply water. Besides those, the curve is necessary for the planning of dredging, the estimation of the effective and the dead storage, the drought management by reservoir, etc. The curve function data, however, are almost unavailable for these purposes. According to the statistics, about 74% of the 2, 900 resevoirs which are maintained by Farm Land Improvement Association have no more effective data. Therefore, the simulation of the curve function could be better alternative. The curve functions were simulated derivating the regression equations based on the basin relief ratio and the effective depth. The results of the verification show the enough reliability of the application to generate the curve function in some reservoirs which do not have the surveyed stage-storage data. Also, even though the averaged curve function would be applicated without the basin relief ratio data, the result shows that the simulated curve is closer to the real one than the linear function by only the existing effective storage data.

Since the first installation of irrigation Systems in Korea , a large number of small and medium sized reservoirs have been constructed as the main water sources Some 412, 000 ha are at present irrigated from these sources of supply. Many of the reservoirs were designed in accordance with old low standards and have in addition suffered a loss in capacity through sedimentation. At the same time, water demand has increased with the in troduction of high yielding varieties of rice. The combination has resulted in severe water deficits. To study the problem, 16 sample reservoirs have been surveyed and analysed. The results of the study are summarized be low: 1. Average decrease in reservoir capacity from the installation to present-8% 2. Average soil erosion loss (m$^3$/km$^2$/year) is 536 m$^3$/km$^2$/year and average erosion depth of soil is 0. 5mm per year. 3. No relationship, between reservoir capacity per unit of watershed (m$^3$/km$^2$) and soil erosion loss was found. 4. Increases are required in reservoir capacity: 15.8% due to the introduction of HYV's; 16.6% due to the change of system losses from 10%to 25% The conclusion to be drawn from the above results is that existing reservoir capacity should be increased by an average of 32%. The purpose of this study was to analyze the temporal and spatial characteristics of the stream flow of small rural streams for investigating the status of stream depletion located downstream of irrigation reservoir. Bonghyun and Hai reservoirs and each downstream were selected for this study. Streamflow was measured for 8 stations downstream from two reservoirs from 2010 to 2012. The water quality samples were collected monthly from the 8 stream stations and 2 reservoir stations from 2011 to 2012. The stream depletion was found in most of the downstream of reservoirs for the non-irrigation period and even in the irrigation period when there were a lot of antecedent precipitation. We found that the stream segments where there were few streamflow, vegetation covers the stream and block the streamflow which makes the stream lost its original function as a stream. Water quality monitoring results of Bonghyun stream indicated that the concentration of SS, Turbidity, TOC, COD were decreased as the stream flows from the reservoir to downstream while the TN and TP were increased. The correlation analysis for water quality data indicated that the correlation between T-N and T-P was high for Bonghyeon and Sukji streams, respectively. Continuous monitoring for rural streams located in downstream of reservoirs are required to quantify the status of stream flow depletion and determine the amount of environmental flows.

This study was carried out not only to prepare available materials that can be utilized in basic planning of irrigation reservoirs, but also to contribute to the study on countermeasures for reasonable irrigation water development in Korea in the future, through the investigation for the structural characteristics of reservoirs and their change trend by an epoch. During this study 123 sites of sample reservoirs were analysed in their dimensions of physical constituent factors. The physical characteristics and their change trends revealed by this study are summarized as follows: 1. For the irrigation earth dam in Korea the correlation between dam volume (v) and dam height & length (H$^2$L) can be described as the formula of v=1. 434H2L~17, 300 (r=0. 933), from which embankment amount is assumed to be quickly estimated under determined dam height and length of the proposed reservoir. 2. The ratio of dam volume to dam height & length ranges approximately from 0.5 to 3 (1.7 in average), that of storage capacity to dam volume 2 to 10 (8.4 in average), that of irrigation area to full water surface area 5 to 20 (13 in average) and that of catchment area to irrigation area 2 to 5 (4 in average). Though correlation between dam volume and dam height & length is high, that between others is relatively low. 3. Average storage depth ranges approximately from 4m to l0m (6.6m in average), unit storage capacity 0. 4m to 0. 8m (0.54 in average) and shape factor of dam 5 to 20 (10.5 in average). 4. The more recently planned the reservoirs were, the less storage capacity, dam volume, full water surface and dam shape factor they have. 5. The DIROM (Daily Irrigation Reservoir Operation Model) was modified to estimate amounts of water release from reservoirs, considering customary irrigation water management practices, such as water supply for puddling and transplanting paddy rice from seeding beds and mid-season drainage. The applicability of the modified model was investigated by simulating amounts of water release from three study reservoirs: Hwamae, Ogi, and Doya Reservoirs. In terms of annual amounts of water release, the relative errors between the observed and simulated values in 2012 and 2013 ranged -26.20 % to 10.28 % and 4.90 % to 30.06 %, respectively; in case of reservoir water levels, the RMSE values ranged 0.45 m to 1.34 m and 0.40 m to 1.27 m, respectively. Also, it was revealed that the model provided better simulation results for monthly water releases than the original model. In addition, the model presented better performance in simulating 10-day amounts of water release from April to June. However, the model had still significant errors in the simulation results from July to September because the reservoirs were practically operated to adapt to water management circumstances. Finally, it is concluded that the modified DIROM can estimate the amounts of water release from reservoirs, reflecting irrigation water management customs in paddy-field districts. To achieve higher prediction accuracy of the model, it is necessary to incorporate practical reservoir operation rules into the model.

Past climate change influences multiple environmental aspects, certain of which are specifically related to agricultural water resources such as water supply and demand. Changes on rainfall and hydrologic patterns can increases the occurrence of reservoir water shortage and affect the future availability of agricultural water resources. It is a main concern for sustainable development in agricultural water resources management to evaluate adaptation capability of water supply under the changing climate and farming methods in paddy field. The purpose of this study is an evaluation method of design frequency of drought and water supply safety for agricultural reservoirs to investigate evidence of climate change occurrences at a local scale. Thus, it is a recommended practice in the development of water supply management strategies on reservoir operation under changing climate and farming methods in paddy field.

The measures for water quality improvement have been planned to introduce for several reservoirs which were badly polluted among the sites included in the Network of Agricultural Water Quality Survey (NAWQS). Considering conditions of circumstances around reservoirs, self-purification systems such as natural ecosystem, oxidation ponds with plants, grassed waterways, weirs, and manmade plant-islands are taking into account enhancing to trap nutrients in waters running off from agricultural lands. The Pollutant Run off Ratios were analysed to predict the effects of water quality improvement for self-purification systems. The cost of water quality improvement was evaluated. The correlation equation between cost and irrigation area showing high correlation coefficient was derived.

The south-western part of Korea is situated in an unbalance of water supply and demand relating to the Keum, Mankyung, Dongjin and Youngsan River and their estuary reservoirs. For example, the Keum River estuary reservoir is discharging the larger amount of yearly runoff into the sea due to the small storage capacity, while Saemankeum estuary reservoir which is under construction, has the smaller runoff amount comparing with its storage capacity, And the downstream area of the Youngsan River, such as Youngkwang, Youngam are deficient in water due in larger demand and smaller supply. In order to solve the above unbalanced water supply and demand and also to improve the water use efficiency, the Hierarchical Operation Model for Multi-reservoir System(HOMMS) has been developed and applied to analyze the multi-reservoir operation assuming that the above reservoirs were linked each other. The result of this study shows that 2,148MCM of annual additional water requirement for agricultural and rural water demands are required in this region at 2011 of target year, and these demands can be resolved by diverting and reusing 1,913MCM of the released water from the estuary reservoirs into the sea.

The physical condition assessment criteria of fill dam safety inspection are now weakly regulated and inappropriate for small agricultural reservoirs since these criteria have fundamental backgrounds suitable for large-scale dams. This study proposes the degree (critical values) of defects for the quantitative condition assessment of the embankment in order to prepare the condition assessment criteria for a small reservoir with a storage capacity of less than one (1) million cubic meters. The critical values of defects were calculated by applying the method that considers the size ratios based on the dimensional data of reservoirs, and the method of statistical analysis on the measured values of the defect degree which extracted from comprehensive annual reports on reservoir safety inspection. In comparison with the current criteria, the newly proposed critical values for each condition assessment item of the reservoir embankment are presented in paragraphs 4 and 6 of the conclusion. In addition, this study presents a method of displaying geometric figures to clarify the rating classification for condition assessment items with the two defect indicators.
