TMDL development and implementation have great potential fur use in efforts to improve water quality management, but the TMDL approach still has several difficulties to overcome in terms of cost, time requirements, and suitable methodologies. A well-defined prioritization approach for identifying watersheds of concern among several tar-get locations that would benefit from TMDL development and implementation, based on a simple screening approach, could be a major step in solving some of these difficulties. Therefore, a web-based decision support system (DSS) was developed to help identify areas within watersheds that might be priority areas for TMDL development. The DSS includes a graphical user interface based on the HTML protocol, hydrological models, databases, and geographic information system (GIS) capabilities. The DSS has a hydrological model that can estimate non-point source pollution loading based on over 30 years of daily direct runoff using the curve number method and pollutant event mean concentration data. The DSS provides comprehensive output analysis tools using charts and tables, and also provides probability analysis and best management practice cost estimation. In conclusion, the DSS is a simple, affordable tool for the preliminary study of TMDL development via the Internet, and the DSS web site can also be used as an information web server for education related to TMDL.
The standard design methodology was suggested to construct wetland system for reducing non-point source pollution from Saemangeum reclaimed paddy land. To set for the design flow and concentrations, runoff and water quality survey were conducted during the irrigation period in 2008 at Gyehwa reclaimed paddy land located at near Saemangeum lake. It is rational that 1ha is the optimum constructed wetland size. To meet this size, the moderate drainage area of reclaimed paddy field was 50ha under the conditions that rainfall is 30mm, average runoff coefficient is 0.83, and runoff capture ratio is 0.6. At these condition, the runoff volume from 50ha was 10,520 $m^3/d$ including base flow during irrigation period. To select the optimum wetland system, several case studies were conducted by focusing on the tidal reclaimed land areas having wetland systems in Seokmun. Pond-Wetland system was selected as the standard model because of showing the highest reduction efficiency. Single variable regression equation were delivered to estimate effluent water concentrations from the designed wetland by using long-term monitoring data from the Seokmun experiment site. The effluent concentration from the designed wetland using these equation were showed moderately range.

The purpose of this study is to establish a database of weather, hydrology, point source pollution management, reservoir release and tillage management for SWAT model evaluation of Anseongcheon watershed ($370.1km^2$, the upstream of Gongdo water level gauging station), and to use them for the following research of future climate and land use change impact on streamflow and stream water quality. It is expected that the database can achieve the practical analysis of current watershed hydrologic and environmental condition. The model calibration and validation were conducted using the constructed database. The model results showed that the tillage management affected the temporal shift of pollutant loads, and changed the flow pattern of pollutant transport through cultivation area. It was identified that the April and May irrigation water supply from the agricultural reservoir also affected the streamflow of downstream. The data application of pollutants treatment facilities and tillage management of cultivation area showed about 10% difference in the simulation results of stream water quality. The data establishment of agricultural reservoir operation, the tillage management of cultivated area within the watershed and the attributes inclusion of pollutants treatment facilities were proved to be important in SWAT model evaluation. The results of model setup in this study are expected for more reliable model application in the following research of future climate and land use change impact on hydrology and stream water quality of the study watershed.
Since high concentrations of N, P, and organic C cause the excessive eutrophication in water systems, the control of nutrient export from agricultural nonpoint sources has become important. This study was conducted to estimate discharges of N, P, and organic C from a small agricultural watershed of the upper Imgo stream in Youngchun, Kyongbuk. Of the total area(1.420ha), 25% was agricultural land including paddy, upland and orchards and most of the remainder was forest. The resident population in the watershed was 194 in 80 households and relatively small numbers of livestocks including cow were raised. Mean concentrations of nutrients in the stream water were 4.95, 0.80, 6.72, 0.07 and 2.52mg/L for $NO_3-N$, $NH_4-N$, Total N, Total P and COD respectively. Annual discharges in 1997 were 28,991kg of $NO_3-N$. 3,010kg of $NH_4-N$, 37,006kg of Total N. 590kg of Total P, and 29,138kg of COD. There was a strong positive relationship between stream flow and precipitation, and also most of the nutrient discharges occurred in the rainy season (May to August). Since there was no any other industries in the watershed, agricultural practices and sewage from the resident households, forest runoff and livestock wastes were the major sources of NPS discharges. A combination of management options, including management of soil erosion and fertilizer application, could lead to reductions in nutrient exports.

Environment problem has been arising in many countries. Especially, soil erosion has been deemed as one of the biggest issues because sediment causes muddy water and pollutants, such as agricultural chemicals, flow in the stream with this sediment. Many studies, regarding soil loss and non-point source pollution from watershed, has been performed while serious problem has been known. Soil loss occurred in most agricultural area by rainfall and runoff. It makes hydraulic structure unstable, causes environmental economical problems because muddy water destroys ecosystem and causes intake water deterioration. As revealing serious effects of muddy water by sediment, many researches have been doing with various methods. Hydraulic structures establishments such as soil erosion control dams and grit chamber are common. Vegetative filter strip is investigated in this study because vegetative filter strip is designed for reducing sediment from upland areas of the watershed, and it has many functions, not only sediment reduction but also runoff water quality improvement and wildlife habitat. With these positive functions of the vegetative filter strip, the study about vegetative filter strip has been increasing for reducing sediment because it is more effective than hydraulic structures from an environmental perspective. But the sediment trapping efficiency by vegetative filter strip, needs to be investigated and designed first. Therefore the model, VFSMOD-W, was used in this study as it can estimate sediment trapping efficiency of vegetative filter strip under various field, vegetation, weather condition. Sensitive factors to sediment trapping efficiency are studied with VFSMOD-W, and sediment trapping efficiency equation has been derived using two most sensitive factors. It is thought that the equation suggested in this study can be used in Soil and Water Assessment Tool (SWAT), to overcome the limit of SWAT filter strip module, which is based solely on filter strip width.
To understand the status of water quality and work out a suitable countermeasures in Seonakdong watershed which has poor agro- environmental condition because of severe point and non-point source pollution by popularized city and near sea, we investigated the pollution sources and water quality from '03 and '05 and the result were mapped with GIS and RS for end-users's convenient comprehense and conjunction of water quality and geological data. The most degraded tributary was Hogeo stream which was affected directly by highly popularized Gimhae city, the main pollution source of the watershed. The pollution of tributaries in watershed increased the T-N of main body that reached over 4 mg/L during dry season. Pyeonggang stream and the lower part of main water way were suffered from high salt contents induced near sea and the EC value of those area were increased to 2.25 dS/m. The delivered loads of T-N and T-P were largest in Joman river as 56% and 61% of total delivered loads 1mm tributaries because of lots of stream flow. When Management mandate for irrigation water in Seonakdong river watershed was mapped for estimating integrated water quality as the basis of classification of EC and T-N contents in water, Hogeo and Shineo catchments were showed the requiring countermeasures none against nutrients hazard and Pyeonggang catchment was the vulnerable zone against nutrients and salts hazard. As the result, Seonakdong watershed had very various status of water quality by characteristics of catchments and countermeasures for improving water quality and crop productivity safely should changed depend on that.

In the last decade, many methods such as greet chamber, reservoir, or debris barrier, have been utilized to manage and prevent muddy water problem. The Vegetative Filter Strip (VFS) has been thought to be one of the most effective methods to trap sediment effectively. The VFS are usually installed at the edge of agricultural areas adjacent to stream or drainage ditches, and it has been shown that the VFS effectively removes pollutants transported with upland runoff. But, if the VFS is installed without any scientific analysis of rainfall-runoff characteristics, soil erosion, and sediment analysis, it may not reduce the sediment as much as expected. Although Soil and Water Assessment Tool (SWAT) model has been used worldwide for many hydrologic and Non-Point Source Pollution (NPSP) analysis at a watershed scale. but it has many limitations in simulating the VFS. Because it considers only 'filter strip width' when the model estimates sediment trapping efficiency, and does not consider the routing of sediment with overland flow option which is expected to maximize the sediment trapping efficiency from upper agricultural subbasin to lower spatially-explicit filter strip. Therefore, the SWAT overland flow option between landuse-subbasins with sediment routing capability was enhanced with modifications in SWAT watershed configuration and SWAT engine. The enhanced SWAT can simulate the sediment trapping efficiency of the VFS in the similar way as the desktop VFSMOD-w system does. Also it now can simulate the effects of overland flow from upper subbasin to reflect the increased runoff volume at the receiving subbasin, which is what is occurring at the field if no diversion channel is installed. In this study, the enhanced SWAT model was applied to small watershed located at Jaun-ri in South Korea to simulate diversion channel and spatially-explicit VFS. It was found that approximately sediment can be reduced by 31%, 65%, 68%, with diversion channel, the VFS, and the VFS with diversion channel, respectively.

The wetlands have functions those were retention of diverse biota, purification of water quality, control of climate and flood, eco-tourism and supply of agricultural water, and that was the ecosystem of high biodiversity as the zone of transition between inland and water. Therefore, this study showed the conservation and management plan by analyzing in the abiotic and biotic environment of forest swamp, Gyeongsangbuk-do. The results were as follows. Examining the management plan of the abiotic environment, there will need to establish the hydrological plan in continuous expediting the supply of water to maintain a humid soil of swamp, and to try to find the organic farming, use of low toxic agrichemicals and so on to prevent occurring a non-point source pollutants. To prevent changing the flowing of ground water and inflow of earth and sand in modifying the land character, there will be needed to restrict the construction of farmland and slope around swamp. To manage the biotic environment, there needed to offer the habitat by removing the regular interval and individual of a dead tree, and to improve the growth environment of vegetation. Because the naturalized plants disturb the natural vegetation, they will be removed. The afforested trees like Robinia pseudoacacia and Amorpha truticosa will be renewed to prevent the heterogeneity of landscape ecology, and the active conservation plan on wetland species will be established. As this study was carried out to study on the partial swamp, Gyeongsanbuk-do, the ecological environments distributing a swamp in Korea show a some problem. In the future, the study will accomplish to study the accurately and objectively ecological environment and management of a swamp by analyzing the extensive sites.

There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.

This study was aimed to characterize non-point source (NPS) pollutant runoff and estimate event mean concentrations (EMCs) from a small rural watershed located at the headwater area of the Gyeongan stream. The study watershed consists of the two major landuse, forest (72 %) and paddy field (28 %). The nine rainfall events ranging from 18.5 to 192.6 mm in amount were monitored in this study. Stream flow was measured at the watershed outlet using a water level gauge, while a number of water samples for each event were collected and analysed for water quality. Event pollutant loads varied greatly depending on rainfall events varying from 22.6 to 3,134.2 mg/L, 0.32 to 24.56 mg/L, 0.090 to 1.320 mg/L, and 2.3 to 149.8 mg/L for SS, TN, TP, and COD, correspondently. The respective mean EMCs were estimated by 104.2, 1.00, 0.168, and 7.9 mg/L. The Pearson correlation analysis showed that COD EMC was significantly correlated with those of SS, TN, and TP. Rainfall runoff ratio appeared to be negatively correlated with EMCs of SS, TP, and COD, although not statistically significant. The event loads from the largest rainfall was greater than the sum of those from the remaining eight events. The study results suggest that the appropriate management of intensified storm events are of greater importance in curbing NPS loads, while the estimated EMCs provide base data for the unit pollutant loads determination for the forest-paddy composite upstream watershed.
