After ten years of implementing the agricultural automation program in Taiwan, some positive effects and satisfactory results have been recognized by both the agricultural industry and local administrative bureaux. The automation of agriculture is a response to sophisticated demands for production and quality in countries with high labor costs. The development of sensor systems, control systems, precision agriculture systems, and engineering for plant culture systems will determine the degree of automation used for crop production in the 21st century. The engineering system will capitalize upon expertise from physiologists, pathologists, systems analysts, agronomists, horticulturists, computer programmers, economists, crop producers and managers in order to efficiently implement automated crop production.

The surveillance and epidemiological investigation systems for companion animals in South Korea are significantly underdeveloped compared to those for humans and livestock. Recent outbreaks, such as idiopathic neuromuscular syndrome and highly pathogenic avian influenza among cats, have highlighted the need for reliable systems. This short review conducts situation analysis regarding disease surveillance and epidemiological investigation for companion animals in South Korea. The current challenges include an absence of administrative leadership, a lack of legal support, and unreliable medical data. The recommendations for future directions include clear leadership by the Animal and Plant Quarantine Agency, amending the Act on the Prevention of Contagious Animal Diseases to include companion animals, and enhancing the quality of medical data through standardized coding systems, such as Systematized Nomenclature of Medicine Clinical Terms. In addition, sentinel surveillance rather than universal systems should be established to provide adequate incentives for local practitioners to provide data and develop sustainable public-private networks. These recommendations could be important for developing a comprehensive and sustainable system for disease surveillance and epidemiological investigation in the companion animal field.

행정정보시스템은 계속 숫자가 증가하고 있음에도 불구하고 기록관리의 사각지대에 있어서 시스템이 노후화되거나 새로 개발되는 경우 기록이 손실될 위험을 내포하고 있다. 또한 기록관리를 염두에 두지 않고 설계되었기 때문에 기록의 특성과 요건을 만족하지 않은 상태로 관리되고 있다. 기록관리 선진국에서는 정부차원에서 데이터세트 기록의 중요성을 인지하여 데이터세트 아카이브를 운영하는 사례도 있고, 보존을 위한 관리체계나 보존포맷에 대한 프로젝트를 수행한 사례도 있다. 우리나라도 데이터세트에 대한 기록관리 체제와 개별 행정정보시스템에 대한 연구가 조금씩 수행되고 있으나 공식적인 관리 체계가 수립되지는 않은 상태이다. 본 논문에서는 이러한 방향성에 기본 하여 전자정부 추진 전략의 틀에서 데이터세트 식별체계의 수립과 기록관리기준의 설정 전략을 제안하였다. 행정정보시스템 기록화를 위한 데이터세트 선별 절차를 (1)기록화 대상 데이터세트 결정, (2)데이터세트 기록 건 식별 단계, (3)데이터세트 기록의 관리계층 구성 단계로 나누어 정리해보았다. 이 논문은 데이터세트에 대한 보존포맷이나 데이터세트 아카이브 단계에서의 관리절차 등 아카이빙 단계의 문제는 연구내용에 포함하지 않았다.

현재 국내의 시설물의 점검 및 관리 시스템은 대부분 수작업으로 이루어진다. 이런 수동적인 관리에서는 데이터베이스로의 입력이 필요하여 인력이 낭비되고 시설물의 변화에 실시간으로 대응하지 못함으로서 여러 사고를 초래하기도 한다. 하지만 사람이 일일이 체크하는 수동적인 시설물 관리에서는 이런 문제점을 완벽히 해결할 수 없다. 이 문제점들을 해결하기 위해서는 다음과 같은 조건을 필요로 한다. 첫째, 자동화된 시스템을 바탕으로 변화된 정보를 실시간으로 인식할 수 있어야 한다. 둘째, 데이터를 정확히 기록하여 점검시간의 조작 등이 발생하지 않아야 한다. 셋째, 관리자를 통한 관리가 용이하도록 이동성이 보장되어야 한다. 본 논문에서는 이러한 문제점들을 해결하기 위하여 이동성을 지니면서 여러 시설물에 관한 관리 및 점검을 편리하게 할 수 있는 이동형 RFID 시설물 관리 시스템을 설계 및 구현하였다. 이 시스템을 사용하게 되면 기존의 시스템에 비해 점검 작업의 정확성 향상과 시간을 단축시킬 수 있으며, 고장 빈도를 줄여 비용을 절감할 수 있음을 확인하였다.

학교도서관은 교사와 학생들의 교수·학습활동을 지원하고, 학교의 교육과정 전개에 이바지할 수 있어야 한다. 최근, 교육부가 추진하고 있는 자기주도적 학습은 자료중심을 통하여 학생들에게 문제해결능력을 길러주자는 것이다. 자료중심교육은 학교도서관을 떠나서 생각할 수 없는 문제이다. 모든 도서관중에서 가장 기본적인 학교도서관은 정부의 제도적, 행정적인 뒷받침이 없으면 발전할 수 없는 특성을 가지고 있다. 그 동안 정부당국의 무관심과 입시위주의 교육 때문에 거의 빈사상태에 있는 실정이다. 따라서, 학교도서관 관계법령을 개정하여 제도적으로 정착시켜야한다. 어떠한 제도나 조직의 발전은 결국 사람의 문제로 귀결된다고 보아야 한다. 아무리 좋은 법령을 만들고 제도적 장치를 마련해 두어도 행정적인 지원과 뒷받침이 없으면 그 제도나 조직은 발전할 수 없다. 그 조직에 대한 관계기관의 애정어린 관심과 발전에 대한 강력한 의지가 있어야 한다.

업무를 위해서 설계된 다양한 시스템에서 생산되는 행정정보데이터 세트 기록은 건 단위로 관리하기 어렵기 때문에 별도로 데이터세트를 식별하고 평가하는 절차가 필요하다. 식별된 데이터세트기록은 평가를 거쳐 기록관리시스템으로 이관하거나 폐기 등의 처분이 일어난다. 이러한 과정에서 기록관리원칙을 지키기 위해서는 생산시스템 자체에 충분한 기록관리요소가 반영되어야 한다. 본 논문에서는 데이터세트를 정확하게 식별하고 안전하게 관리하기 위한 생산시스템의 기능요건을 도출하고 KR 재산관리시스템의 사례를 토대로 적용하였다. 이러한 생산시스템 기능요건의 연구가 더해져 데이터세트 생산시스템의 기능요건 표준의 도출까지 이어지길 기대해 본다.

행정선 추자호는 제주시 추자군도 내 유인도서를 운항하는 유일한 교통수단이다. 추자호는 선령이 관공선의 내구연한인 25년이 지나서 안전을 위해 대체 건조가 필요한 상황이다. 또한 현재 추자도에는 응급환자 발생 시 제주시까지 해상수송 수단이 없어서 추자도 주민들은 의료선 기능을 갖춘 행정선으로 대체를 강력히 요구하고 있다. 본 연구의 목적은 추자도 행정선의 대체건조를 위해 행정선이 수행해야 할 기능을 조사하고, 그 기능의 수행에 적합한 대체 행정선의 개념설계를 제시하는 데 있다. 본 연구에서는 선박운항 현장조사 및 선박이용자와 관계기관 종사자를 대상으로 이용자 요구사항을 조사하여 대체 행정선이 의료선 기능을 수행해야 할 필요성을 제시하고, 의료선 기능을 갖춘 행정선의 개념설계를 제시하였다. 본 연구 결과는 지방정부의 행정선 대체 건조사업의 예산편성을 위한 검토 및 선박기본설계로 활용될 수 있으며 도서지역 주민의 교통안전 향상 및 의료환경 개선에 기여할 것으로 기대한다.

본 연구에서는 공공행정 정보시스템을 대상으로 정보시스템 내재화의 영향요인을 살펴보고, 정보시스템 내재화가 업무성과에 미치는 영향을 분석한다. 이를 위해 개인의 동기를 설명하는 자기결정이론을 토대로 정보시스템 내재화의 영향요인을 자발적, 비자발적 동기로 구분한다. 자발적 동기요인으로는 성과기대, 개인혁신성, 조직시민행동을, 비자발적 동기요인으로는 정부의 영향, 경쟁조직의 영향, 최고관리자의 영향을 제시하였다. 분석결과, 자발적 동기요인인 성과기대, 개인혁신성, 조직시민행동은 정보시스템의 내재화에 영향을 미치는 것으로 나타났으나, 비자발적 동기요인을 구성하는 정부의 영향, 경쟁조직의 영향, 최고관리자의 영향은 모두 유의한 영향을 미치지 않았다. 정보시스템의 내재화와 업무성과 간의 관계는 유의한 것으로 나타났다. 공공행정 정보시스템과 같이 비자발적 사용 환경에서는 정보시스템 사용여부를 개인이 결정할 수는 없지만, 의무적 사용수준을 넘어선 적극적 활용은 개인의 자율성과 관련된 요인들이 중요한 역할을 수행하는 것으로 분석되었다.

The purpose of this study is to provide the comparative study results for the purpose of the developing continuing professional educational systems for Korean pharmacists. The professional continuing educational systems of the UK, USA, Japan and Korea were analyzed. General Pharmaceutical Council in UK controls the pharmacy professions for the protection of the health of the citizens in UK and certifies the schools of pharmacy and the continuing education providers. The USA and Japan have the several accreditation bodies for the pharmacy education and the continuing pharmaceutical education. However, the quality assurance systems in Korea for the continuing education and specialty programs are not implemented, yet. The renewal system of the pharmacist license should be introduced like the health care providers like doctors to improve professionalism. Finally, it is recommended that all of these things should be done by a single administrative authority such as Korean Accreditation Council for Pharmacy Education.

The medical industries are integrated with information technology with mobile devices and wireless communication. The advent of mobile healthcare systems can benefit patients and hospitals, by not only providing better quality of patient care, but also by reducing administrative and medical costs for both patients and hospitals. Security issues present an interesting research topic in wireless and pervasive healthcare networks. As information technology is developed, many organizations such as government agencies, public institutions, and corporations have employed an information system to enhance the efficiency of their work processes. For the past few years, healthcare organizations throughout the world have been adopting health information systems (HIS) based on the wireless network infrastructure. As a part of the wireless network, a mobile agent has been employed at a large scale in hospitals due to its outstanding mobility. Several vulnerabilities and security requirements related to mobile devices should be considered in implementing mobile services in the hospital environment. Secure authentication and protocols with a mobile agent for applying ubiquitous sensor networks in a healthcare system environment is proposed and analyzed in this paper.
